Bolivian Senate OKs New Election, Bars Ex-president 

Bolivia's Senate on Saturday unanimously approved a measure calling for new presidential elections that would exclude ousted leader Evo Morales — a key step toward pacifying a nation since an October 20 vote marred by reported irregularities. 

The measure forbids reelection of anyone who has served the last two terms consecutively as president, effectively ruling out Morales, whose refusal to accept such term limits was a key issue in protests against him. 

The bill now goes to the lower house, which like the Senate is dominated by Morales' Movement Toward Socialism party. 

The measure did not set a date for the vote. 

Resignation

Morales' claim of victory and a fourth term in the October 20 election prompted massive protests that led him to resign on November 10 at the army's suggestion. An audit by a team from the Organization of American States found widespread irregularities in that election. 

After Morales left for asylum in Mexico, his own supporters took to the streets in protest. 

Officials say at least 32 people have died in demonstrations since the presidential election, which would be annulled by Saturday's vote. 

An agreement on elections between Morales' party and the interim government helped pacify the country. Street blockades were lifted, allowing supplies to reach marketplaces Saturday in areas that had been short of groceries and gas. 

Senator Oscar Ortiz said the bill calls for updating the electoral rolls and naming a completely new electoral tribunal to oversee the vote.

"We have to generate confidence in the population," said Senator Omar Aguilar, from Morales' party. 

Later Saturday, interim President Jeanine Anez rejected a bill presented by Morales' party that would have prevented the ousted president from being tried for alleged crimes committed during the exercise of his functions to date. 

"With respect to approving this bill in favor of those who have committed crimes and who now seek impunity, my decision is clear and firm: I will not promulgate this law," Anez said. 

The bill remains paralyzed, lawmakers said. 

On Friday, the interim government accused Morales of terrorism and sedition for purportedly organizing highway blockades intended to prevent food from reaching some cities. 

Acting Interior Minister Arturo Murillo said the complaint relates to a video in which Morales is supposedly heard in a phone call coordinating the blockades from Mexico. Murillo said Bolivia's government is seeking a maximum penalty, which is between 15 and 20 years in prison. 

Morales has said the video is a "montage" by his opponents.

Supreme Court Justice Ruth Bader Ginsburg was hospitalized after experiencing chills and fever, the court said Saturday. 

In a statement, the court's public information office said Ginsburg was admitted Friday night to Johns Hopkins Hospital in Baltimore. She was initially evaluated at Sibley Memorial Hospital in Washington before being transferred to Johns Hopkins for further evaluation and treatment of any possible infection. 

With intravenous antibiotics and fluids, her symptoms abated and she expected to be released from the hospital as early as Sunday morning, the statement said. 

Earlier this month Ginsburg, 86, suffered what the court described as a stomach bug. She was absent from arguments on November 13 but returned for the court's next public meeting, on November 18. 

She has been treated for cancer twice in the past year and two other times since 1999. Over the summer she received radiation for a tumor on her pancreas. Last winter she underwent surgery for lung cancer.

Hong Kongers are voting Sunday in a local election widely seen as a de facto referendum on pro-democracy protests that have recently taken a more aggressive turn. 

The territory is on edge following days of intense clashes between police and groups of mostly student protesters, though the violence has subsided in the past few days. 

Though the district council members being chosen Sunday have little power, pro-democracy forces still hope for a big win that will confirm public support for the protests. 

Police have promised a heavy security presence at voting locations. Public broadcaster RTHK reports officers will be stationed inside and outside polling stations in riot gear. 

"If there's any violence, we will deal with it immediately, without hesitation," Chris Tang, Hong Kong's police commissioner, said.

District councils

Hong Kongers are choosing more than 400 members of 18 district councils scattered across the tiny territory. The district councils essentially serve as advisory bodies for local matters such as building roads or schools. 

"I think the political message is more important than anything else," Ma Ngok, a political scientist and professor at the Chinese University of Hong Kong, said. "If the democrats really score a landslide victory, it will show very clearly that the public is in support of the movement." 

Hong Kong has seen five months of pro-democracy protests. The protests initially took the form of massive demonstrations against a reviled extradition bill, which could have resulted in Hong Kongers being tried in China's politicized court system. 

The protests have escalated in recent weeks, with smaller groups of hard-core protesters destroying public infrastructure, defacing symbols of state power and clashing with police. Protesters defend the moves as an appropriate reaction to police violence and the government's refusal to meet their demands. 

