T'Kint was born in Brussels on 12 December 1816, to a family which claimed descent from the [[t'Kint de Roodenbeke]]s, one of the [[Seven Noble Houses of Brussels]]. His civil service career began in 1840 in the commercial section of the ministry of the interior. Between 1855 and 1859 t'Kint negotiated Belgium's first treaties of amity and commerce with Guatemala, [[Honduras]], [[Nicaragua]], [[Costa Rica]] and [[El Salvador]]. In 1859 his ''Rapport sur le commerce de la Belgique avec l'Amérique centrale'' was published in Brussels, and his achievements in Central America were rewarded with the knight's cross of the [[Order of Leopold (Belgium)|Order of Leopold]].<ref name=Terlinden/> In December 1859 he was appointed Belgian consul general, chargé d'affaires and plenipotentiary to Mexico, signing a treaty of amity, commerce and navigation on 20 July 1861.<ref name=Terlinden/>

He returned to Belgium in 1862, and in 1864 was appointed Belgian consul general to China. The first treaty of amity, commerce and navigation between China and Belgium was signed in [[Beijing]] on 2 November 1865, and in December t'Kint arrived in [[Yokohama]] as the first Belgian diplomat in Japan, where he concluded a treaty of amity, commerce and navigation that was signed in [[Edo]] on 1 August the following year.<ref name=Ruyver>Dirk De Ruyver, "The First Treaty between Belgium and Japan", in ''Japan & Belgium: An Itinerary of Mutual Inspiration'', edited by W.F. He returned to Europe in ill health in 1872 and retired in 1875. He died 20 March 1878 as a commander in the Order of Leopold.<ref name=Terlinden/>

Crews Fight to Outflank Raging Northern California Wildfire Firefighters battled Saturday to outflank a wildfire that has forced the closure of an interstate highway in Northern California as the blaze swept through explosively dry mountain timber in the Shasta-Trinity National Forest for a fourth day. As of midday Saturday, the Delta Fire had scorched nearly 37,000 acres (14,973 hectares) in the Cascade range since erupting Wednesday in a forest canyon along the Sacramento River, about 250 miles (402 km) north of San Francisco, fire officials said. No serious injuries or deaths have been reported, but the blaze has caused major travel disruptions. On Wednesday, flames raced across Interstate 5, chasing a number of truckers from their vehicles before flames engulfed their abandoned rigs. A 45-mile (72-km) stretch of the I-5, a key north-south route through the entire state, has remained closed since then, requiring traffic detours of up to 120 miles (193 km). Although containment of the blaze, a measure of the progress made in carving buffers around the fire's perimeter to halt its spread, remained at zero, crews have made gains clearing away tinder-dry brush beyond its leading edge. Firefighters were using natural barriers like roadways and ridges to set up control lines, which will allow them to burn away fuel ahead of the wildfire to slow its growth, Captain Brandon Vaccaro, a spokesman for the Delta fire incident command, said. "The topography here is very steep, with a lot of canyons and valleys that make it very difficult for firefighters to work," he said. Much of the effort has also focused on protecting scattered homes and small communities in the sparsely populated fire zone. Two single-family homes have been destroyed, and two other buildings damaged, Vaccaro said. Approximately 150 people were under mandatory evacuation orders in Shasta and Trinity counties, Vaccaro said. Farther north, an evacuation warning was in effect for the town of Dunsmuir, advising some 1,600 residents to be ready to flee at a moment's notice. Cooler temperatures and higher humidity arrived overnight on Friday, providing a bit of a respite from the scorching weather that has hampered firefighting this week. Shasta County communities are still recovering from a devastating blaze this summer that killed eight people and incinerated hundreds of dwellings in and around Redding.

