John F. McManus joined the staff of The John Birch Society in 1966. In 1973, Robert Welch, the Society's Founder, appointed him Director of Public Affairs. In this post, he became the Society's chief media representative throughout the nation and appeared on hundreds of radio and television programs.

Mr. McManus has written and produced numerous audio-visual programs, including the popular DVD Overview of America, which is a moving tribute about America's Constitutional roots. He has also written several books including Financial Terrorism (1993), Changing Commands: The Betrayal of America's Military (1995), William F. Buckley, Jr.: Pied Piper for the Establishment (2002), and The Insiders 5th Edition (2004). He is in wide demand as a speaker.

He is a regular contributor of articles to The New American, JBS Blog, and JBS Bulletin. Mr. McManus was named president of The John Birch Society in 1991, then president emeritus in 2016.

Following his fellowship, Weisel joined the Department of Surgery at [[University of Toronto]] and the [[Toronto General Hospital]] as a staff surgeon and assistant professor in 1978. He was later promoted to associate professor in 1984 and full professor of surgery in 1989. He served as the chair of the division of cardiac surgery at University of Toronto from 1998 to 2009. Solar-electric propulsion has shown to be reliable, efficient and allows a significant mass reduction of spacecraft. High-power solar electric propulsion is a key technology that has been prioritized because of its significant exploration benefits in cis-lunar space and crewed missions to Mars.<ref name='AEPS 2017'/>

The AEPS Hall thruster system was originally developed since 2015 by [[NASA Glenn Research Center]] and the [[Jet Propulsion Laboratory]] to be used on the now cancelled [[Asteroid Redirect Mission]]. AEPS is based on the 12.5 kW development model thruster called 'Hall Effect Rocket with Magnetic Shielding' (HERMeS). Analysis: Cuba's President Brings Change in Style, Not Substance Cuban President Miguel Diaz-Canel has engaged in a nonstop series of public appearances during his first 100 days in office, stopping everywhere across the island nation in an apparent bid to consolidate his leadership position. But the Castro dynasty is still calling practically all the shots. When Diaz-Canel took office on April 19, some hoped he might move quickly to breathe new life into reforms aimed at modernizing one of the world's last communist-run countries. But the 58-year-old handpicked successor of Raul Castro has demonstrated limited room for maneuvering in what analysts have called a well-orchestrated and only gradual transition from the octogenarian leaders of Cuba's 1959 revolution. Diaz-Canel has appeared daily in meetings broadcast on state television with authorities and in communities across Cuba, playing basketball with school students, hearing the concerns of patients at hospitals and inspecting factories to see the challenges they face. His outgoing approach is starkly different from Castro's behind-the-scenes style, and many Cubans have said they are reminded of Castro's older brother, Fidel, although the bearded revolutionary was far more charismatic and unrestrained. "Every day he is really getting closer to the people, getting to know their problems firsthand," said Lazaro Linares, 45, who struggles to get by on the $20 per month he earns working for a state administered urban garden in Havana. In terms of substance and problem solving, however, Diaz-Canel has made good so far on the promise made in his inaugural address to defer to his 87-year-old predecessor on key issues. "Beyond frequent emphasis on the need to combat corruption ... it is hard to identify as yet a policy agenda fully his own," said Michael Bustamante, an assistant professor of Latin American history at Florida International University. It is Castro, for example, who is spearheading the revamp of Cuba's Soviet-era constitution to overhaul its courts and government, and reflect market reforms opening its economy. Last weekend, when Diaz-Canel announced his new cabinet, he retained two-thirds of the ministers who served under Castro, including those in key posts like defense, trade and foreign relations. Earlier this month new regulations defining the scope of the fledgling private sector were released, but the bulk were signed by Castro before he left office. "More than leading the strategic decisions, Diaz-Canel is acquiring a lot of executive management capability in the day-to-day running of the government," said Arturo Lopez-Levy, a former analyst for the Cuban government who now lectures at the University of Texas. "How long will this situation last? Until Raul Castro and [Jose Ramon] Machado Ventura find it proper," he said, referring to the Communist Party's No. 2, an 87-year-old hard-line communist ideologue. According to some, Diaz-Canel will have full leeway to implement his own policies only when he succeeds Castro in the powerful position as chief of Cuba's Communist Party, which is expected to happen at the party's next congress in 2021. "Diaz-Canel will survive the generation of octogenarians who decided on his promotion, and only then will he be able to show his true face, hidden now between compromises, fears and the road map dictated by others," Yoani Sanchez, a dissident blogger and director of the online news outlet 14ymedio, told Reuters. 'More captive than captain' While it is still early, Diaz-Canel has given few hints he might push more aggressively for reforms to address living standards on the island, Cubans' main concern. Cuba's inefficient state-run economy never fully recovered from the collapse of former benefactor the Soviet Union and now faces declining aid from ally Venezuela and lower Cuban exports. Most Cubans complain they cannot live off the average monthly state wage of $30 despite free social services and some subsidized food and housing. Castro had initiated reforms to foster the private sector and foreign direct investment while making state-run companies more efficient, but he faced resistance from Communist Party officials and bureaucrats afraid of losing power. Diaz-Canel has tapped new officials to deal with domestic economic issues under his leadership, according to American University professor of government and Cuba expert William LeoGrande. So far, however, he has appeared "more captive than captain," said Richard Feinberg, an expert on Cuba at the Brookings Institution. To date, the one economic topic Diaz-Canel has highlighted is corruption, but for many this is more a symptom than a cause of Cuba's economic problems. Cubans often argue, for example, that low wages force them to steal from their workplace to get by. Diaz-Canel's only big ideological speech to date came at the annual congress of the union of journalists. He has long championed a more critical state media and the cautious rollout of internet service in one of the world's least connected societies. But in his speech, he appeared to attack alternative web-based news outlets that have surfaced in recent years, accusing "new revolutionaries" of trying to subvert the revolution. Lopez-Levy said that if Diaz-Canel's speech on the press was anything to go by, "we should expect more changes provoked by economic conditions and pressures, not by a progressive ideology or the new president's political support for democratization."

