CAIRO — British Airways abruptly suspended flights to Cairo for a week from Saturday over security concerns, giving no details about what had prompted the move.
"We constantly review our security arrangements at all our airports around the world and have suspended flights to Cairo for seven days as a precaution to allow for further assessment," it said in a statement.
The airline added that it would never operate an aircraft unless it was safe to do so. When asked for more details about why flights had been suspended and what security arrangements the airline was reviewing, a spokeswoman responded: "We never discuss matters of security."
Three Egyptian airport security sources told Reuters that British staff had been checking security at Cairo airport on Wednesday and Thursday. They provided no further details.
The British Foreign Office updated its travel advice on Saturday to add a reference to the British Airways suspension, advising travelers affected to contact the airline. It has long advised against all but essential travel by air to and from the Egyptian resort of Sharm el-Sheikh, where a Russian passenger jet was bombed in 2015, but has not issued similar warnings against air travel to and from Cairo.
"There's a heightened risk of terrorism against aviation. Additional security measures are in place for flights departing from Egypt to the U.K.," the British advice says.
Egypt's civil aviation ministry could not immediately be reached for comment.
Tourism, a key source of foreign revenue for Egypt, has been recovering after tourist numbers dropped in the wake of a 2011 uprising and the 2015 bombing of the Russian passenger jet, which killed all 224 people on board shortly after takeoff.
That attack, which was claimed by the Islamic State group, prompted Russia to halt all flights to Egypt for several years and a number of countries, including Britain, to cease flights to Sharm el-Sheikh, which have yet to resume.

ATHENS — Greece will submit a 2020 budget later this year that will fully respect the fiscal targets agreed upon with its lenders, newly elected Prime Minister Kyriakos Mitsotakis said Saturday.
Outlining his main policies after a landslide victory in a July 7 election, Mitsotakis told Greek lawmakers that the budget would not put fiscal targets for 2019 and 2020 at risk.
Greece emerged from economic adjustment programs overseen by its lenders last August but still needs to meet fiscal targets, including a primary budget surplus — which excludes interest payments on its debt — of 3.5 percent of annual economic output up to 2022, which many consider unrealistic.
"In the draft budget for 2020, the given fiscal balance is not disrupted and the primary surplus targets for the years 2019 and 2020, agreed by the previous government, are not disputed," Mitsotakis said.
Mitsotakis, who takes over from former leftist Prime Minister Alexis Tsipras, was elected on a pledge to cut taxes and speed up investments to spur growth in a country that lost a quarter of its output during the Greek debt crisis.
He said that planned tax cuts and bold reforms of the economy and public administration would lead to higher growth and help Greece persuade its lenders to lower fiscal targets after 2020.
"In 2020 … we will have the ability to seek the lowering of primary surpluses to more realistic levels," Mitsotakis said.
Property tax cut
Corporate tax will be cut to 24% on 2019 profit from 28% currently and taxation on dividends will be halved to 5 percent, he said, adding that a highly unpopular property tax that was introduced in 2012 at the height of the crisis would be cut by an average 22% this year.
One urgent matter facing Mitsotakis' cabinet is the shoring up of key state-controlled utility Public Power Corp. (PPC), which is saddled with more than 2.4 billion euros of arrears from bills left unpaid during the debt crisis.
Mitsotakis said that PPC, which is 51% owned by the state, would be revamped through the privatization of its networks and identification of habitual defaulters, before a strategic investor was sought for the utility.
The new conservative government, which investors consider to be more market friendly than its predecessor, also plans to relaunch the sale of Helleneic Petroleum, the country's biggest oil refiner, and push ahead with an 8 billion-euro investment plan for the disused Hellenikon airport, which has been beset by years of delays, Mitsotakis said.
"Hellenikon will soon become the symbol of a new Greece of … extroversion and innovation," he said.

