Trade unions in Pakistan

Umar shahid: /* Rise & Fall of Trade Unions */

Trade Unions in Pakistan are regulated under provincial industrial relations acts. Under the Constitution of Pakistan labour is regarded as a 'concurrent subject', which means that it is the responsibility of both the Federal and Provincial Governments, although laws are enacted by the Federal Government but provincial government can make their own laws. The latest Industrial Relation Act was promulgated on 12th March 2012 by President of Pakistan. According to NIRC, in 2016 there were 1,390 trade unions with NIRC registered 1414160 members and 2755352 were federation registered. There are 16 registered federations and ratio of total union members to total employment is 2.2% It is interesting to note that at the time of independence out of 75 million total population of Pakistan only 0.63 %( 482,000) were engaged with industries (63 workers per 10000 populations).. Interestingly, founder of Pakistan Muhammad Ali Jinnah was also a labour leader, he was elected President of All India Postal Staff Union in 1925.As a member of the Indian Legislative Assembly for over thirty-five years, he played a key role in the enactment of the Trade Union Act, 1926, which provided legal cover to the formation of unions.

Trade Unions went through a growing number of trade unions from 209 in 1951 to 7,096 in 2016; and the largest upsurge was in the 1970s. Also the number of trade union members expanded from 393,000 to 1.4 million during the same period, according to the available data from the National Industrial Relations Commission (NIRC).

Rise & Fall of Trade Unions
Despite industrialization in the 1960s, the role of unions and their federations remained dormant due to martial law. However, from the industrial labor upheaval of the 1970s and the growing number of registered trade unions in the 1980s emerged powerful leaders with vast support from workers across Pakistan.

The rise of trade union struggle was seen during 1968 movement in Pakistan, when leaders of major unions and federation joined hands against Ayub Khan in first week of March they organized March as the workers' "demands week", and called for a nationwide general strike on 17 March 1969, which was a brilliant success as the whole country came to a standstill. On this day, the electrical workers cut off electricity to the President's House, Islamabad Civil Secretariat, government offices and the GHQ of the Pakistan Army in Rawalpindi for two hours.

During Zulfikar Ali Bhutto period; trade union movement saw worst brutality on Korangi workers. On 7 June 1972, Bhutto followed through on his threat. Police red on demonstrating workers demanding back pay, who had gheraoed a locked-out factory. The next day at the funeral procession for the workers killed in the strike, the police stopped it and again shot into the crowd.A brutal repression of workers followed: the Karachi Jail was packed to capacity – out of its 1,300 inmates, 1,200 were workers. Three-and-a half months later, in October 1972, the same thing happened in the Landhi Industrial Area – this time on a much larger scale.

In 1977, Zia-ul-haq came to power, by that time unions had a membership of 1.2 million but by the time he was killed in 1988 union had lost about 30% of memberships due to closures and the induction of contract workers on a large scale that made unionization impossible. This period was worst in history for trade unions. The military dictatorship of Ziaul Haq used religious and ethnic fascist groups as well as intelligence agencies to crush the trade union movement in the country, Factory owners have been using religious groups to stop workers from carrying out strikes.

1990s to Present
As an aftermath of 1988 elections; Benazir Bhutto came into power, during power she under pressure from the World Bank and IMF she adopted privatization policies which were continued by Nawaz Sharif. Although Mr Sharif attempts to introduce privatization and deregulation were upset by labor unrest and a government financial scandal.Owing to this liberation process, contractual labour was introduced which reduced bargaining power of unions. The trade union activists were physically targeted, In 1995 Arif Shah, the President of the Punjab Labour Federation was assassinated, Just a week before his assassination President and General Secretary of the Steel Union (PRU) at the Ittefaq Foundry in Lahore, Mahmood Butt and Ghulam Miran Shah, were attacked and beaten. During Pervez Musharraf period, struggle of the PTCL workers against privatization attracted many activists to form alliances.

