== Biography ==
Born in [[Bois-Colombes]], Micault followed an exemplary curriculum: a gifted musician from a very young age, he studied [[harmony]], obtained his first medals in musical aesthetics and [[chamber music]], and graduated in pedagogy.

For his piano achievements, he has been awarded the most illustrious prizes:
* [[First Prize (music diploma)|First Prize]] for piano of the [[Conservatoire de paris]]
* 1st Grand Prix Louis Diémer in 1957.
* 1st Grand Prix International of the Viotti competition in Vercelli in 1950.

His most illustrious teacher was the legendary [[Alfred Cortot]] whom he met for 12 years, first as a student, then as an assistant for years at the CHIGI Academy in Siena, Italy. Alfred Cortot gave him the highest praise and appointed him personally, in 1949, teacher at the [[École Normale de Musique de Paris]]. Faithful to his Master's wish, he taught in this establishment until January 2006 while maintaining an uninterrupted activity as concert performer and teacher at the international level. For 11 years, he was also the successor to [[Walter Gieseking]] and [[Andor Földes]] at the [[Hochschule für Musik Saar]], a city where he still resided in 2010.

He has always been present in many international courses (France, Italy, Switzerland, Germany, Belgium, Spain, Japan where he went 2 months a year, 10 years in a row) From 1996 to 2005, he led the singing and piano [[masterclass]]es in [[Thionville]]. After a 3-year interruption of his concert activity for health reasons, he resumed concerts in October 2009 and still teaches. He celebrated his 85th birthday on stage. He is quoted in the biography of Alfred by [[Bernard Gavoty]] among the Master's most promising students. In Bernard Alink's work on international piano competitions, he appears to have been a member of more than 100 juries of prestigious competitions (Viotti of Vercelli, Pozzoli of Seregno, and other Italian or European competitions). Micault remained President of the International Piano Competition Citta di Sulmona (Italy) for 8 years until the [[2009 L'Aquila earthquake]]. He is also Honorary President of the Madeleine de Valmalète Competition (Paris). He is an honorary citizen of the cities of Vercelli, Bra and Sulmona in Italy and in 2005, on the occasion of his 80th birthday, received recognition from the city of Saarbrücken for his 30 years of artistic activity in the Saare region.

Jean Micault is considered to be a major interpreter of the romantic repertoire ([[Beethoven]], [[Schumann]], [[Chopin]], [[Liszt]]...) but his repertoire ranges from Bach to contemporaries. He has created works by contemporary composers for the Swiss Italian radio or at the request of the composers themselves, which he has performed in concert. He helped to make them known by programming them at his concerts and by recording works by the French composer [[Maurice Journeau]].

It is one of his most gifted former students, Pierre Etcheverry, who has been his successor at the [[École Normale de Musique de Paris]] since January 2006.

On Saturday, 23 June 2018, 12 members of the Wild Boar [[soccer]] team, ages 11 to 16 and one coach were trapped in the [[Doi Nang Non]] cave in [[Thailand]]. As of Friday, 29 June 2018, the search conducted by the ranger of the National Park in [[Chiang Rai]] province alerted authorities of the missing boys. Volunteers and the Thai Navy Seal worked to remove water from the cave. However, CNN reported that it has been seven days since the incident occurred where the likelihood of the boys coming out alive was diminishing. While no deaths have been confirmed, it is likely there will be 13 fatalities if the team is not found.<ref></ref>