Wallace, remembered for his white supremacist views, served as Alabama's governor for 20 years, beginning in 1967, and unsuccessfully sought the Democratic presidential nomination several times.
His 1972 presidential bid ended when he was shot, but he survived. Wallace died in 1998.
Biden's comment came days after Trump said in a tweet that four U.S. congresswomen of color "should go back and help fix the totally broken and crime-infested places from which they came."
The tweet kicked off a weeklong furor in Washington, with Democrats, and some Republicans, denouncing the comment as racist. Three of the four congresswomen were born in the United States, and all are U.S. citizens.
"Our children are listening to this. What the president says matters. It matters, because the president is the face of the nation," Biden said in California.
Trump's re-election campaign responded with a series of tweets highlighting what they said were Biden's own past links to Wallace.
Inspired by Charlottesville rally
Biden, 76, says he was inspired to launch his 2020 White House bid after a 2017 white supremacist rally in Charlottesville, Virginia, where a woman protesting was murdered. After the rally, Trump said that there were "good people on both sides."
Biden, who served under former Democratic President Barack Obama, the first black U.S. president, has found his own record on race in the spotlight since launching his White House bid.
Presidential rival Kamala Harris, a U.S. senator from California and a woman of color, challenged Biden on the issue during the first Democratic debate, leading to its most contentious exchange.
Biden has also tried to tamp down criticism after recent comments that he, as a U.S. senator from Delaware in the 1970s, worked with two Southern segregationist senators to get things done.
Biden has stressed that he entered politics in the early 1970s to fight for civil rights for minorities and civil liberties.
Biden and Harris are two of 25 Democratic candidates vying to become the party's nominee to take on Trump in the November 2020 election. The two Democrats will face off in a second televised debate on July 31.

WHITE HOUSE - Global tensions continue to mount over Iran's seizure of a British-flagged oil tanker in the Strait of Hormuz, with Britain issuing a stern warning to Tehran and the Islamic Republic maintaining the seizure was a "reciprocal" move.
Britain's Foreign Office said Saturday it summoned Iran's Charge d'Affaires in London, one day after British Foreign Secretary Jeremy Hunt said Tehran "may be choosing a dangerous path of illegal and destabilizing behavior" and warned Britain's "reaction will be considered but robust."
Iran's powerful Guardian Council said Saturday the seizure was in response to Britain's participation in the capture two weeks ago of an Iranian oil tanker transporting more than 2 million gallons of Iranian crude oil near the British territory of Gibraltar on Spain's southern coast.
Guardian Council spokesman Abbas Ali Kadkhodaei told Iran's Fars News Agency "the rule of reciprocal action is well-known in international law" and that Iran's seizure was justifiable given "the illegitimate economic war and seizure of oil tankers."
U.S. President Donald Trump declared after Iran's Friday seizure that Iran is "nothing but trouble" and said the U.S. will "be working with the U.K." In response to a question from VOA on the White House South Lawn, Trump said "We have no written agreement [with the British], but I think we have an agreement that is long-standing."
Germany called for the release of the Swedish-owned, British-flagged Stena Impero, with its foreign ministry declaring Iran's seizure was a "dangerous further aggravation of an already tense situation."
France also called on Iran to release the vessel, saying the seizure "hampers a necessary de-escalation of tensions in the Gulf region."
Iran's maritime authorities had requested the capture of the Stena Impero for "not following international maritime regulations," according to the guard corps, which is a branch of the Iranian armed forces.
Personnel on board
The owners of the Stena Impero, which was heading to Saudi Arabia, say they have been unable to contact their vessel, with 23 personnel on board, which was "heading north towards Iran" after being approached by "unidentified small crafts and a helicopter" in the strait.
India said Saturday it was communicating with Iranian government officials in an attempt to secure the release of 18 of its nationals on the Stena Impero.
A Philippine government spokesman said the country's ambassador to Iran is in contact with Iranian authorities to ensure the release of a Filipino crew member.
Officials in London say a second British-owned Liberian-flagged oil tanker, the Mesdar, also was briefly detained by Iranian forces on Friday. The Mesdar's owner confirmed the vessel had been released and tracking date showed the tanker now was heading west Friday into the Persian Gulf.
British government officials are calling the detention of the two tankers a violation of the free passage of vessels in international waters.
A U.S. military spokesman, Lieutenant Colonel Earl Brown with Central Command, said Friday that unarmed surveillance aircraft are monitoring the Strait of Hormuz from international airspace, and said the U.S. military has contacted U.S. ships to ensure their safety.
In another development, state media in Saudi Arabia is reporting that the government has given approval to allow several hundred U.S. forces in the country to boost regional security. U.S. officials told the Associated Press that the move is meant to counter Iran, but said the action has been planned for weeks and is not a response to Friday's seizure of a British oil tanker.
Friday's actions by Tehran appeared to be in retaliation for the detention of a supertanker in the British Mediterranean territory of Gibraltar.
Authorities there on Friday extended for a 30-day period the holding of a Panamanian-flagged super tanker, the Grace 1. It was seized earlier this month by British Royal Marines off Gibraltar on suspicion of violating sanctions against Syria by attempting to transport Iranian crude oil to Syria.
Earlier Friday, Trump expressed confidence an Iranian drone was downed Thursday in the strait as it approached a U.S. warship.
"No doubt about it. No. We shot it down," Trump told reporters in the Oval Office.
"There's no question that this was an Iranian drone," Trump's national security adviser, John Bolton, chimed in. "The USS Boxer took it out as the president announced yesterday because it posed a threat to the ship and its crew. It was entirely the right thing to do."
Asked before news of the seizure of the oil tankers became public -- if he was worried about a broader clash with Iran in the Strait, Trump replied he was not.
"We hope for their sake they don't do anything foolish. If they do, they will pay a price like nobody's ever paid a price."
VOA later asked Trump if seizing the tankers was foolish, but he declined to answer specifically.
Speaking Friday at a security forum in Aspen, Colorado, U.S. Defense Intelligence Director Lt. Gen. Robert Ashley said Iran is at what he described as an inflection point due to ongoing economic strife as a result of U.S. sanctions.
"What you see is an attempt to break that status quo," Asley said.
"We saw this coming a couple of weeks out," he told the audience, adding that while Tehran does not want war, "there's always the possibility of miscalculation."
A senior administration official, earlier Friday, told reporters it is anticipated that the Defense Department will release video evidence of the drone shootdown.
Iran is denying the United States military shot down one of its drones.
"We have not lost any drone in the Strait of Hormuz nor anywhere else," Iran's Deputy Foreign Minister Abbas Araghchi posted on Twitter, adding he is "worried" the U.S. amphibious assault ship had shot down an American military drone "by mistake."

