Egypt Continues Sinai Security Effort Amid Reports of Israeli Help

Egypt Continues Sinai Security Effort Amid Reports of Israeli Help Egypt's armed forces Saturday continued what it describes as "intensive airstrikes against terrorist targets and gatherings" in Central and North Sinai. An Egyptian Army spokesperson, in a statement Saturday, confirmed the military operation will continue but gave no details or numbers on casualties or arrests. The military campaign is part of what the Egyptian government calls "Comprehensive Operation Sinai 2018." The mission, announced Friday, is intended to target "terrorist and criminal elements and organizations" across Egypt. "The armed forces and the police assert their determination to uproot terrorism and to achieve peace and stability," said Colonel Tamer al-Rifai in the statement. Egypt is quietly carrying out the operation with cooperation from Israel. The countries fought three wars but now face a common foe, say analysts, in an attempt to stop a jihadist insurgency in the Sinai. Last year, militants attacked a Sufi mosque in the region, killing 311 worshipers. The Sinai borders Israel and the Gaza Strip and has long been a bastion for Islamic insurgent groups tied to al-Qaida.   Israeli airstrikes in the Sinai are targeted individuals or small groups of militants as opposed to infrastructure, according to media reports. Unlikely partners The growing military cooperation between Israel and Egypt has long been rumored and in June, Israel's Institute for National Security Studies (INSS) noted that if the frequent claims of anti-terror coordination were accurate it would show "the level of trust between the nations has reached the point where Israel is providing various military, technological and operational intelligence to Egypt and is operating attack UAVs [unmanned aerial vehicles] in Sinai with Cairo's approval." Relations between Egypt and Israel have improved dramatically since the army ousted Islamist Mohamed Morsi from the presidency in July, 2013. Egyptian President Abdel Fattah el-Sissi reinstated an ambassador in Tel Aviv in 2016, reversing Morsi's withdrawal of the envoy to protest a 2012 Israeli assault on Gaza. The same year Egyptian Foreign Minister Sameh Shoukry visited Israel, making a trip to the home of Israeli Prime Minister Benjamin Netanyahu. It was the first time an Egyptian foreign minister had visited Israel in two decades. And last September Sissi met Netanyahu for the first time in public, the encounter coming ahead of the United Nations General Assembly in New York. But the pair had talked, according to the Egyptian leader, frequently before then. In a 2015 interview with The Washington Post, Sissi said he talked "a lot" with the Israeli prime minister, part of an effort to "reassure him that achieving peace [with the Palestinians] will be a historic deal for him and for Israel, and that we are ready to help reach this peace." He said also that the high level of trust between them had been demonstrated by Israel's willingness to authorize Egypt to deploy more troops and attack helicopters in the Sinai that are permitted by the 1979 Camp David peace accord between the two countries. "The hostile mood and skepticism have diminished with peace with Israel," Sissi said.

The economics of ethnic diversity and economic inequality: Participation and trust
How does a community's heterogeneity (i.e. how different individuals in a community are in terms of e.g. income or ethnicity) affect the formation of groups, participation in social activities, trust in others, and reciprocity? Investigating the effect of heterogeneity on group formation and participation in social activities in U.S. communities, La Ferrara and Alberto Alesina find that social participation is lower the more unequal and ethnically diverse a community is. Moreover, individuals who oppose racial mixing tend to be increasingly isolated the more racially diverse their community is. Interestingly, despite very different standards of living, the effect of income inequality seems also to hold in developing countries: in rural Tanzania, La Ferrara finds that village-level inequality overall decreases participation in groups, especially for relatively wealthy people. However, she also finds that this aggregate effect masks the importance of whether access to groups is open or restricted: if the growth in inequality is mostly due to some of the very poor becoming slightly wealthier, participation in open groups decreases, but if the growth in inequality is instead driven by average income earners becoming relatively wealthy participation in groups with restricted access increases, with both processes affecting group functioning.
One channel through which a community's diversity affects its social life is through the trust (or lack thereof) between its members. In the U.S., La Ferrara and Alesina find that low trust of others is pervasive among individuals who (i) live in a racially mixed and/or highly unequal community, (ii) are members in a group that has historically been discriminated against (e.g. African Americans and, to a lesser degree, women), (iii) are unsuccessful in terms of income and education, and/or (iv) recently had a series of traumatic experiences; by contrast, religious beliefs or ethnic origins don't affect trust of others.

