The '''Dicksonpokalen''' (Dickson Trophy) is an annual [[sport of athletics|athletics]] award given to the winner of the [[1500 metres]] at the [[DN Galan]] meeting in [[Stockholm]], Sweden.

The award was created by James F. Dickson, a [[stable master]] or [[equerry]] for the royal court.<ref>[https://ift.tt/2KsCDwn DICKSON TROPHY - DICKSONPOKALEN]. DN Galan. Retrieved 2019-08-04.</ref> Dickson had previously given an award for the best runner of the English mile as part of a public sports festival in [[Gothenburg]] as early as 1887. A Swede, H Lönnroth, was the first known winner of the award with a time of six minutes and two seconds, competing against one other man in heavy rain. No trophy was provided to Lönnroth given the lack of competition and slow performance. The first trophy proper was given in 1891 as part of the sports festival at the [[Svea Life Guards]] sports ground. Hans Haugom, a Norwegian, won the event and returned to win again the following year. The current trophy traces its history to 1895 and is no longer permanently awarded to an athlete, but the athlete has their name engraved on the award instead. Taking on an international aspect, the competition was open to all runners from the [[Nordic countries]]. From 1906 onwards, the winning athlete's club gained the right to host the following year's competition. The race remained among the foremost annual athletics events in the region until the early 1920s. With diminishing interest, the management of the competition was given to the [[Swedish Athletics Association]], who awarded it to the winner of the men's 1500&nbsp;m at the annual [[Swedish Athletics Championships]].<ref name=NFS/>

In the post-war era, the Dickson Trophy returned to its roots as an international mile run event and Dutchman [[Willem Slijkhuis]] became the first non-Nordic winner in 1948. The trophy became tied to the annual DN Galan athletics meeting in Stockholm in 1967. The distance was changed from the mile to 1500&nbsp;m in 1981. Since its residency at the DN Galan, numerous high profile [[middle-distance running|middle-distance]] athletes have won the title, including Olympic champions [[Kipchoge Keino]], [[John Walker (runner)|John Walker]], [[Sebastian Coe]], [[Steve Ovett]], [[Saïd Aouita]], [[Noureddine Morceli]], [[Hicham El Guerrouj]] and [[Kenenisa Bekele]].

In 1950, the [[Major League Baseball on Mutual|Mutual Broadcasting System]] acquired the television as well as radio broadcast rights to the World Series and All-Star Game for the next six years. [[Mutual Broadcasting System|Mutual]] may have been reindulging in dreams of becoming a television network or simply taking advantage of a long-standing business relationship; in either case, the broadcast rights were sold to NBC in time for the following season's games at an enormous profit.

By , World Series games could be seen in most of the country,<ref></ref><ref></ref> but not all. 1950 also marked the first time that there was an exclusive network television broadcaster (NBC). West Coast viewers finally saw live major league games on television during the 1951 postseason.

NBC aired the second and third games of the [[1951 National League tie-breaker series]] between the [[1951 Brooklyn Dodgers season|Brooklyn Dodgers]] and [[1951 New York Giants (MLB) season|New York Giants]], necessitated by the teams' finishing the regular season in a tie for first place. The three-game [[pennant playoff]], which featured the first baseball games televised live from coast to coast (with CBS airing the first game), culminated on October 3 when the Giants won the third and deciding game by the score of 5–4 (off [[Bobby Thomson]]'s [[Shot Heard 'Round the World (baseball)|home run]]). [[Ernie Harwell]] called the game for Giants television flagship [[WPIX]] – the [[Independent station (North America)|independent station]]'s broadcast was simulcast nationally by NBC – and his description of the home run was a simple shout of "It's gone!" almost at the moment Thomson's bat struck [[Ralph Branca]]'s pitch. Harwell later admitted he had probably called it "too soon", but fortunately for him, the call proved to be correct. "And then", Harwell recalled, "the pictures took over."<ref></ref>

The 1951 playoff between Brooklyn and the New York Giants and that year's [[1951 World Series|World Series]] were the first major league baseball games telecast live from [[East Coast of the United States|coast]]-to-[[West Coast of the United States|coast]]<ref></ref> to [[East Coast of the United States|coast]];<ref name=TVSignals></ref><ref></ref><ref></ref> transcontinental network transmission lines had been completed and activated in September, in-time for the [[Japanese Peace Treaty Conference]] in San Francisco and the start of the 1951–52 television season.

The [[1952 Major League Baseball All-Star Game|1952 All-Star Game]] at [[Shibe Park]] in Philadelphia was the first nationally televised All-Star Game, but it was shortened due to rain.

