Democrats OK Limiting Party Leaders' Role in Picking Nominee After two years of sometimes ugly public fighting, Democratic Party leaders on Saturday voted to limit their own high-profile roles in choosing presidential nominees, giving even more weight to the outcome of state primaries and caucuses. The debate over the influence of party insiders known as superdelegates was evidence of the fallout from the 2016 fight between eventual nominee Hillary Clinton and Vermont Sen. Bernie Sanders. His supporters accused the national party of tipping the scales in Clinton's favor. The change, which affects the hundreds of Democratic National Committee members, elected officials and party elders who attend presidential conventions as automatic delegates, was seen as a victory for the party chairman, Tom Perez. It comes with the November election nearing, when GOP control of Congress is at stake, and a potentially bruising nominating battle shaping up for 2020, when President Donald Trump is up for re-election. "We should never ever confuse unity and unanimity," Perez said after the vote. "Today, demonstrated the values of the Democratic Party." Under the new rules for 2020, superdelegates still will be automatic delegates to the party's convention. But they will not have a vote on the first presidential ballot if the convention remains contested, which is a distinct possibility given the number of Democrats considering running. Superdelegates would get to vote on any subsequent rounds of voting, though the Democratic nomination has been settled on the first ballot of every convention since the 1970s, when the modern system of primaries and caucuses was established. The change was approved by acclamation. The key procedural vote before that showed the overhaul had 329.5 "yes" votes to 106.5 votes in opposition. The approval drew a standing ovation from progressive activists, many of them among the Sanders supporters who had cited superdelegates as the personification of establishment favoritism toward Clinton. "This is a great day for America and for the party," said Jeff Weaver, Sanders' 2016 campaign manager. "When you have a system subject to gaming, there is incentive to game it. To the extent the system can't be gamed, you have more credibility with voters." In a written statement, Sanders called the move "an important step forward in making the Democratic Party more open, democratic and responsive to the input of ordinary Americans." Perez said settling the issue means the party can focus exclusively on the November election, when Democrats are aiming to reclaim majorities on Capitol Hill and regain power in statehouses around the country. "We're here to win elections. We're here to restore our democracy as we know it," Perez said, and "we're going to kick butt in 73 days." Beyond changing the rules for superdelegates, the overhaul is intended to make vote-counting at presidential preference caucuses more transparent and make it easier for voters other than longtime registered Democrats to participate in caucuses and primaries. That could affect states such as Iowa, which might have to develop paper ballots for caucus sites instead of its usual method of sorting into groups and counting heads. New York, meanwhile, would be pressured to relax its party registration deadline, which in 2016 fell six months before the primary, leaving many independents who wanted to back Sanders no option to vote. But it was the superdelegate matter that met fierce opposition from some party leaders, including two former national heads, Donna Brazile and Don Fowler, both longtime allies of Hillary Clinton and former President Bill Clinton. Fowler, Brazile and other opponents cast the efforts as punishing rank-and-file party leaders incorrectly perceived as party bosses trying to override the will of voters. Even Perez noted that superdelegates have never overturned the cumulative results of primaries and caucuses. In 2016, for example, Clinton got almost 4 million more primary and caucus votes than Sanders, giving her a clear lead in pledged delegates heading into the Philadelphia convention. Still, many superdelegates had declared their loyalty early in the process — even before primary season began — allowing Clinton to claim the mantle of a prohibitive favorite. Christine Pelosi, a DNC member from California who backed Clinton but supports scrapping superdelegates, recalled media coverage of Sanders' big victory in the New Hampshire primary being colored by Clinton having unpledged delegate support in the state. "Sanders went to bed ahead, and he woke up effectively tied" in the delegate count, Pelosi said. "That's not a 'perception.' That's a reality."

