The tenth of twelve children, she grew up in the [[Lincoln Park, Chicago|Lincoln Park]] neighborhood. After graduation from [[Jones Commercial High School]] she entered the world of [[real estate]], taking a job as a professional realtor with [[Arthur Rubloff]]. Beginning in the field of office leasing, she later moved to commercial and industrial real estate, eventually becoming a vice president at Rubloff's firm. Married in 1946 to Ira J. Miller, she was the mother of three children. Yandi Nigeria started as an initiative to develop marketplace transactions for small time traders and buyers who would want to be located easily and have their products or services easily reached or acquired with ease and at a reliable and secure source. While some of it founders namely Justice and Scott Eneje were hoping to start off a websites for the sales of just electronics, Michael Ikoku had a vision to make it bigger by providing a marketplace instead for everyone.

In time, the started working on their first site which was developed by Eddy Udom and launched on the 25th of November 2016, before a remodeling was done and they launched their new native based website in August 2017

Fire Fears Force Land Closures in Arizona Dry pine needles and dead wood snapped under fire prevention officer Matt Engbring's boots as he hiked a half-mile into the woods in search of a makeshift campsite that had served as one man's home until this week when the area was closed because of the escalating threat of massive wildfires. Engbring walked past small ravines where wind quickly could carry embers and by the charred remains of a campfire, finally reaching the spot where John Dobson had been living among ponderosa pines in Arizona's Coconino National Forest. He spotted Dobson earlier as he was leaving the forest with his bicycle and issued a warning that he'll likely repeat over the busy Memorial Day weekend as tourists flock to Arizona's cooler mountainous areas to hike, bike, camp and fish. "The area is closed now, and I can't allow you to go back in," he said. Conditions ripe for wildfire Many parts of the West are dealing with drought, but nowhere else has more state and federal land been closed to recreation than in Arizona where conditions are ripe for large-scale wildfires. Portions of the Apache-Sitgreaves, Coconino, Kaibab and Tonto national forests are closed because the dry vegetation quickly can go up in flames, firefighters would have a hard time stopping it, and homes and water resources are at risk. In neighboring New Mexico, fire restrictions are in place, but no forests have closed. Forest officials in the western part of that state have suspended woodcutting permits, including ceremonial wood gathering by Native American tribes. They've also warned the public to look out for hungry bears. Forests in southern Colorado and southern Utah are open, but officials are limiting campfires to developed areas. "A lot of our rural, small communities depend on recreation and access to public land, so it's on the table but really an option of last resort," said Holly Krake, a spokeswoman for the U.S. Forest Service region that includes Colorado. Hot, dry, breezy forecast Weather over the next six weeks is expected to be in line with the typical onset of fire season: increasingly hot, breezy and dry. Then the monsoonal system that carries heavy rain should kick in. "The bottom line is it's going to get worse before it gets better," said Rich Naden, fire weather meteorologist with the Southwest Coordination Center. "But this time of year is always like that. It's almost like clockwork." Rare closures Widespread forest closures in Arizona are rare. The 1.8 million-acre Coconino National Forest shut down completely because of fire danger in 2006 for nine days. A 2002 shutdown lasted nine weeks, encompassing the Memorial Day and July 4 holidays. Other national forests had closures in 2002 as well. The current closures are affecting a small percentage of national forests in Arizona, and the general guidance for tourists is to check ahead of time to see what's open and whether campfires are allowed. In Flagstaff, Los Angeles residents Pauline and John Barba had hoped to barbecue this week while staying at a commercial campground, but charcoal grills were wrapped in yellow caution tape. Nearby, a bright yellow sign on the barbed wire fence warned that no one is allowed in the forest. "We love the outdoors and the pine trees and everything," she said. "It's just a shame people are destructive and not careful." Economic hit Beyond inconveniencing campers and hikers, the drought's effects and forest closures are being felt by ranchers who can't graze cattle in the forest and researchers who can't conduct studies. Forest thinning projects also are delayed. At a ski resort outside of Flagstaff, 50 people are out of work, and hundreds of tickets for pre-booked activities have been canceled. The Arizona Snowbowl, which operates under a special permit in a closed forest area, had hoped to run its scenic chair lift and debut family activities this weekend. Those who left camping trailers in now-closed areas of the Coconino National Forest to stake out a spot for the busy holiday weekend will have to call forest officials to unlock the gate to let them out. Others have tried avoiding officials patrolling the forest or sneaking in when no one is looking. The biggest fear is that a campfire sparks a wildfire. The Coconino National Forest recorded 700 abandoned campfires last year, and 121 built illegally during fire restrictions, setting a record. Target shooting, drones, cigarettes and sparks from vehicle exhausts also are concerns.