Trump told reporters gathered for a White House event Thursday that the drone came within 900 meters of the USS Boxer and ignored "multiple calls to stand down."
"The drone was immediately destroyed," he said. "This is the latest of many provocative and hostile actions by Iran against vessels operating in international waters. The United States reserves the right to defend our personnel, our facilities, and interests."

The amphibious ship USS Boxer "was in international waters conducting a planned inbound transit of the Strait of Hormuz. A fixed wing unmanned aerial system (UAS) approached Boxer and closed within a threatening range. The ship took defensive action against the UAS to ensure the safety of the ship and its crew," according to a U.S. Defense Department statement.
Iranian offer
U.S. officials are also dismissing an offer proposed by Iranian Foreign Minister Mohammad Javad Zarif to offer permanent scrutiny of his country's nuclear sites in exchange for permanent sanctions relief.
"The president has repeatedly said he is willing to have a conversation with Iranian leaders. If Iran wants to make a serious gesture, it should start by ending uranium enrichment immediately and having an actual decision maker attempt to negotiate a deal that includes a permanent end to Iran's malign nuclear ambitions, including its development of nuclear-capable missiles," a senior U.S. official told VOA.
On Friday, another official elaborated that the Trump administration wants "to see those offers coming from someone who has decision-making power, which he does not."
The official also brushed off Zarif's gesture.
"We've seen absolutely no evidence he has decision-making power," said the senior administration official, adding that any offers from Tehran need to come from either Supreme Leader Ali Khameini or Iranian President Hassan Rouhani.