On January 31, 1953, the [[1953 New York Yankees season|New York Yankees]], [[1953 Cleveland Indians season|Cleveland Indians]] and [[1953 Boston Red Sox season|Boston Red Sox]] joined forces against [[1953 St. Louis Browns season|St. Louis Browns]] owner [[Bill Veeck]]. The respective franchises tried to force the Browns to play afternoon games in an attempt to avoid having to share television revenues. A month later, Major League Baseball owners received a warning from Senator [[Edwin C. Johnson|Edwin Johnson]] about nationally televising their games. Johnson's theory was that nationally televising baseball games would be a threat to the survival of [[minor league baseball]]. The owners pretty much ignored Johnson since the games on NBC in particular, were gaining a large and loyal following.

Scherick]] (who later created ''[[Wide World of Sports (US television show)|Wide World of Sports]]'') broached a Saturday ''[[Major League Baseball Game of the Week|Game of the Week]]'',<ref></ref> TV sport's first network series. At the time, ABC was labeled a "nothing network" that had fewer outlets than [[CBS]] or [[NBC]]. ABC also needed paid programming or "anything for bills" as Scherick put it. At first, ABC hesitated at the idea of a nationally televised regular season baseball program. ABC wondered how exactly the ''Game of the Week'' would reach television in the first place and who would notice if it did? Also, Major League Baseball barred the ''Game of the Week'' from airing within 50 miles of any ballpark.<ref></ref> Major League Baseball according to Scherick, insisted on protecting local coverage and didn't care about national appeal. ABC, though, did care about the national appeal and claimed that "most of America was still up for grabs."

In April 1953, Edgar Scherick set out to sell teams rights but instead, only got the [[1953 Philadelphia Athletics season|Philadelphia Athletics]], [[1953 Cleveland Indians season|Cleveland Indians]],<ref></ref> and [[1953 Chicago White Sox season|Chicago White Sox]]<ref></ref><ref></ref> to sign on.<ref></ref> These were not "national" broadcast contracts since they were assembled through negotiations with individual teams to telecast games from their home parks. It was until the [[Sports Broadcasting Act of 1961]], that antitrust laws barred "pooled rights" TV contracts negotiated with a central league broadcasting authority.

In , ABC earned an 11.4 [[Nielsen ratings|rating]] for their ''Game of the Week'' telecasts. [[Blackout (broadcasting)|Blacked-out]] cities had 32% of households. In the rest of the United States, 3 in 4 TV sets in use watched [[Dizzy Dean]]<ref></ref> and [[Buddy Blattner]]<ref></ref> (or backup announcers Bill McColgan and Bob Finnegan) call the games for ABC. [[Major League Baseball on CBS|CBS]] took over the Saturday ''Game'' in [[1955 in baseball|1955]] (the rights were actually set up through the [[Falstaff Brewing Corporation]]<ref></ref>) retaining Dean/Blattner and McColgan/Finnegan as the announcing crews (as well as [[Gene Kirby]], who produced the Dean/Blattner games and alternated with them on play-by-play) and adding Sunday coverage in . As Edgar Scherick said, "In '53, no one wanted us. Now teams begged for "Game"'s cash."

"CBS' stakes were higher" said [[Buddy Blattner]], who left the [[Major League Baseball on Mutual|Mutual Broadcasting System]] to rejoin Dean. Ron Powers wrote about the reteaming of Dean and Blattner, "they wanted someone who'd known Diz, could bring him out." [[Gene Kirby]], who had worked with Dean and Blattner at Mutual and ABC, produced the telecasts and also filled in on announcing duties.

Bob Finnegan, who along with Bill McColgan had called backup games for ABC, performed the same role for CBS, working with a variety of color men including future ''[[Wide World of Sports (U.S. TV series)|Wide World of Sports]]'' host [[Jim McKay]]<ref></ref> and future ''[[ABC World News Tonight|World News Tonight]]'' anchor [[Frank Reynolds]].

In , Dizzy Dean ruffled the feathers of CBS Sports head [[Bill MacPhail]] when he said "I don't know how we come off callin' this the 'Game of the Week'. There's a much better game – [[1958 Los Angeles Dodgers season|Dodgers]]&ndash;[[1958 San Francisco Giants season|Giants]] – over on [[Major League Baseball on NBC|NBC]]." Dean also once refused a Falstaff ad because the date was [[Mother's Day]]. When [[United Airlines]] backed CBS' ''Game of the Week'' telecasts, Dean – who hated to fly – said "If you have to, pod-nuh, [[Eastern Airlines|Eastern]] is much the best." That year, [[George Kell]] served as host for the pregame show. During one broadcast, Kell hoped to ask guest [[Casey Stengel]] about the [[1958 New York Yankees season|Yankees]]' batting order. When asked about how it went, Kell said, "Fine. But in our 15 minutes, Casey didn't get past the leadoff batter."