Former Rebel Leader's Return Could Upend DRC Election The re-emergence of a former rebel leader convicted of war crimes could make the Democratic Republic of the Congo's upcoming presidential election even more volatile. Jean-Pierre Bemba will return to Congo in August and plans to run for president in the country's December polls, said Eve Bazaiba, the secretary general of the Movement for the Liberation of Congo. Bemba's presence could galvanize a base of supporters eager to see incumbent President Joseph Kabila dislodged from power. But observers worry about the possibility of violence in a country already on edge. Flouting term limits In 2001, when he was just 29 years old, Kabila rose to power days after his father Laurent, the sitting president, was assassinated. He won elections in 2006 and 2011, reaching the end of his second, and final, term in 2016. But elections for a successor were delayed in a move that drew widespread condemnation. Now, with the country set to vote at the end of the year, the international community has grown increasingly concerned that Kabila will seek a third term in violation of the constitution or cause further delays. "Kabila is, for sure, trying to run in these elections. This is his 'Plan A,'" Adeline Van Houtte, a research analyst at the Economist Intelligence Unit, told VOA. One way Kabila could try to stay in power, Van Houtte said, is by exploiting a loophole in the constitution, which the country changed in 2011. That amendment reduced the number of rounds of voting from two to one, a change that Kabila might argue resets the number of terms he's been in office. If that doesn't work, Van Houtte said, Kabila might hand-pick a successor and retain power in an informal role. Warlord-turned-politician After leading rebel forces in Congo's civil war, Bemba became one of four vice presidents serving under Kabila in 2003. He ran against Kabila for the presidency three years later, securing 42 percent of the vote to Kabila's 58 percent in a hotly contested runoff election. Bemba's political aspirations soon dwindled. In 2008, he was arrested and later charged with war crimes and crimes against humanity. The charges stemmed from actions that troops under Bemba's command took in the Central African Republic in 2002. His trial began in 2010 and became one of the International Criminal Court's most high-profile cases, with a guilty verdict coming six years later. But last month, Bemba's convictions were overturned, on appeal, by the ICC, paving the way for his return to the DRC. 'Dangerous' connections Despite the accusations of human rights violations and the time he spent outside the country, Bemba still has a large base of support, especially in the north and west of the DRC. His return could bring instability to an already contentious process because he has the capacity to start a movement, Van Houtte said. Congolese voters might otherwise accept another delay or a hand-picked successor, but Bemba could force a reckoning, if Kabila refuses to relinquish control, or if questions about the credibility of the election gain traction. "[Bemba] has the ability to find support at the grassroots level, and he has connections in former rebel networks. So that could easily become dangerous," Van Houtte said. Bemba's presence could also help Kabila by dividing the opposition. "It risks complicating the opposition's effort to unite behind a single presidential candidate," Van Houtte said. "Bemba announced that he would like a single [opposition] candidate for the presidency, but that doesn't mean they will agree on this." It's also not clear how strong the field of opposition candidates will be. One potential candidate, Moïse Katumbi, a wealthy businessman and the former governor of Katanga Province, was forced into exile in Belgium and is being tried on charges of "harming domestic security." So far, he's attempted to campaign remotely via the internet. Unknown intentions Congo has been besieged with war and violence during Kabila's tenure, and international pressure continues to mount for the country to respect the term limits enshrined in its constitution. Key officials were sanctioned ahead of the planned 2016 election due to concerns they had used violence and intimidation to delay the vote. And Thursday, in a meeting with the United Nations Security Council, U.S. Deputy U.N. With Titles, Slum Dwellers in India Become Homeowners Every year, Neelabeni and her family await the monsoon with trepidation in their mud-and-brick home in an informal settlement near the coast in the eastern Indian state of Odisha. Nearly every year, cyclones that brewed in the Bay of Bengal would damage the nearly 300 homes in their settlement in Gopalpur town, tearing the tin and thatch roofs and smashing the flimsy walls. This year however, Neelabeni, who goes by one name, is looking forward to the monsoon, as she and her neighbors will start building pucca, or permanent homes, when the rains stop. Nearly every family has received a title, or patta, under an ambitious program to give land rights to about 1 million people living in slums across Odisha. They