The economics of conflict: The relationship between violent conflict and financial markets
In another strand of her research, Eliana La Ferrara studies the relationship between violent conflict and financial markets, e.g. to develop a method to detect illegal arms trade, to analyse whether violent conflict is bad for private firms, and how financial markets react to the news of violent conflict:

How to detect illegal arms trade? Eliana La Ferrara and Stefano DellaVigna speculate that events that affect the intensity of violent conflicts (and, by extension, the demand for arms) in countries which are under international arms embargos may be reflected in arms manufacturers' stock prices if they are violating these embargos. Investigating this hypothesis, they show that the stock returns of arms manufacturers headquartered in highly corrupt countries with an intransparent arms trade business indeed mirror these events and are able to substantiate many of these links through UN investigations and online news stories.

Is violent conflict bad for private firms? In their study of the impact of the sudden, unexpected end of the Angolan Civil War in 2002 (due to the death of UNITA rebel leader Jonas Savimbi), La Ferrara and Massimo Guidolin find that the event caused the abnormal returns of diamond mining firms holding concessions in Angola to decrease by 4pp but had no effect on diamond mining companies not active in Angola. In light of this finding, La Ferrara and Guidolin suggest that violent conflict may benefit incumbent firms in the extractive sector by creating additional barriers to market entry, weakening governments' bargaining power with regard to the distribution of natural resource rents, and making the licensing of mining concessions less transparent. In another study on the relationship between violent conflicts and financial markets, La Ferrara and Guidolin find that for 101 violent conflicts during 1974-2004, MSCI stock indices of the U.S., British, and French stock markets, overall commodity indices (though not for oil futures, agricultural products or gold), and the U.S. dollar exchange rate tend, on average, to react positively to the news of conflict onset, whereas stock markets in Japan as well as indices of agricultural commodities, oil futures and gold don't. In general, stock markets tend to react particularly strongly to news of international conflicts as well as to news of conflicts in Asia and the Middle East, the latter being driven by the extremely strong (and mostly negative) reactions of oil futures.

The economics of media: The impact of television on social norms in Brazil
How does exposure to alternative social norms affect local norms and attitudes? Together with Alberto Chong, Eliana La Ferrara exploits the gradual expansion of the television network Rede Globo across Brazil in the 1970s and 1980s to explore whether exposure to Rede Globo telenovelas, which tend to portray modern social norms (including the possibility of divorce) had an effect on divorces. Indeed, La Ferrara and Chong find that the availability of the Globo signal significantly increases the share of separated or divorced couples. In another study but again exploiting Rede Globo's gradual expansion in Brazil, La Ferrara, Chong and Suzanne Duryea analyse the impact of Globo's telenovelas, which also portray comparatively small families, on fertility and find a significant negative impact, with the effect of Globo's telenovelas on parents being further substantiated by the fact that the frequency of child names in regions with access to Globo strongly reflects naming patterns in the telenovelas. The effect of the soap operas on fertility is particularly strong for women from poor households and during the central and late phases of fertility, thus suggesting that households adjusted their views regarding the desired number of children and stopped having more children after reaching it.

Miscellany
What role does reciprocity play in kinship based networks? In her study of informal credit transactions within kinship based networks in Ghana, La Ferrara finds that repayment of loans is effectively induced through social enforcement, e.g. the sanctioning of defaulters' offspring, and that kin members sometimes condition their lending behaviour (e.g. offer favourable terms of credit) on the characteristics of a creditor's parents in the expectation that others will do the same with their offspring.