A group of twelve boys aged between 11 and 16 who went to explore the Luang Nang Non caves with their coach on 22 June 2018 went missing. They were part of a local junior football team. The cave they entered became flooded. Military divers are searching the caves in the hope that the 13 missing persons are still alive. Migrants Choose to Stay in Mexico, Despite Risks Following a lunch of warm menudo (a traditional Mexican soup)  and corn tortillas on a gated porch, some of the migrants in Mexicali, Mexico's Mana Pastoral Center — a shelter for adult men — search for day work. A few hang around. Many are recent arrivals from the "Northern Triangle" of Guatemala, Honduras or El Salvador, planning to continue their migration north in an escape from gang-related violence and extreme poverty. Others have been in Mexicali for weeks, unable to pay a smuggler to help them cross the border into the U.S. Honduran-native Elmer García has made it across before, twice, and was deported as many times. But after staring death in the face on his third attempt, he has reached his limit. "Since God gave me another opportunity to live, I would prefer to work here and help my kids," he told VOA. García recounts his kidnapping in Mexico, some 25 kilometers from the U.S. border; a meticulously planned attack, he is convinced, coordinated among his smugglers and gunmen waiting at the top of a mountain. "They said they would kill us," he said, recounting the feel of a gun at his temple. "They asked for our families' phone numbers and began to call them." García's harrowing experience is not uncommon in Mexico, where gangs and organized crime groups control common routes among Central America's most vulnerable migrants, threatening travelers with extortion, kidnapping and violence. Weighing the risks But for the more fortunate families, many who have escaped with their lives aboard the country's infamous cargo train, known as "La Bestia," a central question remains: if the U.S. is inhospitable, how safe is it to remain in the country? Migrants and refugees who settle in Mexico face significant barriers, including "acute risks of kidnapping, disappearance, sexual assault, trafficking, and other grave harms" according to a 2017 report by the nonprofit Human Rights First. But if U.S. President Donald Trump's administration has its way, Mexico would become a "safe third country," a status laid out in a 2002 agreement between the U.S. and Canada. In the pact, both countries are deemed safe for refugee claimants, who are "required to request refugee protection in the first safe country they arrive in," with few exceptions. Back in April, while a "caravan" of Central American migrants was making its way to the U.S.-Mexico border, U.S. Department of Homeland Security Secretary Kirstjen Nielsen released a statement echoing the U.S.-Canada agreement. "DHS encourages persons with asylum or other similar claims to seek protections in the first safe country they enter, including Mexico," the statement read. WATCH:  Animation of La Bestia routes: But any prospect for change in bilateral policy rests on Mexico's July 1 presidential election. Leftist frontrunner Andrés Manuel López Obrador, of the National Regeneration Movement (MORENA), has indicated he will be a strong human rights defender for all migrants, including those who, "out of necessity, must abandon their towns to find life in the United States." Since 1990, Mexico has discernibly changed regarding immigrants. Over a 27-year span, it experienced one of the world's largest increases in its diaspora population — an estimated 8.6 million, according to the New York Times. Among asylum-seekers, the country saw more than a six-fold increase in total requests between 2013 and 2016. But the human rights organization, Washington Office on Latin America (WOLA), advocates against a "safe third country" agreement, citing a report that indicates 99 percent of crimes against migrants in Mexico remain uninvestigated. "Abuses and crimes against migrants are very common, sadly," Ximena Suárez-Enríquez, WOLA's Assistant Director for Mexico, told VOA. She lists kidnappings, robbery and threats from some Mexican officials as common, along with extortion, and maintains the Mexican government is ill-equipped to process more asylum applications. "If more people are denied asylum in the U.S. because they are fleeing violence, that will increase the number of asylum petitions in Mexico, and in that sense it will create a problem for Mexican authorities," Suárez-Enríquez said. 'Mexico has supported us' At Mexicali's Albergue del Desierto, or Shelter of the Desert, director Mónica Oropeza Rodríguez notes that migrants who travel on La Bestia's shorter routes — along the Gulf or through Central Mexico often encounter a more dangerous border than in Baja California. But that doesn't mean Western-bound migrants experience a safe journey. "A young man once told me … 'Do you remember the scariest horror movie you've ever seen? Triple that, is what I experienced to get here,'" Oropeza Rodríguez said. "We have high indices of corruption," she continued. "My own population of Mexico is trying to cross and seek asylum in the United States because of the risks and [lack of] security in their communities." But Mario Hernández, a migrant from Guatemala who lost two children at the hands of the Maras gang, breathes a cautious sigh that the worst is behind him, now that he is off "the path" where he says he was assaulted and robbed by police. Instead of chancing asylum in the U.S. — "a place where they don't want you" — he has opted to stay and find work in Mexicali instead. "It's on the border and many people say there's work here … it's supposedly the most calm," Hernández said. "The truth is, Mexico has supported us," he continued, in defense of his decision. The Ministry of Justice of Kuwait was created by decree in early 1978. As part of the federal government, the ministry is responsible for the following:<ref></ref>

1.Organizing the means necessary to settle the disputes referred to the various types of courts and to consider the crimes in accordance with the provisions of the laws.

