Morgan was notable as one of only a handful of Welshmen to join the [[Jacobite rising of 1745]], during which he served with the [[Manchester Regiment (Jacobite)|Manchester Regiment]]. Unwilling to retreat to Scotland with the rest of the [[Jacobite Army (1745)|Jacobite Army]], he was arrested by the government near [[Stone, Staffordshire]], tried and executed in July 1746.

==Life==

Morgan was born about 1695 in [[Glamorganshire]]. <ref name=williams>Williams, D (1959) "[http://bit.ly/2PkH9Ps Morgan, David Thomas], ''Dictionary of Welsh Biography''</ref> His family were of the small gentry class but were considered fairly well-connected; his father, Thomas Morgan, was the second son of a rural landowner William Morgan of Coed-y-Gorres and his mother Dorothy was the granddaughter of a baronet, Sir Edmund Stradling. <ref name=williams/> On his mother's side Morgan was the first cousin of Admiral [[Thomas Mathews]].<ref name=llewellin331>Llewellin, William. Morgan's early life is obscure; he trained in law but although he was said to have been well known at Westminster he seems to have spent much of his time at his father's estate of Penygraig, near present-day [[Edwardsville, Merthyr Tydfil]].<ref name=llewellin331/> While some of his surviving poetry suggests he practised actively as a barrister, he later claimed to have "never pretended to much knowledge that way". <ref name=williams/> He may have spent some time as an army officer; at his trial he said that he had "served the crown of England in two campaigns with some reputation". Much of his income seems to have come from valuable leasehold property in [[Shoreditch]] that he acquired through his marriage. <ref name=llewellin332>Llewellin (1861) p.332</ref>

During the early part of the 18th century a number of Welsh gentry continued to support the claims of the exiled Stuarts. The most senior Welsh Jacobite was the powerful Tory landowner and MP [[Sir Watkin Williams-Wynn, 3rd Baronet]]; Wynn had indicated his support for a Stuart restoration on condition it was backed by French military support. His political club, the 'Cycle of the White Rose', was a focus for Jacobite activity in North Wales; a comparable role in South Wales was filled by the 'Sea Serjeants', led by [[Sir John Philipps, 6th Baronet|Sir John Philipps]]. Morgan himself was a friend of both Wynn and Philipps: he was closely associated with the circle of the [[Charles Somerset, 4th Duke of Beaufort|Duke of Beaufort]], another Tory with Jacobite sympathies, and was a prominent member of the "Independent Electors of Westminster", a pro-Jacobite London club. <ref name=williams/>

==1745 Rising==


At the time Stuart heir [[Charles Edward Stuart]] landed in Scotland in late July 1745, he was partly relying on French intelligence from 1743 that had suggested he would find strong support in Wales.<ref name=jenkins173>Liquid error: wrong number of arguments (1 for 2)</ref> While there is evidence of some latent support during 1745, the majority of the Welsh Tory gentry were horrified by the turn events had taken, which seemed to presage a bloody civil war rather than a Stuart restoration on the terms they had hoped for.<ref name=jenkins174>Jenkins (2002) p.174 </ref> Viewing the Rising primarily as a Scottish internal conflict, they felt Charles had aligned himself with "alien and barbarous Highlanders, rather than [...] a British political faction".<ref name=jenkins174/> While Wynn was subjected to intense government scrutiny, he did no more than send the Jacobites equivocal verbal messages of support; in the event Morgan, along with the Catholic William Vaughan of Courtfield and his brother Richard, was one of the few Welshmen of the property owning class to join the Rising.