China Rejects Criticism It's Pushing Pakistan Into 'Debt Trap' China is defending its billions of dollars of historic investment in Pakistan, dismissing allegations the economic development program is pushing the cash-strapped South Asia ally into a "Chinese debt trap." Visiting Chinese State Councilor and Foreign Minister Wang Yi made the remarks Saturday in Islamabad after talks with his Pakistani counterpart, Shah Mehmood Qureshi. The massive bilateral program, known as the China-Pakistan Economic Corridor (CPEC), is the fastest-moving and flagship part of President Xi Jinping's global Belt and Road Initiative (BRI). The CPEC aims to construct and upgrade the transportation network, energy projects, a deep-water port at Gwadar and special economic zones to eventually support Pakistan's industrial development as a manufacturing hub by 2030. In the last four years, Wang said, the CPEC has brought about $19 billion in Chinese investment to Pakistan, and 22 "early harvest" projects have been or are being completed. The Chinese foreign minister explained that 18 of the projects are financed through direct Chinese investment or with the Chinese assistance. He also rejected concerns about the transparency of CPEC projects "Only four [projects] have been using concessional loans [of roughly $6 billion] from the Chinese side to make sure that CPEC has not inflicted a debt burden on Pakistan, rather when these projects get completed and enter into operation, they will unleash huge economic benefits ... and these will bring considerable returns to the Pakistani economy," Wang said. He noted the Chinese investment already has boosted Pakistan's annual economic growth by between 1 percent to 2 percent, and it has created more than 70,000 jobs for Pakistanis. The power plants upgraded or built under CPEC have added about 12,000 megawatts of electricity to the national grid, effectively overcoming crippling outages "These are real and tangible outcome. Our two sides have agreed that under the CPEC cooperation, the focus of cooperation will gradually shift to industrial cooperation and priority to help Pakistan develop local manufacturing, strengthen capacity for self-driven development," said Wang. Wang noted that 47 percent of Pakistan's external debt comes from the International Monetary Fund (IMF) and the Asian Development Bank. He shared the details apparently in response to U.S. criticism that Islamabad plans to seek a new IMF bailout package only to pay off Chinese lenders, assertions both Beijing and Islamabad rejected as unfounded. Out of Pakistan's more than $69 billion foreign debt, Beijing's share is about $8.4 billion, including $6 billion in CPEC loans, according to figures Pakistani Finance Minister Asad Umar shared with the parliament earlier this month. Pakistan is paying two percent interest on CPEC loans until they are completed, according to Pakistani and Chinese officials. The total interest due by 2022 will be about $1 billion, they say. Islamabad is facing a debt crisis and Finance Minister Umar recently told the parliament the government would decide by the end of September whether or not it will require an IMF bailout program. Wang arrived in Pakistan just a few days after U.S. Secretary of State Mike Pompeo visited the country to hold the first official talks with Prime Minister Imran Khan's government to try to reset bilateral ties that have plunged to their lowest point over the past year. While Islamabad's ties with Washington have deteriorated, Beijing has deepened bilateral economic and military relations with its South Asian partner. Wang's delegation also is scheduled to meet with Khan and army chief, General Qamar Javed Bajwa, during his three-day official visit, the first since the new Pakistani government has assumed the office. Pakistan's tensions with the U.S. stem from allegations the country is harboring terrorist sanctuaries used for attacks against American and local forces in neighboring Afghanistan - charges Pakistani officials reject. Foreign Minister Wang reiterated Beijing's unwavering support for Islamabad's counterterrorism efforts, and he welcomed the recent U.S. engagement with Pakistan. "China also supports the U.S. in developing a mutually beneficial relationship with Pakistan on a basis of mutual respect. We believe China and the United States and the wider international community should support the new Pakistani government in delivering governance."

