Australian PM Announces Compensation for Volunteer Firefighters 

The Australian government announced Sunday that it would compensate volunteer firefighters in the state of New South Wales (NSW), as the country's intense bushfire season rages on. 

Prime Minister Scott Morrison said payments of up to A$6,000 would be available for eligible firefighters who had spent more than 10 days in the field this fire season. 

"I know that our volunteer firefighters in NSW are doing it tough, especially in rural and regional areas," Morrison said in a statement. "The early and prolonged nature of this fire season has made a call beyond what is typically made on our volunteer firefighters." 

The conservative leader has previously said compensation for volunteers was not a priority, but he has faced increasing political pressure as widespread fires continue to burn. 

On Tuesday, he announced government workers could receive additional paid leave for volunteering. 

While there are different rules across Australia's states, volunteers tend to negotiate time off directly with their employers. 

Eight fatalities

Bushfires have destroyed more than 4 million hectares (9.9 million acres) in five states since September, and eight deaths have been linked to the blazes. 

Cooler conditions in many areas during Christmas week helped contain some blazes, but the fire risk has increased in parts of the country in the final few days of 2019. 

On Sunday, organizers of a major music festival in the state of Victoria canceled the event, citing extreme weather conditions expected Monday. 

"After consultation with local and regional fire authorities and other emergency stakeholders, it is clear that we have no other option," the organizers wrote on Facebook. 

The event was meant to run until New Year's Eve, and 9,000 people were already camping at the site when the announcement was made. 

A total fire ban is in place for all of Victoria on Monday because of forecast high temperatures and strong winds creating an "extreme" fire risk across most of the state.

Ivory Coast Presidential Candidate Soro Rejects Coup Allegations

Former Ivory Coast rebel leader Guillaume Soro dismissed an arrest warrant issued against him as baseless and said he would pursue his campaign as a presidential candidate from overseas, according to comments published Sunday in a French newspaper. 

Ivory Coast's public prosecutor issued the warrant for Soro on Monday as part of an investigation into an alleged coup plot, forcing him to call off a planned homecoming ahead of the October 2020 election. 

Soro — who gave the interview Thursday to the Journal du Dimanche in Paris and has been based in France for the past six months, according to the newspaper — said the warrant was politically motivated. 

This warrant is not based on the law, but has simply been issued to stop a candidate from trying to win office," Soro said. 

He added that an audio recording being cited by prosecutors in their allegations was a manipulation and the result of a setup.  

The warrant was issued for breaches of state security, receiving stolen public resources and money laundering. 

Still has allies

The case involving Soro, who retains the loyalty of many former rebel commanders who now hold senior positions in the army, could significantly increase tensions ahead of the election, which is seen as a test of Ivory Coast's stability. 

On Saturday, Ivory Coast President Alassane Ouattara said Soro was not above the law and would face justice for allegedly seeking to destabilize the country. 

That came after a group of Ivory Coast opposition parties accused state authorities on Friday of trying to intimidate them before the presidential election, and denounced the warrant against Soro. 

Soro said he had not had any contact with French President Emmanuel Macron's office during his time in France and had not sought protection. Macron visited Ivory Coast in late December, before the warrant emerged. 

Soro said he would work on a form of political resistance from overseas for now. 

"I am and remain a candidate for the presidency," he said.

Kazakhstan observed a national day of mourning on Saturday a day after 12 people died when an airliner crashed shortly after takeoff and slammed into a house.

The jet carrying nearly 100 passengers operated by budget carrier Bek Air was torn apart and its nose crushed on impact with a building in the country's biggest city Almaty, but many on board managed to walk away without serious injury.

In the capital Nur-Sultan, Kazakhstan's largest flag was at half-mast while officials made urgent appeals for blood donations to help injured survivors.

Neighboring Russia and China were among the countries to join the Vatican and the European Union in expressing condolences to the former Soviet Central Asian republic.

Officials say the Fokker 100 plane's tail hit the tarmac twice on Friday during take-off before it came down and crashed into the concrete building, splitting into two.

According to Kazakh emergency authorities, the 12 dead included the pilot. Another 47 passengers out of the 98 people onboard were still in hospital on Saturday. Nine of them were children, officials said.