From 1958 to 1960,<ref></ref> NBC aired a special regional feed of its games in the [[Southeastern United States|southeast]], where the network had a different sponsor (such as [[National Bohemian]] beer) than for the rest of the country. Mogadishu residents are mourning the loss of their mayor, who died Thursday of injuries suffered in a suicide bombing July 24 that killed at least six other people. 
 
Abdirahman Omar Osman, 53, simply known as "Injineer Yariisow," which translates from Somali as "the small engineer," was the highest-level Somali government official killed in the city's frequent deadly terrorist attacks in recent years. 
 
With tears running down his face, Aden Osman stood motionless in front of Mogadishu's city headquarters, the place where the late mayor was targeted as he was meeting with senior officials of his administration on security. 
 
"Indeed, the terrorists that killed our mayor made us feel a deep pain and sadness inside, but we cannot let them tear us down and make us demoralize," said Aden Osman, 21. 
 
"The people of this city have lost a great man and a leader. We have been mourning for three days," and flags will remain at half staff, Ibrahim Omar Mahadalle, deputy regional administrator of Mogadishu, told VOA Somali. "May Allah rest his soul in peace. He led this city by example." 
 
Statesman 
 
Abdirahman Omar Osman fled from Somalia's civil war in 1990s. He lived in Britain for 17 years, where he became a naturalized British citizen. 
 
Somalis in London who also mourned his death remembered him as a statesman. 
 
Mahadalle, who first met Osman in London 15 years ago, described him as "a patriot, optimistic and brave man." 
 
"Despite living in London, he was always busy with Somalia affairs and how his home country would return to its own legs," said Mahadalle 
 
"Today the people of Mogadishu lose their mayor, but I lost my father. May Allah grant him the highest rank of paradise," Mohamed Omar, the late mayor's son and a student at London's Queen Mary University, tweeted as tribute to his father.  
 
Hard worker  
 
Politicians he worked with, close friends and colleagues described Osman as a hard worker. 

Among the dozens of government jobs he held was adviser to former Prime Minister Abdiwali Ali Gas, who also was the Puntland regional leader. 
 
"When I was the prime minister between 2011 and 2012, Osman was my adviser. I remember him as a humble man with more work and less talk," Gas said.

Husein Jabiri, a friend of the late mayor, said, "The loss of Osman hurts me. He was a close friend of mine. We worked together at the ministry of information. He was a sincere and hardworking leader. I pray to Allah to grant him eternal peace." 
 
More grief, loss 
 
The death of the influential mayor was not the only major source of grief for residents of Mogadishu, which has over 2.5 million residents and accounts for about one-quarter of the country's total population. 
 
"For a city that has been struggling in defiance of lawlessness, deadly terror attacks and anarchy for nearly three decades, I think the death of its mayor meant to us only an addition of a salt to an already bleeding wound," said Yusuf Abdullahi, 26, a recent university graduate and Mogadishu resident. 

Hotel and restaurant attacks and assassinations of government officials have been common occurrences in the city, but among the major terror attacks that always remain fresh in people's minds is the deadly hotel bombing in Mogadishu in December 2009 that killed at least 20 people, including three Somali Cabinet ministers. 
 
In June 2011, Abdishakur Sheikh Hassan, the Somali interior minister, died in a hospital after a suicide attack at his home, apparently carried out by a niece. 
 
In October 2011, the Islamic militant group al-Shabab used a truck bomb to kill more than 70 people, mainly young students waiting for exam results at the Education Ministry. 
 
In October 2017, another militant truck bomb killed 587 people in the country's deadliest terrorist attack. 
 
"People in this city have had enough of grief and losses of their loved ones, and the mayor's killing is another sadness," said Mogadishu University's Dr. Mohamed Isse Liban. 
 
"Mogadishu saw a number of its great men and women being killed one after another in terror attacks. It seems as if people here wait for their death in an open graveyard," said Ahmed Abdi Hadi, a Mogadishu resident. 
 
Funeral delayed  

Mogadishu on Saturday began preparing to say its final goodbye to the mayor. About 100 prominent residents and officials gathered at the airport to await the return of Osman's body from Doha, Qatar, where he had received treatment for his injuries. But government officials eventually told the crowd that the plane would not come until Sunday and that the mayor's funeral had been delayed. 