Despite the protester violence, polls suggest the movement still enjoys widespread public support. Meanwhile, the approval of Hong Kong's Beijing-friendly chief executive, Carrie Lam, has fallen to a record low of about 20%. 

Quasi-democratic system 

Under Hong Kong's quasi-democratic system, district councils have no power to pass legislation. But the vote could affect how the territory's more influential Legislative Council and chief executive are selected in the future. 

"That's a big deal," said Emily Lau, a former Legislative Council member and prominent member of the pro-democracy camp. "Because of this constitutional linkage, it makes the significance of the district council much bigger than its powers show you." 

The pro-democracy camp has tried to use the protests as a mobilizing force ahead of the vote and is fielding an unprecedented number of candidates.

But they have a lot of ground to make up. Pro-government forces make up the majority in all 18 district councils, with the so-called "pan-democrats" taking up only about 25% of the overall seats, Ma said. 

Hong Kong has seen a major surge in voter registration, particularly among young people. Nearly 386,000 people have registered to vote in the past year, the most since at least 2003, according to the South China Morning Post. 

Voter sentiment mixed 

At a recent pro-democracy rally in central Hong Kong, many protesters said they plan to vote, but they were divided on whether the election will lead to real change. 

"I'm not excited," said Ip, giving only her first name. "I think voting is one of our ways to express our voice, but I doubt the results will be very good." 

Another demonstrator, who gave the name Ms. Chan, said she also intends to send a message by voting. 

"The government needs to listen to the people," she said. "They do many wrong things, so I think many people will go out and vote."

Tens of thousands of protesters marched through Paris on Saturday to demand a national wake-up call and more government investment to prevent deadly domestic violence against women, a problem that President Emmanuel Macron calls ``France's shame.'' 

A wave of purple flags and signs snaked from the Place de l'Opera through eastern Paris amid an unprecedented public campaign to decry violence against women — and to honor the 130 women that activists say have been killed in France this year by current or former partners. That's about one every two or three days. 

While France has a progressive reputation and pushes for women's rights around the world, it has among the highest rates in Europe of domestic violence, in part because of poor police response to reports of abuse. Many of the women killed this year had previously sought help from police. 

'Femicide'

At Saturday's march — one of the biggest demonstrations this year in Paris — French film and TV stars joined abuse victims and activists calling for an end to ``femicide.'' Many held banners reading ``Sick of Rape.'' 

The protest came on the U.N.'s International Day for the Elimination of Violence Against Women and was aimed at pressuring the French government before it unveils new measures Monday to tackle the problem. 

The measures are expected to include seizing firearms from people suspected of domestic violence and prioritizing police training so they won't brush off women's complaints as a private affair. 

``We live in a culture that finds excuses for assailants,'' Alyssa Ahrabare, spokeswoman for activist group Osez le Feminisme (Try feminism), told The Associated Press. She called for better training for people in police stations and hospitals who encounter victims of domestic violence, and more shelters for abused women. 

Some of Saturday's marchers want 1 billion euros in government investment, though the funding is expected to fall far short of that. 

French activists have stepped up efforts this year to call attention to the problem, with an unusual campaign of gluing posters around Paris and other cities every time another woman is killed. The posters honor the women and call for action. Activists also hold protests, lying down on the pavement to represent the slain women.

A 2014 EU survey of 42,000 women across all 28 member states found that 26% of French respondents said they been abused by a partner since age 15, either physically or sexually. 

That's below the global average of 30%, according to UN Women. But it's above the EU average and the sixth highest among EU countries. 

Half that number reported experiencing such abuse in Spain, which implemented a series of legal and educational measures in 2004 that slashed its domestic violence rates. 

Conversations about domestic violence have also ratcheted up in neighboring Germany, where activists are demanding that the term ``femicide`` be used to describe such killings. 

In France, lawyers and victims' advocates say they're encouraged by the new national conversation, which they say marks a departure from decades of denial. Women aren't the only victims of domestic violence, but French officials say they make up the vast majority. 

'This has to stop'

Beatrice Donnard, 54, activist with the group NousToutes (All of Us), noted that killings often occur when a couple separates, saying, ``It's an entire system that needs to be taken down.'' 

``Each woman you talk to — you could ask your mother or your sister — has a story of sexual violence in one way or another. This has to stop. I think men understand that, and there are many of them here with us — welcome!''

Immigrants Played Vital Role in Trump Impeachment Hearings

A week of back-to-back impeachment hearings in Washington may have been marred by bickering between Democrats and Republicans and thus unpleasant to watch, but at least in one aspect, they inspired confidence in the American experiment.
 