An investigation has been opened into "violation of security regulations and air transport operating rules". But the interior ministry is still examining possible causes for the accident.

According to the authorities, an inquiry should announce its first conclusions next month. But a dozen other Bek Air aircraft will be grounded in the meantime.

According to the industry ministry, the low-cost airline operates nine Fokker-100 type aircraft, a medium-haul model built by the Dutch aircraft manufacturer Fokker.

In March 2016, a Bek Air Fokker 100 with 116 passengers on board had to make an emergency landing at Nur-Sultan International Airport due to a landing gear problem, without causing injuries.

Somali officials say at least 30 people were killed and dozens wounded when a huge car bomb exploded at a busy junction on the southwestern side of Mogadishu.

Witnesses say the blast occurred at a security checkpoint at an intersection used by vehicles leaving and entering Mogadishu from Afgoye town. An officer said it was a truck bomb.

Early reports indicated the vehicle filled with explosives was targeting a busy taxation office at the junction where vehicles stop to pay their road taxes.

A witness who went to the scene told VOA Somali that he saw blood and pieces of bodies scattered throughout the scene.

"It's hard to quantify, but many people died," he said. Mogadishu's Aamin Ambulance Service told VOA Somali they have collected 61 dead bodies and 50 wounded people.

The first pictures from the scene show at least 15 dead bodies lying on the ground.

There was no immediate claim of responsibility for the blast. However, the al-Qaida-linked terror group al-Shabab has carried out similar attacks in the past.

==History==
In 1968, the [[Scottish Junior Football Association]] restructured its leagues into six 'regions', with those local leagues merging in the northern area including the ''Morayshire Junior League'' and the ''Aberdeen & District League'' which had been competed for since 1901<ref>[https://ift.tt/37jWGXJ Aberdeen & District Junior Football League 1901-1968], Scottish Football Historical Archive (archived version, 2014)</ref> and had provided two winners of the [[Scottish Junior Cup]] in the 1950s.<ref name=cup></ref> However, football in the territory outwith the city of [[Aberdeen]] (where the only local professional club, [[Aberdeen F.C.]] were also based) was dominated by the [[Highland Football League]] which had member teams in most of the towns across the [[Moray Firth]] and in [[Inverness]], and Junior clubs which also played out of those towns were invariably run on a smaller scale than their Highland League neighbours. Country agreements

VOA's immigration team in July broke a story about the Trump administration forging a "safe third country agreement" with Guatemala, where asylum-seekers from Central America could be sent to that country instead of admitted to the U.S.

Former acting U.S. Department of Homeland Security secretary Kevin McAleenan and Guatemalan officials outlined details of the pact a month later.

Deaths in detention and at the border

At least three children are believed to have died of the flu while in CBP custody over the last two years, including 16-year-old Carlos Gregorio Hernández Vásquez. A video shot earlier this year and published by ProPublica showed Vásquez motionless after collapsing in his cell at 1:36 a.m. The migrant Guatemalan boy died May 20.

A day later, the border station was temporarily closed amid reports that a "large number" of detained migrants had flu-like symptoms.

Remain in Mexico

During a visit to the U.S.-Mexico border, VOA's immigration team spoke with a broad sampling of migrants and asylum seekers in early August. Many departed their home countries months before U.S. policy changes went into effect, under assumptions that no longer apply. All were awaiting immigration court hearings.

Historic low refugee admittances

The United States reached its self-imposed cap of 30,000 refugee arrivals on Sept. 30, the last day of the 2019 fiscal year, as the Trump administration further lowered the cap for refugee admittances for 2020.

Decline in new international student enrollments

For the second year after decades of growth, the number of international students coming to the U.S. sharply declined from some countries.

TPS extends

Nationals of six countries living and working in the U.S. under Temporary Protected Status will be able to remain in legal status until early 2021. The Trump administration's attempt to end TPS for El Salvador, Haiti, Honduras, Nepal, Nicaragua and Sudan was met with several lawsuits in the last year, and the cases remain pending, buying TPS holders more time. 