How do individual preferences for redistribution depend on future income prospects? Alesina and La Ferrara find that preferences for redistribution in the U.S. depend considerably on individuals' expected gains and losses from redistribution (which are strongly determined by their socioeconomic background) but also by their subjective beliefs about individual economic agency, i.e. people who don't believe that American society offers "equal opportunities" for social mobility are less averse to redistribution.

Freed Captives, Families of Murdered Western Hostages Demand Justice

Freed Captives, Families of Murdered Western Hostages Demand Justice  The detention in northern Syria by U.S.-backed Kurdish fighters of two notorious British jihadists, the remaining members of a militant quartet that tortured and beheaded Western hostages, including American journalists James Foley and Steven Sotloff, is being greeted with pleas by former Western captives of the terror group that they face trial. Nicolas Henin, a French reporter held for 10 months by the British gang, has told British and U.S. broadcasters that he wants the militants to face justice for their crimes somewhere he and other former hostages and the relatives of murdered victims will be able to attend and testify.  El Shafee Elsheikh and Alexanda Amon Kotey, the last two members of the British quartet that Western hostages dubbed "The Beatles," were captured last month by the U.S.-backed Syrian Democratic Forces (SDF) in eastern Syria. News of their detention was reported Thursday by The New York Times. U.S. officials have confirmed their capture and say they were identified from their fingerprints and biometric data. "This is the beginning of a process that will bring them eventually, hopefully, to a trial. Justice is just what I want," Henin said. "What I want is a trial and a trial potentially that I can attend, so rather, a trial in London rather than one in Kobani in northern Syria." He rejected the idea of them facing a U.S. military commission in Guantanamo, saying that would, in effect, be a "denial of justice." "Guantanamo was opened 16 years ago. There hasn't been a single trial there," he said.  Rights campaigners are urging the U.S. government not to transfer the men to Guantanamo. "They should prosecute them in U.S. federal court, not send them to Guantanamo," said Laura Pitter of the Human Rights Watch. "These men are accused of committing serious crimes, including torture, murder and other offenses. If they end up in [formal] U.S. custody, the U.S. should not jeopardize their prosecutions by sending them to the dysfunctional military commissions at Guantanamo where important cases involving serious crimes have languished for years." According to European captives who were freed by the Islamic State terror group in return for ransoms, the group of four British militants put their Western captives, especially the British and Americans, through rounds of excruciating suffering, routinely beating and waterboarding them and staging mock executions. Thanks to IS propaganda videos, the gang quickly acquired a singular place in this century's annals of terrorism. James Foley, the first of the Western hostages to be beheaded, was earmarked for the worst treatment of all, possibly because he had a brother who had served with U.S. forces in Afghanistan.  "You could see the scars on his [Foley's] ankles," Jejoen Bontinck, a 19-year-old Belgian and convert to Islam, said in interviews later. Bontinck, a jihadist recruit who fell afoul of IS, shared a prison cell with Foley in 2013. "He told me how they had chained his feet to a bar and then hung the bar so that he was upside down from the ceiling. Then they left him there." Foley's mother, Diane, told the BBC on Friday that the crimes of the British jihadists "are beyond imagination." She says they need to face life in prison. "It doesn't bring James back, but hopefully it protects others from this kind of crime." An international manhunt was launched by Western governments for the fighters in 2014 when IS released a video of Foley's execution at the hands of an masked English-accented militant, who called himself "John" and was the leader of the gang. He was nicknamed by the British media "Jihadi John" and was later identified as Mohamed Emwazi, who was born in Kuwait, but was raised like the rest of the gang in west London. He was killed in a drone strike in November 2015. Another member of the gang, Aine Davis, was sentenced last year in Turkey to a seven-and-a-half-year prison term. He was charged with membership in a terrorist organization, but a weightier charge of preparing acts of terrorism, which carried the possibility of a longer sentence, was dropped by Turkish prosecutors for lack of sufficient evidence.  U.S. officials say El Shafee Elsheikh, who fled from Sudan in the 1990s but grew up in London, and Alexanda Amon Kotey, whose ethnic background is Greek Cypriot, are providing information on the remaining IS structure and leaders. But it is unclear who has been interrogating them and whether British intelligence officers also have had access to the pair alongside U.S. counterterror officials.  Family and friends of British photojournalist John Cantlie, a friend of Foley, who remains missing, say they hope the captured jihadists provide information about his whereabouts. Cantlie was used by IS to front propaganda videos. The British IS gang also was responsible for the murder of U.S. aid worker Peter Kassig, according to freed captives, as well as David Haines, a British aid worker, and Alan Henning, a British taxi driver from Salford outside Manchester, who had volunteered to deliver humanitarian aid to Syria.   Elsheikh traveled to Syria in 2012 and joined al-Qaida in Syria before switching to IS. U.S. officials say he took pleasure in staging crucifixions and waterboarding while an IS jailer. The two captured jihadists knew Emwazi in the British capital, where all three attended Al-Manaar mosque in west London.  Officials on both sides of the Atlantic say the fate remains unclear of the captured jihadists, who may be considered non-state combatants. They could be handed over to the U.S. Justice Department to stand trial in the U.S. or be transferred to the U.S. military authorities to face a tribunal at Guantanamo Bay detention center. U.S. President Donald Trump recently signed an order to keep the detention center.  Another option is for their fate to be left to the Kurdish authorities in northern Syria, but that option is being opposed by freed captives. French officials have raised the possibility of the pair standing trial at the International Criminal Court in The Hague, which has jurisdiction to prosecute individuals for crimes of genocide, crimes against humanity, and war crimes. However, the U.S. is not a signatory to the court.  The French position was echoed Friday by a British defense minister, Tobias Elwood, who said the two jihadists shouldn't be tried before a U.S. military tribunal or sent back to Britain, but should face justice at The Hague in order to uphold the rule of law. Relatives of other alleged victims have echoed Henin's call for a trial. Bethany Haines, the daughter of David Haines, posted on Facebook: "It's brilliant that these evil people have been caught. The families will now have people to hold account for their loved ones death." She added, "No punishment is enough for these barbarians and in my opinion they should be sentenced to a slow painful death."

