A sharp drop in enrollment is driving the school closures, officials say, following the island's slow recovery from the storm. Standardized tests have also revealed that only 10 percent of Puerto Rico's seventh-, eighth- and 11th-graders achieved proficiency in mathematics last year. Officials say only about 49 percent of students in Puerto Rico achieved proficiency in Spanish last year. Julie Keleher, appointed in 2017 by Governor Ricardo Rossello to save the school system, told the Times that a new law that allows charter schools in Puerto Rico — independently run, publicly funded schools parents can choose over standard public schools — will help students get the education they need, as well as give raises of $1,500 to teachers. But opponents say the charter school plan, which is used elsewhere in the United States, will drain traditional public schools of gravely needed funds. Threat to neighborhoods With the island still struggling to restore power and clean water to some communities, opponents of the plan say closing local schools will further break down their neighborhoods. Opponents of the school closures have asked the U.S. Congress, which makes decisions on federal allocation of funds to Puerto Rico, to ensure that the new charter schools do not receive any of the $589 million in federal hurricane assistance that was set aside to help public schools. In March 1985, the [[Defense Intelligence Agency]] reported the army was 8,300 strong with no reserves (Military Intelligence Summary - Africa South of the Sahara, DDB 2680-104-85, ICOD 15 October 1984, Mauritania pages 4, 5, declassified by letter dated April 29, 2014). Reported regions at the time were Region I - Nouadbihou, Region II - Zouirat, Region III - Atar, Region IV - formerly at Tidjikdja, which no longer existed, Region V - Nema, Region VI - Nouakchott, and Region VII - [[Rosso]]. The army was organised into the six regions which each supervised several companies, though there was 'one small autonomous infantry battalion stationed in [[Nouakchott]].'

The Martiusstraße is a [[Cultural heritage management|protected building]] ensemble consisting of a number of state apartment units, which were built in the early 20th century as a closed concept, over a two-year period, in what was then a contemporary [[Art Nouveau]] style. The road had already been designed around 1885 before the [[annexation]] of Schwabing to Munich, as a connecting piece of road between Leopoldstraße, then still called ''Schwabinger Landstraße'' (highway from Schwabing), and Königinstraße. The western section was built between 1906 and 1908 to the then Kaulbachplatz (today Kißkaltplatz). As an eastern extension of the axis between Elisabeth- / Franz-Joseph-Straße, Martiusstraße was also a preferred area for state apartment buildings in Schwabing. Anton Hatzl, architect and owner, built a closed row of four buildings (No. 1, 3, 5, 7) on the north side and another building (No. 4) to the south. They were later supplemented by two similar designed houses (No. 6, 8) by Franz Popp. Only the latter has lost its elaborate [[facade]] design due to the removal of damages and debris from the war, therefore the former architectural importance as structurally emphasized prelude of the street line, together with the unchanged object Martiusstraße 7, no longer comes across clearly. Under a uniform conception, four-storey, elegant apartment units in the [[Baroque Revival architecture|neo-baroque]] Art Nouveau style of plasticity and rich ornamentation were created on the short, straight street section. The Martiusstraße is a [[Cultural heritage management|protected building]] ensemble consisting of a number of state apartment units, which were built in the early 20th century as a closed concept, over a two-year period, in what was then a contemporary [[Art Nouveau]] style. The road had already been designed around 1885 before the [[annexation]] of Schwabing to Munich, as a connecting piece of road between Leopoldstraße, then still called ''Schwabinger Landstraße'' (highway from Schwabing), and Königinstraße. The western section was built between 1906 and 1908 to the then Kaulbachplatz (today Kißkaltplatz). As an eastern extension of the axis between Elisabeth- / Franz-Joseph-Straße, Martiusstraße was also a preferred area for state apartment buildings in Schwabing. Anton Hatzl, architect and owner, built a closed row of four buildings (No. 1, 3, 5, 7) on the north side and another building (No. 4) to the south. They were later supplemented by two similar designed houses (No. 6, 8) by Franz Popp. Only the latter has lost its elaborate [[facade]] design due to the removal of damages and debris from the war, therefore the former architectural importance as structurally emphasized prelude of the street line, together with the unchanged object Martiusstraße 7, no longer comes across clearly. Under a uniform conception, four-storey, elegant apartment units in the [[Baroque Revival architecture|neo-baroque]] Art Nouveau style of plasticity and rich ornamentation were created on the short, straight street section. The changes begin June 11. The State Department said that under the new policy, U.S. consular officers may limit how long visas are valid, rather than the usual practice of issuing them for the maximum possible length. The State Department did not provide specifics. But a U.S. official said that according to instructions sent to U.S. embassies and consulates, Chinese graduate students will be limited to one-year visas if they are studying in fields like robotics, aviation and high-tech manufacturing. China identified those areas as priorities in its "Made in China" 2025 manufacturing plan. The instructions also say that Chinese citizens seeking visas will need special clearance from multiple U.S. agencies if they work as researchers or managers for companies on a U.S. Commerce Department list of entities requiring higher scrutiny. Those clearances are expected to take months for each visa application, the official said. The official wasn't authorized to comment publicly and requested anonymity. The application process itself won't change, the State Department said. The changes come as Trump seeks to crack down on China's trade practices, especially those related to cutting-edge industries that Beijing wants to dominate. On Tuesday, Trump renewed his threat to place 25 percent tariffs on $50 billion of Chinese goods, in retaliation for what his administration says are China's unfair trade practices. The changes were foreshadowed in Trump's national security strategy issued in December. That document said the U.S. would review and tighten visa procedures "to reduce economic theft by non-traditional intelligence collectors." It specifically mentioned possible restrictions on visas for foreign students studying science, technology, engineering and mathematics.

Mary Josephine Estep was born in 1909 or 1910, to Wenega Daggett. Her grandfather was [[Mike Daggett]], called "Shoshone Mike."

Trump to Campaign in Tennessee to Thwart Dems' US Senate Bid Diving into the midterm elections, President Donald Trump is seeking to build a stable of Republicans who will help promote his agenda and serve as a check on Democrats aiming to win majorities in Congress. Trump is traveling to Nashville, Tennessee, on Tuesday to raise campaign cash for Republican Rep. Marsha Blackburn, the party's leading U.S. Senate hopeful in Tennessee, and headline a rally with his most loyal supporters. Blackburn is expected to face Democratic former Gov. Phil Bredesen to replace Republican Sen. Bob Corker, who is retiring. The Tennessee campaign is among several races crucial to Trump's plans to maintain control of the Senate, where Republicans are defending a narrow two-seat majority. Trump is planning a series of political rallies and events in the coming months to boost Republicans and brand Democrats as obstructionists to his agenda. The president held a similar rally in Indiana earlier this month, appearing with Republican businessman Mike Braun and ripping Democratic U.S. Sen. Joe Donnelly as a "swamp person" who refused to aid the GOP agenda. "We're not getting complacent. We can't," Trump said in Elkhart, Indiana. "If we elect more Republicans we can truly deliver for all of our citizens." Earlier Tuesday, Trump raised the prospect of special counsel Robert Mueller's Russia probe affecting the November elections and blamed Democrats for "Collusion." The breakthrough happened after Corker held a surprise meeting in Caracas with Venezuelan President Nicolas Maduro. In his final year in the Senate, Corker has called Bredesen a friend and said he won't actively campaign against him. Trump, meanwhile, offered an early endorsement of Blackburn in April, calling her on Twitter "a wonderful woman who has always been there when we have needed her. Great on the Military, Border Security and Crime." Blackburn, who served on Trump's transition team, has embraced the president and called herself a "hardcore, card-carrying Tennessee conservative."
