== Early Life and Education ==
Oyagbola, daughter of Ambassador and Mrs A. I Atta was born in Lagos on the 26th of April 1961.  She obtained an LLB with honours in Law from Ahmadu Bello University in 1982, Masters in Law (LL.M) from Trinity College, [[Cambridge University|Cambridge University,]] UK, in 1985, an MBA from [[Lancaster University Management School]], UK, in 2000. In addition, she completed the Advanced Management Programme at [[INSEAD]]<ref name=":1"></ref>. She is an alumnus of the [[London Business School]], IMD and [[Harvard Business School]]. She was called to the Nigerian bar in 1983. She is a Chartered Fellow CIPD, Uk and a Certified Ethics Officer.

== Career ==
Oyagbola started her career in 1986 as a legal practitioner in the Chambers of the late Chief FRA Williams, QC<ref name=":0" />. She subsequently moved into the corporate world, working at Crystal Bank of Africa as a legal adviser between 1990 and 1994. During her time at the bank, she set up the legal department before being appointed as  Group head Management Services and subsequently, in 1994, Group Head of Consumer Banking. In 1996 she joined United Bank for Africa (UBA) Plc as Principal manager - legal and was subsequently appointed as Head of legal services division. Oyagbola's career saw a steady rise  and diversification whilst at UBA as she was appointed as Head of the Human Capital Management Division (HCM) in April 2001 and later, in January 2002, Head Private Banking.

She joined Shell Petroleum Development Company in October 2002 as Head, HR Strategy, Standards and Business Planning and remained there until November 2004.

Oyagbola's outstanding educational background  and professional experience made her a natural choice for the role of Corporate Services Executive at MTN Nigeria, Africa's leading telecommunications provider and world class cellular network<ref name=":1" />. She was responsible for driving MTN's corporate social investment programmes through a strategic partnership approach as pioneer Director of the MTN Foundation, commended by the UN Global Compact for its unique Public Private Partnership Model and the recipient of several awards. In November 2008, she was identified as the most suitable executive to lead a transformation in the HR Function as the Human Resources Executive in MTN Nigeria. Under her leadership, the performance of the company improved dramatically and, in May 2015, MTN became the 1st company in Nigeria to be accredited with the Investors in People Gold Standard. MTN Nigeria also emerged winner in the Telecoms category of CIPM HR Best Practice Awards in October 2014. Under her stewardship, MTN Nigeria was named as the best telecoms company in Jobberman's 100 best places to work in Nigeria. In the same year, MTN was recognized as the most admired and valuable brand by Brand Africa 100. Oyagbola was one of the few executives from an MTN operation invited to join the expanded MTN Group Strategy Committee in South Africa. She was also appointed as a director to MTN Spacetel Benin Board and was Chairperson of its Audit and Risk Committee.

In December 2015, she was appointed Corporate Services Executive in addition to her role as HR Executive, to provide strategic guidance towards the resolution of the NCC fine, arguably one of the most significant challenges faced by the telecoms giant to date. She was a key member of the negotiating team that helped to resolve the crisis amicably, and mitigate the negative impact on shareholder value and corporate reputation. In 2016, MTN was recognized as the most valuable brand in Nigeria.

In December 2016, after the final resolution of the NCC fine. Oyagbola took the decision to resign to pursue fresh opportunities.