The Emmett Till Unsolved Civil Rights Crime Act exists to reopen cases of racially-suspicious violent crimes that were committed during the pre-Civil Rights era, in an attempt to bring closure to families and bring criminals to justice.

== Background ==

=== Why This Act Was Created ===
Before the 1960s, when several important pieces of civil rights legislation were passed, many racially motivated violent crimes were committed in the United States. These crimes were rarely investigated, and the perpetrators were rarely prosecuted.<ref name=":0">Liquid error: wrong number of arguments (1 for 2)</ref> One study found that almost four thousand lynchings took place in Southern America between 1877 and 1950.<ref></ref> The vast majority of the people responsible for these lynchings were never held responsible for their actions. The Emmett Till Unsolved Civil Rights Crime Act, first passed in 2008, aims to reopen these cold cases and discover the truths behind them.<ref name=":0" />

=== Why It Was Named For Emmett Till ===
[[Emmett Till]] was a fourteen-year-old black boy who, in 1955, was accused of whistling at a married white woman in a grocery store. As a result of this incident, he was abducted, beaten, mutilated, then finally shot in the head.<ref name=":1"></ref> Many years later, the woman who had accused Till of behaving inappropriately admitted that she had been lying. As well, Till's murderers went to trial but were acquitted by an all-white jury. They later confessed to killing him; however, no one was ever convicted for his murder.<ref name=":1" />

The Emmett Till Unsolved Civil Rights Crime Act was named for Till because his case is a prime example of the criminal justice system excusing violence against racial minorities in the years before the Civil Rights era. The bill was put into place to investigate unsolved cases similar to Till's, and to deliver the truth to families of victims of race-related violence.

== The Bill ==

=== 2008 Bill ===
The Emmett Till Unsolved Civil Rights Crime Act was first proposed in 2007 and was eventually passed in 2008. The bill serves several purposes, such as assisting the families of victims, as well as creating increased collaboration between law enforcement, the FBI, and the [[United States Department of Justice|Department of Justice]]. Overall, its primary purpose is to advocate for the reopening of racially-suspicious cold cases, in an attempt to find the truth. As of its authorization in 2008, the bill could apply to any case before December 31, 1969.<ref name=":2"></ref>

=== Success ===
The 2008 bill has resulted in the closing of over 100 cases from the pre-Civil Rights era, but it has been far less successful in actually prosecuting the perpetrators of these crimes. In fact, only one of these several cases made it to court and resulted in a successful prosecution.<ref name=":3"></ref> This was the case of [[Murder of Jimmie Lee Jackson|Jimmie Lee Jackson]], who was shot by a US state police officer named James Fowler. He pleaded guilty to manslaughter and served six months in prison.<ref name=":3" />

As the numbers clearly show, the implementation of the bill was not as successful as its supporters had hoped; however, this is understandable, given the legal obstacles that seem to be working against this bill. For example, the Fifth Amendment protects Americans from going to trial for an offence for which they have already been found not guilty.<ref name=":3" /> This can make it difficult to prosecute criminals from the pre-Civil Rights era, as many, such as Emmett Till's murderers, were tried and found not guilty at the time of their crimes. Further, as the Department of Justice has noted, it can be extremely difficult to prosecute cold cases, given that the involved parties can be challenging to locate, or even dead, and evidence can be missing or destroyed.<ref name=":3" />