In a briefing for reporters, a senior official emphasized that Trump desires to change Iran's behavior through diplomacy and economic pressure and "he has no interest in an additional war in the Middle East" but "if they continue to take provocative acts that threaten our assets, our ships, commerce in the region, we'll respond."
Action against Hezbollah
The United States on Friday also declared it is beginning to take increased action against Hezbollah, which one senior official characterizes as "a global terrorist organization sponsored and paid for by Iran."
Asked by VOA whether Tehran dictates where and when Hezbollah will strike or if it is acting independently, the senior official replied: "Both. It depends."
The Treasury Department is offering a $7 million reward for credible and actionable information leading to the apprehension of a senior Hezbollah operative, Salman Raouf Salman, for "perpetrating and plotting terrorist attacks in the Western Hemisphere."
U.S. officials say Salman coordinated the 1994 attack on the largest Jewish community center in South America. The bombing of the building in Buenos Aires, Argentina, killed 85 people and injured hundreds of others.
"We believe he is somewhere in the Middle East," a senior U.S. official replied when asked by VOA what information the government has on Salman's current location.
U.S. officials say Salman was the handler for Mohammed Hamdar, arrested in Peru in 2014 for planning a terrorist operation in that South American country.

On Monday, Argentina's Security Ministry officially designated the Lebanon-based Hezbollah militant group, which is supported by Iran, as a terrorist organization. The designation gives the U.S. another ally in its effort to develop a global coalition to contain Iran's influence in the Middle East and beyond.
Pompeo's visit to Argentina coincides with the 25th anniversary of the bombing of a Jewish community center in Buenos Aires that killed 85 people. The Argentine government has said Hezbollah was responsible for the attack.
The secretary of state left Thursday to meet face-to-face with Latin American leaders amid difficult negotiations with Mexico and Central American countries over how to best stem the flow of migrants to the southern U.S. border.

Migration root causes
Pompeo's three-day visit will also take him to Quito, Mexico City, and San Salvador. He will seek to expand cooperation on security issues, reinforce U.S. commitment to human rights and democracy, and expand economic opportunities for citizens, State Department spokesperson Morgan Ortagus said during a Washington press briefing on Tuesday.
Migration will also be addressed when Pompeo meets with Latin American leaders. Some experts say the United States must address the root causes or "push factors" that are compelling people to flee their homes.
"You have to look at the lack of opportunity, the gang activity, the weak institutions in this region, in Central America if you are ever going to stop people from making what is a difficult and dangerous journey to the United States," Benjamin Gedan of the Wilson Center said. "These people don't leave taking the decision lightly."
He said there is broad consensus among most U.S. lawmakers that President Donald Trump should not have cut U.S. foreign aid to Guatemala, Honduras and El Salvador while at the same time asking them to reduce the flow of migrants.
Other experts reject criticism of Trump for cutting aid to the so-called Northern Triangle countries.
"How worse can things get?" asked James Carafano of the Heritage Foundation. "People are flooding north. It is obvious that money is not achieving anything."
"If we're going to give them money," he added, "I think we have to come up with programs that are actually going to have impact."

The ongoing crisis in Venezuela, where millions have fled to neighboring countries, is likely to be an important topic for Pompeo at every stop on his journey. The U.S. and more than 50 other countries support opposition leader Juan Guaido as the country's leader.
Guaido contends President Nicolas Maduro's re-election last year was invalid and wants early presidential elections. Maduro accuses the opposition of fomenting violence.
Pompeo will also stop in Guayaquil, Ecuador, and San Salvador, El Salvador, to deepen the U.S. relationship with those countries, according to the State Department.

South African singer and musician Johnny Clegg, one of the loudest voices in pop during the anti-apartheid movement, is being widely mourned in the country following his death earlier this week.
The so-called "White Zulu" -- so named for his use of indigenous South African music and dance – passed away at age 66, after a battle with pancreatic cancer.
Musician Sipho Mchunu was just 17 when he met the young man who would change his life -- and South Africa's music scene.
Mchunu was walking down the street when Clegg, just 16, approached him and asked him to sing him a song. He did, and the rest, he says, is history: the two formed a band, Juluka, and became known for their inventive use of Zulu songs and dance. In 1990, they became the biggest-selling world music group on the planet.