will also receive loans with which to build their homes. "We have always lived in a kutcha [temporary] home, and we would spend all our savings on building a new home every year after the rains. Now we will build a proper home," she said. "This is the first document with my name — everything else only has my husband's name. I will have full rights over the house," she said, showing the laminated title, along with a loan approval document and an assurance from the chief minister. About 65 million people live in India's slums, according to census data, which activists say is a low estimate. Nearly half the country's population is forecast to live in its cities by 2025, as more people leave the villages to seek better prospects, according to demographers. Many will end up in overcrowded slums that lack even basic facilities, with no claim on the land or property, and in fear of being evicted every day. The Odisha program aims to give titles to 200,000 households in urban slums and those on the outskirts of cities by the end of the year. Alongside, authorities are widening roads, laying sewage pipes, and installing water taps, toilets and playgrounds. "People who come to the cities are all contributing to its economic activity, yet they are considered encroachers," said G. Mathi Vathanan, the state housing department commissioner. "The usual policy of settling them in the city's periphery doesn't work because they don't want to live so far away. So the idea behind the legislation was: Why not settle them where they live, and transform these slums into livable habitats?" Drone mapping The Odisha Land Rights to Slum Dwellers Act 2017 gives slum dwellers in small towns rights over up to 600 square feet (56 square meters) of land, while in the cities they get rights over up to 450 square feet. It was unveiled last year by Chief Minister Naveen Patnaik, who called it "historic" legislation. Charity Tata Trusts is helping implement the mission, as are dozens of local charities that are conducting surveys and verifying documents. Officials have made detailed maps of the slums after drone surveys and door-to-door interviews to fix property boundaries and ensure that no private lands are encroached upon. A slum dwellers association in each settlement liaises with officials and a designated charity on the data and the applications for titles. The process is streamlined to avoid bureaucratic bottlenecks, with everyone communicating via mobile chat app WhatsApp, said Mathi Vathanan, showing notifications on his phone from the dozens of groups that he is a part of. He was a district official in Ganjam, where Gopalpur is located, when a super cyclone struck Odisha in 1999, killing nearly 10,000 people and damaging more than 1.5 million homes. "I realized then how inadequate shelters of the poor are," he told the Thomson Reuters Foundation. "We attach so much value to land, we sometimes don't value people. Owning their homes can ensure their safety and dignity." Across India, at least six homes are destroyed and 30 people forcibly evicted each hour as authorities modernize cities and build highways, activists say. Slum dwellers have long opposed authorities' efforts to relocate them to distant suburbs, which limits their access to jobs and amenities. Instead, they favour in-situ upgrading of facilities and secure tenancy. But while several states have schemes to give land to the rural poor, the high cost of land in India's cities has hamstrung slum redevelopment and affordable-housing schemes. Feasible, sustainable Prime Minister Narendra Modi launched the Housing for All Mission in 2015, with a deadline of 2022. It aims to build 20 million urban housing units and 30 million rural homes. Despite the shortage, tens of thousands of low-cost homes are lying empty because they are too expensive for the urban poor, or because they are in undesirable locations. The Odisha program offers financial assistance of up to 200,000 rupees ($2,900) along with the titles, and leaves construction to the homeowner. Officials have distributed more than 2,000 titles and aim to hand titles to all 200,000 households by the end of the year. Odisha's model is "feasible and sustainable, and already imagined at scale," said Renu Khosla, director of the Center for Urban and Regional Excellence, which is assisting the state in the program. While other states have hesitated to settle slum dwellers because of a lack of political will and lobbying by developers, Odisha can succeed because it is a collective action led by the community, she said. The impact can be enormous. "Upgrading slums can trigger development of the entire town or city. So developing slums may be good for the city's development," she said. In Gopalpur, Neelabeni's neighbors are buying cement, bricks and paint, and comparing notes on layout and design. Her home will have a single room and a kitchen, with a toilet added on later with separate funds, she said. "This house is just mud and bricks; we will demolish it and build a strong house that can withstand any cyclone," she said. "Once we have our new houses, we will have better lives."