Prime Minister Abiy Ahmed also said the World Bank "soon" plans to provide $1 billion in direct budgetary assistance, a sign of confidence after years of unrest in Africa's second most populous nation. Such assistance stopped after the disputed 2005 elections.   "My dream is that doubts about the ballot box will disappear," Abiy said, saying the vote won't be delayed and promising a peaceful transfer of power if he loses.   The 42-year-old Abiy took office in April and shocked the country with a wave of reforms including restoring diplomatic ties with neighboring Eritrea after two decades, pledging to open up state-owned companies to outside investment and releasing thousands of prisoners.   The reforms have been praised by the international community and attracted investors interested in one of Africa's fastest-growing economies.   Recent ethnic unrest in various parts of Ethiopia, however, has dampened the initial jubilation and posed a major challenge to the new leader.   "There are groups that are working in unison to cause chaos in different parts of the country," Abiy told reporters. "They are triggering peoples' emotions to this end."   Some 2.8 million people have been displaced by the unrest, according to the United Nations. "But this didn't happen due to the reforms," the prime minister said.   He said the unrest in the eastern Somali region has calmed but measures will be taken against former officials, including the region's former President Abdi Mohammed Omar, who is suspected of orchestrating the chaos earlier this month that led to the destruction of government offices, looting of businesses and burning of churches.   Asked about internet cuts in the region following the unrest, an unpopular tactic widely used by the previous government, Abiy appealed for understanding and said it might have saved lives.   "But curbing access to information and cutting the internet is not the way forward," he added, and urged youth to use it responsibly.   The prime minister also in recent months has welcomed a number of once-exiled opposition figures and groups back to Ethiopia and invited them to join in the political conversation.   But on Saturday he drew the line at former military dictator Col. Mengistu Hailemariam, who overthrew the last Ethiopian emperor, Haileselassie, in 1974 and eventually was sentenced to life for spearheading a "Red Terror" that killed tens of thousands of people. He fled the country in 1991 as rebels, who now make up the ruling coalition, approached the capital.   Some Ethiopians have called on Abiy to offer Mengistu amnesty after a rare photo of him in exile in Zimbabwe went viral early this month.   "Ethiopia's constitution clearly stipulates the 'Red Terror' crimes cannot be covered under an amnesty law," Abiy said. "So Col. Mengistu will not ... return home. But if the law in the future allows, that may change."

Once-Powerful Hawaii Hurricane Now a Tropical Storm A powerful hurricane that threatened Hawaii for a week rapidly disintegrated to become a tropical storm south of Honolulu. But meteorologists warned heavy rains could still wallop the islands with flash flooding and punishing winds. Lane dumped nearly 3 feet of rain on parts of the Big Island of Hawaii over the past two days, forcing residents to flee their homes in waist-high water and officials to clear a series of landslides. The main town of Hilo, population 43,000, was flooded Friday with waist-high water as landslides shut down roads. Honolulu Mayor Kirk Caldwell said people need to be vigilant and not let their guard down. But he was happy to hear the storm deteriorated. "The good news is Lane got weak and fell apart. We dodged a bullet," he said at a news conference Friday. Lane roared toward the island chain early this week as the most powerful type of hurricane measured:a Category 5 on the Saffir-Simpson Hurricane Wind Scale. That meant it was likely to cause catastrophic damage with winds 157 mph (252 kph) or above. But upper-level winds known as shear swiftly tore the storm apart. By late Friday, the National Weather Service said Lane had maximum sustained winds of 70 mph (110 mph) as it slowly twisted west about 120 miles (240 km) south of Honolulu. Margaret Collins, 69, woke up Thursday night to sounds in her Hilo backyard. "So I got up out of bed and looked out my bedroom window and saw water 3 feet high gushing past my window," she said. "And that's when I realized I was standing in water." Collins called a neighbor for help, who crawled through bushes to bring her out of the house, half-carrying her as she clutched a plastic bag with medication. The water knocked down a cement wall and lifted her truck out of the carport, sending it toward her neighbor's house, she said. "My house is completely inundated with mud-water," said Collins, who was told the damage wouldn't be covered by insurance. She hopes she can get federal assistance. ​Tourists, snails rescued Elsewhere on the Big Island, the National Guard and firefighters rescued six people and a dog from a flooded home, while five California tourists were rescued from another house. A different type of evacuation took place on Oahu, the state's most populated island. Officials with the Department of Land and Natural Resources transferred about 2,000 rare Hawaiian snails from a mountain marsh to offices in downtown Honolulu. A staffer will spend the night