=== 2016 Reauthorization ===
The bill was reauthorized on Saturday, December 10, 2016. In the House of Representatives, the original sponsors of the bill were Rep. John Lewis, Rep, Jim Sensenbrenner, and Rep. John Conyers. In the Senate, it was led by Sen. Claire McCaskill, Sen. Richard Burr, and Sen. Patrick Leahy.<ref name=":0" />

When the bill was reauthorized , a series of changes were made to increase its success, as after the first version of the bill, many people had concerns about how it was operating. The Emmett Till Unsolved Civil Rights Crimes Reauthorization Act contains a variety of new provisions that aim to make the bill more successful.<ref name=":0" />

The bill now aims to connect the FBI, the Department of Justice, and law enforcement officers to organizations such as universities or advocacy groups that have also been investigating cold cases from the pre-Civil Rights era. Other changes to the bill include changing the window of time to which the bill applies (it now includes all cases before December 31, 1979), clarifying the purpose of the bill, urging the Department of Justice to review specific cases, and eliminating the sunset provision of the original bill, which states that the bill expires at the end of the 2017 [[fiscal year]].<ref name=":0" /><ref name=":2" />

But against all odds, the iconic yacht that once belonged to the late Yugoslav strongman Josip Broz Tito has been given a new lease on life. The once-imposing ship that hosted Hollywood celebrities, some 70 world leaders and took Tito up the River Thames for a historic meeting with British Prime Minister Winston Churchill will be turned into a floating museum. The ship, called Galeb, or Seagull, is moored at the northern Croatian Adriatic port of Rijeka. After its turbulent history, including two sinkings since it was launched in 1938 and a failed purchase by a Greek tycoon, it was destined for a junkyard. But authorities in Rijeka, the city that has been chosen by the European Union to be the European Capital of Culture in 2020, decided to completely refurbish it in a 5.4 million euro ($6.4 million) project that will start in 2019. "Galeb is a ship with very interesting and turbulent history," Rijeka Mayor Vojko Obersnel said. "Of course the most interesting part of that history is when it was a ship belonging to President Josip Broz Tito." The decision to renovate the 5,100-ton, 106-meter (350-foot) vessel has triggered anger from Croatia's nationalists. They blame Tito, who ruled communist Yugoslavia for 35 years until he died in 1980, for autocratic rule and for forcing Croatia to join the former federation of six republics that comprised Yugoslavia. The boat has become a symbol of Tito's well documented life of luxury and splendor. And his critics in Croatia want it to be destroyed. But Obersnel says the renovation plan will go forward. "First of all, it's our history and we cannot change that history," Obersnel said. "During that period, we could talk about good things and maybe some not so good things. But that's our history." The decaying ship hulk has been towed to an isolated dock in the harbor, with its bow pointing at downtown Rijeka, once a drab port town that is gradually becoming one of Croatia's main tourist destinations. "The idea of renovation is to make it a ship museum to primarily show its history, all of its life phases that were many and very interesting," said Kristina Pavec from Rijeka's City Museum, which is overseeing the project. The ship's once luxurious salons and stairways are full of broken down 1960s furniture. Torn carpets and wallpaper lines the decks and bulkheads. In his private quarters, Tito's walk-in closet for ties, shoes and flashy military uniforms stands empty; his bed mattress is still there, but the bed is not. On the captain's fly bridge, naval maps flutter in spring breeze and the engine order telegraph is pointing at idle. In Tito's era, the ship belonged to the Yugoslav naval academy. After the bloody breakup of the federation in the 1990s, it first was parked in Montenegro before being sold to Croatia for $150,000. Built in Genoa, Italy, the ship was intended for transport of tropical fruit from Africa. During World War II, the Nazis used it as an auxiliary naval ship to lay mines. The ship was eventually sunk in Allied bombings of Rijeka's port toward the end of the war. After the war, it was completely reconstructed and turned into a Yugoslav naval academy training ship. A VIP bloc was added so the yacht could serve as Tito's luxury residence on his frequent sea voyages. The crew typically included 200 sailors and some 20 VIP guests, including an orchestra that entertained them during parties. The late president preferred it to airplane travel and used it extensively on tours to Africa, Asia, South America and Europe. It became famous in 1953 when Tito sailed into London to meet Churchill and Queen Elizabeth II as the first Communist leader to visit Britain after World War II. World leaders entertained on the ship included late Russian leader Nikita Khrushchev, Libya's Muammar al-Qaddafi, Egypt's Gamal Abdel Nasser and India's Indira Gandhi. Tito was particularly excited to welcome movie celebrities such as Sophia Loren, Elizabeth Taylor and Richard Burton, who played Tito in a 1973 war epic filmed in Yugoslavia.