In 2016, during a months-long series of protests against the plans to privatise Pakistan International Airlines (PIA), then Prime Minister Nawaz sharif introduced Essential Services Act and in a bid to disperse protesting Pakistan International Airlines (PIA) employees at Jinnah Terminal, security personnel resorted to baton-charging and using rubber bullets, water cannons and tear gas shells on 2nd Feb resulting in death of two workers.

Labour laws relating to trade unions or the Industrial Relations Act 2012 don't enable workers to form unions. There is also very little room for those who are already organised in trade unions to bargain for the collective rights of workers. Today, trade unions present a sad picture according to Human Rights Commission of Pakistan reports of 2014 and 2015, the number of deaths due to industrial accidents in just these two years has increased by 50% while injuries have risen by approximately 105%. Moreover, the number of deaths due to industrial accidents has increased massively. A snapshot of labour conditions in Pakistan exists in the form of the 2012 Baldia Town fire in Karachi, in which over 260 workers died in the inferno from a massive industrial accident.

Recently, Chief Justice Saqib Nisar gave controversial remarks in case that he would have banned the trade unions in the country if they were not permitted by the Constitution. It was strongly condemned by leading trade unions and they asked for a apology from Chief Justice.

Grand Canal (Venice) architecture
Rococo1700:

The Grand Canal (Italian: Canal Grande [kaˌnal ˈɡrande]; Venetian: Canal Grando, anciently Canałasso [kanaˈɰaso]) is the main central water course in the city of Venice, Italy.

During the centuries of the Venetian republic led by Doges, the western outlet occurred at about where the seat of government stood surrounding the Piazza San Marco. At about midway, the span of the Rialto was the main business district. Along the waterway are some of the main palaces of the Senatorial families of Venice. The following table highlights the architectural structures present as one moves from west to east along the canal. The first column represents the south bank, the second column is the north bank of the canal.

DPI scaling in Windows

Leaderboard: main content, some taken from DPI article

This article describes the methods used by Windows to scale its items when DPI went beyond 96.

Introduction
Since the 1980s, the Microsoft Windows operating system has set the default display "DPI" to 96 PPI, while Apple/Macintosh computers have used a default of 72 PPI. These default specifications arose out of the problems rendering standard fonts in the early display systems of the 1980s, including the IBM-based CGA, EGA, VGA and 8514 displays as well as the Macintosh displays featured in the 128K computer and its successors. The choice of 72 PPI by Macintosh for their displays arose from the convenient fact that the official 72 points per inch mirrored the 72 pixels per inch that appeared on their display screens. (Points are a physical unit of measure in typography, dating from the days of printing presses, where 1 point by the modern definition is 1/72 of the international inch (25.4 mm), which therefore makes 1 point approximately 0.0139 in or 352.8 µm). Thus, the 72 pixels per inch seen on the display had exactly the same physical dimensions as the 72 points per inch later seen on a printout, with 1 pt in printed text equal to 1 px on the display screen. As it is, the Macintosh 128K featured a screen measuring 512 pixels in width by 342 pixels in height, and this corresponded to the width of standard office paper (512 px ÷ 72 px/in ≈ 7.1 in, with a 0.7 in margin down each side when assuming 8.5 in × 11 in North American paper size (in Europe, it's 21cm x 30cm - called "A4". B5 is 176 millimeters x 250 millimeters)).Liquid error: wrong number of arguments (1 for 2)

A consequence of Apple's decision was that the widely used 10-point fonts from the typewriter era had to be allotted 10 display pixels in em height, and 5 display pixels in x-height. This is technically described as 10 pixels per em (PPEm). This made 10-point fonts be rendered crudely and made them difficult to read on the display screen, particularly the lowercase characters. Furthermore, there was the consideration that computer screens are typically viewed (at a desk) at a distance 30% greater than printed materials, causing a mismatch between the perceived sizes seen on the computer screen and those on the printouts.Liquid error: wrong number of arguments (1 for 2)