Public charge

The Trump administration finalized a rule to expand the definition of a person who might become dependent on the government for support, known as a public charge, allowing immigration officials to decide who is admitted into the United States or is allowed to adjust his or her status to that of lawful permanent resident (LPR) based on the likelihood of consuming public resources.

Asylum guidelines

The Trump administration expedited initial screenings of immigrants seeking asylum, moving to interview immigrants within one calendar day.

The government also proposed a regulation to bar immigrants convicted of a new list of crimes from claiming asylum. The proposal must go through a public comment period before it is finalized.

DACA

The U.S. Supreme Court heard arguments on the Trump administration's bid to end the Deferred Action for Childhood Arrivals program that shields immigrants brought to the U.S. as children from deportation and allows them to work in the United States legally. A decision is expected by June 2020.

American citizenship for Liberians

Liberian nationals living in the U.S. since Nov. 20, 2014, without legal residency status are eligible to apply for green cards and eventually U.S. citizenship under terms of a defense spending bill passed by Congress.

U.S. Customs and Border Protection released data for Fiscal Year 2019.  

USCIS expanded guidance related to naturalization requirements of good moral character.

USCIS proposed to adjust fees to meet operational needs.

Several rockets were launched Friday into Iraq's K1 military base, which houses U.S. and Iraqi forces near the oil-rich city of Kirkuk, the Iraqi military said in a statement without elaborating. 

It was not immediately clear if there were any casualties. 

Security sources said they found a launchpad for Katyusha rockets inside an abandoned vehicle near the base. 

No group claimed responsibility for the attack. 

Islamic State militants operate in the area and have turned to insurgency-style tactics aimed at bringing down the government in Baghdad ever since it retook all territory and declared victory against them in December 2017. 

However, a senior U.S. military official said this month that attacks by Iranian-backed groups on bases hosting U.S. forces in Iraq were gathering pace and becoming more sophisticated, pushing all sides closer to an uncontrollable escalation. 

His warning came two days after four Katyusha rockets struck a base near Baghdad International Airport, wounding five members of Iraq's elite Counter-Terrorism Service. It was the latest in a spate of rocket strikes on bases hosting members of the U.S.-led coalition, whose objective is to defeat Islamic State insurgents. 

The K1 base, which lies 15 km (9 miles) northwest of Kirkuk, in northern Iraq, houses U.S. military forces alongside Iraqi forces from the Federal Police and Counter-Terrorism Service, security sources said.

Release of Journalist in Nigeria Fails to Satisfy Press Freedom Advocates

The release of journalist and activist Omoyele Sowore from a Nigerian prison this week has triggered negative reactions from press freedom advocates in the country, with one calling it "still a loss" for Nigeria. 

Supporters and journalists chattered in excitement Tuesday at Department of State Security headquarters in Abuja as a vehicle carrying Sowore approached. He stepped out and spoke about his Christmas Eve release after being held since August, despite two court orders calling for his immediate freedom. 

"The only thing is to thank Nigerians; they made this happen and they should not relent," he said. "Nobody can take a people who are determined for granted." 

The journalist was arrested days ahead of a nationwide "Revolution Now" protest against what Sowore and his supporters say is bad governance in Nigeria.  

Good example

Authorities said the decision to release the journalist was intended to set a good example of compliance with the law. Critics, however, faulted the government for attaching restrictions to the release, including a travel ban and limits on public association. 

Human rights lawyer Marshall Abubakar said, "The release is not a win. As a matter of fact, I think it's still a loss for Nigeria. … The attorney general of the federation, Abubakar Malami, made a statement that he has taken over the case of Mr. Omoyele Sowole. We've always insisted that the charges in the first place should not even be." 

Critics consider Sowore's arrest and detention an effort by the Nigerian government to censor the press and clamp down on free opinion. 

Although authorities deny the accusation, President Muhammadu Buhari's media aide, Garba Shehu, said in a statement that Sowore's criticism of the government came from an advantaged position as a journalist and publisher of Sahara Reporters, a New York-based online news organization. 

A coalition endorsing the protection of whistleblowers and press freedom in Nigeria said there had been more than 70 attacks on journalists and the media this year alone in the country. 