"Hopefully, we will finish mechanical (construction) by next year and products will start coming out in the first quarter of 2020." Nigeria's central bank would provide guarantees for about 575 billion naira in local currency for 10 years, with African Development Bank providing a $300 million loan. Trade banks from China, India and some European countries are also in the mix, Dangote said. The planned refinery and petrochemical complex is expected to account for half of Dangote's sprawling assets when it is finished next year. Last week Dangote signed a loan of $650 million with the African Export-Import Bank (Afreximbank) for the project. Dangote said he was looking to acquire more oilfields as his focus shift towards the oil sector to feed the refinery. Outside of oil, Dangote said he is also eyeing English soccer team Arsenal. "We will go after Arsenal from 2020 ... even if somebody buys, we will still go after it," he told Reuters, referring to reports that Russian billionaire Alisher Usmanov was looking to sell his 30 percent stake in the club. Dangote added that the need for healthy cash flow until completion of the refinery project rules out a move for Arsenal before then.

Astronomers expect good viewing through early August.   A massive dust storm presently engulfing Mars, however, is obscuring surface details normally visible through telescopes. The Martian atmosphere is so full of dust that NASA's Opportunity rover can't recharge — not enough sunlight can reach its solar panels — and so it's been silent since June 10. Flight controllers don't expect to hear from 14-year-old Opportunity until the storm subsides, and maybe not even then.   The good news about all the Martian dust is that it reflects sunlight, which makes for an even brighter red planet, said Widener University astronomer Harry Augensen.   "It's magnificent. It's as bright as an airplane landing light," Augensen said. "Not quite as bright as Venus, but still because of the reddish, orange-ish-red color, you really can't miss it in the sky."   In 2003, Mars and Earth were the closest in nearly 60,000 years — 34.6 million miles (55.7 million kilometers). NASA said that won't happen again until 2287. The next close approach, meanwhile, in 2020, will be 38.6 million miles (62 million kilometers), according to NASA.   Observatories across the U.S. are hosting Mars-viewing events next week. Los Angeles' Griffith Observatory will provide a live online view of Mars early Tuesday.   The total lunar eclipse on Friday will be visible in Australia, Africa, Asia, Europe and South America. A total lunar eclipse occurs when the sun, Earth and moon line up perfectly, casting Earth's shadow on the moon. Friday's will be long, lasting 1 hour and 43 minutes.

[[Mario Cuomo]] was elected [[Governor of New York]] on a [[Democratic Party]] ticket in 1982. In his inaugural address, he constructed Democratic values metaphorically as caring for a family. The speech was well received by members of both the Democratic and [[Republican Party|Republican]] parties and displayed Cuomo's skill as an orator. He was later invited to deliver the keynote address at the [[1984 Democratic National Convention]] in [[San Francisco]], [[California]].