Investigation under way 

Somali officials said the fatal attack was under investigation. The terrorist group al-Shabab claimed responsibility for the attack, saying it was targeting U.N. Special Envoy to Somalia James Swan, an American citizen, who had met with the mayor last month. 
 
Francisco Madeira, special representative of the chairperson of the African Union Commission for Somalia, and Swan both called for the arrest of Osman's killers. 
 
"As we come to terms with the passing of the mayor, terrorists should be aware that their cowardly attack will not break the people's resolve to forge ahead," Madeira said in a statement Thursday. 
 
"He was a true friend and companion of AMISOM and supported, without reservation, our mandate to help usher in a stable, peaceful and prosperous Somalia," said the AU envoy.   

Swan, the U.N. envoy, said, "His work must be continued, and those responsible must be brought to justice."

After three summits and several exchanges of letters between U.S. President Donald Trump and North Korean leader Kim Jong Un, Washington must now deal with Pyongyang's five missile tests since February and near muted talks on denuclearization, results generated by Trump's lack of criticism of the launches, experts said.

North Korea fired two more missiles Friday, making the launch a third test in just more than a week. The launch follows two other tests it conducted Wednesday and last Thursday.

Earlier this year, on May 4 and May 9, North Korea conducted launches and broke 18 months of abstaining from raising provocations on the Korean Peninsula as it began denuclearization diplomacy with the Trump administration that culminated in the historical Singapore summit in June 2018.

Friday's launch marks the fifth launch North Korea has conducted since the Hanoi summit ended without reaching a meaningful agreement on denuclearization in February, stalling talks for months to follow.

Also Friday, U.S. Secretary of State Mike Pompeo said a meeting with North Korea is unlikely to take place in Bangkok at the annual security meeting of Association of Southeast Asian Nations (ASEAN), the venue the two sides have used to meet for sideline talks in the past.  This year, North Korea did not send Foreign Minister Ri Yong Ho to the event.

"We stand ready to continue our diplomatic conversations with the North Koreans," Pompeo said at a news conference in Bangkok. "I regret that it looks like I'm not going to have the opportunity to do that while I'm here in Bangkok, but we're ready to go."

Pompeo remained optimistic that the working-level talks Trump and Kim agreed to resume at their impromptu inter-Korean border summit in June "will happen before too long."

'No progress'

Experts said despite the U.S. efforts, the prospects for denuclearizing are fading as North Korea takes opposite steps as seen through its tests.

"There has been no progress toward North Korean denuclearization since the Singapore summit," said Bruce Klingner, former CIA deputy division chief for Korea and a current fellow at the Heritage Foundation. "Instead, Pyongyang has built another six to seven estimated nuclear weapons and improved the production facilities for its fissile material."

Evans Revere, acting assistant secretary for East Asia and the Pacific at the State Department during the George W. Bush administration, said, "The opposite of denuclearization is happening, as North Korea continues to expand and enhance its nuclear and ballistic missile arsenals."

Revere said the string of launches demonstrates Pyongyang's weapons development is becoming more advanced.

In May, Pyongyang tested "an apparent new ballistic missile system that is designed to conduct deep strikes against U.S. and [South Korean] military bases, forces and population centers," Revere said.

The launch July 25 was aimed at signaling the U.S. that it is determined to ramp up "its nuclear, missile, and first-strike missile capabilities," he said.

Wednesday's launch, described as short-range ballistic missiles by Seoul and guided rockets by Pyongyang, was a warning to the international community gathering for a meeting in Bangkok that it is determined "to continue to develop its nuclear weapons and ballistic missile delivery system" that can attack key South Korean and U.S. military installations, Revere said. 

The projectiles launched Friday, assessed by the U.S. and South Korea to be short-range ballistic missiles, are considered similar to the previous ones. 

Following Wednesday's test, North Korea said the new multiple rocket launch system was developed in an effort to modernize its military. South Korea's Defense Ministry said Wednesday that North Korea's new submarine, unveiled July 23, is capable of launching ballistic missiles.

Details lacking

The prospects of denuclearizing North Korea began with the historical Singapore summit held in June 2018 when Trump and Kim met and agreed to work toward denuclearization and achieving peace on the Korean Peninsula, although critics argue the joint statement the two issued lacked detailed denuclearization agreements.

Also notable at the Singapore summit was the budding of the so-called Trump-Kim bromance, a relationship that blossomed via several exchanges of "love" letters between the two since then. Trump said he "fell in love" with Kim and has described several letters from him as "beautiful."