Pradeep Kodippili, a spokesman for the Disaster Management Center, said lightning killed three people and landslides killed two others in different parts of the island. The center said 1,024 people were moved to 20 safe locations. Hundreds of army troops were deployed to carry out relief work and rescue operations as heavy rains caused flash floods in many parts of the country. The country has been experiencing heavy rains since Sunday, prompting the government to issue landslide warnings for five districts. The meteorology department has warned of thundershowers with strong winds over the next 24 hours and asked people to take precautions against lightning strikes. Sri Lanka has suffered frequent natural calamities in recent years. More than 200 people were killed in mudslides and floods during monsoon rains last May.

The Bible of Cisneros, Biblia políglota complutense, or simply the polyglottal bible, was a combination of translation and compilation efforts put together by [[Cardinal Cisneros|Francisco Jiménez de Cisneros]], the [[Cardinal Cisneros]]. It consisted of a compilation of the three original versions of the Bible, together with a Latin translation accomplished by the comparative reading of the three original sources simultaneously(Aramaic, Hebrew and Greek), to adjust best for accuracy.

==Precedents==
The polyglottal bible was the result of [[Toledo School of Translators|Spain's long lasting tradition of translations]] of texts. Through centuries the intellectual class of Iberia had developed a deep understanding of the issues of translation and the difficulty of conveying, or even interpreting meaning correctly across languages. Religious texts were known to be particularly difficult due to their high metaphorical content and how dependant on the context in which they were written they tended to be. This sparked a debate in Spain about the convenience of continuing the translating religious texts and the best way to do it over a century prior to the reformation.
The customary answer to this debate was to ask religious authorities to examine the translation and cross-check different translations to Castillian, but that in turn created a debate about the qualifications of the religious authority itself to properly translate from the original sources. One of the answers to this debate was the polyglottal bible, which Cisneros hoped would end the issue forever.

==The Process==
The works started on 1502 and took 15 years to be completed.
[[Diego López de Zúñiga]], also known as [[Jacobus Stunica]] († 1531), was the chief editor and fluent in Latin as well as both Aramaic and Arabic.
He was given a team of various translators. Converted translators and academics were favoured and specifically sought since they were fluent in the source languages and the cultures of the texts. Second in command[[Alfonso de Zamora]] (1476-1544) was a converted Jewish scholar, an expert in thalamic studies, and spoke Hebrew as his first language. Other conversos working on the project were [[Alonso de Alcalá]], [[Pablo Coronel]]. [[Demetrio Ducas]] a scholar from Crete and [[Hernán Núñez de Toledo]] (" The Pincian") were in charge of the translation from Greek manuscripts. [[Antonio de Nebrija]] was specifically called for the translation of the Vulgate. [[Hernán Núñez de Toledo]] (1475-1553) was the chief Latinist.