Morgan's own motives for joining appear to have been at least partly ideological.<ref name=jenkins173/> His surviving poetry and other writings focus on core High Tory themes such as indefeasible dynastic right, a 'country' attack on taxation and on the standing army, while like a number of other active Jacobites he was a [[Nonjuring schism|nonjuring Anglican]] who rejected Calvinist and Lutheran interpretations of Protestantism.<ref name=jenkins173/>

By tradition Morgan is supposed to have heard the news of Charles's landing through members of Philipps' 'Sea Serjeants'. He travelled to northern England and along with Vaughan and [[Francis Towneley]], a Lancashire Catholic, he met the advancing Jacobite army near Preston on 26 November. At Manchester, around 200 English Jacobite volunteers were formed into the Manchester Regiment; while Morgan's Anglicanism and links with Beaufort made him a politically expedient candidate for colonel, the position was given to Towneley.<ref name=monod331>Liquid error: wrong number of arguments (1 for 2)</ref> Morgan was instead commissioned captain and was given responsibility for selection of the regiment's junior officers.<ref name=oates131>Oates, J. Few additional recruits joined on the march towards London and at Derby on 5 December the Jacobite Council of War voted overwhelmingly to consolidate their position in Scotland. They debated and rejected the option of heading for Wales: a further message had been sent to Wynn as it was felt that the propaganda value of him joining would be high even if he brought no recruits, but the messenger was intercepted. <ref name=thomas145>Liquid error: wrong number of arguments (1 for 2)</ref>
Morgan was unhappy with the decision: he apparently told Vaughan that he would "rather be hanged than go to Scotland to starve". <ref name=llewelin310>Llewellin, p.310</ref> While Vaughan stayed, Morgan left the army on the evening of 7 December at [[Ashbourne, Derbyshire|Ashbourne]] and headed southwards with a guide; he was arrested by government forces near Stone, Staffordshire.<ref name=thomas145/><ref name=llewellin316>Llewellin, p.316</ref>

The Jacobites continued northwards to [[Carlisle]], where Towneley and the majority of the Manchester Regiment were left behind as a garrison; after a [[Siege of Carlisle (December 1745)|short siege]] they surrendered to government army on 30 December. Vaughan continued north with the main Jacobite army: after the Rising ended at [[Battle of Culloden|Culloden]] in April 1746, he escaped the country.

==Trial and execution==

Held at [[Newgate Prison]] along with other senior Jacobites, Morgan was eventually brought to trial on 18 July 1746; despite a "lengthy and ingenious defence" he was found guilty of treason and sentenced to be [[hanged, drawn and quartered]].<ref name=llewellin317>Llewellin, p.317 </ref>

He was executed on 30 July at [[Kennington Common]] alongside Towneley and several other officers of the Manchester Regiment.
Morgan seemed unconcerned by his fate: several accounts noted him angrily complaining about the coffee the prisoners were served shortly before being taken to execution. At the scaffold he led the others in prayer for about thirty minutes and distributed copies of a speech; after the execution his remains were probably buried in the burying ground attached to the [[Foundling Hospital]].

==Legacy==

While Wynn continued his covert activities, and the Welsh Jacobite clubs lingered into the 19th century, Morgan's death and the inaction of Welsh Tories effectively signalled the end of Welsh Jacobitism.<ref name=jenkins174/> Nevertheless, like Towneley, Morgan for a time became a figure of inspiration for Jacobites elsewhere in Britain; his execution reinvigorated the Independent Electors of Westminster, of which he had been a member, and contributed to a rise in Jacobite activities after 1745.<ref name=monod340>Monod (1993) p.340</ref>

Morgan also attracted some interest from 19th century Welsh "Celticist" nationalists of [[Cymru Fydd]]: in 1901 the magazine ''Young Wales'' published a poem by [[W. Llewelyn Williams]] in which Morgan, awaiting execution, laments his cause's betrayal by Wynn and the other Welsh gentry to the "shame [of] / Our gallant country".

==Family==
Morgan was married; his wife was reported to have visited him regularly during his imprisonment. They had at least one daughter, Mary, who later inherited Morgan's properties and died unmarried prior to 1798.<ref name=llewellin333>Llewelin, p.333</ref>

'''Harry Pasley Higginson''' (1838 – 1900) was a British and New Zealand civil engineer who was notable for constructing the [[Wellington and Manawatu Railway Company]] (WMR) line from Wellington to the Manawatu in the 1880s. The WMR was a private company, as the government had decided not to build the line.

Born in England in 1838, he was apprenticed to Sir William Fairbairn for five years, then constructed railways in Russia 1860-61, Mauritius 1862-65, England and India. In India in 1968 he became an associate member of the Institute of Civil Engineers, and a member in 1871.