Optimism that had been building toward denuclearization proved to be too tenuous at the Hanoi summit when North Korea revealed it wanted sanctions relief for taking a partial denuclearization step, an offer the U.S. rejected. The summit was abruptly cut short, leading to a diplomatic impasse that lasted several months.

The bromance continued, however, despite lack of progress on denuclearization talks. Even after Pyongyang launched in May what experts described as advanced missiles capable of evading South Korean missile defense system designed to intercept incoming missiles,  Trump appeared confident that Kim would denuclearize, emphasizing the pair's relationship

While visiting Seoul in June for a summit with South Korean President Moon Jae-in, Trump invited Kim to "shake his hand and say Hello" via Twitter. Trump met with Kim at the inter-Korean border, even stepping across the North Korean side of the border. There, the two agreed to resume working-level talks. 

But less than a month later, Pyongyang fired missiles last Thursday and again this week on Wednesday and Friday, jolting its neighbors and unnerving North Korean observers in the U.S.

Trump downplayed the provocations saying, "I have no problem," in response to Friday's launch, in an apparent effort to save diplomacy. 

In response to last week's launch, Revere, of the State Department, said, "The Trump administration is prepared to go very far to keep the prospect of dialogue with North Korea alive."

Following North Korea's missile launches Wednesday, "It was unacceptable for the U.S. president to twice dismiss the threat posed by North Korea's development" of advanced missiles that is intended to attack [South Korea] and U.S. troops deployed in South Korea," he added.

Questionable relationship

Experts said North Korea's tests make the Trump-Kim relationship look questionable and prospects for diplomatic solutions dubious, while Trump's lack of criticism on North Korea's launches fosters bad behavior.

Robert Manning, a senior fellow at the Atlantic Council said, "North Korea's continued work on its nuclear weapons program and missiles as demonstrated by testing new short-range missiles is beginning to make the Trump-Kim relationship wear thin, if not look like a bit of a fraud."

Christopher Hill, a chief negotiator with North Korea during the George W. Bush administration, said, "I'm skeptical that they have much traction on [diplomacy] right now."

Revere said, "The lack of a clear and vigorous response to earlier launches effectively gave [North Korea] carte blanche to continue to develop and test these dangerous weapons." He added, "We have now basically normalized such launches."

The missile launches are also making experts doubt the prospects for working-level talks with Pyongyang.

Hill said, "I don't think the North Koreans are really prepared for a serious negotiation. But since they agreed to have a negotiation, I think they ought to move ahead."

Dennis Wilder, the National Security Council's senior director for East Asia affairs during the George W. Bush administration, said, "Kim has never been interested in working-level talks with Washington. And I think that's going to be kind of his continued position."

If Pyongyang continues to dodge Washington, Hill said, "It's possible the talks could reach a dead end. That could happen at some point. It may have happened [already], but we don't know that."

Wilder said, "It would certainly lead to another very serious deterioration in the U.S.-North Korean relations, as we had at the end of 2017 where there would be threats and counterthreats."

Wilder, however, did not rule out a sudden turnaround, a possibility in top-down diplomacy where negotiations occur at the leadership level.

"This is the unique feature of Trump diplomacy at this very high level," Wilder said. "It can change overnight. … When you have two chief executives, who can suddenly make dramatic shifts, possibilities are much wider."

WASHINGTON, KUNAR, AFGHANISTAN — Nematullah Bakhtyar, 29, a member of the Afghan National Army (ANA), was thought to have been killed while fighting the Afghan insurgents in southern Afghanistan in mid-2018.

In July 2018, his family received a body. They were devastated by his death, leaving his parents weeping for the loss of their son. They held a funeral and buried the body.

In early 2019, less than a year later, his father received a phone call from an unknown number that left him in a state of shock. On the other side of the phone was Bakhtyar. The father, who did not want to be named, told VOA that he thought someone was pranking him.

'Which Nematullah?'

Remembering the moment, the father said the voice on the phone said, "I am Nematullah," referring to his son by his first name. "I asked him which Nematullah are you? He said I am your son. I told him, 'Whoever you are, please do not bother me like this.' After a while, I started to recognize him and his voice."

The family was given the body of some other soldier, who is still unidentified and buried in a grave with Bakhtyar's name on it.

Bakhtyar came home a few days after the phone call. He told VOA he had been captured by the Taliban in 2018, when the insurgents attacked his post, killing and wounding some of his fellow comrades and capturing alive others, including Bakhtyar.