Microsoft tried to solve both problems with a hack that has had long-term consequences for the understanding of what DPI and PPI mean. Microsoft began writing its software to treat the screen as though it provided a PPI characteristic that is <math>\tfrac{4}{3}</math> of what the screen actually displayed. Because most screens at the time provided around 72 PPI, Microsoft essentially wrote its software to assume that every screen provides 96 PPI (because <math>72 * (1+\tfrac{1}{3}) = 96</math>). The short-term gain of this trickery was twofold:

* It would seem to the software that <math>\tfrac{1}{3}</math> more pixels were available for rendering an image, thereby allowing for bitmap fonts to be created with greater detail.
* On every screen that actually provided 72 PPI, each graphical element (such as a character of text) would be rendered at a size <math>\tfrac{1}{3}</math> larger than it "should" be, thereby allowing a person to sit a comfortable distance from the screen. However, larger graphical elements meant less screen space was available for programs to draw; indeed, although the default 720-pixel wide mode of a Hercules mono graphics adaptor (the one-time gold standard for high resolution PC graphics) – or a "tweaked" VGA adaptor – provided an apparent 7.5-inch page width at this resolution, the more common and color-capable display adaptors of the time all provided a 640-pixel wide image in their high resolution modes, enough for a bare 6.67 inches at 100% zoom (and barely any greater visible page height – a maximum of 5 inches, versus 4.75). Consequently, the default margins in Microsoft Word were set, and still remain at 1 full inch on all sides of the page, keeping the "text width" for standard size printer paper within visible limits; despite most computer monitors now being both larger and finer-pitched, and printer paper transports having become more sophisticated, the Mac-standard half-inch borders remain listed in Word 2010's page layout presets as the "narrow" option (versus the 1-inch default).Liquid error: wrong number of arguments (1 for 2)
* Without using supplemental, software-provided zoom levels, the 1:1 relationship between display and print size was (deliberately) lost; the availability of different-sized, user-adjustable monitors and display adaptors with varying output resolutions exacerbated this, as it was not possible to rely on a properly-adjusted "standard" monitor and adaptor having a known PPI. For example, a 12" Hercules monitor and adaptor with a thick bezel and a little underscan may offer 90 "physical" PPI, with the displayed image appearing nearly identical to hardcopy (assuming the H-scan density was properly adjusted to give square pixels) but a thin-bezel 14" VGA monitor adjusted to give a borderless display may be closer to 60, with the same bitmap image thus appearing 50% larger; yet, someone with an 8514 ("XGA") adaptor and the same monitor could achieve 100 DPI using its 1024-pixel wide mode and adjusting the image to be underscanned. A user who wanted to directly compare on-screen elements against those on an existing printed page by holding it up against the monitor would therefore first need to determine the correct zoom level to use, largely by trial and error, and often not be able to obtain an exact match in programs that only allowed integer percent settings, or even fixed pre-programmed zoom levels. For the examples above, they may need to use respectively 94% (precisely, 93.75) – or 95/90, 63% (62.5) – or 60/66.7; and 104% (104.167) – or 105, with the more commonly accessible 110% actually being a less precise match.Liquid error: wrong number of arguments (1 for 2)