As Americans watched the House of Representatives conduct contentious public hearings — steps toward the possible impeachment of President Donald Trump — viewers got a reminder of the important role that immigrants have played in the nation's development and the opportunities the country has afforded them.

Four key figures in the impeachment hearings are naturalized citizens, two of them children of refugees. Of the four, two earned positions in the White House itself, working on the ultra-sensitive National Security Council. A third worked her way up to the top of the country's diplomatic corps. A fourth was seated on the dais, as an elected congressman and a member of the House Committee on Intelligence.

Ambassador Marie Yovanovitch is the child of immigrants who fled first from the Soviet Union, and then from the Nazi occupation of Europe. Born in Canada, she grew up in Connecticut and became a naturalized U.S. citizen when she turned 18. She went on to graduate from Princeton University and the National Defense University, and to serve out a distinguished career in the State Department including three ambassadorships.

Lt. Col. Alexander Vindman was born in Ukraine, when it was still part of the Soviet Union. His family fled to the U.S. when he was a small child. Like both of his brothers, Vindman joined the U.S. Army, earning numerous commendations including a Purple Heart for wounds suffered in combat in Iraq. He is now Director for European Affairs on the National Security Council.

Fiona Hill, who until recently served in a senior position on the NSC, where she was Vindman's functional superior, opened her testimony by describing herself as "American by choice." Born in a hardscrabble coal mining town in Northern England, she came to the U.S. as an adult, attended Harvard University, and became a citizen in 2002.

Each of the three, at some point, found themselves being questioned by a fellow immigrant. Illinois Congressman Raja Krishnamoorthi, a Democratic member of the intelligence committee, was born in New Delhi, India, and came to the U.S. as an infant. He went on to earn degrees from Princeton and Harvard universities, and was elected to Congress in 2017.

Lieutenant Colonel Vindman's family came to the U.S. in 1973, with the help of HIAS, the global Jewish nonprofit that protects refugees.  

Melanie Nezer, the senior vice president for public affairs at HIAS, said that watching immigrants and refugees who have assumed high-ranking positions in the federal government "just shows you the benefits that refugees bring to this country."

"It shows the talent, the dedication, the patriotism -- all of those things that are contributions that refugees make," she said. "It's not just in later generations, but even in the first generation, when they arrive. You see how grateful they are for the opportunity to start new lives in this country and how dedicated they are to giving back."

To be sure, participating in the public sphere also comes with its own dangers.

Yovanovitch was personally singled out by President Trump for attacks on Twitter, and was the focus of a concerted effort by supporters of the president to force her from her post as ambassador to Ukraine. Vindman found himself the target of online abuse so severe that the Army reportedly considered moving him and his family to safe housing on a military base.

Nevertheless, both appeared before Congress eager to express their dedication and gratitude to the country that took their families in.

"My service is an expression of gratitude for all that this country has given my family and me," Yovanovitch testified. "My late parents did not have the good fortune to come of age in a free society. My father fled the Soviets before ultimately finding refuge in the United States. My mother's family escaped the USSR after the Bolshevik revolution, and she grew up stateless in Nazi Germany, before eventually making her way to the United States. Their personal histories—my personal history—gave me both deep gratitude towards the United States and great empathy for others."

Vindman, wearing his dress military uniform, used his testimony to hit many of the same notes. "Next month will mark 40 years since my family arrived in the United States as refugees," he said. "When my father was 47 years old he left behind his entire life and the only home he had ever known to start over in the United States so that his three sons could have better, safer lives."

"His courageous decision inspired a deep sense of gratitude in my brothers and myself and instilled in us a sense of duty and service," he added. "All three of us have served or are currently serving in the military. Our collective military service is a special part of our family's story in America."

The mound was assumed to be a medieval mote for a castle, but is different in structure and location to the motes in the surrounding area.<ref name=":1" /> In 2002, excavation and [[optically stimulated luminescence dating]] showed that the site was prehistoric, and probably placed within a date bracket associated with the Dunragit complex of monuments to the north.<ref></ref><ref name=":1" /> The site is still classified as a "motte (medieval)" on [[Canmore (database)|Canmore]], the online database of ancient and historical monuments in Scotland.<ref> Canmore|last=|first=|date=|website=canmore.org.uk|language=en|url-status=live|archive-url=https://web.archive.org/web/20190713085611/https://canmore.org.uk/site/61278/droughdool-mote|archive-date=13 July 2019|access-date=2019-11-23}}</ref>