2.Initiate public claims through the Public Prosecution, on behalf of the community, in the referred crimes and misdemeanors; investigation, processing and prosecution in accordance with the provisions of law.

3.Supervision of prisons and other places where criminal sentences are enforced.

4.Provide technical expertise to justice-concerned parties and other organs of the state.

5.Enforcing the official declaration of the judicial papers, lawsuit declaration, etc., in addition to executing sentences and executive bonds, accepting, depositing and disbursing the relevant sums, in accordance with the provisions of law.

6.Properties' registration, authentication and certification, in addition to establishing the relevant dates and signing on the commercial books, in accordance with the provisions of law.

7.Receipt and management of legacies that go to Kuwaiti minors, prolonged pregnancy and incompetent persons, taking care of their affairs in accordance with the provisions of law.

8.Inventory of the legacies of unknown persons or persons whose heirs are not known, or in the absence of some of them, keeping such legacies, in addition to non-Kuwaiti guardians of minors and receipt of the legacies transferred to them from government agencies, handing them over to the beneficiaries in accordance with the rules in force.

9.Cooperation with Arab and Islamic countries and organizations in the legal and judicial fields.

'''Lambros Koutsonikas''' (greek ''Λάμπρος Κουτσονίκας'') was a Souliote fighter of the Revolution of 1821, army officer and amateur historian of the Revolution. <ref>Great Greek Encyclopedia (Μεγάλη Ελληνική Εγκυκλοπαίδεια), vol. 15, p. 96, article Κουτσονίκας Λάμπρος</ref>

He was the son of Yiannos (a variant of ''Ioannes''), from the Koutsonika's clan. His grandfather Nikos, his father and his brother Thanassis were killed in 1804 in a battle against the Albanians of Ali Pasha. Lambros fought as head of an armed unit during the Revolution of 1821. After the Revolution, he served in the regular Greek army and was promoted to the rank of "pentakosiarchos" (leader of 500 men. He died in 1879.
He authored the General History of the Greek Revolution, published in 1863-64 in Athens. The decade began with [[Ziaur Rahman|President Ziaur Rahman]] at the helm. Zia faced twenty one attempted coups against his government, including one by the air force.<ref name="Mascarenhas, Anthony 1986"></ref> His one time ally Colonel Abu Taher was tried for treason and executed. Similar fates were met by many of his perceived rivals in the armed forces. However, the final coup attempt resulted in his [[Assassination of Ziaur Rahman|assassination in 1981]]. Zia was killed by troops loyal to Major General [[Abul Manzoor]] who stormed his official residence in Chittagong on 30 May 1981. Sattar's presidency was marked by infighting within the ruling BNP, which forced cabinet reshuffles and the resignation of Vice-President [[Mirza Nurul Huda]]. Army Chief of Staff Lieutenant General [[Hussain Muhammad Ershad]] assumed power in a bloodless coup on 24 March 1982, citing the "grave political, economic, and societal crisis" that the nation was in. This move was not unanticipated, as Ershad had previously expressed distaste with the ageing Sattar (who was past his 75th birthday) and his handling of national affairs, in addition to his refusal to allow the army more participation in politics. Like his predecessors, Ershad suspended the constitution and—citing pervasive corruption, ineffectual government, and economic mismanagement—declared martial law. Among his first actions were to privatise the largely state-owned economy (up to 70% of industry was in public ownership) and encourage private investment in heavy industries along with light manufacturing, raw materials, and newspapers. Foreign companies were invited to invest in Bangladeshi industry as well, and stiff protectionist measures were put in place to safeguard manufacturing. All political parties and trade unions were banned for the time being, with the death penalty to be administered for corruption and political agitation. Ershad's takeover was generally viewed as a positive development, as Bangladesh was in a state of serious economic difficulty. Two weeks before the coup in March, Prime Minister Shah Azizur Rahman announced that the country was facing significant food shortages. The government also faced a severe budget deficit to the tune of 4&nbsp;billion takas, and the [[IMF]] declared that it would not provide any more loans until Bangladesh paid down some of its existing debts. The following year, Ershad assumed the presidency, retaining his positions as army chief and CMLA. During most of 1984, Ershad sought the opposition parties' participation in local elections under martial law. The opposition's refusal to participate, however, forced Ershad to abandon these plans. Ershad sought public support for his regime in a national referendum on his leadership in March 1985. He won overwhelmingly, although turnout was small. Two months later, Ershad held elections for local council chairmen. Pro-government candidates won a majority of the posts, setting in motion the President's ambitious decentralisation program. Political life was further liberalised in early 1986, and additional political rights, including the right to hold large public rallies, were restored. Despite a boycott by the BNP, led by President Zia's widow, Begum [[Khaleda Zia]], parliamentary elections were held on schedule in May 1986. The Jatiya Party won a modest majority of the 300 elected seats in the National Assembly. The participation of the Awami League—led by the late President Mujib's daughter, Sheikh Hasina Wajed—lent the elections some credibility, despite widespread charges of voting irregularities.<ref name=bn/>

