Born in [[Palanga]] in 1756, in his youth he was appointed preacher in his native town and, subsequently, in Deretschin. He was thereafter known as "The Magid of Deretschin". At the age of 19 he was an itinerant preacher in the Jewish communities of Galicia, Hungary, and Germany (where he remained for some time in Breslau).
In Vilna he made the acquaintance of the [[Gaon of Vilna]] and through him, of Rabbi Shlomo Zalman of Volozhin. Zalman made a deep impression upon Yechezkel, who wrote his biography (Toldos Adam, in 2 parts (Dyhernfurth, 1801–09); frequently reprinted). This contains details of Zalman's life and his teachings as well as stories current about him, and is a unique work for its period, reflecting the widening of the horizons of Hebrew literature in Lithuania at the end of the 18th century. Yechezkel sharply censures those rabbis who neglect study of the Scriptures as a result of their preoccupation with the Talmud and codes.
In 1811 Yechezkel accepted an invitation to become the Maggid of Vilna, a post in which he served until his death.
Other works by Yechezkel are Musar Haskel (Dyhernfurth, 1790), an exposition of Hilkhot De'ot and Teshuvah of Maimonides, and a commentary Be'urei Maharif (i.e., Morenu ha-Rav Yechezkel Feivel) on the Midrash Rabbah to Genesis, Exodus, and Leviticus, which was published in Vilna together with the text in 1878. A third volume of Toldos Adam remains unpublished.

Emma Fern was a Hawaiian chanter and dancer. In 1976, the couple and their two daughters moved to San Francisco, later moving to the Vulcan Foundry Studios, a labyrinthine warehouse complex for artists in Oakland, California. During the years 2000 and 2001 Israel suffered personally as she watched both her mother, and her husband die from cancer. After taking a sabbatical from her art, Israel eventually returned with sculptures that are deeply reflective, and even richer with layered narrative than before.

Between 9,000 and 11,000 people were killed in the nine-month battle to liberate the Iraqi city of Mosul from the Islamic State group, a civilian casualty rate nearly 10 times higher than has been previously reported, an Associated Press investigation found. The deaths aren't acknowledged by the U.S.-led coalition, the Iraqi government or IS's self-styled caliphate. Iraqi or coalition forces were responsible for at least 3,200 civilian deaths from airstrikes, artillery fire or mortar rounds between October 2016 and the fall of IS in July 2017, according to the AP investigation, which cross-referenced morgue lists and multiple databases from nongovernmental organizations. Most of those victims were simply described as "crushed" in health ministry reports. The coalition, which has not sent anyone to Mosul to investigate recent allegations, acknowledges responsibility for 326 deaths. 'Disheartening' lack of interest "It was the biggest assault on a city in a couple of generations, all told. And thousands died," said Chris Woods, head of Airwars, an independent organization that documents air and artillery strikes in Iraq and Syria and shared its database with the AP. "Understanding how those civilians died, and obviously ISIS played a big part in that as well, could help save a lot of lives the next time something like this has to happen. And the disinterest in any sort of investigation is very disheartening," Woods said, using an alternative acronym for IS. In addition to the Airwars database, the AP analyzed information from Amnesty International, Iraq Body Count and a U.N. report. The AP also obtained a list from Mosul's morgue of 9,606 people killed during the operation. Hundreds of dead civilians are thought to still be buried in the rubble. Of the nearly 10,000 deaths the AP found, about a third of the casualties died in bombardment by the U.S.-led coalition or Iraqi forces. Another third were killed in IS militants' final frenzy of violence. And it could not be determined which side was responsible for the deaths of the remainder. But the morgue total would be many times higher than official tolls. Iraqi Prime Minister Haidar al-Abadi told the AP that 1,260 civilians had been killed in the fighting. The U.S.-led coalition has not offered an overall figure. The coalition relies on drone footage, video from cameras mounted on weapons systems and pilot observations for investigations. "The coalition never came to us or sent anyone else to us asking for data. They never came directly or indirectly," said Hatem Ahmed Sarheed, one of the Iraqi men responsible for recording Mosul's dead. An AP reporter visited the morgue six times in six weeks and spoke to morgue staffers dozens of times over the phone. The Americans say they do not have the resources to send a team into Mosul. Because of what the coalition considers insufficient information, the majority of civilian casualty allegations are deemed "not credible" before an investigation ever begins. The coalition has defended its operational choices, saying it was IS that put civilians in danger as it clung to power. 