Oyagbola is a Fellow and Chair of The Africa Leadership Initiative – West Africa as well as a West Africa Fellow of the Aspen Global Leadership Network. AP Analysis: Blacks Largely Missing From High-Salary Positions Jonathan Garland's fascination with architecture started early: He spent much of his childhood designing Lego houses and gazing at Boston buildings on rides with his father away from their largely minority neighborhood.  But when Garland looked around at his architectural college, he didn't see many who looked like him. There were few black faces among students, and fewer teaching skills or giving lectures.    "If you do something simple like Google 'architects' and you go to the images tab, you're primarily going to see white males," said Garland, 35, who's worked at Boston and New York architectural firms. "That's the image, that's the brand, that's the look of an architect." And that's not uncommon in other lucrative fields, 50 years after the Reverend Martin Luther King, a leader in the fight for equal employment opportunities, was assassinated. An Associated Press analysis of government data has found that black workers are chronically underrepresented compared with whites in high-salary jobs in technology, business, life sciences and engineering, among other areas. Instead, many black workers find jobs in low-wage, less prestigious fields where they're overrepresented, such as food service or preparation, building maintenance and office work, the AP analysis found. 'Other America' In one of his final speeches, King described the "Other America," where unemployment and underemployment created a "fatigue of despair" for African-Americans. Despite economic progress for blacks in areas such as incomes and graduation rates, some experts say many African-Americans remain part of this "Other America," with little hope of attaining top professional jobs, thanks to systemic yet subtle racism. The AP analysis found that a white worker had a far better chance than a black one of holding a job in the 11 categories with the highest median annual salaries, as listed by the Bureau of Labor Statistics. The ratio of white-to-black workers is about 10-to-1 in management, 8-to-1 in computers and mathematics, 12-to-1 in law and 7-to-1 in education — compared with a ratio of 5.5 white workers for every black one in all jobs nationally. The top five high-salary fields have a median income range of $65,000 to $100,000, compared with $36,000 for all occupations nationwide. In Boston, a hub for technology and innovation and home to prestigious universities, white workers outnumber black ones by about 27-to-1 in computer- and mathematics-related professions, compared with the overall ratio of 9.5-to-1 for workers in the city. Overall, Boston's ratio of white-to-black workers is wider than that of the nation in six of the top 10 high-income fields. Boston, where King had deep ties, earning his doctorate and meeting his wife, has a history of racial discord. Eight years after King's assassination, at the height of turbulent school desegregation, a Pulitzer Prize-winning photograph from an anti-busing rally at City Hall showed a white man attacking a black bystander with an American flag. The young victim was Theodore Landsmark. He's now 71, a lawyer, an architect and director of Northeastern University's Dukakis Center for Urban and Regional Policy. Why progress lags He said "structural discrimination" is the overarching cause of disproportionate race representation in high-salary fields. Landsmark and others say gains are elusive for myriad reasons: Substandard schools in low-income neighborhoods. White-dominated office cliques. Boardrooms that prefer familiarity to diversity. Discriminatory hiring practices. Companies that claim a lack of qualified candidates but have no programs to train minority talent. Some also say investors are more likely to support white startups. When Rica Elysee, a lifelong Boston resident who grew up in predominantly black neighborhoods, brought her idea of an online platform linking beauty professionals with customers for in-home appointments to investors, she was shunned, she said. "They said I didn't belong in the program, that they couldn't identify with it because they weren't black," said Elysee, 32, who initially marketed BeautyLynk to black women like herself. "I remember crying pretty harshly. They couldn't relate to what I was doing." Some even advised her to move out of Boston, which had a booming innovation economy but was "not encouraging minorities in the tech space," she said. Three years later, Elysee said BeautyLynk is slowly growing but still needs capital. Most American metro areas are like Boston, with AP's analysis showing that racial disparities in employment are indifferent to geography and politics. California's Silicon Valley struggles to achieve diversity in computer fields. In Seattle, home to Amazon, whites outnumber blacks nearly 28-to-1 in computer- and math-related fields. Financial powerhouse New York has a 3-to-1 ratio of white-to-black workers in all occupations, but nearly 6-to-1 in business and finance. Hollywood shows inequality in entertainment, with almost nine whites for every black worker. In Atlanta, King's hometown, the proportional representation of black-to-white workers is close to even in many fields. Many reasons are cited. Atlanta has historically black colleges and universities such as King's alma mater, Morehouse; the first black mayor, Maynard Jackson, pressed for policies helping black professionals after his 1973 election; and events like the 1996 Olympics opened doors for entrepreneurs of all races. Nationally, it's much different Atlanta is an exception. For nearly all of the past half-century, black unemployment nationally has hovered at about twice that of whites. President Donald Trump touted on Twitter that December's 6.8 percent unemployment rate for blacks was the lowest in 45 years — a number critics say ignores a greater reality. For example, in an economy that increasingly demands advanced degrees, Department of Education data show that black representation among graduates in science, tech, engineering and mathematics peaked at 9.9 percent in 2010 and has been slowly declining. In Boston, Democratic Mayor Marty Walsh said in a recent speech that the city is addressing the issue and is committed to placing 20,000 low-income residents in "good-paying jobs" by 2022. Landsmark said stronger role models may be a solution. As Boston Architectural College's president, he mentored Garland. They discussed race issues in the professional world — as when Garland, trying to land jobs in his neighborhood, realized many people who looked like him were unfamiliar with the very concept of architecture. He once had to explain to a homeowner who wanted his roof reframed: "I'm not a builder, I'm an architect." Today, Garland speaks at high schools and works at the DREAM Collaborative, which focuses on projects in low-income neighborhoods. "I know the barriers exist in other folks' minds, and I have to disprove that," he said. "I keep myself focused on the issues."