Ershad resigned as Army Chief of Staff and retired from military service in preparation for the presidential elections, scheduled for October. Protesting that martial law was still in effect, both the BNP and the AL refused to put up opposing candidates. Ershad easily outdistanced the remaining candidates, taking 84% of the vote. Although Ershad's government claimed a turnout of more than 50%, opposition leaders, and much of the foreign press, estimated a far lower percentage and alleged voting irregularities.

Ershad continued his stated commitment to lift martial law. In November 1986, his government mustered the necessary two-thirds majority in the National Assembly to amend the constitution and confirm the previous actions of the martial law regime. The President then lifted martial law, and the opposition parties took their elected seats in the National Assembly.<ref name=bn/>

In July 1987, however, after the government hastily pushed through a controversial legislative bill to include military representation on local administrative councils, the opposition walked out of Parliament. Passage of the bill helped spark an opposition movement that quickly gathered momentum, uniting Bangladesh's opposition parties for the first time. The government began to arrest scores of opposition activists under the country's Special Powers Act of 1974. Despite these arrests, opposition parties continued to organise protest marches and nationwide strikes. After declaring a state of emergency, Ershad dissolved Parliament and scheduled fresh elections for March 1988.<ref name=bn/>

All major opposition parties refused government overtures to participate in these polls, maintaining that the government was incapable of holding free and fair elections. Despite the opposition boycott, the government proceeded. The ruling [[Jatiya Party (Ershad)|Jatiya Party]] won 251 of the 300 seats. The Parliament, while still regarded by the opposition as an illegitimate body, held its sessions as scheduled, and passed numerous bills, including, in June 1988, a controversial constitutional amendment making Islam Bangladesh's state religion and provision for setting up High Court benches in major cities outside of Dhaka. While Islam remains the state religion, the provision for decentralising the High Court division has been struck down by the Supreme Court.<ref name=bn/>

By 1989, the domestic political situation in the country seemed to have quieted. The local council elections were generally considered by international observers to have been less violent and more free and fair than previous elections. However, opposition to Ershad's rule began to regain momentum, escalating by the end of 1990 in frequent general strikes, increased campus protests, public rallies, and a general disintegration of law and order.<ref name=bn/>

Twelve years later, in 2007, after forming a government at the level of Bosnia and Herzegovina between the Party for Bosnia and Herzegovina (SBiH), the Croatian Democratic Union of Bosnia and Herzegovina (HDZ BiH) and the Alliance of Independent Social Democrats (SNSD), the Ministry of Justice of Bosnia and Herzegovina, while Bariša Čolak (HDZ BiH) was elected Minister.