Protester beaten

An incident Monday, barely 24 hours before Sowore's release, resulted in injuries to protesters and journalists. The leader of the protest, Deji Adeyanju, was badly beaten and was being treated in Dubai. 

Human rights activist Adebayo Raphael, who was among protesters at the Monday incident, said, "It is important that this kind of repressive environment is not allowed to thrive. Do you know that in the last four years, human rights and rule of law have been seriously battered in Nigeria?" 

Abubakar accused the government of trying to hide its shortcomings. 
 
"There's a calculated attempt by the government to gag the media to ensure that people do not expose their inadequacies, incompetence or express dissent," he said. "We all cannot have the same opinion on issues. We all cannot agree at all times on all things." 

In 2015, Nigerian authorities used a cybercrime law to justify the arrest of bloggers and journalists. Lawmakers now are considering two bills to regulate free speech on the internet and social media.

An airliner with 98 people on board crashed in Kazakhstan shortly after takeoff early Friday, killing at least 12 and injuring 54 others, authorities said.                                

Kazakhstan's Civil Aviation Committee said in a statement the Bek Air plane hit a concrete fence and a two-story building after takeoff from Almaty International Airport.

Local authorities had earlier put the death toll at 15, but the Interior Ministry of the Central Asian nation later revised the figure downward, without giving an explanation.

Flight 2100, a Fokker-100 aircraft, was heading to the capital, Nur-Sultan, formerly known as Astana, when it lost attitude at 7:22 a.m. local time.

Authorities say all Bek Air flights in Kazakhstan were immediately suspended pending the investigation of the crash.

The manufacturer of the Fokker-100, a medium-sized, twin-turbofan jet airliner, went bankrupt in 1996 and production of the plane stopped the following year.

The cause of the crash was unclear, but the central Asian country's deputy prime minister, Roman Sklyar, said authorities were looking into pilot error or technical failure.  

Upwards of 1,000 first responders were working at the crash site, which was covered in snow. Dozens of people showed up at a local blood bank to donate.
           
The government said it would pay families of the victims about $10,000 apiece.
                      
Kazakh President Kassym-Jomart Tokayev ordered an inspection of all airlines in the country, along with the aviation infrastructure. Eighteen passenger airlines and four cargo carriers are registered in Kazakhstan.

Israeli Prime Minister Benjamin Netanyahu Thursday won a resounding victory over Likud challenger Gideon Saar, winning more than 72% of the vote. The vote gives Netanyahu a boost going into Israel's third general election in a year, scheduled for early March.

"This is a huge victory! Thank you Likud members for your trust, support and love," Netanyahu said in a message to supporters, vowing to lead Likud  "to a great victory in the upcoming [national] elections and continue to lead the State of Israel to unprecedented achievements."

Saar called Netanyahu to concede defeat and said he would continue to support Likud in the coming election campaign. Saar's supporters had said that if he reached 30% of the vote, it would be a big victory. He fell short, but not my much.

 "The contest was vital to the Likud and its democratic character," said Saar.  "My decision to run was right and necessary. Whoever isn't prepared to take a chance for the path he believes in, will never win."

Saar was seen as the first serious challenger to Netanyahu in the 10 years that he has led the ruling Likud party. Netanyahu also recently became Israel's longest-serving prime minister, overtaking the first prime minister, David Ben Gurion. The overwhelming victory seemed to show that the fact that Netanyahu has been indicted in three corruption cases has not dampened his Likud support.

In the last two election campaigns, Netanyahu has run a campaign in the style of U.S. President Donald Trump, denigrating the media and the justice system as making up "fake-news" allegations against him. He described investigations against him as ridiculous, repeating "there will be nothing (no indictment) because there is nothing."

Since the November indictment, he has continued to insist he is innocent, and most analysts say it is Netanyahu who dragged Israel into an unprecedented third election in a year because he wants to gain strength before trying to get immunity.

"All Netanyahu is concerned about is his personal interest – it's why we went through elections in April and September, and why we are going to a third election," Gayil Talshir, a political science professor at Hebrew University said in an interview. "He needs 61 hands in the Knesset (the parliament) to vote for immunity for him. He needs each and every one of the right-wing members of the Knesset."