Defence Act of 2000 (Sweden)

Lovkal:

The Defence Act of 2000 (prop. 1999/2000:30) was the largest reorganisation of the Swedish Armed Forces since the Defence Act of 1925. The act was a continuation of the policies set in motion starting with the Defence Act of 1996; refocusing the military from a large-scale doctrine of invasion defence, to a smaller-scale, more flexible "operational defence" (Swedish: Insatsförsvar). The Act resulted in the dissolution of many military units and commands.

International Socca Federation

AndyThorley:

The International Socca Federation operate international small-sided football competitions for both national and club team in the formats of 5,6, 7 and 8-a-side football.

Formation
The ISF was officially launched in Birmingham on 8th February, with a conference that included Mark Clattenburg, the Head Referee in Saudi Arabia, who also refereed the Champions League Final

Starting of Sree Bhagawal Bhakti Pradeepa Yogam

One such noble soul, Varathoor Kaniyil Kunhi Kannan heard many stories regarding the extraordinary spiritual activities of Guru Devan, and started looking forward to meeting him. After efforts of many days, finally he managed to reach a house in "Anju Thengu" where Guru Devan was staying. Next day he was able to have a discussion with Guru Devan at Shivagiri. He requested Guru Devan to consecrate a temple in Malabar, like those he had done in South Kerala, for the spiritual uplifting of Thiyya Community in Kannur. However Guru Devan asked him why such a temple is required in the land which is ruled by the Queen of England directly, with a lot of community members were highly educated, socially prominent and active in Arya Samaj and Vedanta Societies. Mr Kannan was able to convince Guru Devan that despite these, a large number of population are still following tamasic rites, and no one is guiding them to the right path. Finally, Guru Devan agreed to visit Kannur, in near future. Mr. Kannan came to Kannur and started working towards the aim with other prominent community members like Madhavan Master, Choyi Butler, Manikkoth Govindan Bhagavathar, Karyan Govindan Gurukkal, Chamakkali Kannan, Poovadan Krishnan, Chandroth Ananthan Mesthri, Oyatti Krishnan Vakil etc. They created an executive committee with Choyi Butler as president and Chamakkali Kannan as Secretary.