'Inadvertent casualties' "It is simply irresponsible to focus criticism on inadvertent casualties caused by the coalition's war to defeat ISIS," Colonel Thomas Veale, a coalition spokesman, told the AP in response to questions about civilian deaths. "Without the coalition's air and ground campaign against ISIS, there would have inevitably been additional years, if not decades, of suffering and needless death and mutilation in Syria and Iraq at the hands of terrorists who lack any ethical or moral standards," he added. What is clear from the tallies is that as coalition and Iraqi government forces increased their pace, civilians were dying in ever higher numbers at the hands of their liberators. "We are horrified, but not surprised, by these new figures. These numbers are directly in line with our previous findings that thousands of civilians were killed during the battle for Mosul — and that these deaths were caused not only by the so-called Islamic State group, but also by Iraqi and coalition forces," Lynn Maalouf, head of research in the Mideast for Amnesty International, said in response to the AP report. Mosul was home to more than 1 million civilians before the fight to retake it from the IS group began. Fearing a massive humanitarian crisis, the Iraqi government told families to stay put as the final battle loomed in late 2016. As the battle crossed the Tigris River to the west last winter, IS fighters took thousands of civilians with them in their retreat from the eastern half of Mosul. They packed hundreds of families into schools and government buildings. They expected the tactic would dissuade airstrikes and artillery. They were wrong. When Iraqi forces bogged down in late December, the Pentagon adjusted the rules regarding the use of air power, allowing airstrikes to be called in by more ground commanders with less chain-of-command oversight. As the fight punched into western Mosul, the morgue logs filled with civilians increasingly killed by having been "blown to pieces." Massive strike After a single coalition strike killed more than 100 civilians in Mosul's al-Jadidah neighborhood on March 17, the entire fight was put on hold for three weeks. Under intense international pressure, the coalition sent a team into the city for the first time, ultimately concluding that the 500-pound (227-kilogram) bomb — which hit a house packed with families taking shelter from the fighting — was justified to kill a pair of IS group snipers. Iraq's special forces units were instructed not to call in coalition strikes on buildings, but instead on gardens and roads adjacent to IS group targets. A WhatsApp group shared by coalition advisers and Iraqi forces coordinating airstrikes previously named "killing daesh 24/7" was wryly renamed "scaring daesh 24/7." Daesh is the Arabic acronym for the Islamic State group. But on the ground, Iraqi special forces officers said they soon returned to the fight just as before. The WhatsApp group's name was changed back to "killing daesh."

==History==
The Munzinger Archive was founded in Berlin in 1913 by Ludwig Munzinger senior, who, as a former journalist and editorial director of the Berliner Dienst press agency, saw a market for an information service that would allow newspaper editors to quickly and reliably research background information on persons and topics. On March 17, 1913, the first delivery of the archive of journalistic work was published, which from now on was continued on a weekly basis.
In 1914 Munzinger was drafted for military service during the First World War. The archive was continued during the war by his wife Cora on a reduced scale. In 1918, Munzinger returned to his family, which has since moved to Ravensburg, Upper Swabia. From about 1923 the archive became more and more successful, and in 1926 Munzinger relocated the company headquarters to Berlin.
In 1928, the publishing program was expanded to include a sports archive. In 1930, the company moved to Dresden-Loschwitz, home of Cora Munzinger. In the time of National Socialism, the archive was not incorporated as many other companies in the press in the press of the Nazi Party or equaled, but it had to deal with a censor of the Dresden Propaganda Directorate from 1936. In 1939, the statistical-political papers were added to the publishing program. After the bombing of Dresden in February 1945, the Munzinger family fled once again to Ravensburg, where the company still has its headquarters today.
In the spring of 1946, the first shipment of the archive appeared after the Second World War. In the post-war period, the Munzinger Archive developed into a leading provider of information on current events and in particular biographical information for the press. The loose-leaf handbook Countries with statistical and political information on all countries of the world, developed from the statistical-political papers, has become a standard work.