Trump Blasts California Governor's Immigrant Pardons President Donald Trump blasted California Governor Jerry Brown on Saturday for his pardon of five ex-convicts facing deportation, including two who fled the Khmer Rouge regime in Cambodia with their families four decades ago. In a tweet, Trump referred to Brown as "Moonbeam," a nickname a newspaper columnist coined for him in the 1970s. Trump then listed the ex-convicts' crimes; they included misdemeanor domestic violence, drug possession, and kidnapping and robbery. Trump wrote: "Is this really what the great people of California want?" A spokesman for Brown responded to a request for comment with more information about the five men but did not directly address Trump's criticism. In a news release about the pardons on Friday, the governor's office said that "those granted pardons all completed their sentences years ago and the majority were convicted of drug-related or other nonviolent crimes." "Pardons are not granted unless they are earned," the governor's office said. Brown's pardons marked the third time the Democrat has intervened on behalf of immigrants who were deported or faced deportation over convictions. Brown has accused the Trump administration of "basically going to war" with California over immigration policy. Brown's pardons don't automatically stop deportation proceedings, but eliminate the convictions on which authorities based their intentions. ​Pardon for Arpaio Trump has been criticized for his own pardon, that of former Arizona Sheriff Joe Arpaio, who was convicted last year of a misdemeanor contempt charge for flouting the courts in carrying out his signature immigration patrols. Trump's pardon spared Arpaio from a possible jail sentence. The 85-year-old longtime lawman announced a run for Senate in January. Those pardoned Friday by Brown included Sokha Chhan and Phann Pheach, who face deportation to Cambodia, a country ruled in the 1970s by the genocidal Khmer Rouge. Chhan was convicted of two counts of misdemeanor domestic violence in 2002 and served about a year in jail. Pheach was convicted of possessing drugs and obstructing a police officer in 2005 and served six months in jail. His wife said he is in federal custody. Also pardoned was Daniel Maher, who served five years in prison stemming from the 1994 armed robbery of a San Jose auto parts store. He was convicted of kidnapping, robbery and being a felon in possession of a firearm. Maher is facing deportation to China, where he has never lived. Maher is from Macau, which became part of China after his family immigrated to California when he was 3. Also pardoned while facing deportation were Daniel Mena and Francisco Acevedo Alaniz. Mena served three years of probation after being convicted of possessing illegal drugs in 2003. Alaniz served five months in prison for a 1997 car theft conviction. The governor is a former Jesuit seminarian and traditionally issues pardons close to major Christian holidays. Easter falls on Sunday. California's longest-serving governor has now issued 1,519 pardons, including 404 during his first two terms as governor from 1975 to 1983.