and place ice around their cages in case the air conditioning goes out. Some of the snails are the last of their kind, including one named George that's the sole remaining Achatinella apexfulva in captivity. Staff members are trying to keep him safe in case he's able to reproduce. Fire and rain As flooding hit the Big Island, brush fires broke out in areas of Maui and Oahu susceptible to flames. Some residents in a shelter on Maui had to flee when a fire got too close, and another fire forced people from their homes. A woman suffered burns on her hands and legs and was flown to Honolulu, Maui County spokesman Rod Antone said. Her condition wasn't clear. A man posted a video on Instagram showing flames several stories high starting to envelop parked cars. Josh Galinato said he was trying to sleep when he smelled smoke in his apartment in the tourist town of Lahaina. "I opened up my front door, and I just saw the fire spreading and coming downhill," Galinato said. He and neighbors honked horns to alert others to the danger. Joseph Azam, who was vacationing in Maui with family and friends, hoped rain from the hurricane arrived before the flames did. "Trying to figure which comes first, the fire or the rain," said Azam, who's from Oakland, California, and is staying at a hotel. "We're praying the rain arrives soon." Others prayed for the rain to stay away. In Waikiki, the man-made Ala Wai Canal is likely to flood if predicted rains arrive, said Ray Alexander of the U.S. Army Corps of Engineers. The canal marks the northern boundary of the Waikiki tourist district. Worries that it could overflow in heavy rains have prompted efforts to reduce the risk. "The canal has flooded in the past, and I believe it's safe to say based on the forecast of rainfall it's likely to flood again, the impacts of which we aren't prepared to say at this time," Alexander said. Major flooding could damage 3,000 structures and cost more than $1 billion in repairs, the Honolulu Star-Advertiser newspaper reported, citing corps estimates. Officials received $345 million last summer to build detention basins, a flood wall and pumping station, beginning in 2020 and expected to be completed in 2023, Alexander said. Not everyone feared the storm. Swimmers and surfers ignored warnings from authorities and plunged into powerful waves at Oahu's famed Waikiki Beach, which was closed. Emergency officials said repeatedly over loudspeakers: "Please get out of the water! It's very dangerous!" Honolulu mayor Caldwell pleaded with tourists that they were putting themselves in danger as the storm churned closer. Crystal Bowden, a tourist from California, watched powerful waves crash against cliffs on Oahu's southeast coast. "I came in to visit, got here just in time for the hurricane," Bowden said. "We're kind of excited." Federal Emergency Management Agency officials said about 2,000 people were in shelters, mostly in Oahu. Honolulu's shelters would stay open until midday Saturday, Caldwell said. The central Pacific gets fewer hurricanes than other regions, with about only four or five named storms a year. Hawaii rarely gets hit. The last major storm to hit was Iniki in 1992. Others have come close in recent years.

Thomas Frieden, who once served as the city's health commissioner, turned himself into a Brooklyn police station, said New York City Police Department spokeswoman Arlene Muniz. He was arrested on charges of sexual abuse, forcible touching and harassment. A 55-year-old woman filed a complaint against Frieden in July, accusing him of grabbing her buttocks without permission last October at his Brooklyn Heights apartment, Muniz said. The woman's name was not divulged. Frieden, 57, remained in custody on Friday, Muniz said. He was due to make an initial appearance in Brooklyn criminal court on Friday, the district attorney's office said. It was not clear if he was represented by a lawyer. Frieden had a prominent role in helping respond to the outbreaks of Ebola in West Africa in 2014 and Zika fever that began in Brazil in 2015. As New York City's health commissioner from 2002 to 2009, he oversaw efforts to ban smoking in public places. In 2009, President Barack Obama appointed him to head the CDC, the country's main public health agency. He stepped down in 2017. After leaving government, Frieden became the president of Resolve to Save Lives, an effort by the non-profit health organization Vital Strategies to improve public health systems around the world that is funded by Bloomberg Philanthropies, the Chan Zuckerberg Initiative and the Bill & Melinda Gates Foundation. The Chan Zuckerberg Initiative, the charity run by Facebook co-founder Mark Zuckerberg and his wife, Priscilla Chan, said in a statement that the organization was "disturbed and saddened" by the charges. "At the Chan Zuckerberg Initiative, we take any allegation of personal misconduct very seriously and are monitoring the situation closely," the statement said. The Bill & Melinda Gates Foundation said it took allegations of sexual misconduct very seriously. "We will be in touch with our grantee Vital Strategies to understand how they are handling this situation," the Foundation said in a statement. A number of prominent men in entertainment, business and politics in the United States have been accused over the past year of sexual misconduct in what has become known as the #MeToo movement.