Thus, for example, a 10-point font on a Macintosh (at 72 PPI) was represented with 10 pixels (i.e., 10 PPEm), whereas a 10-point font on a Windows platform (at 96 PPI) at the same zoom level<!--"on the same screen" text removed because of both a) Mac and Windows monitors being mutually incompatible at the time, before Mac moved to using multisync VGA monitors re-engineered to use their proprietary socket standards, b) it doesn't actually matter what the screen is, in terms of physical size, or logical or physical resolution, because at the moment we're talking purely about the virtual display surface inside the computer itself, which can be of arbitrary resolution so long as it's big enough to show at least one text character--> is represented with 13 pixels (i.e., Microsoft rounded 13.3333 to 13 pixels, or 13 PPEm) – and, on a typical consumer grade monitor, would have physically appeared around 15/72 to 16/72 of an inch high instead of 10/72. Likewise, a 12-point font was represented with 12 pixels on a Macintosh, and 16 pixels (or a physical display height of maybe 19/72 of an inch) on a Windows platform at the same zoom, and so on. The negative consequence of this standard is that with 96 PPI displays, there is no longer a 1-to-1 relationship between the font size in pixels and the printout size in points. This difference is accentuated on more recent displays that feature higher pixel densities. This has been less of a problem with the advent of vector graphics and fonts being used in place of bitmap graphics and fonts. Moreover, many Windows software programs have been written since the 1980s which assume that the screen provides 96 PPI. Accordingly, these programs do not display properly at common alternative resolutions such as 72 PPI or 120 PPI. The solution has been to introduce two concepts:

* logical PPI: The PPI that software claims a screen provides. This can be thought of as the PPI provided by a virtual screen created by the operating system.
* physical PPI: The PPI that a physical screen actually provides.

Software programs render images to the virtual screen and then the operating system renders the virtual screen onto the physical screen. With a logical PPI of 96 PPI, older programs can still run properly regardless of the actual physical PPI of the display screen, although they may exhibit some visual distortion thanks to the effective 133.3% pixel zoom level (requiring either that every third pixel be doubled in width/height, or heavy-handed smoothing be employed).Liquid error: wrong number of arguments (1 for 2)

Before Windows XP
Since Windows 95, Windows provides an option to set the font size by Display Properties>Settings>Advanced. The default options are 96 DPI (standard), 120 DPI and custom, wherein one can set the desired font zoom. In this mode, only text is scaled, and often improperly, as most applications back then considered 96 DPI as the standard.

Windows XP
Windows XP introduced the GDI+ library which allows resolution-independent text scaling. Windows XP scales up the font and UI object sizes as if you'd gone and adjusted your theme's size settings, which can cause some graphical anomalies in some apps that're hardcoded to use default font and icon sizes.

After writing her influencial article, Voss-Hubbard went on to become a digital collections specialist and was instrumental in making the Margaret Sanger papers accessible, as well as other documents regarding birth control and other subjects from the Sophia Smith Collection and other archives. She currently works at the Urbana Free Library.