In the past two elections, neither Netanyahu nor his former army chief Benny Gantz, who started a new party called Blue and White, was able to put together a coalition of 61 seats. Gantz had said he would not join a national unity coalition with Netanyahu at the head, although he is open to another Likud leader.

During negotiations after the September election, Netanyahu offered to step down after six months, but Gantz reportedly did not trust him to keep his promise.

Latest polls show that Blue and White has gained some strength but that neither Likud nor Blue and White can form a coalition. Netanyahu is also hoping that the next election will strengthen some of the right-wing parties who would be his natural coalition partners.
According to the Israeli electoral system, a party needs a minimum of four seats to enter the Knesset. The law was passed to prevent small one- and two-seat parties from entering the Knesset. In last April's election, the Jewish Home party of Defense Minister Naftali Bennet and former Justice Minister Ayelet Shaked fell just 1,500 votes short of the threshold number. For Netanyahu, it was four potential seats lost to the right wing.

Beyond strengthening his own base, Netanyahu hopes to encourage right-wing voters to come out and vote. In the Likud party primary, just under 50% of registered Likud voters came out, partly because of stormy weather. Netanyahu is worried that the third election in a year has left the Israeli public, which traditionally has high rates of voting, apathetic and voter turnout will decrease.

Although Netanyahu trounced Gideon Saar, the fact that anyone was willing to challenge Netanyahu may be the first chink in his armor. For the past 10 years, Netanyahu has completely dominated Likud.

It is not yet clear when Netanyahu's corruption trial will begin. He has insisted that he can both be prime minister and defend himself in court at the same time.

To tourists they are a time-honored, charming way of seeing the sights, but animal rights activists say Montreal's horse-drawn carriages are a cruel and unnecessary relic of yesteryear.

A longstanding feud between the coachmen and their critics looks set to end however with the unique mode of transport set to disappear from the streets of Canada's second city by year-end.

In the heart of Montreal's Old Port neighborhood, a half-dozen horses and carriages are lined up outside the Notre Dame basilica, waiting for riders.

A group of tourists, tempted by offers of a languid and comfortable ride along cobblestone streets and a complimentary blanket across their lap on a cold winter's day, snap pictures.

The carriages this time of year are decorated with red ribbons and fir branches to mark the Christmas holidays.

"It's a unique way to see the city rather than just taking the bus or the subway," said Mujtaba Ali, 29, who is visiting with family from neighboring Ontario, as he steps off a carriage.

Cultural heritage

Horses and landaus — four-wheel, convertible carriages named after the German city of their origin — are a part of Montreal's cultural heritage, owner Luc Desparois said.

"They've been around as long as Montreal has existed," he told AFP.

The Quebec city was founded by European settlers in the 1600s at the site of an indigenous village inhabited as far back as 4,000 years ago, although the landau itself was invented in the 18th century.

City Hall has ordered an end to the tourist rides out of concern for the horses. In 2018, the council passed a bylaw banishing horse-drawn carriages, starting in 2020.

The death of a horse in 2018 while pulling a carriage was the last straw for animal rights groups and prompted mayor Valerie Plante to speak out against the carriage industry, saying it was no longer welcome in Montreal.

The decision will put some 50 coachmen and their horses out of work.

Animal welfare

"It is a tradition that has long been appreciated but today I think it is time to move on," said Jean-François Parenteau, the city's pointman in the case.

The city, he said, must "show concern for the animals."

His comments drew praise from Galahad, a Quebec association for the protection of horses that lobbied for the ban. Its founder, Chamie Angie Cadorette, said the horses faced tough working conditions.

"It is not just an hour a day. It is eight hours a day, going up and down roads in traffic," she said, accusing horse owners of neglect.

"They say they are mistreated. Prove it," said Desparois, who recently lost a legal challenge to the ban.

City Hall, under pressure from activists, had long sought to ban the carriages, but until now had managed only incremental steps, such as requiring horses be taken off the road when summer temperatures soared.

That did not satisfy animal rights groups.