The leader said this month he would quit, but later reversed his opinion, according to Philippine news media and a statement on the Senate website. While Duterte is not expected to leave — Filipinos say he often talks tougher than he acts — analysts say his comment reflects trouble overcoming long-term problems in the Southeast Asian country despite an agenda to solve them. He particularly wants to stop corruption and drug dealing, disarm rebel insurgencies and work with China on infrastructure development, they say. "I think Duterte's rather volatile temperament, coupled with what appears to be his growing frustration with the lack of progress on several of his key initiatives like his anti-drug campaign, peace initiatives with both Muslim and communist separatists … is the primary reason for his outbursts about resigning before his presidential term ends in 2022," Carl Baker, director of programs with the think tank Pacific Forum CSIS in Honolulu, said. Duterte thought he could complete more of his agenda, with less work, sooner in his term, some analysts say. No plans to quit Duterte, who took office in June 2016, has talked before of resigning well before the end of his six-year term. He vowed two years ago that he would resign if he could not rid the country of drugs and criminality after three to six months, Philippine Sen. Leila de Lima noted in an Aug. 22 news release. Duterte, the 73-year-old former mayor of the second-largest Philippine city, Davao, also raised the topic in July but said his own people, not the separately elected vice president, should replace him. "He's just his usual self, he's thinking out loud," said Antonio Contreras, political scientist at De La Salle University in the Philippines. "My honest assessment is that he's not serious about it." ​Crime and corruption Although many Filipinos say they feel safer in the streets under Duterte than before, the president says the illegal drug problem might worsen before his term ends in 2022. He has made a name worldwide, drawing rebukes from Western governments and foreign nongovernmental organizations, by using what they call extrajudicial killings to stop illegal drug sales. The Catholic Bishops' Conference of the Philippines estimates 13,000 killings linked to the campaign. Corruption remains an issue partly because people in Duterte's administration perpetuate it, Reyes said. Duterte vowed in his July state of the nation address to keep fighting graft. He has fired at least 24 people, but news website Rappler.com says four of them were reappointed and 20 have yet to face charges. ​Rebel insurgencies Duterte also frets over an impasse with the occasionally violent, 50-year-old New People's Army communist insurgency, said Herman Kraft, a political science professor at the University of the Philippines Diliman in Metro Manila. The insurgency clashed with troops outside Manila in late July as the government pressed them for talks. "He doesn't see why the communists are still pursuing their agenda through an armed insurgency," Kraft said. "The main point, I think from his perspective, is that if you want to do politics, do it the proper way, run for office, work with the government." Last month the president got his way when congress passed a bill that raises the level of Muslim autonomy in the south, where about 120,000 have died because of a decadeslong insurgency. Muslims there believe the country's Christian majority controls too many resources. But not every Muslim group backs the bill, said Rhona Canoy, president of an international school on the southern island Mindanao. Satisfaction depends on "which political faction you're with," she said. The bill offers autonomy to a region of Mindanao but does not specify which groups will run it. On other issues, Duterte still struggles for widespread acceptance of a budding friendship with China despite an unresolved maritime sovereignty dispute. People in the armed forces particularly distrust Beijing. "I think he's just getting really tired of everything that he's doing being opposed every step of the way," Canoy said.

"While no one person's life is any more valuable than another's life, the fact that you chose someone who was not only a world renown person and beloved by millions, regardless of the pain and suffering you would cause to his family, friends and so many others, you demonstrated a callous disregard for the sanctity of human life and the pain and suffering of others." It said releasing Chapman would not only "tend to mitigate the seriousness of your crime," but also would endanger public safety because someone might try to harm him out of anger or revenge or to gain similar notoriety. As Chapman faced the parole panel Wednesday, politicians and fans called for his release to be denied during a rally at Strawberry Fields, Lennon's memorial in Central Park across from his former home. Jonas Herbsman, the attorney for Lennon's widow, Yoko Ono, declined to comment when contacted by The Associated Press. A transcript of the parole hearing wasn't immediately released. At previous hearings, Chapman has said he still gets letters about the pain he caused and was sorry for choosing the wrong path to fame. Chapman will be up for parole again in August 2020.

Pence Reaffirms Vision for 'American Dominance in Space' Vice President Mike Pence is in Houston, Texas, to reaffirm the Trump administration's plans to establish an American Space Force by 2020, return Americans to the moon, and set its sight on Mars and beyond. During a speech Thursday at NASA's Johnson Space Center, Pence said that recent Pentagon reports have shown that China is "aggressively weaponizing space" and that Russia is developing weapons to "counter America's space capabilities." Pence said the Department of Defense is moving forward to "strengthen American security in space" and that the administration will work with Congress to secure funding and authorization to establish Space Force as a new and separate branch of the armed forces. Pence also highlighted efforts to move the Lunar Orbital Platform, formerly known as the Deep Space Gateway, from proposal phase to production. NASA, the main U.S. agency for space exploration, and several of its partners, have been developing plans for this lunar-orbit space station that would be used as a staging point for lunar exploration and would have several gateway-to-space features, including a propulsion system, a habitat for the crew, and docking capability. In its 2019 budget, NASA has requested $504 million in funding for this project, which has yet to be approved by Congress. There was little new detail in Pence's speech other than reiterating the administration's vision for "American dominance in space." Space Force has been mentioned by Pence on several occasions, and a theme that President Donald Trump often returns to, including during his rally in Charleston, West Virginia, on Tuesday. Trump first announced the creation of Space Force at the White House in June. He pledged to reclaim U.S. leadership in space, framing it as a national security issue, and saying he does not want "China and Russia and other countries leading us." Trump's Space Force has triggered debate in military space exploration, as well as legal circles, including whether it may violate international law. The U.S. is a signatory and ratifier of the United Nations Outer Space Treaty of 1967. The treaty prevents any nation from declaring sovereignty over space or heavenly bodies, and prohibits space-faring countries from blocking other nations from exploring space. There are further restrictions over military presence on heavenly bodies such as the moon, which according to the treaty "shall be used exclusively for peaceful purposes." Last December, Trump signed Space Policy Directive 1, a national space policy directing a government-private partnership with the goal of returning Americans to the moon, followed by missions to Mars and beyond. The policy calls for the NASA administrator to "lead an innovative and sustainable program of exploration with commercial and international partners to enable human expansion across the solar system and to bring back to Earth new knowledge and opportunities." Pence has been the leading spokesperson for the U.S. space program, delivering remarks about the country's space ambitions on behalf of the president.