True to his promise, Guru Devan visited Kannur in 1907 and stayed at the home of Kottiyath Choyi. The matter of temple building was discussed again, and before return of Guru Devan, a committee was formed with Cheruvari Karunakaran Tahasildar as president and Chamakkali Kannan as secretary. In a meeting held on 16 February 1908, Sree Bhagaval Bhakti Pradeepa Yogam was formally established.

Establishment of Sree Bhakti Samvardhini Yogam

Sree Bhagawal Bhakti Pradeepa Yogam was renamed as Sree Bhakti Samvardhinini Yogam in 1913. During this time Rao Sahib Oyatti Krishnan Vakil was the President and Chamakkali Kannan was the Secretary. The Yogam was registered as a Society in 1948, and has been functioning there onward towards the spiritual and financial uplifting of the backward communities of Kannur. The Sree Bhakti Samvardhini Yogam celebrated Centenery in 1908 during which a souvenir was released to commemorate the centenary and a centenary building was constructed in Talap. Dutch Bank to Pay $369 Million in Drug Cartel Money-Laundering

Dutch Bank to Pay $369 Million in Drug Cartel Money-Laundering Dutch lender Rabobank's California unit agreed Wednesday to pay $369 million to settle allegations that it lied to regulators investigating allegations of laundering money from Mexican drug sales and organized crime through branches in small towns on the Mexico border. The subsidiary, Rabobank National Association, said it doesn't dispute that it accepted at least $369 million in illegal proceeds from drug trafficking and other activity from 2009 to 2012. It pleaded guilty to one count of conspiracy to defraud the United States for participating in a cover-up when regulators began asking questions in 2013. The penalty is one of the largest U.S. settlements involving the laundering of Mexican drug money, though it's still only a fraction of the $1.9 billion that Britain's HSBC agreed to pay in 2012. It surpasses the $160 million that Wachovia Bank agreed to pay in 2010. Three execs behind cover-up Under the agreement, the company will cooperate with investigators. The federal government agreed not to seek additional criminal charges against the company or recommend special oversight. The settlement describes how three unnamed executives ignored a whistleblower's warnings and orchestrated the cover-up. Two of the executives were fired in 2015 and one retired that year. "Settling these matters is important for the bank's mission here in California," said Mark Borrecco, the subsidiary's chief executive. In 2010, Mexico proposed new limits on cash deposits at the country's banks, resulting in more tainted deposits at Rabobank branches in Calexico and Tecate, according to the plea agreement. Accounts in the two border towns soared more than 20 percent after Mexico's crackdown, and bank officials knew the money was likely tied to drug trafficking and organized crime. Risky customers escaped scrutiny, including one in Calexico who funneled more than $100 million in suspicious transactions. Customers in Tecate withdrew more than $1 million in cash a year from 2009 to 2012, often in amounts just under federal reporting requirements. "The cartels probably thought these were sleepy towns, no one's going to notice," said Dave Shaw, head of U.S. Immigration and Customs Enforcement's Homeland Security Investigations in San Diego. "When you bring in $400 million, someone is going to notice. The bank should have known and they just chose not to report any suspicious activity." Punishment for cover-up, not crime Heather Lowe, legal counsel and government affairs director at research and advocacy group Global Financial Integrity, said the illegal activity bore similarities to what happened with HSBC and Wachovia. But those banks were charged with laundering Mexican drug proceeds, while Rabobank only acknowledged covering it up. "It seems in this case we have the bank taking the hit for lying but not for the violations themselves," said Lowe, who expects the three unnamed executives will be prosecuted. A whistleblower alerted two of the three executives to suspicious activity in 2012 and shared her concerns with the bank's "executive management group," according to the plea agreement. She also spoke with regulators amid concerns in the company that the government scrutiny could endanger a pending merger. She was fired in July 2013. The government has a cooperating witness in former compliance officer George M. Martin, who agreed in December to cooperate with authorities in a deal that delayed prosecution for two years. Martin, a vice president and anti-money laundering investigations manager, acknowledged he oversaw policies and practices that blocked or stymied probes into suspicious transactions and said he acted at the direction of supervisors, or at least with their knowledge. Martin told investigators that he and others allowed millions of dollars to pass through the bank. Rabobank, based in Utrecht, Netherlands, said last month that it set aside about 310 million euros ($384 million) to settled allegations against its subsidiary. Sentencing is scheduled May 18.