In 1872 he was appointed as superintending engineer for railways and public works in the South Island, but in 1878 he left government service and set up in private practice in [[Dunedin]]. His work on the Kawerau Suspension Bridge got him the Telford Premium of the (British) Institute of Civil Engineers.

In 1882 he was given a contract as chief engineer to construct the WMR within five years from 25 September 1862 (the government had completed some works to [[Johnsonville]]). He appointed as assistants Arthur and [[James Edward Fulton|James Fulton]] from Dunedin. The line was completed on 27 October 1886, with the first through train on 3 November. This was nine months early, and Higginson got his promised bonus, in 1890!

Higginson then became engineer-manager of the Wellington Gas Works. He died in Wellington on 26 February 1900 aged 63, and was buried in the [[Karori Cemetery]].

The vast majority of sources reacting to the events made ample mention of German backing for Călinescu's killers, with the exception of German media. Very little is known about his origins. In 1786, the Berlin historian, [[Friedrich Nicolai]], noted that his family background had not been handed down, nor was there any indication of where or with whom he may have received his artistic training. Russian Ambassador in Caracas Rejects Monroe Doctrine Revival As Venezuela's reliance on Russia grows amid the country's unfolding crisis, Vladimir Putin's point man in Caracas is pushing back on the U.S. revival of a doctrine used for generations to justify military interventions in the region. In a rare interview, Russian Ambassador Vladimir Zaemskiy rejected an assertion this week by U.S. National Security Adviser John Bolton that the 1823 Monroe Doctrine is "alive and well." The policy, originally aimed at opposing any European meddling in the hemisphere, was used to justify U.S. military interventions in countries including Cuba, Nicaragua, the Dominican Republic and Grenada, but had been left for dead by recent U.S. administrations trying to turn the page on a dark past. "It's hard to believe that the U.S. administration have invented a time machine that not only allows them to turn back the clock but also the direction of the universe," the 66-year-old diplomat told The Associated Press this week. ​Comparison to 9/11 In an example of how the Cold Warlike rhetoric on all sides of Venezuela's crisis has quickly escalated, the ambassador compared hostile comments by Bolton, Secretary of State Mike Pompeo and Republican Sen. Marco Rubio to those of the al-Qaida leaders behind the Sept. 11, 2001, terrorist attacks. "Their obsession in imposing their will, in this case on Venezuela's internal affairs, reminds me of the declarations of the leaders of al-Qaida, who in carrying out the attack on the Twin Towers also tried to position themselves as the only bearers of the truth," said Zaemskiy, who was senior counselor at Russia's mission to the United Nations on 9/11. "The history of humanity has shown that none of us are." Those specific, written remarks were prepared ahead of the interview. ​Steadfast to Maduro  While the Trump administration led a chorus of some 50 nations that in January recognized opposition leader Juan Guaido as Venezuela's rightful leader, Putin has steadfastly stood by Nicolas Maduro, sending planeloads of military personnel and blocking condemnation of his government at the U.N. Security Council. In a speech this week commemorating the anniversary of the disastrous CIA-organized invasion of Cuba in 1961 by exiles opposed to Fidel Castro's revolution, Bolton warned Russia against deploying military assets to "prop up" Maduro, considering such actions a violation of the Monroe Doctrine. What the U.S. considers Russia's destabilizing support for Maduro hit a high point in December when two Russian bombers capable of carrying nuclear weapons touched down in Caracas. Then, last month, dozens of uniformed personnel arrived to service Sukhoi fighter jets and an S-300 missile system. Zaemskiy said such military cooperation is perfectly legal and has been taking place for years, ever since the U.S. in 2006 banned all arms sales to the South American country. But he said the alliance has taken on added importance as the Trump administration repeatedly insists that a "military option" to remove Maduro remains on the table. He was unwilling to say how far Russia would go to thwart an eventual U.S. attack, saying that as a diplomat he's an optimist. "I firmly believe that in the end reason will prevail and no tragedy will take place," he said. History with Latin America The soft-spoken, bookish Zaemskiy has specialized in Latin America since his days working for the Soviet Union and was posted to Washington for the first of two U.S. tours when the Cold War ended. Because of his strong Spanish and English, he was a note-taker at the U.N. in September 2000 when Maduro's mentor and predecessor Hugo Chavez met Putin for the first time. He said he recalls Chavez complaining to the newly elected Putin about the need to raise oil prices, then near three-decade low. The two petroleum powers gradually cemented a political, military and economic alliance over the next few years as oil prices surged to an all-time high, bringing riches to both. Western diplomats describe Zaemskiy as an astute and affable interlocutor who even U.S. diplomats and leaders of the opposition are known to consult. He's also the dean of foreign diplomats in Caracas' dwindling diplomatic community, having presented his credentials in September 2009, a few weeks before another staunch government ally, Cuban Ambassador Rogelio Polanco. ​'Very difficult' economy He acknowledged that with hyperinflation raging and many goods in short supply, Venezuela is in a "very difficult" situation. Echoing Maduro, he blamed U.S. sanctions, as well as the stifling of private investment. "It's perfectly clear to me that the economic situation of the country has deteriorated a great deal," he said. "The way forward is to open more opportunities for the private sector, which still has a big role to play in the country and should be allowed to demonstrate that" — seemingly a veiled criticism of Maduro's constant squeeze on private businesses. To break the current stalemate, he urged something the government's foes have so far rejected: burying the past and starting negotiations, perhaps with the mediation of the Vatican or U.N. The U.S. and opposition insist that past attempts at dialogue have only served to give Maduro badly needed political oxygen while producing no progress. Depth of Russia support Despite such outward care for Maduro, some have questioned the depth of Russia's support. Russia is major investor in Venezuela's oil industry, but those interests have been jeopardized since the Trump administration in January imposed sanctions on state-run oil giant PDVSA and even went after a Moscow-based bank for facilitating its transactions. At the same time PDVSA last month moved its European headquarters to Moscow from Lisbon, Gazprombank said it was pulling out of a joint venture with the company, Russian state media reported.