Trump EPA Expected to Roll Back Auto Gas Mileage Standards  The Trump administration is expected to announce that it will roll back automobile gas mileage and pollution standards that were a pillar in the Obama administration's plans to combat climate change.  It's not clear whether the announcement will include a specific number, but current regulations from the Environmental Protection Agency require the fleet of new vehicles to get 36 miles per gallon in real-world driving by 2025. That's about 10 mpg over the existing standard.  Environmental groups, who predict increased greenhouse gas emissions and more gasoline consumption if the standards are relaxed, say the announcement could come Tuesday at a Virginia car dealership. EPA spokeswoman Liz Bowman said in an email Friday that the standards are still being reviewed. Legal showdown Any change is likely to set up a lengthy legal showdown with California, which currently has the power to set its own pollution and gas mileage standards and doesn't want them to change. About a dozen other states follow California's rules, and together they account for more than one-third of the vehicles sold in the US. Currently the federal and California standards are the same.  Automakers have lobbied to revisit the requirements, saying they'll have trouble reaching them because people are buying bigger vehicles due to low gas prices. They say the standards will cost the industry billions of dollars and raise vehicle prices due to the cost of developing technology needed to raise mileage.  When the standards were first proposed, the government predicted that two-thirds of new vehicles sold would be cars, with the rest trucks and SUVs, said Gloria Bergquist, spokeswoman for the Alliance of Automobile Manufacturers. Now the reverse is true, she said. Still, environmental groups say the standards save money at the pump, and the technology is available for the industry to comply.  Health risk They also say burning more gasoline will put people's health at risk.  "The American public overwhelmingly supports strong vehicle standards because they cut the cost of driving, reduce air pollution, and combat climate change," said Luke Tonachel, director of the Natural Resources Defense Council's Clean Vehicles and Fuels Project.  The EPA and the National Highway Traffic Safety Administration are involved in setting the standards, which would cover the years 2022 through 2025.  Some conservative groups are pressing EPA Administrator Scott Pruitt to revoke a waiver that allows California to set its own rules. They say California shouldn't be allowed to set policy for the rest of the nation. Pruitt has publicly questioned the veracity of evidence complied by climate scientists, including those in his own agency, that global warming is overwhelmingly caused by man-made carbon emissions from burning fossil fuels. If the waiver is revoked, California Attorney General Xavier Becerra says the state will resist. "What we're doing to protect California's environment isn't just good for our communities — it's good for the country," he said in a statement. "We're not looking to pick a fight with the Trump administration, but when they threaten our values, we're ready."  Huge dilemma Getting rid of the waiver or having two gas mileage and pollution requirements presents a huge dilemma for automakers: while they would like to avoid fines for failing to meet the standards, they also want the expense of building two versions of cars and trucks, one for the California-led states and another for the rest of the country. Mark Reuss, a General Motors' product development chief, said in a recent interview that he would rather have a single nationwide standard, even if it stays the same. He called two standards "just waste," because they would require different vehicle equipment and costly additional engineering. "I want one good one," he said. "I could focus all my engineers on one." Automakers agreed to the standards in 2012, but lobbied for and received a midterm review in 2018 to account for changes in market conditions. In the waning days of the Obama presidency, the EPA did the review and proclaimed that the standards have enough flexibility and the technology is available to meet them. Changes would be years away Janet McCabe, who was acting assistant EPA administrator under Obama when the review was done, said Friday it will take a couple years for the EPA to propose new rules, gather public comment and finalize any changes. Any rollback would likely bring legal challenges, forcing Pruitt's EPA to defend the science behind the changes.  "This would all take a long time," said McCabe, now a senior fellow at the Environmental Law and Policy Center. In the meantime, automakers have to proceed with plans for new cars and trucks under the current gas mileage requirements because it takes years to develop vehicles.

== Reign ==

Baddega was a son of his predecessor Yuddhamalla II, and served as a vassal of the [[Rashtrakuta]] king [[Krishna II]]. He is said to have fought 42 battles, and acquired the title ''Solada-gaṇḍa'' ("the unvanquished hero").

The Vemulavada Chalukyas were old rivals of the [[Chalukyas of Vengi|Vengi Chalukya]]s, and had participated in Rashtrakuta campaigns against them. The Vengi Chalukya ruler Gunaga Vijayaditya III inflicted a humiliating defeat on Krishna. According to the Vengi Chalukya inscriptions, Vijayaditya captured Baddega, and offered him protection.

After Vijayaditya's death in 892, the succession of the next king Bhima I was contested by some rebels. Taking advantage of this, Krishna invaded Vengi once again, and captured the frontier region administered by the Ranamardadaka family. However, he was forced to retreat by the Vengi general Kusuma-yudha. This is attested by the Kuravi (or Koravi) inscription of Kusuma-yudha's subordinate Peddana. Krishna appears to have launched another invasion of Vengi, as attested by Bhima's Vedataluru grant inscription. This time, the Rashtrakuta army led by Gundyana penetrated deeper into the Vengi Chalukya kingdom, before being forced to retreat.

Baddega appears to have participated in both of Krishna's campaigns against Bhima. According to his family's [[Parbhani]] inscription and the court poet [[Adikavi Pampa|Pampa]], he captured Bhima as if "he seized a crocodile in water." The simile suggests that Baddega captured Bhima in his natural environment, that is, within the Vengi kingdom, possibly in the capital. Therefore, this event probably happened during the second Rashtrakuta invasion of Vengi, when the invaders penetrated deeper into the kingdom. Bhima appears to have escaped the captivity in a short time, and continued to rule Vengi. His son Iramarti Ganda defeated the Rashtrakuta forces at Peruvanguru and Niravadyapura. Both Iramarti and the Rashtrakuta general Gundyana were killed in this war.

Nothing is known about Bhima's other military achievements. He appears to have died around 895, and was succeeded by his son Yuddhamalla III.