'He taught me a lot also'
Clegg was no ordinary singer -- and, Mchunu says, no ordinary South African. His goal was to unite South Africans across color lines. But Mchunu says the learning went both ways.
"I've never been to school so I can't read and write," he told VOA this week in Johannesburg. "So he made me understand the white people, a little bit of the culture. I guess you could say he helped me a lot. I helped him too. But I don't feel like, when the people they say, "you taught him a lot.' I say, 'he taught me a lot also.' So in Zulu, we call that 'izandla ziyagezana,' the hands wash each other."
'He captured the imagination'
On the streets of the hip Johannesburg suburb of Melville, South Africans of all races mourned the loss.
"You can compare him to any international performer," said music fan Philip Brook. "For instance, Queen was a true performer, a true artist. So was Johnny Clegg. He captured the imagination of the people, he told a beautiful story."
He also continues to inspire a new generation of musicians, like 20-year-old student Nipo Mubaiwa.
"When we speak about legends and icons we're actually speaking about people like Johnny Clegg, people like Freddie Mercury and so I think for me that's a really iconic moment," she said. "And you know that you created such a big impact when you pass away and so many people are just in a state of shock because of the amount of impact that you had on their lives."
Mchunu taught Clegg how to dance and stick-fight like a Zulu man, and was by Clegg's side as they rocketed to stardom with hits like "Asimbonanga" and "Impi," a song so controversial it was banned by the apartheid regime.

Fans big and small
But Clegg's music, which dealt with big issues and major figures like former South African President Nelson Mandela, also touched the hearts of ordinary South Africans. Street guard Konose Kula says he will forever carry Clegg's music in his heart.
"Johnny Clegg was the best," he said. "He was a super musician. Yeah. He was a legend."
Kula, too, is a musician, and plays the guitar and the piano. And, he says, the legend himself may be gone, but the White Zulu's music will never die.

New York Governor Andrew Cuomo signed an ambitious climate change bill Thursday with the goal of slashing the state's greenhouse gas emissions 85% below what they were in 1990.
"Cries for a new green movement are hollow political rhetoric if not combined with aggressive goals and a realistic plan on how to achieve them," Cuomo said before signing the bill into law.
He was joined by former U.S. Vice President Al Gore, who has made fighting global warming his life's work.
"We still have it within our power to grab hold of this crisis," Gore said.
The measure Cuomo signed looks to use renewable energy sources, such as wind and solar, to generate 70% of the state's electric power by 2030.
It also includes construction of massive wind farms off the coast of Long Island, which Cuomo said would generate enough electricity to power 1 million homes.
It was unclear how Cuomo and future New York state governments planned to put the ambitious plan into action. The governor and other state officials will put together a 22-member panel to devise that.
Warning about costs
Business leaders and utility companies, however, warned residents to expect higher electric bills because of the initial investment needed to build up solar and wind capacity.
Meanwhile, the U.S. National Oceanic and Atmospheric Administration said last month was the hottest June for the globe since at least 1880, when record-keeping began. NOAA said the planet's average temperature was 15.9 Celsius, or 60.6 Fahrenheit.
Climate experts say global warming caused by greenhouse gases is to blame and say more records will fall before summer ends in the Northern Hemisphere.
Many large U.S. cities can expect dangerously high temperatures this weekend, including Washington, where it is expected to feel like 43 degrees Celsius Friday and Saturday.

Sudanese women were a driving force during months of protests that ousted veteran autocrat Omar al-Bashir, but the sexual violence they endured risks being forgotten with the signing of a power-sharing deal, women's rights activists said Thursday.
Action must be taken to address scores of rapes committed during a deadly crackdown by security forces in June and ongoing sexual harassment on Sudan's streets today, they said.
"There has been much recognition for the role that women have played in Sudan's revolution, but now no one is addressing the sacrifices we have made," said Hala Al-Karib of the Strategic Initiative for Women in the Horn of Africa.
"We have numerous cases of rape committed by security forces, but still the same perpetrators are out on the streets of Sudan today, harassing and intimidating women — and nothing is being done to stop them," she said from Khartoum.