Brussels Trial Opens for Paris Attacks Suspect Abdeslam

Brussels Trial Opens for Paris Attacks Suspect Abdeslam  The top surviving suspect of the November 2015 terrorist attacks in Paris, stayed mostly silent during a much awaited trial appearance Monday in Brussels. The trial is for a case involving a shootout with Belgian police. Salah Abdeslam quickly shattered any hopes he might finally talk about his role in the 2015 Paris attacks, the deadliest in recent French history. Bearded, long-haired and clad in a white polo, Abdeslam arrived under tight security at the main courthouse in Brussels.  He first refused to stand or answer questions but then claimed Muslims were unfairly judged and said he would only respond to Allah. If found guilty, Abdeslam and fellow defendant, Tunisian Soufiane Ayari, face up to 40 years in prison for attempted murder in a shootout with Belgian police. The incident took place in March 2016, four months after the Paris attacks that killed 130 people, and just before Abdeslam was arrested in the Brussels Molenbeek district where he grew up. Days later came the attacks in the Belgian capital and airport that killed more than 30 people.  Belgian criminologist Michael Dantinne described Abdeslam as a potential mine of information about the Paris and Brussels attacks.  Speaking to French radio, Dantinne described Abdeslam's short remarks as propaganda aimed to provoke and to shore up other radicals. The head of a Paris attacks survivors' group, Philippe Duperron, said he was not surprised by Abdeslam's silence.  Duperron, who lost his son Thomas in the 2015 attacks, described a strong emotional charge when Abdeslam walked into the room. He said seeing him for the first time was very difficult.  Security was heavy for the trial's opening, and both Abdeslam and Ayari declined to be photographed or captured on video. For the rest of this week's hearings, Abdeslam will be commuting from a high-security prison in northern France, and face the same 24-hour video surveillance as in his maximum security cell at the Fleury Merogis prison near Paris.

General der Nachrichtenaufklärung Training Referat was the training organization within the General der Nachrichtenaufklärung before and during World War II. Until 1942, the work of the Training Referat was not fully exploited and only a small beginners course was in progress.

Training operations
Suffering from an acute shortage of cryptanalyst personnel which the German Defense Ministry encountered, it was found that the practice of pushing forward groups of cryptanalysts to key areas did not of itself provide adequate signals intelligence, particularly as the front lines were getting further away from Berlin.

As a result, Commanders of forward intercept units were allowed to create their own cryptanalysts teams. Two difficulties were encountered in this connection; firstly, a lack of technical knowledge, and secondly the entry into the cryptographic service of personal who were untrustworthy from the security point of view. In two cases in KONA 2 in Smolensk personnel were unearthed who were guilty of espionage. As a result of this a security vetting for all security, translators and cryptanalysis personnel was introduced.

Once the forward cryptanalysis units had been set up, and eventually became the Long Range Intelligence Company (NAZ), they were attached to various Close Range Intelligence Company (NAK) which coordinated intelligence and forwarded the raw flow of intercepts into the Signal Intelligence Evaluation Centre (NAAS). It was agreed to allot the NAZ units investigation of forward lines of communication traffic which could be solved in the field. In 7/VI remained, however, responsible for all army cryptanalysis work and concentrated on the most difficult and unsolved procedures.