== Cultural contributions ==

An inscription of Baddega's descendant Arisimha II mentions the Baddegeshvara ("[[Ishvara]] of Baddega") temple; the name suggests that it was built by Baddega. This temple is identified with the modern Bheemeshvara temple at [[Vemulawada, Karimnagar district|Vemulavada]].

Utility Plans to Close Nuclear Plants in Ohio, Pennsylvania FirstEnergy Corp. said it will shut down three nuclear plants in Ohio and Pennsylvania within the next three years, making it the latest U.S. utility to announce closings as the nuclear industry struggles to compete with electricity plants that burn plentiful and inexpensive natural gas. The company announced the closings Wednesday and a day later appealed to the U.S. Department of Energy for help, asking that it be allowed to get more money for electricity produced by its nuclear and coal-fired plants. It said in its request that the closings of its nuclear plants could threaten the reliability of the electric grid across the East Coast. FirstEnergy said Wednesday that it would be willing to work with both Ohio and Pennsylvania to find a way to keep the plants open, but lawmakers remain unwilling to offer a financial rescue and it appears the plants are nearing a shutdown. The natural gas boom and increasing use of renewable energy have combined in recent years to squeeze the nation's aging nuclear reactors, which are expensive to operate and maintain. New York and Illinois have responded by giving out billion-dollar bailouts that will be paid by ratepayers to stop unprofitable nuclear plants from closing prematurely. But similar proposals have met with resistance in Connecticut and New Jersey, as well as in Ohio and Pennsylvania, because such subsidies would cause utility bills to increase. Some proponents of nuclear power say the plants are needed to maintain a diverse lineup of energy sources, arguing that while natural gas is cheap now, that might not always be the case. They also say the nuclear plants are vital to the rural towns where they're located, providing millions of dollars in tax money for schools and local governments.  In Ohio, where FirstEnergy is based, state lawmakers said earlier this year that there would be no more hearings on a proposal to increase electric bills to give the company's plants an extra $180 million a year. FirstEnergy said it plans to close its Davis-Besse nuclear plant near Toledo in 2020, and that a year later it will shut down the Perry plant near Cleveland and its Beaver Valley operation in Pennsylvania. "Though the plants have taken aggressive measures to cut costs, the market challenges facing these units are beyond their control," said Don Moul, president of FirstEnergy Solutions, a subsidiary that runs the nuclear plants. The three plants, built in the 1970s, employ a combined 2,300 people who would be affected by the closings. PJM Interconnection, which operates the electric grid covering 65 million people from Illinois east to Washington, is likely to review the impact the potential closings would have on it. The Davis-Besse plant has had its share of operational problems since it opened four decades ago. It was the site of the worst corrosion ever found at a U.S. reactor when inspectors discovered an acid leak that closed the plant for extensive repairs from 2002 to 2004.

The current administration, where Alvarado Quesada once worked in the Social Development and Labor ministries, was blocked by a divided congress over the last four years from passing measures to create a value-added tax (VAT), cut public salaries and tax capital gains. Fitch downgraded Costa Rica's rating from stable to negative in January, citing "institutional gridlock" that has thwarted fiscal reform and warning that more delays will raise risks to growth. However, debt has now increased so much that parties previously opposed to tax reform may support it to avoid further economic malaise, Alvarado Quesada said. "The competitive advantage I have is that time has run out," he said in an interview at an organic market in the capital. Lawmakers have been discussing a 13 percent VAT rate, more modest than an originally proposed 15 percent, but he said that was "not enough." His opponent Alvarado Munoz has yet to present concrete proposals to stem the growing deficit and crime rate, instead focusing on opposition to gay marriage, sex education and abortion. Maintain floating system Alvarado Quesada says he opposes the export sector's demands to devalue the colon currency and wants to maintain the floating exchange rate while making central bank interventions more transparent. But he pledged to support agricultural and industrial sectors by negotiating better terms for joining the Pacific Alliance trade pact with Mexico, Colombia, Chile and Peru. In the fight against record crime, Alvarado Quesada rejected his rival's "firm hand" stance, saying it would aggravate violence. He also criticized President Luis Guillermo Solis' handling of corruption cases that have rocked the government. He repeated his support for gay marriage, contrasting with his opponent who gained widespread support in the conservative country after rejecting an Inter-American Court of Human Rights ruling to legalize same-sex unions. "I did not hide my position for political gain. I was honest with citizens (even though it was unpopular)," Alvarado Quesada said. However, the novelist and ex-rock singer's anti-abortion stance highlights the limits to his progressive agenda. Alvarado Quesada is proposing to develop specific regulations to better enforce a 50-year-old law allowing a pregnancy to be terminated only if the mother's health is at risk. He said this will better protect women who are often unsure of their rights due to the stigma of abortion.