Military council denies charges
The Sudanese Embassy in Nairobi was not immediately available to comment. The military council has previously denied that rape took place.
From students and academics to housewives and street traders, women came out in force to protest against al-Bashir's 30-year rule, before he was replaced by the military in April.
But the protests didn't stop as demonstrators demanded the ruling military council swiftly hand power to civilians, leading to a crackdown on June 3 in which at least 128 people were killed, according to the opposition. The Health Ministry put the death toll at 61.
Sides agree to investigation
The military and an opposition alliance signed an accord on Wednesday aimed at leading the North African nation to democracy with elections in three years. The two sides also agreed to launch an independent investigation into the violence.
Al-Karib, who was active in the protests since they began in December, said the sexual violence was "retribution" for women's role in the uprising, adding that there was an attempt to "push women back in the home" now that a political deal was in place.
The protests were sparked by hardships like soaring inflation and fuel shortages, and many women and girls saw the demonstrations as an opportunity to demand greater freedoms in the strict Islamic country, where women's lives were tightly controlled by men.
Videos posted on social media showed women from Port Sudan in the east to Khartoum, dressed in headscarves, marching and chanting, clapping and singing songs.
But the military response was harsh.
70 cases documented
The Sudan Doctors' Committee said it documented 70 cases of rape during the June 3 crackdown and that female students and street vendors reported ongoing harassment, including grabbing and the use of sexist and insulting language across Sudan.
Women's rights groups across Africa called on the military council to end violations of women and urged the international community to ensure those responsible for the sexual violence were held to account.
"The council has overseen a raft of violations including merciless killings, brutal rape and sexual violence, meted out on peaceful demonstrators by state actors and state affiliates," said the Solidarity for African Women's Rights coalition.
"We call on the African Union, the Intergovernmental Authority on Development, members of the diplomatic community and friends of Sudan to call for an end to these violations and for a peaceful transition in Sudan."

Protests against Puerto Rico governor Ricardo Rosselló continued Wednesday for a fifth day as the embattled politician faces calls for his resignation, following the release of personal correspondence with his allies.
Multiple Puerto Rican celebrities attended protests across the island, including musicians Bad Bunny and Ricky Martin.
Wednesday also marked an escalation of the protests. Demonstrators broke through a barricade at the governor's mansion late Wednesday night, resulting in a swift police response, with law enforcement firing tear gas and rubber bullets to disperse the crowds.
Protests began on Saturday after Puerto Rico's Center for Investigative Journalism published 889 pages of chats between Rosselló and nine other men in his administration. Many of the messages were vulgar in content, with Rosselló and his colleagues repeatedly using slurs and making derogatory comments about individuals, including political rivals and celebrities.
Rosselló was a member of a group chat on the encrypted messaging app Telegram that included numerous members of his administration, including his secretary of state, interior secretary, and public affairs secretary. Also in the group were finance and communications officials who were allied with the governor.

In one exchange, former chief financial officer Christian Sobrino said he would like to shoot San Juan Mayor Carmen Yulin Cruz.
Rosselló told Sobrino "You'd be doing me a grand favor."
In another exchange, Rosselló made derogatory comments about a female New York politician with Puerto Rican heritage.
Members also made multiple anti-gay comments about Puerto Rican celebrity Ricky Martin.
Five of the men involved in the group chat were either fired of tendered their resignations following the release of the messages.
Referred to as "Rickyleaks" and "Chatgate," observers saw the release of the chats as the latest episode in a longer series of government impropriety. Days prior to the release of the messages, two former Puerto Rican officials had been arrested on corruption charges, allegedly having misuses $15.5 million of federal funds. Frustrations also linger over the governor's response to Hurricane Maria.
"The chat was the final straw" said Norma Jean Colberg, a 58-year-old protester, in a comment to The New York Times.
Protests, which have carried on since the release of the chats on Saturday, have resulted in at least three arrests so far, according to police commissioner Henry Escalera.
Protesters had gathered outside the presidential mansion on Monday and had been met with rubber bullets, tear gas, and pepper spray.

According to Escalera, protesters had set fire to trash cans that served as a buffer between demonstrators and police,
Rosselló had not been in the mansion at the time on the protests on Monday, however he released a comment calling the protests "an expression that I respect and very much keep in mind."
The governor condemned the property damage and confrontations, however, that took place during the protests.
"There are many other ways to be heard," he reinforced.
Legislation was introduced in Puerto Rico's house of representatives to impeach Rosselló, although both houses of the territory's legislature are controlled by the governor's party.
Beatriz Rosselló, the wife of the governor, released a statement, calling for her husband to be forgiven.
"He made a mistake, understood that and immediately apologized."
In a radio interview, the embattled governor recognized the effect the messengers had on himself and Puerto Rico.
"We are all bruised — I'm bruised — but I recognize it, and I have to get back up," he said.