After the death of the founder in 1957, his son Ludwig Munzinger took over Jr. the management of the company. With the press concentration of the 1960s and the dissolution of numerous smaller newspaper editors, the clientele of the archive decreased, so libraries were increasingly recruited as customers for the loose-leaf works of the publishing house. From 1985, the publication was gradually expanded to include electronic offers, initially with an electronic sports archive. In 1995, the publisher moved to a new building in the Ravensburg district of Oberzell. Ludwig Munzinger retired in 2000 from the publishing house. As a result of the ever-increasing concentration of newspaper editors and digitization, the company lost a large number of customers in the years following 2001. Winter has come to Fargo, North Dakota, and at the Great Plains Food Bank on the north side of the city, 16-year-old Puja Chetri and 18-year-old Maria Tuya are stocking up for the season. Chetri, a refugee who fled Nepal with her family when she was 10, and Tuya, a refugee from South Sudan, know the food packages they are stacking up could go a long way to feed their families. "Sometime(s) we don't have that much to eat; usually there's like a box of cereal," Chetri explains, something Tuya says she can also relate to. "When I open the fridge, there is not much I can pick from." There is variety at the Great Plains Food Bank, where they sort, stack and pile their haul into the bed of a pickup truck. But their destination is not into the cupboards of their own homes. They plan to simply…give this food away. "When we hand them food and they go out the door, their facial expression is so bright," Chetri told VOA, holding back tears while trying to explain the personal rewards she gets by organizing a food pantry to feed those in need around her. "They are so delightful; there is so much gratefulness in their facial expression, they are getting little hopes each day when we are handing this food out." Chetri and Tuya's pop-up food pantry is in part an answer to Fargo's need, where almost 15 percent of the population live below the poverty level. While this exercise in giving was conceived and executed by refugee students including Chetri and Tuya, it is one of the many lessons sponsored in part by the non-profit Legacy Children's Foundation, which Executive Director Mary Jean Dehne explains is "an after-school resource to help at-risk kids, low income students receive the resources they need to graduate from high school." North Dakota is one of the leading resettlement locations, per capita, for refugees coming to the United States. About 400 refugees each year arrive in the state, where they are gradually reshaping the ethnic and cultural makeup of their adopted hometowns. More than 5,000 refugees from more than 40 countries now call the city of Fargo and the surrounding area home. The transition for refugees in this northern state is not always easy, and, while the Legacy Children's Foundation does not solely focus on refugees, Dehne says they are often the ones who come to the organization with the greatest risk of dropping out of school. "They really are challenged with feeling like they are fitting in," she told VOA from the modest office she works from in a converted home in one of Fargo's poorest neighborhoods. "They look different, they talk different, they have a different dialect; they don't always understand what the teacher wants when they ask questions." It is all too familiar, and painful, for Puja Chetri, who choked back tears explaining her hardship in adapting to life in her new country. "When you see people in your grade level, and you're not there, and you are so far behind, and you are taken out of class regularly, it just hurts." Thanks to Legacy's programs, which include English lessons, math tutors, and speech therapy sessions, both Chetri and Tuya are among a growing group of success stories who are either currently excelling in, or have already graduated from high school. "Honestly, if this program didn't exist, I wouldn't be here," says Chetri. "I don't know what I'd be doing." "Not only has it helped me with school and education, it has also helped me with leadership skills and confidence," says Maria Tuya, who will graduate from high school later this year. Confidence is an attribute at the core of their determination to pay back Legacy...by paying it forward, not just at the pantry, but also at area homeless shelters where they bring warm food, warm blankets, and, above all for Chetri, hope. "When someone is helping you do better, you just want to give back and make someone else's life get better," she explains. "A small act of kindness can go a long way." A long way in making North Dakota's long, cold winter nights a little bit warmer for those struggling this holiday season, thanks to some of its newest, and most grateful neighbors.