Now the Louvre in Paris is seeking to reinterpret the work of Eugene Delacroix in a retrospective that goes beyond the brief years in which he painted his most recognizable masterpieces, such as Liberty Leading the People, which has graced postage stamps and bank notes in France as well as a Coldplay album cover. Alongside the Mona Lisa, Delacroix's famed image of a bare-chested revolutionary woman brandishing a flag and bayonet, from 1830, is the Louvre's most visited painting. Visitors who know little about the artist's extensive career will be enlightened by Delacroix 1798-1863, which opens Thursday. "Delacroix is the world's greatest Romantic painter. His painting is one of the two most iconic works here. Yet, he remains a mystery,'' said Sebastien Allard, painting director at the Louvre. "There was so much, so much more after the 10 years when he produced his most famous paintings. And we are showing his near-complete works for the first time since 1963,'' he added. ​Widespread influence Allard said 200 works, including watercolors, lithographs and religious art, as well as intimate journals, show the profound influence Delacroix had on world painting. A painter obsessed with light and color, he was one of the first artists to paint mixed-race models to capture the unique luminosity of the skin. Instead of painting green, Delacroix would paint two dots — one blue, one yellow — next to each other and let the spectator's eye do the rest. The exhibit demonstrates how he was an avid experimentalist, inspiring many after him. Pablo Picasso reproduced Delacroix's Women of Algiers, and his pioneering techniques were also seized upon by Impressionists such as Claude Monet and Paul Cezanne. Delacroix has, over the decades, found international fame — including in the United States, from where around 40 of the works were loaned for this show. However, the sheer size of many of the dramatic oils — up to and over 260 centimeters by 325 centimeters  (102 inches by 128 inches) — has prevented the movement of the work around the world. "Delacroix loved the Louvre, and here really is the only place you can see one of the greatest artists of all time,'' Allard said. The Delacroix retrospective runs until July 28, and will be shown in the Metropolitan Museum of Art in New York in the fall, minus the larger works.

US to Add Citizenship Question to 2020 Census U.S. Commerce Secretary Wilbur Ross has announced the next count of every resident in the country will include a question about citizenship status. The U.S. Census Bureau conducts the survey every 10 years, with the next set to come in 2020. The deadline for finalizing the questions is Saturday. Ross said in a memo late Monday that he chose to add the citizenship question after a request from the Department of Justice, which said the move was necessary to get data to better enforce a law that protects minority voting rights. The decision brought criticism from those who say the citizenship question will cause people to not participate in the census because of concerns about how the government could use the information, resulting in an undercount of the population. The census figures determine the number of seats each state is allocated in the U.S. House of Representatives as well as how the federal government distributes hundreds of billions of dollars in funding for various programs. California Attorney General Xavier Becerra announced the state would file a lawsuit challenging what he called an "illegal" move. "Innocuous at first blush, its effect would be truly insidious," he wrote in a joint op-ed in the San Francisco Chronicle with the California Secretary of State Alex Padilla. Former U.S. Attorney General Eric Holder, who now serves as chairman of the National Democratic Redistricting Committee, said his organization will also challenge the decision in court, calling it "motivated purely by politics." "This question will lower the response rate and undermine the accuracy of the count, leading to devastating, decade-long impacts on voting rights and the distribution of billions of dollars in federal funding," Holder said. "By asking this question, states will not have accurate representation and individuals in impacted communities will lose out on state and federal funding for health care, education, and infrastructure." He also said that in his experience leading the Department of Justice, asking the citizenship question on the census "is not critical to enforcing the Voting Rights Act." The census has included a citizenship question in the past. Ross said in his memo the last time it was included was in 1950, but that other surveys by the Census Bureau do currently ask the question. Ross noted the concerns about lower response rates, including from the Census Bureau itself, but said his department's own review "found that limited empirical evidence exists about whether adding a citizenship question would decrease response rates materially." The Census Bureau plans to allow people to respond to the survey on a paper form, through the internet or by telephone. When people do not respond, teams attempt to follow-up with those households. Ross said the higher cost of having to do more follow-ups in the case of a lower response rate was a factor he considered, but that "the need for accurate citizenship data" outweighs concerns about the potential for fewer responses.