Loss of income, career

In April, to prevent out-of-work horses from ending up at slaughterhouses, the city said it would pay the Society for the Prevention of Cruelty to Animals Can$1,000 (US$760) for each horse offered a refuge or adoptive family.

As of Dec. 16, only one application to join the program had been made.

The offer is a "total insult" for Desparois, owner of the Lucky Luc stable, which has 15 horses and employs 15 coachmen.

"You could offer me $10,000 tomorrow morning and I would not sell them to you," he said, adding that after 34 years in the business his animals mean more to him than money could.

After the ban takes effect, the "king of horse-drawn carriages," as local media has dubbed him, plans to take his horses to other nearby communities or maybe even to Ottawa.

Neither option, he says, will be as profitable as rides in the Old Port, where he charges Can$53 per half-hour ride or Can$85 for an hour with an average of two to seven rides per day.

Older coachmen will simply take early retirement. Others will likely leave the profession.

"I won't have a choice but to quit. I won't have the means to move to Ottawa," said Nathalie Matte, 52, a coachwoman who plans to return to a previous job as a groom.

City Hall, meanwhile, is working on a retraining program to help coachmen transition to other tourist jobs.

As the only Southeast Asian nations in what was once called the TPP trade agreement, Vietnam and Singapore seem far apart. One has the lowest income per capita among agreement members, the other has the highest. One relies on physical manufacturing and commodities, the other on financial and trading services. One is populated by close to 100 million people, the other is an island of not even 6 million people. 

However, Vietnam would like to think the two are closer than that as it labors to become the next Singapore.

Both are linked in joining what is now called the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, a trade agreement. More generally, Vietnam thinks of Singapore as a reachable example of an open and attractive economy, yet one that has been largely controlled by the same political party for decades. 

"Vietnamese enterprises are using Singapore as a hub to reach out to the international market, and Singaporean companies are investing in Vietnam to expand their business," said Tao Thi Thanh Huong, Vietnam's ambassador to Singapore. 

She said she was happy to see "the cooperation between Vietnam and Singapore as strategic partners." 

Vietnam is not the only one with its eyes on Singapore. Numerous developing nations want to mimic its economic development. Developed nations wonder whether to copy its decreased taxes to please corporations. As Britain prepares for Brexit, its departure from the European Union, some bankers want a "Singapore-on-Thames" of decreased taxes and regulation to favor their industry. 

State capitalism 

For Vietnam, the goal combines economics and politics. Author Parag Khanna argues controversially that nations no longer prefer liberal democracy, but economic growth with stable politics, more along the lines of Chinese state capitalism. Singapore and Vietnam have the longest-ruling parties in the Association of Southeast Asian Nations. 

How is Vietnam studying Singapore? Students go there literally to study. Officials from both governments conduct informational exchanges. Corporations go to Singapore to incorporate and raise money from global investors.

"Vietnamese issuers and investors have found the Singapore capital markets to be of great interest, and we have the privilege of being the preferred listing venue for bond issuers from Vietnam," said Loh Boon Chye, chief executive officer of the Singapore Exchange (SGX). 

Singapore is also the largest investor in Ho Chi Minh City and the third largest in Vietnam. However, the figures are likely inflated because corporations incorporate in Singapore while actually originating elsewhere. It is similar to the trend of foreign investors officially coming from the Virgin Islands but not likely to have actual operations there. 

However, there is Singaporean influence in Vietnam. There are two Vietnam-Singapore industrial parks close to Ho Chi Minh City. Singaporean corporations invest in Vietnamese real estate and banking, as well as join the Singapore Business Group of Vietnam.  

"Today over 40 stocks listed on SGX, across a range of industries such as pharmaceutical, energy and consumer business, have business relations with Vietnam," Loh said in a speech welcoming Huong, Vietnam's first female ambassador to Singapore, to SGX this month.

North Korea may not have delivered a so-called "Christmas gift" to the United States, at least not on Christmas Day, but U.S.-North Korea tensions appear far from resolved as Pyongyang's end-of-year deadline for nuclear talks approaches.

There was widespread speculation that North Korea might conduct an intercontinental ballistic missile test around the holiday season, after a North Korean foreign ministry official earlier this month cryptically promised a "Christmas gift" to the United States.