As a personnel establishment for these forward cryptanalysis units, it was found necessary to have two or three linguists and one to three mathematicians. Such personnel were trained at a six weeks' course by In 7/VI. 200 cryptanalysts were trained successfully and included such individuals as Major Dr Hentze, Lieutenant () Lüders and Lieutenant Schubert. The results of this work in 1941 and 1942 was to enable In 7/VI to concentrate on research into more difficult procedures.

Training classification
Training of signal recruits
The Signal Intelligence Replacement and Training Battalion () (abbr. NAEUAA) that was located in Frankfurt, was responsible for the training of German Army Signal recruits. It had control over Signal Intelligence Replacement and Training Companies in each Service Command District () where basic training and some training in signal matters were given to the recruits. In time of peace, basic training lasted one year, signal training being taken up after the first three months. During the war, the time of basic training was shortened in order to place more troops more quickly in the field. Recruits were trained in direction-finding, teletype operation, and simple field codes, and they were sent out into field units. No special courses were conducted in the Replacement and Training Companies.

Training of signal technicians
Most of the signal technicians were trained in specialist academies of various sorts. Academies for carrier frequency, switchboard operators, repair men, etc., were established by the Army and Division and Corps Signal Battalions and at Army Signal Depots. Instructors were mainly non-commissioned officers who had experience in the field.

Training of specialists
The Signal Interpreter Replacement and Training Battalion () (abbr. NDEUAA) was located in Halle This battalion was responsible for the training of signals interpreters who were to be employed in signal intercept units for radio and wireless monitoring. The battalion was divided into three companies: company one was for Romance languages, company two for Slavic languages, and company three for Germanic languages. For matters of administration, the battalion was divided into the following 5 platoons:

# Cadre platoon () comprising cadre personnel and instructors in military and intelligence technical matters.
# Instructor platoon () comprising teachers and members of the instructor group.
# Training platoon ()comprising the students who were under instructions in some language.
# Alert platoon () comprising men who have passed their final examination and who are expecting to be sent into action.
# Pool () comprising newcomers waiting for their entrance examination.

A rough estimate of the personnel shows that in 1944, there were about 350 to 400 men attending the various languages classes. After the courses which lasted 6 weeks, the men were given a final examination. According to the results of this examination, they were assigned to one of the three following categories:

::{| class="wikitable"
Personnel categories
Comment
S – Speakers ()
These were people who spoke well and were able to make themselves understood, but who did not master the language in speaking and writing correctly.
U – Translators ()
These were people who mastered the foreign language in writing, but were only fair in speaking.
D – Interpreters ()
These were people who spoke and wrote the foreign language correctly and fluently and whose general education was up to a corresponding standard.

Employment was assigned according to the category to which each person was assigned.

For persons of category S, a special course in monitoring Allied radio communication was organised at Leipzig for English speaking personnel only. The course consisted of three weeks daily instruction in the following subjects:

# USA and British organisation of signal units.
# USA and British radio sets used at all levels.
# USA and British radio call signs.
# USA and British authorized abbreviations.
# USA and British message forms.
# USA and British fixed station and net operational methods.
# USA and British Army terminology.

Each of the subjects was taught for one hour a day and had a brief examination. In most cases, the lectures were conducted in English to facilitate practice in this language.

Training of signals officers
The Army Signal Academy located in alle () (abbr. HNS), conducted the course for officer candidates of the Signal Corps. Emphasis here was in the first months evenly divided between technical and military subjects. The officer candidates were selected by their commanders in the field after having proved themselves in combat or in outstanding work in their specialty. All enlisted men were eligible, although the racial origin evidently played some part in the selection. One prisoner, for instance, states that he was not allowed to become an officer candidate, because of his Jewish grandmother.

After their selection, the men were given a four weeks course in tactics, Army regulations, customs, technical subjects. Those who passed this preliminary course were sent to the Armed Forces Signal Troop Academy () (abbr. FNS) where they were trained for three months in Signal Corps work. From there they were sent into the field for a probation period as leaders of platoons. During this period of training, Colonel Grube states, many of the candidates lost their lives. A final three months at the Signal Academy in Halle brought, with graduation, the rank of Leutnant (second lieutenant).