The multinational joint task force fighting the Boko Haram insurgency in Cameroon, Chad and Nigeria says it will hold some 200 former terrorists until Cameroon can construct a rehabilitation center where they will be socially integrated before returning to their communities. The ex-terrorists are currently at the barracks of the multinational joint task force in Mora, on Cameroon's northern border with Nigeria. Soldiers of the Mora camp of the Multinational Joint Task Force fighting Boko Haram sing what is now their regular song after a successful operation. They have just returned from the border with Nigeria with 12 fighters whom they say handed themselves over to the military. Among them is Soule Bupaga, a 22-year-old Nigerian. He says his wish is to return to his village (at Sanda Wajiri, near Kerawa) in Nigeria and that he regrets all the killings even though they were forced to carry them out. He says what he did was not good. There are nearly 200 former fighters detained in the camp. Some were arrested during fighting and others handed themselves over to the military. Cameroonian ex-fighter, 26-year old Gouma Wamwha, says he decided to report to the military after he escaped from a Boko Haram training camp in the Nigerian border town of Gambarou, but was barred from entering his village in the Cameroon town of Kolofata. He says he escaped from a Boko Haram camp with a motorcycle he was given to monitor and report to his former superiors each time a suspected group of people or a strange vehicle was seen approaching. Midjiyawa Bakari, governor of Cameroon's far north region says the government will continue to protect the ex-fighters. He says they have secured land in the border town of Meme were all former fighters will be assisted in reintegrating to society. He says the ex-fighters have committed to assisting the military in bringing back their peers who are still either hiding in the bush because they are afraid of the military or are still under Boko Haram control. 200 other former Boko Haram fighter are taken care of in the Mozogo local council by the government of Cameroon and UN agencies. Their relatives are not ready to accept them in their villages for fear they may once again be infiltrated by the terrorists. The population says some of them may be spies or have been brainwashed with Boko Haram ideology.

Controversy is swirling around the Foundation for a Smoke-Free World. This new non-profit organization has come under intense criticism from health agencies and anti-tobacco campaigners who accuse it of acting as a smoke-screen for Big Tobacco, a charge vigorously denied by the foundation's president. Derek Yach, who created and heads the foundation, was one of the architects of the World Health Organization's Framework Convention on Tobacco Control, which came into force February 27, 2005. He said he believes the provisions of the Convention were still valid and have been largely successful in preventing people from smoking and "in slowing the increase in kids through higher taxes, marketing and so on." But, he told VOA that the Convention focuses little attention on trying to get the billion current smokers in the world to quit the habit. A major obstacle to progress was the issue of Haftar's own rule. He remains popular among some Libyans in the east weary of the chaos but faces opposition from many in western Libya. In his speech Haftar said his forces, known as the Libyan National Army (LNA), could be only placed under an authority that had been elected by the Libyan people, in a further indication that he might take part in the election. The large North African country has been in turmoil since Gadhafi's downfall gave space to Islamist militants and smuggling networks that have sent hundreds of thousands of migrants across the Mediterranean to Europe. Haftar is just one of many players in Libya, which is controlled by armed groups divided along political, religious, regional and business lines.

Severe natural gas shortages have sent prices soaring nationwide, hitting businesses and residents across China's industrial heartland. The plan covers 2017 through to 2021. The government has made "concrete arrangements" regarding geothermal heating, biomass heating, solar heating, gas heating, electric heating, industrial waste heating, and clean coal-fired central heating, the Securities Times said. Half of northern China would have converted to clean heating by 2019, reducing bulk coal burning by 74 million tons, it said. It gave no further details. Factories are closing or operating at reduced capacity, businesses are seeing profits shrink as supply chains are disrupted, and residents are struggling to keep warm in subzero temperatures without adequate heating at home or in classrooms, according to interviews conducted by Reuters across the region this month. The campaign to convert coal to gas is part of long-running government efforts to clean the region's toxic air after decades of unbridled economic growth. On Saturday, PetroChina began diverting nearly 7 million cubic meters of natural gas from the southern province of Guangdong to icy northern China to ease gas shortages, state television said Sunday. Chinese oil and gas major CNOOC had also started supplying some 3 million to 5 million cubic meters of natural gas per day from the South China Sea and its liquefied natural gas (LNG) terminal in Zhuhai city to fill the gap in Guangdong, it said. The gas swap was organized by the NDRC. Gas shortages also spread to Changsha city, capital of the southern province of Hunan. Households that have bought 1,500 cubic meters or more this year were limited to buying 15 cubic meters per day from Dec. 15 onward, state television said. The gas shortage in Changsha could exceed 60 million cubic meters this winter, it said.