A survey by the International Organization for Migration finds Venezuelan migrants and refugees are at high risk of exploitation and abuse. More than 4,600 people were surveyed in five Caribbean and Central American countries between July and December 2018.
The survey provides a snapshot of the hardships encountered by a fraction of the four million people who have fled Venezuela's political and economic crisis over the past few years.
One in five Venezuelans interviewed said they were forced to work under dire conditions without pay or were held against their will until they paid off a debt they incurred while escaping from Venezuela.
Rosilyn Borland is an IOM senior regional migrant protection and assistance specialist based in Costa Rica. On a telephone line from the Costa Rican capital, San Jose, she tells VOA both men and women fall victim to traffickers who force them into abusive situations.

"It is good to remember that these criminal networks, they focus on the vulnerabilities," she said. "So, those can be linked to your gender or they can be linked to other things. So, often we see trafficking and exploitation of women linked to gender-based violence and inequalities that women face. But also, men who are searching for a way to support their families… may also find themselves in situations of vulnerability."
Borland says many migrants and refugees face discrimination while in transit or in destination countries. She says massive flows of people often bring out the worst tendencies in host communities.
"Part of our reasons for asking these questions has to do with fighting against xenophobia and things that, unfortunately, sometimes happen when communities are hosting large numbers of people. It is difficult. It is a strain," she said.
Borland says it is important to regularize migrants in the host countries. She says allowing migrants to work legally brings them out of the shadows so they can fight for their rights. She says having legal status would make them less vulnerable to exploitation and abuse.

Secretary of State Mike Pompeo is heading to Latin America to meet face to face with leaders there, amid difficult negotiations with Mexico and Central American countries over how to best stem the flow of migrants to the southern U.S. border.
State Department spokesperson Morgan Ortagus gave an overview of the full agenda for the trip that begins at the end of the week.
"From July 19th to the 21st, the secretary will visit Buenos Aires, Argentina; Ecuador, Mexico City, San Salvador, where he will expand cooperation on security issues; reinforce U.S. commitment to human rights and democracy, particularly support for the people of Cuba, Nicaragua and Venezuela, and their struggle for freedom; and to enhance economic partnerships and to expand economic opportunities for our citizens," she said a the daily briefing.
Counterterrorism in Argentina
While in Argentina, Pompeo will participate in a counterterrorism conference with regional allies, timed to mark the 25th anniversary of the bombing of a Jewish center in Buenos Aires that killed 85 people, and has been linked to Hezbollah and Iran by Argentine prosecutors.

Stemming migration
Migration is likely to be a major issue at his other stops. Some experts say the U.S. must address the root causes, or "push factors" that are compelling people to flee their homes.
"You have to look at the lack of opportunity, the gang activity, the weak institutions in this region, in Central America if you are ever going to stop people from making what is a difficult and dangerous journey to the United States. These people don't leave taking the decision lightly," Benjamin Gedan of the Wilson Center said.
He said there is broad consensus among most U.S. lawmakers that President Donald Trump should not have cut U.S. foreign aid to Guatemala, Honduras and El Salvador, while at the same time asking them to reduce the flow of migrants.
Other experts reject criticism of Trump for cutting aid to the so-called Northern Triangle countries.
"So I think the criticism of just, 'Oh, the president is just making things worse.' Well, honestly, really? Because how worse can things get?" asked James Carafano of the Heritage Foundation. "People are flooding north. It is obvious that money is not achieving anything.
"So if we're going to give them money, I think we have to come up with programs that are actually going to have impact," he added.

Venezuelan crisis
The ongoing crisis in Venezuela, where millions have fled to neighboring countries, is likely to be an important topic for Pompeo at every stop on his journey.
The U.S. and more than 50 other countries support opposition leader Juan Guaido as the country's leader.
Guaido contends President Nicolas Maduro's re-election last year was invalid and wants early presidential elections. Maduro accuses the opposition of fomenting violence.
Pompeo will also stop in Guayaquil, Ecuador and San Salvador, El Salvador, to deepen the U.S. relationship with those countries, according to the State Department.

Other notable works include the "Meeting of Musicians", which was a gift to Louis XIV.