NY Clergy Sex Abuse May Be Sweeping but Legal Cases Few The New York attorney general's new investigation into clergy sex abuse allegations in the Roman Catholic Church could be massive, delving into confidential church files in a state where hundreds of people have already made claims through programs run by the church itself.  But few criminal cases or lawsuits may come out of the inquiry, whatever its findings. New York has some of the nation's strictest time limits on taking child sex abuse claims to civil or criminal courts. A years long campaign to extend the timeframe hasn't passed the Legislature.  And even if it succeeds, at least 375 people who have settled abuse claims through church-run compensation programs waived any right to sue. Still, investigations by New York Attorney General Barbara Underwood and her colleagues in several other states could be valuable to victims just by bringing information to light, says Marci Hamilton, a University of Pennsylvania legal expert on child sexual abuse and the founder of CHILD USA, an advocacy group. "It's a way of educating the public on how severe the problem is'' and informing lawmakers' debates on extending legal time limits, she says. "The public education and the public accountability is what we need, so there's value in (the investigations). But there's not a straight line to justice for the victims.''  New York and New Jersey launched new investigations Thursday into the church's handling of sexual misconduct claims against clergy. Nebraska, Illinois and Missouri also have started inquiries in the three weeks since a Pennsylvania grand jury report found that since the 1940s, about 300 Catholic priests had abused a total of more than 1,000 children statewide. The report, which accused senior church officials of systematically covering up the abuse, reignited outrage and national discussion of how the church has dealt with the issue. But it yielded new criminal charges against just two priests because of legal time clocks. In Pennsylvania, prosecutors have until a child sex abuse accuser's 50th birthday to file charges; accusers have until their 30th birthdays to sue. New York's limits are tighter: the accuser's 23rd birthday, in both civil and criminal cases. There's no time limit for prosecuting some major child sex crimes, but only if they occurred after 2000.  A measure that would raise the age for future cases - and open a one-year window for lawsuits that have been barred by the current age limits - is at an impasse amid opposition from the church, as well as other large institutions.  They fault the proposal for not including public schools or other public institutions, and they say opening that "look-back window'' could be financially devastating: Catholic dioceses paid $1.2 billion in legal settlements after a similar law passed in California in 2002.  The New York proposal, called the Child Victims Act, has passed the Democratic-majority state Assembly, and Democratic Gov. Andrew Cuomo supports the idea. But it has been blocked from a vote by the Senate's Republican leaders. They have broached a plan to address future age limits only. Steve Jimenez, a leading advocate for the Child Victims Act, said the attorney general's new civil investigation makes the legislation all the more urgent.  "We must change the law,'' he said. "And we will not give up until we do.'' Jimenez, who says a Roman Catholic brother repeatedly assaulted him when he was a child attending Catholic school in Brooklyn, said he and other supporters will be back in Albany when lawmakers reconvene in January to keep up the pressure. Underwood also has urged the Legislature to pass the law. But it's unclear how willing Senate leaders are to budge. Senate GOP spokeswoman Candice Giove noted Friday that Republicans have put forward their own proposals on the issue, "and we look forward to holding meaningful conversations that finally get results.'' Joseph Zwilling, a spokesman for the Archdiocese of New York, said that while the investigation may fuel calls to allow lawsuits over decades-old claims, the archdiocese established its own, private compensation program ``because it was the right thing to do.'' The 278 people who have received a total of nearly $59.8 million through the program waived their right to sue, though they are free to speak about their experiences if they choose.  A similar compensation program in the Diocese of Albany has provided over $9 million in direct compensation and counseling assistance to about 100 people, according to spokeswoman Mary DeTurris Poust.  In March, the Diocese of Buffalo released a list of 42 priests facing sex abuse allegations.  Church leaders have vowed to work with Underwood in her investigation.

Atif Mian, 43, a Princeton University professor who comes from Pakistan's Ahmadi religious community, was chosen to be part of the 18-member panel to advise new Prime Minister Imran Khan on economic policies. But the government gave in to growing pressure from several religious and Islamist parties. Faisal Javed Khan, a senator from the ruling party, announced the move Thursday on Twitter:  Mian was introduced as a member of the EAC last week. Following the announcement, several Islamist parties angrily reacted to the decision and expressed their concerns about the appointment of an Ahmadi community member to a key government position. They vowed to launch street protests if the government did not back down from its decision. Who are the Ahmadis? Ahmadis identify themselves as Muslims, but believe that the prophecy has not ended with Islam's prophet, a belief rejected by the constitution of Pakistan. The religious minority was declared heretical in 1974 following pressure from religious parties. Its designation in the constitution that year as a non-Muslim group has since led to discrimination against the group, with its members being persecuted and accused of violating the country's controversial blasphemy laws. "A person who does not believe in the absolute and unqualified finality of The Prophethood of Muhammad (Peace be upon him), the last of the Prophets or claims to be a Prophet, in any sense of the word or of any description whatsoever, after Muhammad (Peace be upon him), or recognizes such a claimant as a Prophet or religious reformer, is not a Muslim for the purposes of the Constitution or law," the second amendment of the constitution reads. Reactions Reactions to the government's recent decision were mixed. Islamists