The complex of neolithic monuments at Dunragit was identified in 1992 by Marilyn Brown of the [[Royal Commission on the Ancient and Historical Monuments of Scotland]] from aerial photographs.<ref></ref> When these cropmarks were examined within the wider landscape, it was found that the Droughdool Mote was aligned on the entrance to the middle of three concentric rings at the Dunragit site.<ref></ref> While this alignment may be coincidental, other neolithic flat topped mounds, such as Silbury Hill, Hatfield Barrow and Knowlton in Dorset, are also associated with nearby large enclosures.<ref></ref> A feature of these other sites, missing from Droughdool, is a ditch surrounding the mounds which was often filled with water. However, during the neolithic, the sea level was considerably higher than it is today and at high tide, an area between the mound and the Dunragit enclosure (the Whitecrook Basin) would have been inundated by sea.<ref name=":2" /> Thomas proposes that this may have obviated the need for a ditch at this site.<ref name=":2" /> Sites linked by water are well known from the Neolithic. The most famous of these is the connection between [[Durrington Walls]] and [[Stonehenge]] linked by the [[River Avon, Hampshire|River Avon]]. Thomas speculates that: <blockquote>"In the case of Dunragit and Droughduil, passing out of the enclosure along the entrance passage, and waling down into the Whitecrook Basin and then through the water before climbing the mound might have been understood as a journey of transition or transformation."<ref></ref></blockquote>

President Donald Trump was non-committal Friday about signing bi-partisan legislation supporting pro-democracy activists in Hong Kong.   

In a telephone call to "Fox and Friends," Trump seemed torn between supporting human rights and gaining a trade deal with China.  

Trump said, "Look we have to stand with Hong Kong."  However, he added, "But I'm also standing with President Xi (Jinping).  He's a friend of mine.  He's an incredible guy."

Trump said the world's two largest economies are "in the process of making the largest trade deal in history and if we could do that that would be great."  

The U.S. legislation, consisting of two bills, is aimed at insuring that Hong Kong retains enough autonomy to justify favorable U.S. trading terms.  It also threatens sanctions for human rights violations.

In his "Fox and Friends" call, Trump also boasted that he is responsible for preventing a violent incursion from China into Hong Kong to quell the pro-democracy rallies.

"If it weren't for me, Hong Kong would have been obliterated in 14 minutes.  He's got a million soldiers, standing outside of Hong Kong," said the president, referring to the Chinese president.  Trump also said he had asked the Chinese leader to refrain from any actions that would negatively impact the bilateral trade talks.

The U.S. legislation supporting the Hong Kong activists passed unanimously in the Senate and received only one negative vote in the House.  If Trump would veto the legislation, lawmakers can override the president's veto with two-thirds votes in both the Senate and the House.

Hong Kong's anti-government protests began in June in opposition to a proposed bill - now withdrawn - that would have allowed Hong Kong citizens to be extradited to the mainland. The protests quickly turned into wider calls for democracy and opposition to growing Chinese influence. The protests also spread to local universities.

Many Hong Kongers are outraged by the steady erosion of the "one country, two systems" policy that Beijing has used to govern Hong Kong since Britain returned it to China in 1997.

He was rearrested, and his second trial made it to the national headlines, because the French police could not proceed with his arrest, since Blanche acted in several departments that did not share their judicial information. The national mediatization of the case lead to the creation of the automated judicial file for perpetrators of sexual offences.

== Biography ==
Jean-Luc Blanche was born in February 1958, the sixth in a family of 14 children. Like many of his brothers and sisters, he was placed in another family at a young age, after suffering abuse at the hands of his parents. At age 8, he returned to his family in [[Pauvres]], in [[Ardennes (department)|Ardennes]].

At 17, Jean-Luc found a job as a farm boy, and here got his first conviction. He stayed in prison several times for thefts and falsifying checks. In addition, he also stole bank cards and cars.

In 1982, Blanche left Ardennes, got married and moved to [[Caen]], in [[Calvados (department)|Calvados]], where he continued his crimes. == First series of rapes ==
On August 27, 1990, Jean-Luc Blanche kidnapped his ex-wife, driving her to a forest where he raped her several times. Then he tried to strangle her with a rope, which broke. He then decided to drive her home, but at a stop she opened the door and ran away.

On September 7, on Des Jardins Street in Caen, Blanche broke into the house of a woman named Nathalie at night, threatening her with [[tear gas]] and a knife. He drove her to a forest, where he raped her, before driving her home, but like his ex-wife, she jumped out and managed to flee.