By 2008, the Ministry of Justice of the Federation of Bosnia and Herzegovina and the Ministry of Justice of Republika Srpska were responsible for the jurisdiction of the judiciary in Bosnia and Herzegovina. Following the general elections in Bosnia and Herzegovina in 2006 and the formation of a new government in Bosnia and Herzegovina, the Justice Ministry of Bosnia and Herzegovina began functioning for the judiciary in Bosnia and Herzegovina.

LGBT Rights Enjoy Brief Hooray at Russia's World Cup "I know quite a few people that, if the World Cup wasn't in Russia, would have gone this year," said Joe White, co-founder of Three Lions Pride, an LGBT group cheering for England's team at the World Cup. He and his co-founder, Di Cunningham, have been in Russia for the competition, showing up to games with a rainbow-striped Three Lions Pride flag, despite Russia's five-year-old ban on what has been nicknamed "gay propaganda." Russia's World Cup organizing committee has said in a statement that all visitors, regardless of sexual orientation (or race, gender, religion, ability, or other typical motivations for discrimination) are welcome at the World Cup, which runs through July 15. The committee has even specifically promised to allow the display of rainbow pride flags at matches — a promise that has been tested by gay activists. So far, the government has kept its word. The "gay propaganda" law, passed in 2013, makes it illegal for Russian citizens to present homosexual behavior as a norm in the presence of minors. But the law has been criticized for being open to interpretation, which makes it a potential tool for persecuting LGBT — lesbian, gay, bisexual and transgender — people. In addition to Russian citizens, businesses, organizations and foreign visitors in Russia are subject to the law. Anti-gay violence has risen since the law was passed. Vitaly Milonov, a member of the State Duma and one of the authors of the gay propaganda law, told The Associated Press before the World Cup opened that he wanted tighter, not looser, restrictions on LGBT fans during the international competition. "I want to remind them that no matter how much they try lobbying, their hideous way of life is condemned all over the world," he said in a story published June 1. "They do not have the right to propagandize their hideousness." Despite Moscow's pledge to allow the display of the pride flag, Cunningham was briefly delayed June 18 at a security gate in Volgograd when she tried to enter the stadium with a pride flag. While she was eventually allowed to enter and display her flag at the England-Tunisia match that day, that hesitance is why White said it's important for LGBT fans to show up in a country that is not seen as gay-friendly. "I think the visibility of fans in the stadium is really making a big difference," White said. "People are coming to terms with the fact that homophobia isn't acceptable as part of the game, whether they're being abusive toward players or toward fans." 'Diversity houses' The group FARE, Football Against Racism in Europe, set up "diversity houses" in Moscow and St. Petersburg to give LGBT fans, as well as members of ethnic minorities, a safe place to gather and socialize. On June 14, the owner of the St. Petersburg venue changed his mind just 12 hours before the house was set to open, forcing the group to find a new headquarters. They eventually landed in a St. Petersburg arts and cultural center because for some, fellowship with other LGBT fans is an essential part of the World Cup experience. But White said outreach is also a component of the trip. He said it was important to him to socialize not only among his own crowd, but also to mingle with "people from other countries that may never have even thought about LGBT fans." It is a different style of activism for Peter Tatchell, a British gay-rights advocate who was briefly arrested June 14 in Moscow's Red Square for protesting brutality toward gay men in the Russian republic of Chechnya. Chechnya serves as home base for Egypt's national team during the World Cup competition. White said people should give Tatchell "a huge amount of credit" for standing up for the rights of LGBT Russians. And he counts it as a win that Tatchell was charged with breaking a protest law and not the gay propaganda law. Beyond World Cup But the social diplomacy of pride groups attending football matches is a more subtle art than a protest in Red Square. For White, Cunningham and other gay fans, just showing up for the matches, flying the flag, and mingling with fellow football fans can be powerful. White and his colleagues recognize that the relaxed policing of the gay propaganda law may go away once the World Cup concludes July 15. And the 2022 World Cup is scheduled for Qatar, where homosexuality is a criminal offense. "The one thing [we] really would count as a success is making sure that when the World Cup finishes, we don't just forget about the plight of LGBT Russians, that we continue supporting them," White said. "We can support, from our privileged position in the U.K., the LGBT community in Russia or communities that aren't as lucky as we are with the rights afforded to them. We can show that we stand in solidarity not just during World Cup but throughout the year, as well."