==The Bible==
The work was organized in six volumes. Each page was divided into three parallel columns. The first column showed the Hebrew version, the middle column showed the "Vulgata latina" and the interior column showed the "Greek Septuagint". For each page of the Pentateuch there is a fourth column with the Aramaic text(the [[Targum Onkelos]]) and the Targum Onkelos's own translation to Latin is written at the end of the page.
Volume 5 contains the New Testament, divided into two columns. The first column is written in greek and the second in Latin.
Volume 6 was entirely devoted to a dictionary and glossary of terms of Hebrew and Aramaic, interpretations of the meaning of names in those languages ( for example, some of the observations made by [[Richard Carrier]] regarding the symbolic meaning of the names in the Bible were already made by the glossary fo this text) and clarifications regarding the connotations and grammatical peculiarities of the four languages used that may interfere with meaning.
Cisneros considered this Bible the pinnacle of his pastoral labour. He died five months after the bible was finished and never got to see it published. [[Pope Leon X]] León X was consulted, according to tradition, and approved the translation in 1520. The distribution started in 1522. Of the 600 copies made, about 120 are still in existence today.

* Cisneros was so committed to this work that he paid the entire project with his own money, finding the manuscripts the experts couldn't find by himself.

Her sister [[Lucy Etta Wilcox Sloggett]] (1877–1933), married in 1903 to Kauai sugar planter Henry Digby Sloggett (1876–1938), was a civic leader on Kauai, and also the [[World War I]] secretary of the Maui chapter of the American Red Cross.<ref>; ; ; Liquid error: wrong number of arguments (1 for 2)</ref> Sister [[Mabel Isabel Wilcox]] (1882–1978) served with the Red Cross in Europe during World War I, and was decorated by Elisabeth of Bavaria, Queen of Belgium and by the Mayor of Le Havre. She attended the private college preparatory [[Punahou School]], graduating in 1902 from [[Wellesley College]] in Massachusetts. After college, she had a brief sojourn in Europe. In 1907, she and her sister Mabel accompanied their uncle George Wilcox on a tour of Asia. Mabel, Elsie, and their parents toured Canada and the American states along the Atlantic seaboard in 1909.<ref>; </ref>

==Civic involvement==

Elsie was a founding member and first president of the Mokihana Literary Club in 1905, organized with the express purpose of, " ...the study and discussion of various governments of the world."<ref></ref> Prior to women being allowed to hold public office or even vote, they used the power of clubs to effect social reforms. Later shortened to the [[Mokihana Club]], they broadened to include women's suffrage (voting rights), current events, public health and education, music and the arts, literature (they had their own library), environmental conservation. Speakers from a wide spectrum were brought in, and civic involvement was encouraged. Twenty years after the club's founding, it had been so varied and far-reaching in its influence, that the ''[[Honolulu Star-Bulletin]]'' ran a four-part series to cover the accomplishments.<ref>; ; ; </ref>

Her own civic activities went hand-in-hand with the goals of the Mokihana Club. She became Secretary-Treasurer of the Kauai Historical Society in 1914, a membership she held until her death.<ref></ref> During [[World War I]], she was chairman of the Kauai Branch of the Women's Committee of the Territorial Food Commission.<ref></ref> Elsie headed the International Institute of the Y. W. C. A. in Honolulu, established in 1919 to help curb the school drop-out ratio among immigrant non-English-speaking girls.<ref></ref> In 1927 she became a director of Bishop Trust Company, retaining that position the rest of her life.<ref></ref>

==Political office==

She was appointed chairman of the Kauai Board of Child Welfare in 1920. That same year, territorial governor [[Charles J. McCarthy]] appointed her to fill a vacancy on the Board of Commissioners of Public Instruction from Kauai. She strongly objected to the 1932 resolution for reduction of hundreds of teaching jobs, joined in the opposition only by superintendent of instruction Will C. Crawford.<ref>; ; ; </ref> Shortly after its passage, she ran on the [[Hawaii Republican Party|Republican]] ticket for Territory of Hawaii senator from Kauai. In newspaper coverage of her candidacy, her focus on education and community involvement was noted, as was her concern for world peace.<ref></ref>