A few of them pause to examine the old editions, engravings and brightly colored paintings arranged on his green, metal stand. A riverboat cuts lazily across the Seine River below. Sporting a graying ponytail and tan vest, Nosek looks like a throwback to the bouquinistes of old — the booksellers of Paris who have plied their wares along the banks of the Seine for more than four centuries. "I like to read, I like old things, and there's an independence to the business," he said. "We certainly don't get into it to get rich." Nosek's business is increasingly facing 21st century threats. Kindles and online dealers are eating into his profits. At other riverside stands, Eiffel Towers and other souvenirs are edging out dusty editions of Honore de Balzac and Victor Hugo — which is why a group of bouquinistes is now on a mission to save the trade's very identity by getting it added to UNESCO's Intangible Cultural Heritage list. "We thought it would be good to have a label which maintains the quality of our products, without sticking to the 400 years of our past," said Sophie Leleu, one of the bouquinistes involved in the effort. "If we're on the UNESCO list, we become like the Egyptian pyramids, or the Venetian gondoliers — nobody can remove us." But the bid is controversial — even among some bouquinistes. Some fear they will no longer be able to sell the souvenirs that help them survive. Bigger challenges In some ways, the bouquinistes' sliding fortunes mirror broader challenges facing the traditional book industry in capitals like New York and London — although business for some independent sellers is rebounding. In France, where legislation has curbed the onslaught of chain book stores and online retailers, a number of small dealers are also thriving — but not all. Last year, the French publishing industry saw its figures plunge, compared to the previous year. "There's an urgency to defend the bouquinistes' trade," said Florence Berthout, mayor of Paris' 5th Arrondissement, and a leading champion of the UNESCO drive. "Every year, every month, counts." Berthout's district is located in the heart of the Latin Quarter, home to the Sorbonne, one of the world's first universities. The town hall faces the Pantheon, where some of France's greatest authors and academics are buried. The neighborhood is also home to the majority of Parisian book stores and publishing houses — and most of the city's bouquinistes. "There's nothing more democratic than books," said Berthout, the daughter of farmers from central France who discovered Shakespeare and Emile Zola, thanks to inexpensive paperbacks her parents bought. "They're cheap, they're easy to carry, and unlike computers, they don't break down." UNESCO Intangible Cultural Heritage Status would raise the profile of bouquinistes, Berthout says, adding, "We hope there'll be an uptick in their sales — which will allow them to stick to the heart of their trade, not the cheap souvenirs." Making 'Parisians laugh' Few believe the bouquinistes will disappear from the city's landscape altogether. There are more than 200 today, compared to under two dozen in the 17th century. Unlike traditional bookstores, the riverside sellers don't pay overhead. They ply their wares rain or shine, summer or winter. "We've never sold new books, but we've never sold really old books," said Leleu, who comes from a family of booksellers. "We've always sold cartoons, to make Parisians laugh. Stamps, coins, paper … this and that." A few bookstands away, Philadelphia native Meghan Patton wrapped up the purchase of a colorful print. "You get the feel of Paris," she said of the bouquiniste stalls. "They're part of what makes the city so special. Other tourists are underwhelmed. Colorado author Mike McPhee, who has visited Paris for years, said he was shocked at how touristy the stands had become. Even when it came to traditional wares, "I wouldn't trust the authenticity," he said. "I would buy from a reputable dealer." Competition and politics The bouquinistes first need to make France's intangible heritage list before any upgrades to UNESCO status. Even this step is challenging. "If they manage to get their application finished this year, it would be really fast," said Isabelle Chave, who oversees the French Culture Ministry's intangible heritage division. "Most candidates take three or four years, if not longer." And of the 400 so-called elements that have made the French list, only 15 have been accepted by UNESCO — including French cuisine and a type of Corsican polyphonic music. France's culture ministry can only support one candidacy every two years for the UNESCO intangible cultural heritage bid; bouquinistes may end up competing against zinc rooftops and Parisian cafes, among other rivals. Ahead of 2020 municipal elections in Paris, the bouquinistes' campaign is also taking on a partisan edge. Some bouquinistes, including Nosek, say the city's leftist mayor, Anne