Former POWs Remember John McCain in Vietnam

【Move to another page】
Quote
https://ift.tt/2NGevXA
Former POWs Remember John McCain in Vietnam Orson Swindle's first conversation with the late Senator John McCain was tapped out in code on a wall between prison cells. The retired Marine officer met McCain in 1967 when both were prisoners of war at the infamous "Hanoi Hilton" prison in Vietnam. U.S. servicemen used a secret code to communicate with each other while confined to their cells. "The first thing he tapped to me was a joke that I can't tell you," Swindle said, because the joke was a bawdy one. The two men, imprisoned together until their release in early 1973, quickly formed a friendship that lasted until McCain's death last week. McCain's condition was dire when he was brought into what was formally known as Hòa Lò prison with two broken arms, a broken leg and other injuries sustained after his Skyhawk bomber jet was hit by a Vietnamese missile, October 26, 1967, forcing him to eject and parachute into Trúc Bach Lake. He was rescued from the lake and beaten by North Vietnamese fighters. Air Force Colonel Bud Day, a close friend of both men, told Swindle that when McCain was "dumped" in his cell after his capture, immobile in a full body cast, he didn't look like he would survive. "[Day] just said, 'I don't see how this guy's going to live,'" Swindle said. "But that's John McCain. He never, ever gave up." During a phone conversation Friday, Swindle said he and McCain, later imprisoned in the same cell, talked constantly — partly to keep their minds sharp, partly to pass the time. "We talked about everything we had ever done, remembered, thought of, hoped for. It was just an amazing friendship; he was a fascinating guy. … We told stories about our kids and everything. Every movie we'd ever seen, every book we'd ever read." Cracking jokes, lifting spirits Leon Ellis, a retired Air Force colonel, was also imprisoned with McCain. He was one of the youngest of the POWs and knew McCain first by reputation, as the son of the admiral in charge of U.S. Pacific forces. McCain's refusal of a chance for release had made an impression on Ellis. Despite his status as an admiral's son, despite his life-threatening injuries, McCain refused to leave prison until all of the men imprisoned ahead of him could be released as well. "I knew he'd refused an opportunity to go home, but I didn't know him personally until we were moved into the same camp," Ellis said. Once the two men were acquainted, he enjoyed the famous son's company. "We would walk together inside the courtyard of the camp, inside the walls, and talk and joke and tell stories." Swindle said humor was one of the tools the POWs deployed against the terror, uncertainty and monotony of life in enemy territory. "You could easily get down in the dumps," he said. With some men enduring captivity as long as eight years by the end of the war, Swindle said, "we needed to pick each other up. "We had been through so much that was terrifying and painful," he said. He noted that the torture to which POWs were subjected — "that's the subject of a whole lot of other discussion" — largely stopped after the death of Vietnamese leader Ho Chi Minh in 1969. But with the easing of the struggle to survive came the challenge of staying optimistic in the face of monotonous uncertainty. McCain was often the ringleader of projects designed to lift the men's spirits. "The last Christmas we were there," Swindle said, "we decided we'd have a Christmas play. We enacted 'A Christmas Carol,' totally ad-libbed. John played Scrooge, of course." Three months later when word of their impending release finally came, Ellis said the men were careful not to betray any joy or hopefulness to their captors. "We were determined, one, not to give them a photo op of cheering and going crazy, and two, we also had an attitude of we'll wait and see. So when they read the protocol to us out in the camp yard there, we all just turned and walked away and walked back to our cells." He said even the day his group left the camp, unbridled celebration didn't break out until their plane was over international waters. From hell-raiser to statesman Many of the POWs from that time are still in touch today, their struggle to survive the experience binding them together in a unique fraternity. McCain, Swindle, and Ellis have all been involved in POW reunions. McCain wrote the foreword to Ellis's 2012 book on leadership. Ellis and Swindle supported McCain in the 2008 presidential election. The time in the POW camp shaped the rest of McCain's life, Swindle said. "He was a carefree, hell-raising young naval aviator when he got shot down, and by his own admission, he had not excelled in much of anything except resisting authority and raising hell." Emulating the courage of others in the camp, McCain became more serious and focused. He became, Swindle said, "the John McCain that the public came to know when he went to Congress." By the end of McCain's career, he had become an example of the rare lawmaker who would engage in across-the-aisle compromise. "He was courageous. He was a statesman, something we desperately need in our Congress," Swindle said. "In fact, I would say that we need about 90 more senators like John McCain, and we'd be a hell of a lot better country. "He never gave up," Swindle added, summing up what was most admirable about his longtime friend. "He never gave up in prison, when he was on his deathbed. Never gave up when he was being tortured. He never gave up in the heartache and pain of being separated from family. And you've seen him operate in Congress. He never gave up on his efforts to do the right thing."