Training of German Army cryptanalysts
Nothing is known of the training of Army cryptanalysts before 1939. Mettig states that when the KONA regiment moved into the field in 1939, no cryptanalysts were available. Colonel Kunibert Randewig, the commander at that time of all intercept stations in the west, however, was able to procure a number of cryptanalysts from the Feste around Berlin, and to this force he added a few mathematicians and linguists. As a result, when the German offensive began in April 1940, the KONA units had a moderate supply of cryptographic personnel. The early war years clearly showed that additional personnel were needed. A Training Section in In 7/Vi was established under the leadership of Kuehn, but Mettig stated that the work in the unit was not fully exploited until 1942. The Training Section was located at Matthäikirchplatz 4 in Berlin until November 1943, when it was moved with the rest of the Agency to Jüterbog because of the Allied bombings. In November 1944, the Training Section 7 of In 7/VI became Referat 5 of Group IV of the GDNA. The training academy consisted of about 20 officers with 120 men, and about 12 women as Stenographers.

The course, which lasted 10–12 weeks ran during the morning and for two to three afternoons per week. A brief history of cryptography was studied from a syllabus, and included a general picture of the methods of encipherment, details of various means of encipherment and decipherment. During the remaining afternoons, the students evidently specialized in whatever field to which they were to be assigned. One prisoner of war, Gerd Coeler, stated that during the afternoons, he studied English military terms and abbreviations, including the history and organisation of the British Empire and the geography of England. Corporal Karrenberg outlines the course given for those who were specializing in Russian cryptanalysis. Participants were selected from the personnel of the Signal Interpreter Replacement and Training Battalion, which knew Russian. After the most capable interpreters had been selected they were given a course in Russian cryptography, which included all types of Russian systems. For practice in this course actual Soviet (Russian) military intercepts were used, to gradually accustom the men to Russian field problems.

Evaluation of signal training
The training of cryptanalysts by the Army appears to have been eminently successful. The classes the men used at the Training Section of In 7/VI passed most of the men who would later become outstanding in the field of cryptanalysis either in the KONAs or in the central agencies. The following soldiers were trained at the unit:

* Major Dr. Rudolf Hentze, who was head of cryptanalysis at KONA 5 in Paris and later Head of Gruppe IV of the GDNA.
* Dr () Wilhelm Vauck was head of the Agents section of In 7/VI from 1942 to 1945.
* First Leutnant () David Lüders head of one of the subsections of the mathematical section of In 7/Vl.
* First Leutnant () Schubert, head of cryptanalysis at HLS Ost.

The training of signal troops in the field, appears to be less successful. Throughout the TICOM documentation, attention is drawn to the acute shortages in the Field Army of personnel who were well trained in signal intelligence operations. This was particularly true in the late years of the war when courses became more disorganised and less effective. The central agencies recognized this weakness and attempted to remedy it by publishing field manuals on security and having lectures given at the Army Signals School in Halle () by members of In 7/VI. Despite these efforts, however, the Field Army remained, according to Walter Fricke, pitifully ignorant of the principles of security. Ignorance undoubtedly lay at the bottom of the non-cooperative attitude of the Field Army in regard to the adoption of systems considered more secure than those in use by the Army. Conditions were aggravated at the end of the war by the necessity for sending all able-bodied men into the front line and by the general confusion of the Army. Very little training could be carried on by the Field Army during the late months of the war since their schools were taken over by the operational agencies they used to train. For example, the Army Signal School at Halle had been used by the In 7/IV since November 1943 for the preparation of Army keys, and after March 1945 it housed a considerable section of the OKW/Chi, including service personnel and civilians. It may be safely stated that, after 1944, little if any signal training was carried out by the Army.

TICOM Notes
The Target Intelligence Committee was a project formed in World War II by the United States to find and seize German intelligence assets, particularly signals intelligence and cryptographic ones.