Hidalgo, has not done enough to spearhead their drive — a sentiment shared by the 5th arrondissement mayor Berthout, a member of the center-right. "The day she sees their dossier is likely to win, she'll be only too happy to support it," Berthout said of Mayor Hidalgo. "But it's today that we need to fight." In an email, Paris City Hall noted it had voted to back the bouquinistes' bid for UNESCO status, and petitioned Culture Minister Francoise Nyssen to do the same. "The city of Paris has supported the profession for a long time," the city's communications office wrote. "It does not charge them any fee for occupying public space." Divided over souvenirs For his part, Nosek is going a step beyond the UNESCO drive. Last year, he launched an online petition against selling kitch that he claims is distorting the trade. So far, it's gathered more than 21,000 signatures. "You hardly find any books anymore, only trinkets made in China," he said. "It's sad when the trade and the clients aren't respected." Still, not all bouquinistes agree — or back the UNESCO bid. Tacky Eiffel Towers rule at Francis Robert's stand across the river. So do keychains, plates and backpacks with Paris logos. Squeezed in between are the old comic books Robert has been selling for 40 years. "There are days when I can't sell a single comic book, even with an old and loyal clientele," Robert said. "Today, it's souvenirs that help us live — and allow us to continue selling books." Intangible cultural heritage status may look good on paper, he added, "But if we're not careful, we'll become so intangible, we'll disappear altogether."

Democrats Quick to Denounce Legal Woes of Trump's Former Aides U.S. President Donald Trump Wednesday criticized the integrity and legal skills of his former lawyer, Michael Cohen, saying on Twitter that anyone looking for a good lawyer should not retain the services of Cohen. Trump was making his first public statements about his former personal attorney, who a day earlier implicated Trump in a campaign cover-up and faces four to five years in prison when sentenced in December.  Cohen pleaded guilty Tuesday to campaign finance law violations as well as bank and tax fraud. Cohen's pleas came after he testified that Trump directed him to commit a crime by paying hush money to porn star Stormy Daniels and former Playboy model Karen McDougal in the closing weeks of the presidential campaign to influence the 2016 election. Both women said they had affairs with Trump before the election. Trump denies involvement. At about the same time Cohen pleaded guilty, former Trump campaign chairman Paul Manafort was convicted of eight of 18 bank and tax fraud charges. The charges against Manafort were brought by special counsel Robert Mueller, who is investigating Russian meddling in the election and potential obstruction of justice. The charges against Manafort were unrelated to the core of Mueller's investigation into whether the Trump campaign colluded with Russia to subvert the 2016 U.S. presidential election in Trump's favor. Manafort's conviction, however, vindicates Mueller's work as investigators continue to explore potential violations by Trump and those associated with him. Mueller also submitted evidence in the Cohen case to federal prosecutors in New York.  Trump questioned the integrity of the Manafort case, noting a verdict "could not even be decided" on the 10 remaining charges against his former campaign chief, and again called the Mueller probe a "Witch Hunt!" Eric Holder, the attorney general under President Barack Obama's administration, said on Twitter, "In spite of spurious, unjustified and unprecedented attacks, people in federal law enforcement did their jobs and, as usual, did them well. Guilty plea. Guilty verdict. Criminal acts. This is not a witch hunt." Despite the widening criminal investigation that raises questions about Trump's own legal jeopardy and threatens to hurt his Republican Party's chances in the November mid-term elections, there were no immediate calls for Trump's impeachment and Republican lawmakers have remained mostly silent. Democrats, however, quickly reacted to the Cohen and Manafort cases, maintaining they strengthened their belief the Trump White House is beset by scandal. Democratic Senator Elizabeth Warren, a frequent Trump critic and possible presidential contender in 2020, called for legislation to protect Mueller instead of pursuing impeachment proceedings. "I think that what Congress needs to do right now is we need to make sure that special prosecutor Mueller is fully protected from being fired by Donald Trump," Warren said during a CNN interview. The cases have prompted Senate Democratic Leader Chuck Schumer to call on Republicans to delay Supreme Court nominee Brett Kavanaugh's confirmation hearings, describing the developments as "a game changer."  