Galán is among a small number of descendants promised provincial government funds for DNA tests to confirm that their ancestors were tossed into a mass grave at Paterna Cemetery in Valencia. For other Spaniards, digging up bodies just stirs up a painful past unnecessarily and runs counter to the desire for reconciliation that made it possible for Spain to have a bloodless transition from dictatorship to democracy after Franco's death in 1975. They also fear that the exhumations could lead to a shaming of those who had relatives on the side of Franco*s right-wing forces. "I think that that period of history was settled," Elena Escribano, a 60-year-old housewife, said at a Vox rally. "Not knowing where a relative is is hard, but there are victims on both sides. We must pray for them but we must look to the future." Activists and relatives pushed for the excavations after the then-Socialist government passed the 2007 Law of Historical Memory, which allowed exhumations of mass graves and condemned atrocities committed during Franco's regime. But the law did not guarantee funding, and the conservative Popular Party that governed between 2011 and 2018 included none in the national budget. The result is a piecemeal and sometimes cumbersome process. At Paterna, the precarious funding scheme and a backlog of work meant the remains of 244 people — Galán's grandfather possibly among them — ended up being stored in a ceramics museum. Rosa Pérez, a local lawmaker who championed funding for families to exhume mass graves at Paterna Cemetery and other sites in the province of Valencia, has promised that money will be there to carry out forensic and DNA tests on the bones stored in the museum regardless of who wins the April 28 national election. But Pérez is putting on hold any spending for new exhumations until after regional and local elections this month and next to see if her United Left party remains in power locally. So far, archaeologists have removed the remains of 450 of the 2,237 bodies thought to be in the mass graves at the Paterna Cemetery. "This shouldn't be how this is being handled," Pérez said. "We have been in need of a national plan for a long time." Experts have estimated for the Spanish government that 740 mass graves and 9,000 bodies have been exhumed nationally since 2000. That leaves an estimated 114,000 bodies still hidden in 2,500 mass graves, they added. The Socialist government of Prime Minister Pedro Sánchez wanted to include 15 million euros ($20 million) in the national budget that failed to pass this year to continue identifying victims of Franco's regime. It has also mentioned establishing a "truth commission" to investigate the crimes of his dictatorship, and is studying a plan to have 25,000 bodies exhumed in five years. But Sánchez faces strong competition in the April 28 national election, at which the far-right Vox is widely anticipated to win its first seats in the Spanish Parliament. Vox has already successfully pushed the Popular Party to commit to rolling back regional laws that allow the exhumations of mass graves in Spain's south in order to support their formation of a government for Andalusia earlier this year. Now, Vox could prove influential in the creation of possible coalition government at the national level after the election. Popular Party president and opposition leader, Pablo Casado, who in 2015 called those who want to recover the mass grave bodies "old fogeys," wants a new "Law of Concord" that would subsume the Law of Historical Memory. The leader of Vox, Santiago Abascal, criticized the exhumations when he kicked off his campaign. "How are we going to condemn our grandparents?" Abascal asked supporters. "For us, we only have one doctrine for the recent historical memory. And that is liberty: liberty for you to respect your grandparents." Outside the walls of the Paterna Cemetery, a walk through scrubland leads to a wall in which bullet holes from the Francoist firing squads that executed people like Miguel Galán still are visible. Galán insists he does not want to drag Spain back into its bloody past. "The difference is between them lying in mass graves like rotting dogs and being able to take them and give them dignified burial," Galán said. "For those who say we are only reopening old wounds, that is not true, because these wounds have been open for 80 years."