"We were in Uruzgan, we put up a fight with the enemy. We ran out of ammunition and the enemy captured us alive," Bakhtyar said.

Wedding preparation

This week, Bakhtyar got married, an event for which his family has been planning for weeks.

His family prepared food for hundreds of guests, this time rejoicing, not mourning, as they did at his funeral.

"A year ago from now, we buried his body that was a mourning day for us and today we are celebrating his wedding and it is a joyful day," Bakhtyar's father said. "It is God's grace where we had sorrow on one end and happiness on the other."

War causalities

Bakhtyar's story is a rare happy ending in the Afghan war, which continues to generate countless stories of death and injuries of both civilians and security forces in large numbers.

Earlier this year, Afghan President Ashraf Ghani, speaking at the World Economic Forum in Davos, Switzerland, revealed that more than 45,000 members of the Afghan national security and defense forces have been killed since he became president in September 2014.

"Since I've become president … over 45,000 Afghan security personnel have paid the ultimate sacrifice," Ghani said while making a case that his country's security forces have largely taken on the burden of the war in Afghanistan and possess the will to defend their country.

That can be seen in the resolve of soldiers like Bakhtyar, who said he wants to return to the front line to defend his country after his wedding ceremony.

"God willing after my wedding ceremony, I would return to my duty and serve my country as a solider," Bakhtyar said.

His younger brother is a member of the Afghan Special Forces, and was not able to attend his brother's wedding ceremony because he could not get approval in time. Bakhtyar did not want to give more details about his brother for security reasons.

Political settlement

The Afghan war is often referred to as the longest U.S. military engagement in America's history.

In recent years, there seems to be a recognition on all sides that the conflict cannot be resolved by military means alone.

Led by Special Representative Zalmay Khalilzad, the U.S. has been holding direct talks with the Taliban in Qatar's capital, Doha, since mid-2018. There have been seven rounds of direct talks in an effort to reach a deal to end the war.

Ambassador Khalilzad, who traveled to the region again late last month, said this week that if the Taliban do their part, a deal could be reached during this round of discussions.

"I'm off to Doha, with a stop in Islamabad. In Doha, if the Taliban do their part, we will do ours, and conclude the agreement we have been working on," Khalizad tweeted Wednesday.

Suhail Shaheen, a member of the Afghan Taliban's negotiation team in Doha, told VOA the group is close to reaching an agreement with the U.S on troop withdrawal.

Directive

Earlier this week, U.S. Secretary of State Mike Pompeo told a gathering in Washington that U.S. President Donald Trump wants American troop levels reduced in Afghanistan before the 2020 presidential elections.

"That's my directive from the president of the United States," Pompeo told the Economic Club of Washington this week.

"He's been unambiguous: end the endless wars, draw down, reduce. It won't just be us," he added, referring to Trump's directive.

Afghan leaders, however, see the new deadline as a potential departure from the South Asia Strategy announced by Trump in 2017, in which he said that U.S. withdrawal from Afghanistan would not be time-bound but rather condition-based.

"The American haste to pull out foreign troops has only provided more leverage to the Taliban. Afghan forces will be soon abandoned to fight the war alone," an Afghan official, who declined to be identified, told Reuters Tuesday.

Khalilzad, the U.S. special envoy, however, Friday said that the potential deal would not be only about troop withdrawals.

"We are pursuing a peace agreement, not a withdrawal agreement; a peace agreement that enables withdrawal. Our presence in Afghanistan is conditions-based, and any withdrawal will be conditions-based," he said Friday.

There is optimism about a deal. It has yet to be seen whether a political settlement could be reached between the Afghan government, the U.S. and the Afghan Taliban.

For soldiers like Bakhtyar, a deal, if successful, would mean a new beginning and an end to a war that has claimed far too many lives on all sides.

He said he sometimes goes to the same grave his family thought was his, and prays for his fallen comrade and tens of thousands of others claimed by the war.

Mike White is a New Zealand investigative journalist and author, and former foreign correspondent (Afghanistan and Iraq). White's story on the interview with Watson in Rolleston Prison was published in North & South in December 2015.<ref></ref> In January 2017, Mike covered the first meeting between Scott Watson and Olivia's father, Gerald Hope, also held in Rolleston Prison.<ref></ref>

White has also written extensively on the Lundy case. In 2015 he spent two months in Courtroom One at Wellington's High Court, covering the retrial of Mark Lundy. It's a case he had already followed for seven years. His 18-page story: The Lundy Murders: What the Jury Didn't Hear, in North & South's February 2009 issue, led to international lawyers and experts joining Lundy's team and eventually having his conviction quashed by the Privy Council in 2013. Migrant mother sues private prison company

Puerto Rico Governor Resigns as Promised, Names Successor

Puerto Rico Gov. Ricardo Rossello said Friday that he was resigning as promised and swearing in veteran politician Pedro Pierluisi as his replacement, a move certain to throw the U.S. territory into a period of political chaos that will be fought out in court.