Democratic Senator Ron Wyden said Cohen's "admitted crimes helped Donald Trump win the election. And going forward, if the president were to pardon Michael Cohen or Paul Manafort, I think that would constitute a significant attack on the rule of law in America."  House Democratic leader Nancy Pelosi issued a statement denouncing Trump, but did not call for impeachmentment, saying it is "not a priority" and that Democrats should instead focus on the president's actions and allow Mueller to complete his investigation. The senior Democrat on the House Judiciary Committee, Jerrold Nadler, is urging committee chairman Bob Goodlatte to hold immediate hearings on Trump's repeated attacks on the Justice Department and the FBI. Nadler said Cohen's guilty plea means "the president of the United States is now directly implicated in a criminal conspiracy." Democratic Congresswomen Rosa DeLauro said, "The American people deserve answers regarding the President's role in these corrupt and criminal actions." Trump attorney Rudolph Giuliani defended his client, saying, "There is no allegation of any wrongdoing against the president in the government's charges against Mr. Cohen. It is clear that, as the prosecutor noted, Mr. Cohen's actions reflect a pattern of lies and dishonesty over a significant period of time." Cohen's attorney Lanny Davis said in a series of television interviews Tuesday Cohen has information "that would be of interest" to Mueller. Davis added that Mueller "will have a great deal of interest in what Michael has to say." Five Trump associates have either pleaded guilty or been charged with crimes since Trump assumed the presidency, including his former national security adviser, his deputy campaign chairman and an ex-campaign policy adviser. Trump's loyalists reiterated the White House's position that a sitting president cannot be indicted, citing a Justice Department legal opinion that was issued in 2000. Trump's attorneys have said Mueller would comply with the ruling, but Mueller's office has not independently confirmed it. The long-term impact of the cases will likely depend on how they affect voter turnout in November. A string of Democratic victories would limit Trump's ability to achieve legislative victories and increase the risk of calls for his impeachment. Some analysts, like Andy Smith of the University of New Hampshire Survey Center, believe Trump may be able to capitalize on Tuesday's political setbacks by convincing his core supporters he is under siege.  "In mid-term elections, the president's party tends to be less interested and less motivated to vote. But he did not specifically mention Manafort or Cohen.   Trump supporters dismissed the legal developments and focused on his economic track record. Kevin Abbott, a coal miner from Gilbert, West Virginia, who lost his job during the Obama administration and gained it back after Trump was elected, lamented what he sees as obstructionist behavior from the president's critics. "If people quit road-blocking him, I think he can do amazing things. He has already done so much," he said. Abbott's wife Michelle agreed, adding that their lives have "changed tremendously under Trump."   Reaction from women The latest polls show that nationally, Trump's popularity among women has fallen to some of its lowest levels since he took office. The most recent Gallup polling shows just 35 percent of women approve of the president's performance, compared with 49 percent of men. Women at the rally who spoke to VOA said they were unconcerned about Cohen's admission that Trump directed him to pay two women during the 2016 campaign to keep them from speaking publicly about their affairs with Trump. "I really don't think the American people are worried about that," said Patti Beavers from Mingo County, West Virginia, who was wearing a pink "Trump 2020" hat. She said what matters to her is what Trump can do "for the economy and for America," and that "he's keeping his promises, just like he said." Beavers said it wasn't for her to make a moral opinion on Trump. "We all have to be judged in God's eyes," she said.   Bonnie Dorman drove five hours from Harper's Ferry, West Virginia, to see the president speak. She applauded Melania Trump, whom she considers a "beautiful, powerful woman" who is "standing by the president's side every day." Dorman said she empathized with women who have been cheated on, and respected the first lady's decision to "forgive him and put God in her life." Shawnery Patrick from Wharncliffe, West Virginia, said everyone has skeletons in their past, but she doesn't care what Trump did before he became president, only what he has done since. "That's what counts to me," she said. "I feel that he's done nothing but good." White working-class women voted for Trump in huge numbers in the 2016 election, and he may need to count on their support again in the November midterms. They could be the key to whether Republicans — particularly in areas that supported Trump in 2016 — can hold on to their seats.