and religious conservatives welcomed the decision, but others like Kamran Khan, a prominent journalist in Pakistan, voiced concerns about the growing influence of hardline Islamist parties in the country's political arena. "It is a very sad day. Today Muhammad Ali Jinnah's Pakistan locked doors for Pakistan's minorities and also broke Jinnah's promise to the minorities," Khan tweeted. A Look at Trump and the Hunt for Leaks President Donald Trump is vowing to root out the aides, officials or others who contributed to a pair of accounts that contend some on his team question his judgment, competence and even rationality. A book by journalist Bob Woodward and an anonymous New York Times opinion piece, Trump has said, are fiction and lies. But the president nonetheless finds them compelling enough to seek out the leakers of behind-the-scenes stories and quotes. On Friday, Trump said the U.S. Justice Department should investigate the identity of the op-ed writer.  "Eventually, the name of this sick person will come out,'' he told reporters on Air Force One. Some things to know about leak investigations: The nature of a leak Telling embarrassing stories about a president's behavior is not the same thing as revealing classified information. The first could be a political risk, which is why administration members from Vice President Mike Pence on down denied being the op-ed writer this week. Still, writing unflattering things about the president isn't a crime. But the Espionage Act and other federal laws do criminalize unauthorized disclosures about certain national security information, such as surveillance methods. Any leak investigations of classified information tend to go through a complex process at the Justice Department that includes determining whether the information was sensitive and known to few people. No classified information appears to have been revealed by the anonymous op-ed author. And it's far from clear that the vivid portraits of erratic presidential behavior described by Woodward and the op-ed writer would breach national security. Speaking of national security ...   Trump told reporters Friday that Attorney General Jeff Sessions should pursue the identity of the Times essay writer. "Jeff should be investigating who the author of that piece was because I really believe it's national security,'' the president said. If the person has a high-level security clearance, Trump said, "I don't want him in those meetings.'' The FBI and Justice Department are responsible for investigating federal crimes, but there is no indication of anything illegal having been done in the publication of a newspaper opinion piece critical of the president. It is also extraordinary for a president to demand an investigation by the Justice Department, which is supposed to make investigative and charging decisions without White House interference. The Times opted to publish the unsigned column, which alleges that a "quiet resistance'' of senior administration officials is "working diligently from within to frustrate parts of his agenda and his worst inclinations.'' Trump earlier dared the Times to do what journalists scrupulously avoid: "If the GUTLESS anonymous person does indeed exist, the Times must, for National Security purposes, turn him/her over to government at once!'' he tweeted. Asked if he would take any action against the Times, Trump said, "We're going to see, I'm looking at that right now.'' The fallout from these leaks Trump was asked if, in light of the book and column, he trusted the people around him. "I do, I do,'' he said. "But what I do is, now I look around the room and I say, 'Hey, I don't know somebody.' '' Truth-telling tests Nothing would stop Trump from directing his aides to hunt for leakers among senior officials. Senator Rand Paul, a Kentucky Republican who describes himself as a libertarian, said Trump would be justified using lie detectors to find the anonymous essay writer.  Trump wasn't saying Friday whether he'd take the suggestion. Lie detectors wouldn't be reliable enough to unearth the column author or other sources for sure, studies and a massive federal report have indicated. And polygraphs aren't acceptable as evidence in court. "At best they are unreliable. The question is how unreliable?'' said Indiana University brain sciences professor Richard Shiffrin. 'You'd be shunned' Meanwhile, Trump is said to be examining the language of the denials issued this week by the highest members of his administration or their spokespeople. "Everybody very high up has already said it wasn't me. It would be very hard if it was, if they got caught,'' Trump said. "You'd be shunned for the rest of your life.'' Leak probes of the past Trump would be far from the first president to hunt for leakers.  During his eight years in office, Barack Obama's Justice Department prosecuted nine cases against whistle-blowers and leakers, compared with three by all other previous administrations. In one of those investigations, the government secretly seized records for telephone lines and switchboards that more than 100 reporters for The Associated Press used in their Washington bureau and elsewhere. In June under the Trump administration, Reality Winner, 26, pleaded guilty to a single count of transmitting national security information. The former Air Force translator had worked as a contractor at a National Security Agency office in Augusta, Georgia, when she printed a classified report and left the building with it hidden in her pantyhose. Winner told the FBI she mailed the document to an online news outlet. Deep Throat Former FBI No. 2 W. Mark Felt first denied, then decades later admitted, being the famous source for Washington Post reporters Woodward and Carl Bernstein in their Watergate coverage that led to the resignation of President Richard Nixon. Nixon and polygraphs Prior to the Watergate scandal, Nixon in 1971 considered lie detector tests for an estimated 300,000 federal employees with security clearances, according to a taped presidential conversation played for the House Judiciary Committee looking at the administration's domestic surveillance programs. Advised the tests would result in mass resignations, he ordered the tests for about 1,000 employees of the State and Defense departments, the CIA and the National Security Council. A June 1974 Associated Press report quoted Nixon as saying, "I don't know much about these things, but it scares the (expletive deleted) out of them.''