In an emailed announcement from his office, Rossello said Pierluisi did not need confirmation from both houses of the territory's legislature because he was named secretary of state, the next in line to be governor, in a recess appointment this week.

The statement said Pierluisi will be sworn in to complete Rossello's term, but it did not say exactly when. Rossello had promised to resign at 5 p.m., a few minutes before the statement was sent.

Rossello's resignation came in response to weeks of popular protest over mismanagement and a series of leaked chats in which he and advisers denigrated a range of Puerto Ricans.

The down-to-the-wire maneuvering risked political chaos and a constitutional crisis and sowed bitterness and pessimism among Puerto Ricans about the fate of their island, which has been battered by years of bankruptcy and Hurricane Maria in 2017, one of the worst natural disasters in U.S. history.

Only days ago, there was jubilation over the success of the popular movement to force Rossello out of office. On Friday, Puerto Ricans bemoaned the chaos that left them not knowing who would be their next governor.

"People are disgusted with the government in general, not just Ricardo Rossello, everyone," said Janeline Avila, 24, who recently received her degree in biotechnology.

Senate President Thomas Rivera Schatz, a member of Rossello's party seen as a possible future governor, criticized Rossello for named Pierluisi and appeared to hint at fighting the succession plan.

"He never regretted anything," Schatz said of Rossello. "He did not respect the demands of the people. In fact, he mocked them, using new accomplices."

Schatz said that order and morals will prevail: "No one should lose faith."

Hundreds of protesters marched to the governor's residence, the Fortaleza, banging pots and drums and singing the national anthem. Protesters had not been highly critical of Pierluisi before Friday but expressed disgust with the succession process and Pierluisi's ties to the federal control board that has promoted cutbacks on the island.

Bryan Carhu Castro Vega, a 21-year-old university student, said he was disappointed.

"It's obvious that the constitutional setup that we have isn't working for the people," he said. "None of the options is one the people chose or want or deserve."

Rosa Cifrian, a 47-year-old professor of nursing, said Pierluisi would not be a good governor "for the people."

"He'll keep promoting policies of austerity, cutbacks, everything that the board says," she said.

Puerto Rico's House of Representatives voted 26-21, with one abstention to confirm Pierluisi as secretary of state. The legislature, which is controlled by Pierluisi's New Progressive Party, erupted into cheers when the deciding vote was cast.

Some lawmakers and officials believe that because the legislature was not in session when Pierluisi was appointed, he was already secretary of state. Others argue that he still needs to be confirmed by the House or both the House and Senate.

One constitutional amendment states that everyone in line to become governor has to be confirmed by both House and Senate, except for the secretary of state.

Constitutional law professor Carlos Ramos and other legal experts questioned the validity of that amendment and believed Pierluisi must be confirmed by the House and Senate because the amendment contradicts the intent of the constitution and its statement of motives.

Lawmakers and Pierluisi himself expressed concern that the continuing political uncertainty would damage Puerto Rico's efforts to get federal funds to recover from the hurricane and confront the economic crisis.

Several legislators have accused Pierluisi of a conflict of interest because he worked for a law firm that represents a federal control board overseeing the island's finances, a body that has repeatedly clashed with local officials over demands for austerity measures.

Pierluisi, whose brother-in-law is the board's chairman, tried to dispel those concerns in his opening remarks.

"Who better than me to advocate for our people before the board? Who better than me to facilitate the process that will force the board to leave? That is what we all want," he said.

The board was created by Congress to oversee the restructuring of more than $70 billion in public debt after Puerto Rico declared a form of bankruptcy.

Pierluisi told lawmakers he is against several austerity measures demanded by the board, including laying off public employees and eliminating a Christmas bonus.

He said he supports public-private partnerships and the privatization of the island's public power company.

"The people want a change, and I don't blame them," he said.

A key obstacle for Pierluisi has been Senate President Thomas Rivera Schatz, who has said he would not vote for Rossello's nominee and wants to run for governor himself next year. Several legislators have said they prefer Rivera Schatz over Pierluisi, but the Senate leader is a powerful figure deeply associated with Puerto Rico's political and business elite, and his elevation to the governorship could re-ignite popular outrage.