Official: Jailed, Beaten Ugandan Pop Star in 'a Lot of Pain' A detained pop star and lawmaker "is in a lot of pain" after suffering "severe beating" in detention, the deputy speaker of Uganda's parliament said Wednesday, as pressure mounted on the government to free the young man challenging President Yoweri Museveni's long rule. Jacob Oulanyah told reporters that legislator Kyagulanyi Ssentamu, whose stage name is Bobi Wine, was in a "humorous" mood despite his condition. "This should not have happened," Oulanyah said of the beating. "It was not necessary. But it happened." The government denies the allegations of torture. The military released a video of Ssentamu smiling during Oulanyah's visit. Ssentamu is expected to make an appearance in a military court on Thursday. Earlier this week one of Ssentamu's attorneys, Robert Amsterdam, said his client was "subjected to inhuman and horrific acts of torture by the Ugandan security services from which it is possible he may never recover." He suggested "Magnitsky-style sanctions," referring to the Global Magnitsky Act, which authorizes sanctions on individuals and companies involved in rights abuses and corruption. Ssentamu has not been seen in public since August 13, when he was campaigning in a by-election to choose a lawmaker in the northwestern town of Arua. Museveni was in Arua at the same time, campaigning for a rival candidate who eventually lost. While Museveni was departing, authorities said, his motorcade was pelted with stones by people associated with Ssentamu and the candidate he backed, Kassiano Wadri. Ssentamu's driver was shot and killed, allegedly by security forces. The 36-year-old Ssentamu was arrested along with four other opposition lawmakers, three of whom face treason charges. A fifth lawmaker, Francis Zaake, has been hospitalized with injures allegedly sustained during detention. Security forces in recent days have violently put down street protests by Ugandans demanding the release of Ssentamu, who is charged with illegal possession of firearms. The protests, initially staged in a suburb of the capital where Ssentamu grew up, have spread to other parts of Kampala as young people barricade roads and burn tires and the police give chase. Scores were arrested in riots in Kampala on Monday, and footage aired by local broadcasters showed men in military uniforms beating up people in the streets, including at least two journalists covering the protests. Although Kampala was peaceful on Wednesday, riots were reported in the eastern town of Jinja, a gateway to the Indian Ocean ports of neighboring Kenya. Religious leaders have condemned the violence "in which lives are lost, people are barbarically arrested and tortured and property destroyed." Ssentamu has emerged as an influential figure after winning a seat in parliament last year. Multiple opposition candidates he has campaigned for in by-elections have emerged victorious, defeating both the ruling party and established opposition parties. Some of his followers are urging him to run for president. Museveni, a U.S. ally on regional security, took power by force in 1986 and has since been elected five times. Although he has campaigned on his record of establishing peace and stability, some worry that those gains are being eroded the longer he stays in power. The 74-year-old Museveni is now able to seek re-election in 2021 because parliament passed legislation last year removing a clause in the constitution that had prevented anyone over 75 from holding the presidency. Ssentamu publicly opposed that decision.

The Transfusion Practitioner (TP) is a term used to describe a role  also known as a Transfusion Nurse, Transfusion Safety Officer, Haemovigilance Officer, PBM Practitioner or PBM Nurse. The Transfusion Practitioner has a critical role to play in developing a culture of transfusion safety, appropriateness and [[Blood management|Patient Blood Management]] (PBM) within healthcare establishments. The role is undertaken by a range of health care professionals, with many having nursing or science qualifications. The work of the TP varies across countries and in organisations, some will be sole practitioners and others will work as part of a team. Much of their work involves ensuring current clinical practices align with state, national, and international guidelines and standards.

They form one part of the team needed to develop and implement the required [[Blood management|PBM]] strategies, they have a multifaceted role to play in engaging with both scientific, laboratory and clinical colleagues. [[Blood management|PBM]] requires a multi-disciplinary approach and a primary role of the transfusion practitioner is to promote safe and appropriate use of blood to clinical colleagues within and outside of the laboratory.

In the UK the Transfusion Practitioner role was recommended as part of the Department of Health Better Blood Transfusion strategy, highlighted within three Health Service Circulars published between 1998-2007.<ref>Liquid error: wrong number of arguments (1 for 2)</ref><ref>Liquid error: wrong number of arguments (1 for 2)</ref><ref>Liquid error: wrong number of arguments (1 for 2)</ref> It was expected this role would work as part of the Hospital Transfusion Team, along with the Transfusion Laboratory Manager and clinician in charge of blood transfusion. Most UK hospitals now have Transfusion Practitioners, employing experienced staff with a [[Nursing]], [[Midwifery]] or [[Biomedical sciences|Biomedical Science]] background.

Australia has established strong networks of transfusion practice improvement with collaborative working at the state and territory level to focus on quality, safety, appropriateness and [[Blood management|PBM]].<ref name=":0">Liquid error: wrong number of arguments (1 for 2)</ref> Establishing the hospital Transfusion Practitioner role was a key component of the early work of the collaborative. An active network of Transfusion Practitioners exists across Australia and New Zealand, who share ideas and best practice and provide support for those new to the role.<ref name=":0" /> The role of the Transfusion Practitioner is recognized as a driver to implement and drive quality, safety, appropriateness and PBM with the support of physicians.[5] There are varying ways that the PBM responsibility is being established in Australia by either creating dedicated PBM positions or incorporating it as part of the responsibility into other existing roles e.g. the pre-anesthetic clinic nurse role.[5]

Transfusion Practitioners have made a significant contribution in helping to improve transfusion practice at a local, regional and national level by promoting safe transfusion practice.[6] Although there is limited direct evidence for their impact, red cell use in Australia, New Zealand, the USA and the UK fell dramatically after the introduction of Transfusion Practitioners.