Venezuela Merchants Face Arrest for Defying Maduro's Reforms Franklin David was arrested last week in this impoverished town outside Caracas for doing what his family says he has done almost every day for the past 25 years: selling car parts. In a surprise raid, about two dozen armed police officers flanked by Santa Teresa del Tuy's mayor and journalists showed up at David's four-story warehouse, Autopartes Guarico 2000, and hauled away the 49-year-old father of three for allegedly raising prices by too much in a country ravaged by hyperinflation. His already-struggling business, built from scratch during a more prosperous era, was shut down and David remains jailed on charges of speculation, a crime punishable with up to 10 years in prison. "It was like they were celebrating a triumph," said Julio Pernia, one of 20 employees who have no idea how they'll feed their families now that their boss is behind bars "They treated us like killers but all we were doing was our work." David's plight is shared to some extent by thousands of small business owners nationwide — a few dozen who have been arrested and far more who fear having to choose between closing shop or hitting customers with steep price increases as they adapt to President Nicolas Maduro's sweeping plan to rescue the crisis-wracked economy. The plan imposes a more-than-3,000 percent increase to the minimum wage while maintaining laws that threaten prison for storeowners who raise their prices in excess of what state regulators determine. Even so — despite the heavy-handed crackdown that trapped businesses like David's — the reforms announced three weeks ago represent the most serious bow to market forces in two decades of socialist rule. Developed in secret over several months with input from economic advisers to former Ecuadorian President Rafael Correa, the plan consisted of some measures that Wall Street had been urging for years, like hiking give-away gas prices to close a yawning budget deficit and dismantling currency controls in place since 2003. Some opponents even accused Maduro of imposing a neoliberal blueprint — the ultimate insult in a country where hundreds were killed during days of looting the last time economic austerity was seriously attempted in 1989. "We now have to play another way, with Prussian fiscal discipline to definitively eliminate the printing of non-organic money and sustain the creation of wealth through oil production, tourism and more-efficient collection of taxes," Maduro said in announcing the reforms. He also encouraged supporters to be vigilant against price-gouging and denounce merchants who raise prices "excessively." But most economists view the plan as half-baked and ill-suited for a nation sitting atop the world's largest petroleum reserves. They argue that the minimum wage hike will bankrupt businesses and require the government to print bolivars with abandon, further stoking inflation forecast to reach 1 million percent, according to the International Monetary Fund. In August, as a new currency with five fewer zeros was being rolled out, prices jumped a whopping 223 percent, according to a report by the opposition-controlled National Assembly. The central bank stopped regularly publishing inflation data in 2004. "To dismantle this requires dismantling the clientele base of Chavismo with all the obstacles fueled by ideology, populism and corruption," said Orlando Ochoa, an Oxford University-trained economist who has been working the past two years with Venezuela's opposition on an economic transition plan. "Asking Maduro to come up with a complex recovery plan is like asking him to undertake a human mission to Mars." But government backers blame U.S. financial sanctions and what Maduro calls an "economic war" by his opponents. Pedro Paez, a former antitrust regulator in Ecuador, was among several officials linked to the leftist Correa as well as experts from Russia, China and multilateral banks who attended meetings in June with Vice President Tareck El Aissami to suggest ways out of Venezuela's economic mess. He believes that Venezuela's biggest problem remains the price-setting power of its anti-government elite, which for years profited from access to the illegal currency markets and almost free public utilities even as inflation slashed the wages of the working class in dollar terms to the lowest level in Latin America. "There's no increase in the cost structure that justifies such brutal increases in prices," said Paez. But that's hardly comforting to small businesses. Nationwide more than 130 merchants have been arrested since the measures were announced, according to the chief prosecutor's office. They include store managers of the nation's biggest pharmacy chain and at least