US Cuts Funding to UN Agency Helping Palestinian Refugees

【Move to another page】

US Cuts Funding to UN Agency Helping Palestinian Refugees The Trump administration has cut funding to the U.N. agency that helps Palestinian refugees, calling the organization "irredeemably flawed." The U.S. State Department ended decades of support to the organization Friday, saying "the administration has carefully reviewed the issue and determined that the United States will not make additional contributions to UNRWA (United Nations Relief and Works Agency)." State Department spokeswoman Heather Nauert said the U.N. agency's "endlessly and exponentially expanding community of entitled beneficiaries is simply unsustainable and has been in crisis mode for many years." UNRWA provides health care, education and social services to Palestinians in the West Bank, Gaza Strip, Jordan, Syria and Lebanon. The agency says it provides services to about 5 million Palestinian refugees, most of whom are descendants of Palestinians who fled or were forced from their homes during the war that led to Israel's establishment in 1948. The United States supplies nearly 30 percent of the total budget of UNRWA and donated $355 million to the agency in 2016. However, in January, the Trump administration withheld $65 million it had been due to provide UNRWA and released only $60 million in funds. Last week, the Trump administration announced it would cut more than $200 million in economic aid to the Palestinians, following a review of the funding for projects in the West Bank and Gaza. A senior State Department official said the decision took into account the challenges the international community faces in providing assistance to Gaza, where "Hamas control endangers the lives of Gaza's citizens and degrades an already dire humanitarian and economic situation." Hamas, the Palestinian Islamist group that runs Gaza, seized the coastal territory in 2007 from the internationally recognized Palestinian Authority. That led to Israel and Egypt placing severe economic restrictions on the region. Under the Trump administration, Washington has taken a number of actions that have angered the Palestinians, including recognizing Jerusalem as Israel's capital in December and moving the U.S. embassy there from Tel Aviv in May. The Palestinian leadership has been boycotting Washington's peace efforts since the Jerusalem announcement.

US to Proceed With Mexico Trade Pact, Keep Talking to Canada

【Move to another page】

https://ift.tt/2C4DmD1
US to Proceed With Mexico Trade Pact, Keep Talking to Canada U.S. President Donald Trump notified Congress on Friday of his intent to sign a trade agreement with Mexico after talks with Canada broke up earlier in the day with no immediate deal to revamp the tri-nation North American Free Trade Agreement. U.S. Trade Representative Robert Lighthizer said U.S. officials would resume talks with their Canadian counterparts next Wednesday with the aim of getting a deal all three nations could sign. All three countries have stressed the importance of NAFTA, which governs billions of dollars in regional trade, and a bilateral deal announced by the United States and Mexico on Monday paved the way for Canada to rejoin the talks this week. But by Friday the mood had soured, partly on Trump's off-the-record remarks made to Bloomberg News that any trade deal with Canada would be "totally on our terms." He later confirmed the comments, which the Toronto Star first reported. "At least Canada knows where I stand," he later said on Twitter. Ottawa has stood firm against signing "just any deal." 'Making progress' But at a news conference Friday afternoon, Canadian Foreign Minister Chrystia Freeland expressed confidence that Canada could reach agreement with the United States on a renegotiated NAFTA trade pact if there was "goodwill and flexibility on all sides." "We continue to work very hard and we are making progress. We're not there yet," Freeland told reporters. "We know that a win-win-win agreement is within reach," she added. "With goodwill and flexibility on all sides, I know we can get there." The Canadian dollar weakened to C$1.3081 to the U.S. dollar after The Wall Street Journal first reported that the talks had ended Friday with no agreement. Canadian stocks remained 0.5 percent lower. Global equities were also down following the hawkish turn in Trump's comments on trade. Lighthizer has refused to budge despite repeated efforts by Freeland to offer some dairy concessions to maintain the Chapter 19 independent trade dispute resolution mechanism in NAFTA, The Globe and Mail reported Friday. However, a spokeswoman for USTR said Canada had made no concessions on agriculture, which includes dairy, but added that negotiations continued. The United States wants to eliminate Chapter 19, the mechanism that has hindered it from pursuing anti-dumping and anti-subsidy cases. Lighthizer said on Monday that Mexico had agreed to cut the mechanism. For Ottawa, Chapter 19 is a red line. Trump argues Canada's hefty dairy tariffs are hurting U.S. farmers, an important political base for his Republican Party. But dairy farmers have great political clout in Canada too, and concessions could hurt the ruling Liberals ahead of a 2019 federal election. At a speech in North Carolina on Friday, Trump took another swipe at Canada. "I love Canada, but they've taken advantage of our country for many years," he said.