UN Concerned About Conflict-Related Torture of Afghanistan Detainees A new United Nations report has documented a modest decline in torture allegations in Afghan prisons, but noted its ongoing concern at the "disturbingly" high number of conflict-related detainees still alleging serious abuses. In its biannual report on the treatment of security detainees issued Wednesday, the U.N. Assistance Mission in Afghanistan (UNAMA) has found nearly a third of conflict-related detainees interviewed provided "credible and reliable" accounts of having been subject to torture or ill-treatment. The abuses included severe beatings, electric shocks, suffocation, pulling of genitals and suspension from ceilings. UNAMA said its findings are based on interviews with 618 prisoners in 77 facilities across 28 of the 34 Afghan provinces between January 1, 2017 and December 31, 2018. The report has credited the Afghan government for implementing steps under a national plan on the elimination of torture that led to a reduction in abuses during the monitoring period.  But the "decline in use of torture or ill-treatment is not yet significant enough to indicate that the remedial measures taken are sufficient," the report cautioned. Rule of law UNAMA chief Tadamichi Yamamoto stressed that respect for the rule of law and human rights is the best way to create conditions for sustainable peace in Afghanistan.  "As our report illustrates, there is still a long way to go to eradicate this horrendous practice among conflict-related detainees," said Yamamoto. The report noted the most significant decreases in abuse occurred in facilities under the control of the Afghan intelligence agency, NDS.  But it said there was almost no improvement in other security institutions, especially the Afghan National Police (ANP). UNAMA reported the rate of conflict-related detainees being subjected to brutal torture and other ill-treatment in the ANP facility in southern Kandahar province was a "very disturbing 77 percent.  Allegations of enforced disappearances in Kandahar also persisted during the reporting period, it added.  The southern Afghan region and adjoining provinces are where Taliban insurgents are in control of large territory. Overall picture remains grim While commenting on the UNAMA report, the New York-based Human Rights Watch appreciated the Afghan government for aligning its legislation on torture with international standards and ratifying related treaties.  But the watchdog lamented the overall picture remains grim, citing Kabul's "abysmal" record on accountability. "In the very few cases of torture that have been investigated, the perpetrators have faced at most only minor disciplinary sanctions.  Nor have the victims received compensation as required by law.  So long as torturers face no real consequences, serious abuse will continue," observed the New York-based watchdog. UNAMA's latest findings give credence to repeated Taliban allegations insurgent prisoners in Afghan jails are being subjected to "brutal and abusive" treatment. The Taliban, late last summer, had briefly withdrawn its security assurances for staff of the International Committee of the Red Cross, accusing the relief agency of not taking steps to deter authorities from inflicting abuses on insurgent prisoners.  The Taliban last week again banned ICRC from working in insurgent-controlled Afghan districts, alleging the international aid group was not living up to its pledges.  The insurgent group did not elaborate. ICRC officials say they are seeking to engage bilaterally with the Taliban to resolve the issue.  "We would like to reiterate that we remain committed to the people and communities of Afghanistan who are our first and foremost concern," the agency said in a statement sent to VOA.