two others — a Chinese grocer and a butcher — in Santa Teresa del Tuy. Like many small business owners in Venezuela, the David family had become adroit at averting disaster. The business was started in 1991 by David's father, a mechanic who gradually built a chain of three stores. Over the years the family business survived riots, a banking crisis and more recently a shortage of imports that depleted inventories by half. The day David was arraigned was the 15th anniversary of his father's murder in a botched carjacking. But David David, co-owner of the business, said that with his brother locked up, he doesn't know how he'll survive the potent mix of hyperinflation and ironclad controls. For the first time, he's seriously considering permanently closing shop and joining the exodus of 2.3 million Venezuelans who have fled the country in recent years. The only thing stopping him is the support of loyal employees he says are family and who this week took the unusual step of holding a small protest outside their shuttered workplace with signs that read "Free Franklin" and "Let us work!" According to a police report obtained by The Associated Press, a manager for the Miranda state government visited the shop on Aug. 27 and asked for the price of a small engine part for a Toyota Tacoma pick-up. When he returned a week later, the price had jumped almost five-fold, to 13,000 Bolivars, or about $210 at the new official exchange rate. As part of the reform package, Maduro devalued the official rate by 95 percent. David David disputes the allegations in the complaint, but acknowledges that he had no choice to raise prices of his entire inventory by an average of 30 percent to absorb part of the higher costs for imports and now a 60-fold increase in wages. He says he didn't hike them more for fear it would've dried up the trickle of business he still has. In any case, auto parts have never been subject to price caps like food and medicine, leaving him to wonder what his apolitical family did to deserve such treatment. "It's illogical to think that the government that should be helping you produce is instead the one that won't allow you to work," said David. Mayor Ismael Capinel, a member of the ruling socialist party, didn't respond to a request for comment. At the run-down town hall building painted with several murals with the eyes of the late Hugo Chavez, a secretary said that Capinel doesn't have any set days or hours to show up at his office. But when announcing the arrest, the mayor said he was fulfilling the will of Maduro and Miranda State Gov. Hector Rodriguez. "This is a big defeat," he said while overseeing the raid, "to those trying to destabilize the country."

Native Americans Worry Trump Supreme Court Pick Threatens Sovereignty Native Americans have expressed concern about President Donald Trump's pick for Supreme Court justice, Brett Kavanaugh, whose confirmation hearings began this past week in Washington. Many believe that Kavanaugh does not recognize the sovereignty of tribes, which govern themselves as independent nations within the United States. Tribal nations, through hundreds of treaties with the government, ceded more than half a billion hectares of land in exchange for reservations, services, protections and rights — chief of which was sovereignty, the right to rule themselves and make decisions about how to use their own land. Their sovereignty, they argue, was recognized by America's founding fathers and is implicit in the wording of the U.S. Constitution, which gives Congress the power "to regulate commerce with foreign nations, and among the several states, and with the Indian tribes." But the nature of the relationship began to change in the 19th century. "We went from an era of sovereign-to-sovereign relationships into an era of military conquest by the U.S. of tribes and their territories," said Harvard University international economics professor Joseph P. Kalt, an expert on tribal sovereignty. After the Indian wars ended in the late 1800s, the federal government began inserting itself into tribal affairs through a series of laws aimed at abolishing tribal sovereignty and forcing Indians to assimilate into U.S. society and culture. But decades later, in the 1970s, Congress passed laws promoting local self-government by tribes. Today, like states, tribes have the right to pass, enforce and interpret their own laws. They have their own police, courts and taxation systems. Additionally, they have the ability to enforce federal laws and determine how tribal land is used. Republican support for tribal self-determination, however, has waned in the last decade or so, Kalt said. "Tribes depend pretty heavily on lots of federal statutes to create a place for tribes to govern — things like the Indian Child Welfare Act, the authority of the Interior Department to acquire land in trust for tribes so that they can expand their land bases," said Matthew L. M. Fletcher, a member of the Grand Traverse Band of Ottawa and Chippewa Indians in Michigan and a law professor at Michigan State University's College of Law. "But when lower court cases get to the Supreme Court, in some cases, a 200-year precedent doesn't seem to matter." He said many tribes worry that if a conservative Republican like Kavanaugh is confirmed, the Supreme Court could reverse some of the gains they've made over the last 40 years, particularly with regard to the environment. "There is no way that a judge like Kavanaugh would have been nominated to the Supreme Court unless he were willing to restrict federal environmental regulations," said Fletcher, pointing to Kavanaugh's record on the District of Columbia Court circuit, in which he consistently argued against measures to protect clean air and water. Indian reservations today sit on enormous reserves of coal, oil, gas and uranium. While some tribes, dubbed "energy tribes," depend on energy extraction and support Trump's energy policies, most tribes either lack resources or choose not to explore them. "The Trump administration is absolutely driven to support fossil fuel and mineral extraction, and there is no way that a judge like Kavanaugh would have been nominated unless he was very favorable toward natural resource extraction," said Fletcher, outlining a scenario by which tribes could lose their land bases altogether. "Let's say one of those energy tribes is approached by members of Congress or the Interior Department with a proposal promising economic benefits to tribes if they will disestablish their reservation, turn it into private land and proceed with energy extraction," he said. With such an agreement, the federal government would drop out of the trust relationship with that tribe. "And I can see tribes agreeing to go along with that — tribes in Alaska or Oklahoma, tribes with natural resources that complain about the federal government putting up too many restrictions on their ability to exploit their economic interests," he said. And if just one tribe were to accept such a deal, he added, every tribe would find itself pressured to follow suit. The National Congress of American Indians (NCAI) has urged tribal leaders to watch the confirmation hearings carefully, noting that Justice Anthony Kennedy, whom Kavanaugh would replace, was a key vote on important tribal issues. In a statement on its website, NCAI President Jefferson Keel urged tribal leaders to communicate with senators ahead of the confirmation vote to ensure that "tribal sovereignty and treaty rights are honored by the Supreme Court for decades to come."

Prior to 2008, junior [[State of Origin series|interstate]] matches were contested at under-17 and under-19 levels. In 2008, with the advent of the [[National Youth Competition (rugby league)|National Youth Competition]], the age levels switched to an under-16 and under-18 format to keep in line with the [[NSWRL|NSWRL's]] existing [[SG Ball Cup]] and [[Harold Matthews Cup]] competitions and the [[Queensland Rugby League|QRL's]] [[Mal Meninga Cup]] and [[Cyril Connell Cup]] competitions, which would begin in 2009.

New South Wales saw success in the first four under-18 Origin fixtures, winning every game until 2012. New South Wales would win another two more fixtures in 2013 and 2014 before picking up their second lose in 2015, losing to Queensland 22-18 at the [[Melbourne Cricket Ground]]. Since 2015 New South Wales have won every under-18 Origin fixture, in 2016, 2017 and 2018.

Players selected for the New South Wales under-18 team are usually contracted with a [[National Rugby League]] (NRL) side but play in either the [[S. G. Ball Cup|S.G. The Swedish Army Veterinary Corps was established in 1887 and constituted all [[Veterinary physician|veterinarians]] of the [[Swedish Army]], previously summarized under the common name of the ''Veterinärstaten''.<ref name="Westrin (1908), p. 245"></ref> The corps was under the command of the ''Överfältläkaren'' ("Chief Field Surgeon") and consisted of a field veterinarian (with the rank of [[Major (Sweden)|major]]), 14 regimental veterinarians (with the rank of the [[Kapten|captain]]), 26 battalion veterinarians (with the rank of [[Löjtnant|lieutenant]]) and 8 veterinarian scholarship recipients (with the rank of [[Fänrik|''underlöjtnant'']] after the officers). The corps had their own [[military reserve]].