Rivera Schatz has scheduled a Senate hearing on Pierluisi for Monday.

Pierluisi was Puerto Rico's non-voting representative in Congress from 2009 to 2017 and then ran against Rossello in the 2016 primaries and lost. He also served as justice secretary under Rossello's father, Pedro Rossello, when he was governor.

The political infighting and paralysis followed a wave of street protests against Rossello, who joins more than a dozen government officials who have resigned in the wake of an obscenity-laced chat in which they made fun of women, gay people and hurricane victims.

== Early Life ==
She was born to a Ghanaian architect father, Dr. Eric George Alexander Don-Arthur and a [[Russian]] mother, Mrs Natalia Don-Arthur who is a biochemist. She grew up in both Ghana and Russian with her 4 siblings and is the younger sister of Eric Don-Arthur, the 2016 [[National Democratic Congress (Ghana)|National Democratic Congress]] Parliamentary Candidate for the [[Effutu]] Constituency.<ref></ref> Don-Arthur attended Morning Star School in [[Cantonments, Accra|Cantonments]] and moved to [[St Roses Senior High (Akwatia)|St. Roses Senior]] High School in Akwatia. Later, she left to the United Kingdom to study at the West London College and in 2011 moved to the Adhesive University Mink College where she pursued a certificate in makeup artistry, hairstyling and special effects. She also an alumni of the [[Ashesi University]] in Ghana.

== Career ==
In 2011, Alexandrina started makeup professionally after completing courses in the UK. Her work as a makeup artist came to the limelight when the lead makeup artist asked her to do the makeup for the Managing Director of ''[[Mnet (TV channel)|MNET Africa]]'', [[Biola Alabi]] as guest on the ''<nowiki/>'@ Home With…' TV Show'' in London. <ref></ref>.

Don-Arthur has worked on a number of celebrities in both the Ghanaian and Nigerian entertainment industry such as [[Omotola Jalade Ekeinde|Omotola Jalade Ekehinde]], [[Efya]], [[Joselyn Dumas]], [[Juliet Ibrahim]], [[Ramsey Nouah]] ,[[Nadia Buari]], [[Jackie Appiah]], [[Jim Iyke]] and [[DJ Cuppy]]<ref>Liquid error: wrong number of arguments (1 for 2)</ref>.

She was selected by Maybelline New York, Ghana as part of their board of influencers to help influence Maybelline's activities in Ghana. Illinois State Senator Indicted on Embezzlement Charges 

CHICAGO — An Illinois state senator has been indicted on federal charges that he took more than $250,000 in salary and benefits over a three-year period from the Teamsters while doing little or no work, prosecutors said Friday. 
 
In a news release, the U.S. attorney's office in Chicago said Thomas E. Cullerton of Villa Park was indicted by a federal grand jury on 39 counts of embezzlement from a labor union, one count of conspiracy to embezzle from a labor union and employee benefit plans, and one count of making false statements in a health care matter.  
  
According to the release, Cullerton, 49, a member of the Teamsters before he took office, was hired as a ``purported union organizer'' for Teamsters Joint Council 25 in March 2013. Prosecutors said that over the next three years he was paid nearly $190,000 in salary, bonuses, and vehicle and cellphone allowances, and another $64,000 in health and pension contributions, despite the fact that he ``did little or no work as a union organizer.'' According to the release, when the Joint Council did ask him to perform his job duties, ``Cullerton routinely ignored them.'' 
 
Cullerton also was reimbursed for almost $22,000 in medical claims from a union local's Health and Welfare Fund after falsely providing information that he was a ``route salesman,'' according to the indictment, a claim that concealed the fact that he wasn't eligible to participate in the fund.  
  
The indictment of Cullerton, a cousin of Senate President John Cullerton, came just days after former Teamsters Joint Council 25 President John T. Coli Sr. pleaded guilty of shaking down a Chicago film studio and agreed to cooperate with investigators.  
  
And even before Coli's plea agreement was announced, it became clear that federal officials were investigating ties between the two men when it was reported earlier this year that they had subpoenaed records related to Cullerton in their probe of the powerful former union leader.  
  
But in a written statement, Cullerton's attorney, John Theis, said Cullerton was innocent and suggested he was being framed by Coli.  
  
``The action by the U.S. Department of Justice has nothing to do with Mr. Cullerton's work in the Illinois State Senate but is the result of false claims by disgraced Teamsters boss John Coli in an apparent attempt to avoid penalties for his wrongdoing,'' he said.  
  
The U.S. attorney's office said an arraignment in federal court had not yet been scheduled.