US to Allow Lawsuits Over Properties Seized by Castro's Cuba Stepping up pressure on Cuba, the Trump administration will allow lawsuits against foreign companies doing business in properties seized from Americans after the island's 1959 revolution, a senior administration official said. The move marks a change in more than two decades of U.S. policy on Cuba.   President Donald Trump has been taking steps to isolate embattled Venezuela President Nicolas Maduro , who is holding power with help from other countries, including Cuba, China and Russia. The new policy against Havana could deal a severe blow to Cuba's efforts to draw foreign investment and could spawn international trade disputes between the U.S. and Europe.   The administration official who provided details of the shift spoke on the condition of anonymity ahead of the official announcement Wednesday by the State Department.   After that announcement, national security adviser John Bolton is expected to discuss the new policy during a midday speech Wednesday in Miami, which is home to thousands of exiles and immigrants from Cuba, Venezuela and Nicaragua.   The speech at the Bay of Pigs Veterans Association is to be delivered on the 58th anniversary of the United States' failed 1961 invasion of the island, an attempt to overthrow the Cuban government.   Johana Tablada, Cuba's deputy director of U.S. affairs, said on Twitter: "Before they try to euphorically ride a wave of wickedness and lies, they should take a dose of reality. The world has told John Bolton and the U.S. government to eliminate the criminal blockade against Cuba and the Helms-Burton Act."   The 1996 act gave Americans the right to sue the mostly European companies that operate out of hotels, tobacco factories, distilleries and other properties that Cuba nationalized after Fidel Castro took power. The act even allows lawsuits by Cubans who became U.S. citizens years after their properties were taken.   Canada, France, Spain, Great Britain and other countries with large investments in Cuba have ferociously protested the law and threatened to sue in the World Trade Organization if Washington tries to interfere with the business ties between Cuba and another sovereign nation.   "The extraterritorial application of the U.S. embargo is illegal and violates international law," said Alberto Navarro, the European Union ambassador to Cuba. "I personally consider it immoral. For 60 years the only thing that's resulted from the embargo is the suffering of the Cuban people."   U.S. airlines and cruise lines that bring hundreds of thousands of travelers to Cuba each year appear to be exempt from the key provision of the Helms-Burton Act.   Every U.S. president since Bill Clinton has suspended the key clause to avoid those trade clashes and a potential mass of lawsuits that would prevent any future settlement with Cuba over nationalized properties. Cuba has said it is willing to reimburse the owners of confiscated properties, but only if the communist government is also reimbursed for billions of dollars in damages generated by the six-decade U.S. trade embargo.   The announcement comes at a moment of severe economic weakness for Cuba, which is struggling to find enough cash to import basic food and other supplies following a drop in aid from Venezuela, and a string of bad years in other key economic sectors.   Foreign investment in Cuba increased slightly in recent years, but it remains far below the levels needed to recapitalize the island's dilapidated, often collapsing infrastructure. The Trump administration's decision is not expected to drive out major foreign players like Pernod-Ricard of France, which makes Havana Club rum, or Spanish hotel chains Melia or Iberostar, but it could prove a major obstacle to new investment from foreign companies.   "It will harm prospective investment in Cuba. It will not cause people who are invested in Cuba already to pull out now," said Phil Peters, director of the Arlington, Virginia-based Cuba Research Center, who advocated for closer relations with Cuba and has consulted for U.S. companies looking to invest.   Peters said he also believed the new measure could hurt the Trump administration's effort to force Maduro from power with help from allies like Spain.   "There are plenty of countries that are interested in helping Venezuela find a soft landing after Maduro, but they are not interested in waging an economic war on Cuba," Peters said.   The U.S. official said the administration also plans to start enforcing the section of the act that allows the U.S. to deny entry visas to Cubans and citizens of other countries involved in trafficking in the confiscated property.