<ref name="Westrin (1908), p. 245"/> Positions in the corps were applied to at the National Swedish Board of Health (''Sjukvårdsstyrelsen''), which together with the National Swedish Medical Board (''Medicinalstyrelsen'') delivered proposals to the [[King in Council (Sweden)|King in Council]]. In 1923, the staff of the Swedish Army Veterinary Corps was made up of active duty personnel, [[half-pay]] officers (''reservstat'') and military reserve. Active duty personnel occurred both out of and in troop units.<ref name="Westrin (1923), p. 1130"></ref> Out of troop units: at the National Swedish Board of Health: 1 ''Överfältveterinär'' ("Inspector of Army Veterinary Service") and 1 senior clerical officer (regimental veterinarian); at staffs and more: 6 field veterinarians, 1 at each Army Division Staff, 1 regimental veterinarian at [[Boden Garrison]], 1 battalion veterinarians each at the [[Gotland]] military commander, [[Karlsborg]] Garrison and the Swedish Army Riding and Horse-Driving School (''Arméns rid- och körskola'') at [[Strömsholm]].<ref name="Westrin (1923), p. 1130"/> In troop units: 9 regimental veterinarians and 24 battalion veterinarians. Half-pay officers constituted 1 field veterinarians, 4 regimental veterinarians and 2 battalion veterinarians. These were obliged for military service in war and when conscripts were called in for the defence of the kingdom, as well as in peace for a maximum of 50 days during each 2-year period of service after the age of 48 and for no more than 100 days of each 3-year period up to the age of 48. The reserve staff constituted veterinarians who, with the right to a supplementary pension, resigned from active service or applied to depart from such active service, were admitted to the reserve and veterinarians who received their first employment.<ref name="Westrin (1923), p. 1130"/>

Veterinarians in the military reserve were obliged to service as veterinarian as half-pay officers and, in addition, were required to complete rehearsal training, partly after recruitment, and subsequently every three years until the age of 40 years.<ref name="Westrin (1923), p. 1130"/> Military veterinary posts belonged to the following service classes: ''överfältveterinär'' (lieutenant colonel), field veterinaran (major), regimental veterinaran (captain), battalion veterinarian (older, captain (conditionally), younger, lieutenant). ''Överfältveterinär'' could obtain colonels rank, and field veterinaran on active service lieutenant colonel and regimental veterinaran on active service major, respectively after 25 and 20 years of well-documented service.<ref name="Westrin (1923), p. 1130"/> The eldest battalion veterinarian on active service could be assigned the captain's rank. The staff in the Swedish Army Veterinary Corps, as well as the half-pay officers held corresponding employment positions. Previously, the military veterinary service in Sweden had been placed under the Army's Healthcare Board (''Arméns sjukvårdsstyrelse'') with the [[Surgeon-General of the Swedish Armed Forces|Surgeon-Field General]] as highest commander, but from 1937 the military veterinary service had been separated from the army's healthcare service as the Field Veterinary Office (''Fältveterinärbyrån''), previously included in the Healthcare Board, was partly transferred to the newly established Veterinary Inspectorate (''Veterinärinspektionen'') with the Inspector of Army Veterinary Service (''Överfältveterinären'') as chief, and partly to the same newly established Horse and Veterinary Office (''Häst- och veterinärbyrån'') in the Commissariat Department (''Intendenturdepartementet''). The Inspector of Army Veterinary Service thus became the head of the Swedish Army Veterinary Corps instead of the former Surgeon-Field General. The Veterinary Inspectorate (later the Army Inspectorate's Veterinary Department) handle and settled questions regarding veterinary staff, education, and horse health care, etc., that is, all military veterinary issues. Appropriations related to equipment and horses, [[remount]], horse selection, etc., were handled by the Horse and Veterinary Equipment Office (''Häst- och veterinärmaterielbyrån'') of the Commissariat Service Department (''Intendenturavdelningen'') (formerly the Commissariat Department, ''Intendenturdepartementet'') with the Inspector of Army Veterinary Service as director.

In early 1954, the active staff consisted of 1 Inspector of Army Veterinary Service, 7 field veterinarians, 7 regimental veterinarians and 9 battalion veterinarians.<ref name="Krantz (1955), p. 1"></ref> The corps ceased in 1969 ([[Swedish Code of Statutes|SFS]] 1969:409) by merging the Swedish Army Veterinary Corps, the Swedish Field Medical Corps (''Fältläkarkåren'') and the Swedish Naval Medical Officers' Corps (''Marinläkarkåren'') into the [[Medical Corps of the Swedish Armed Forces]].<ref>Liquid error: wrong number of arguments (1 for 2)</ref>