But there were no reported weapons tests Wednesday (Christmas Day), and North Korean state media refrained from any major criticism of the United States as of midday Thursday.

End-of-year deadline

The quiet may not last long. North Korea has imposed an end-of-year deadline for the United States to soften its stance on stalled nuclear talks. Two upcoming events on North Korea's domestic political calendar may also help determine North Korea's intentions.

Before the end of the year, North Korea's ruling party is set to hold a meeting of senior politicians, who could announce far-reaching foreign policy decisions.

North Korean leader Kim Jong Un's annual New Year's Day speech will also be closely watched. In his speech last year, Kim threatened to take his country a "new way" if nuclear talks remain stalled.

Among the more provocative options that Kim could announce, according to analysts: a suspension or termination of negotiations with the United States or the resumption of long-range missile or nuclear tests.

North Korea has for weeks signaled preparations for a major missile launch.

In late November, North Korea warned of a "real ballistic missile" test under the "nose" of Japan. In December, it conducted two engine tests, apparently for long-range rockets.

North Korea's ambassador to the United Nations earlier this month declared that denuclearization is off the negotiating table and that talks with the United States are no longer needed.

A vague ... but viral threat

At one point earlier this month, North Korean state media released almost daily warnings about its end-of-year deadline, including the vague threat about the so-called "Christmas gift."

"What is left to be done now is the U.S. option and it is entirely up to the U.S. what Christmas gift it will select to get," said Ri Thae Song, vice minister of foreign affairs, in a statement via the Korean Central News Agency on December 3.

The statement never specified what the "gift" would be, when it would be delivered, or what the U.S. must do to avoid receiving it. Nonetheless, the "Christmas gift" became a dominant North Korea media narrative in December, drawing major headlines in international media outlets.

In the leadup to Christmas, the topic was trending on Twitter, both internationally and in the United States, with many users joking about what they would like to accomplish before North Korea delivers its gift.

"Nothing is a better demonstration of how effective North Korea's public comms tactics are than the fact that we're all taking the notion of a 'Christmas present' so literally/seriously," Mintaro Oba, a former State Department official who focused on the Koreas, said via Twitter.

"I'm not sure North Korea initially intended for the 'Christmas present' language to signify 'expect something right on Christmas.' Rather, they wanted to heighten the pressure of the end of year deadline in a language they knew we'd understand. But honestly, who knows," Oba said.

Many analysts criticized the constant speculation, suggesting it was increasing U.S.-North Korea tensions.

"In this regard, it seems that many media and experts are encouraging North Korean provocations, and would in fact like to see them happen," said Kim Dong-yub, a North Korea expert at Kyungnam University's Institute for Far Eastern Studies in Seoul.

Kim also points out that North Korea never said the "Christmas gift" would be an ICBM test.

"If North Korea really wants to launch an ICBM, then they won't announce it ahead of time," he said.

According to a report by the U.S.-based Cable News Network (CNN), which cited "a source familiar with the North Korean leadership's current mindset," Pyongyang's "Christmas gift" will likely be a new "hard-line policy toward the United States that involves taking denuclearization off the table."

Talks stalled

Nuclear talks have been stalled since February, when a Hanoi meeting between Kim and U.S. President Donald Trump broke down without a deal. The two sides held working-level talks in October, but North Korea walked away and has since boycotted the talks.

Trump has said his personal relationship with Kim remains strong, but has recently offered a less optimistic view of the nuclear talks.

"Everybody's got surprises for me. But let's see what happens. I handle it as they come along," Trump said Tuesday from Florida, where he is spending the holidays.

"Maybe (the Christmas gift) is a present where he sends me a beautiful vase as opposed to a missile test," Trump added.

A long-range missile test risks embarrassing Trump, who once declared "There is no longer a Nuclear Threat from North Korea."

North Korea this year has conducted 13 rounds of short-range ballistic missile and rocket artillery tests. Trump has downplayed those tests as unimportant.

But Trump has hinted that he would view bigger North Korean provocations as an attempt to interfere in his re-election campaign.