Her November election victory gave her the distinction of being the first woman elected to the Senate of the Territory of Hawaii. Committee assignments for her during her first term were Judiciary, Education, Health, Public Lands and one of the "Chairmen of special committees of the senate".<ref>; </ref> She was re-elected ini 1934, and served on the Judiciary, Education and Rules committees.<ref>; </ref> Her 1936 and 1938 re-elections allowed her to introduce legislation to equalize the pay standard for teachers, and help push the amended version through the legislature.<ref>; ; }</ref>
Her 1940 re-election bid resulted in a primary defeat.<ref></ref>

==Later years==

During [[World War II]], she became Kauai branch chairman of the [[United Service Organizations]].<ref></ref> After the war, Governor [[Oren E. Long]] appointed her to the territorial commission on historical sites. She then became ex-officio chairman of the Kauai County advisory committee of historical sites.<ref>; </ref> She also supported the Women's Board of Missions as extension chairman of Kauai .<ref></ref>

Sisters Mabel, Lucy and Elsie restored the old [[Waioli Mission District|Waioli Mission House]] in 1921. After Lucy's death in 1933, Mabel and Elsie became the sole owners and opened it to the public as a museum.<ref></ref>

For the remainder of her life, Elsie continued to hold membership and positions in a number of civic and political organizations.<ref ></ref> After prolonged health issues, Elsie Wilcox died on June 30, 1954. Although she spent her life as a pubic personality, her last wishes were a funeral attended only by her family.<ref>; ; </ref>

In Malaysia, Talk of Reopening Mongolian Model Murder Case The potential reopening of an investigation into the murder 12 years ago of a Mongolian model could spell more trouble for former Malaysian premier Najib Razak, as the new government pressed ahead with investigations into alleged corruption. On Saturday, Mongolia's president requested Malaysia's new leaders find justice for the dead woman, Altantuya Shaariibu, while a fugitive policeman convicted of the crime said he would cooperate with any new probe if he was given a full pardon. Prime Minister Mahathir Mohamad has barred Najib from leaving Malaysia after surprisingly defeating his one-time protege in an election May 9. The new government is seeking answers to how billions of dollars disappeared from a state fund that Najib founded, and its anti-graft agency has asked the ex-premier, who has consistently denied any wrongdoing, to make a statement at its headquarters Tuesday. Unanswered questions In the case of the murdered Mongolian model, two policemen from Najib's security detail were convicted, and have death sentences hanging over them, but the question of who ordered them to kill 28-year-old Altantuya has never been answered. While released on bail during an appeal one of those officers fled to Australia. Speaking from an immigration detention center, where he has been held since 2015 for overstaying his visa, Sirul Azhar Umar told news portal Malaysiakini that he would help any move by the government to resurrect the case so long as he is given a full pardon. Najib, who was deputy prime minister and defense minister at the time of the murder, has denied knowing Altantuya or playing any role in her death, but the mystery has haunted his political career. Calls by Reuters to Najib's spokesman for comment on the latest developments went unanswered. His relative and one-time close associate, Abdul Razak Baginda, a defense consultant and political analyst who was reportedly the dead woman's lover, had been charged with abetting the murder but was acquitted in 2008. Anwar urges new charges Anwar Ibrahim, the rival who allied with Mahathir to topple Najib, said judges' reluctance to call key witnesses in the murder case had "made a mockery of the law." "The best way is to proffer a new charge and allow for a full hearing of the case," Anwar told The Australian newspaper following his own release from prison earlier this week after a royal pardon quashed a politically motivated sodomy conviction. In his interview with Malaysiakini, Sirul thanked Anwar "for calling for a fresh trial." Civil society groups have alleged Altantuya's murder was linked to her role as an interpreter and associate of Najib's adviser, Abdul Razak Baginda, during Malaysia's negotiations to buy two submarines from French shipbuilding giant DCNS in 2002. Najib has denied allegations of links to Altantuya or graft during the deal.