EU Piles Pressure on Poland over Courts Independence European Union ministers began an unprecedented discussion on Tuesday of threats to the rule of law in Poland, urging Warsaw to step back from contested judicial reforms they say put its courts under more political control.  Poland's ruling nationalists have refused more concessions over the sweeping changes, many already in place, which have been criticised by rights groups, the EU and domestic political opponents for flouting democratic checks and balances. Poland is increasingly isolated within the bloc and is squandering its leverage, including in negotiations over the EU's next seven-year budget from 2021. But the ruling Law and Justice (PiS) party's recalcitrance also highlights how the EU struggles to bring back into line member states that flout its central principles. The executive European Commission has triggered a punitive procedure against Poland for weakening the rule of law, the first time it has used the provision. Tuesday's meeting will see European affairs and foreign ministers from the other 27 EU states quiz their Polish counterpart. "The Polish government has the right to reform the judiciary as long as this does not go at the expense of the independence of the judiciary," said the Commission's deputy head, Frans Timmermans, who is leading the case against Warsaw. Despite the political sensitivity of the subject, at least six of the ministers left the room before the debate started on Tuesday evening as the schedule slipped for their day-long session in Luxembourg, which also included other matters. Poland says the Commission's critical analysis contains "factual mistakes and misleading assessments." The PiS says the changes are needed to streamline a deeply inefficient court system and rid Poland of vestiges of communism. As part of the broader overhaul introduced since PiS won power in late 2015, some 40 percent of Supreme Court judges will be forced into early retirement from July. New judges on the body that validates election results will in future be appointed by the president, currently a PiS ally. After two years in which its rift with Brussels has deepened, Warsaw has this year offered some concessions to mend fences, including reining in somewhat the newly-enhanced powers of the justice minister to name and dismiss judges at will. But the EU says it is not enough and that upholding the rule of law — one of the bloc's founding principles — is not a matter of political deals between Warsaw and the Commission. "There can't be any political discounts when it comes to the rule of law," said Michael Roth, European affairs minister for Germany, which made a joint presentation with France at Tuesday's meeting. "We need substantial advances, especially when it comes to the independence of the Polish judiciary." Challenging EU values  Their stance is backed by countries like the Netherlands and Sweden and the ongoing review by the Commission could in theory lead to a suspension of Poland's EU voting rights. The prospect of an EU member flouting central EU tenets such as the separation of democratic powers or freedom of expression has emerged as a key challenge to the future of the union, already damaged by Brexit and rising eurosceptic populism. Hungary, where nationalist Prime Minister Viktor Orban is also putting pressure on judges, media and non-governmental groups, has vowed to veto any measures against Poland. Poland still stands to lose. The largest ex-communist EU state, it is currently the main beneficiary of EU funds. It is already set for cuts as it has become richer since the current budget was agreed and the EU's priorities are shifting from building basic infrastructure in the east to projects that will help southern member states deal with a migrant crisis. Diego Garcia-Sayan, a U.N. rapporteur on judicial independence, said separately on Monday that he was "very worried about the far-reaching adverse effects that the reform of the judiciary is having — and will have — on the independence of Polish courts and tribunals." He said the concessions offered by PiS were "cosmetic." Together with reforms to Romania's justice system, which are also controversial, the case highlights how fragile democracies still are in eastern Europe nearly three decades after communist rule ended.