On September 14, again on Des Jardins Street, Blanche broke into another woman's house, named Clara, at night, threatening her with a knife, tying her up and raping her. After the fact, he conversed with her a long while, before stealing the money in her purse and left the house, leaving her tied up.

On June 21st, in Reims, two students of a local school (12/13-year-old Aurore and an unnamed 17-year-old) ran away from class to attend a music festival.<ref name="libé"></ref> Jean-Luc Blanche and his brother, Bruno, lured them into their home, made them drink alcohol and then raped them. On July 12th, Brigitte/Laurence decided to leave Jean-Luc. She went to the [[gendarmerie]] of Vouziers and lodged a complaint against him for the sexual abuse of her daughter, Nadia. The gendarmes summoned Blanche, and he was placed in custody the following day. After an interrogation, he was indicted in [[Charleville-Mézières|Charlville-Mézières]], where Justice Paul-André Breton decided to place Blanche under judicial control, with no contact with his ex-wife, her daughter or the witnesses. On July 27th, at [[Fontaine-la-Soret]] in [[Eure]], around 11 PM, in a rest area near the [[Route nationale 13|RN13]], Blanche tried to strangle a woman named Charlotte. She struggled immensely, but he had the upper hand, raping her before fleeing. Charlotte didn't manage to remeber his license plate because of the shock, but still filed a complaint to the gendarmerie in [[Bernay, Eure|Bernay]].

On the night of August 9th, Blanche entered his ex-wife's home in Vouziers through an open window. He took a knife from the kitchen, raped Laurence/Brigitte, then struck and knocked her down, also destroying some of the property around the house. A neighbor, alerted by the cries of coming from within the household, called the gendarmerie, but in the meantime, Blanche had ran away. When they learned that it was Jean-Luc, gendarmerie realized several things, among them: he disrespected his judicial control; he hadn't shown up to work since July 13th; he never went to his mother's house in Reims, nor did the weekly visit to the police station. On August 13th, an arrest warrant was issued for Blanche on the [[Fichier des personnes recherchées|FPR]].<ref name="nouvobs1">Liquid error: wrong number of arguments (given 1, expected 2)</ref>

On the night between August 25th and 26th, between 4 and 5 PM, on Des Jardins Street, Jean-Luc Blanche entered the studio of 19-year-old student Céline, which was on the first floor. He tied her hands behind her back, and asked her to go and withdraw money from a vending machine. They left the studio, with Céline put in the back of a stolen car, a black [[Volkswagen Polo]]. Instead of heading to the city center, Blanche drove to the countryside, parking on a small dirt road near [[Pont-l'Évêque, Calvados|Pont-l'Évêque]]. He claimed to be a part of a network of [[Human trafficking|human traffickers]] and must deliver her to his [[Russia|Russian]] or [[Turkey|Turkish]] accomplices, so she could be prostituted in [[Eastern Europe]]. However, Jean-Luc suggested that he would not do that and release her, on condition that Céline had sex with him. Blanche took her to a clearing, where he raped her. Then he tried to talk to her, attempting to make Céline pity him by saying that his wife had left him. They left by car, with Blanche stopping on several occassions, submitting his victim to psychological blackmail by pretending to hesitate, telling her that if he released her, he would lose his contract and certainly the confidence of his accomplices. Céline ended up giving in. He stopped the car on a farm road near a cornfield, where he raped her again for much longer, and in a more brutal manner. They then left in the direction of Caen, with Jean-Luc admitting that he had lied to her. Céline how much she had handled, she was revolted. Blanche stopped the car and threatened her with a knife, then told her he would take her with him to southern France. Céline removed the car key from the ignition, threw it out together with Jean-Luc's mobile phone and grabbed the knife. While he was outside getting back the key, Céline searched through his bag and discreetly took her abductor's driving license and put it in her wallet. She threatened Jean-Luc with the knife, demanding they leave towards Caen. Blanche, helpless, promised that he would do nothing, and let her drive. She parked in front of her house, whereupon he took the driver's license she took and returned it to him.<ref name="parisien2"></ref>

That same day, Céline went to the police station in Caen. The police went with her to the places mentioned, and at the site of the second rape near the cornfield, they found condoms used by Blanche. They also found the mobile phone, which was thrown out of the car window by Céline.<ref name="dépmidi">Liquid error: wrong number of arguments (given 1, expected 2)</ref>

On the night of September 1st, in [[Orsay]], Blanche entered the home of 38-year-old executive assistant Martine, through an open window.<ref name="nouvobs1">Liquid error: wrong number of arguments (given 1, expected 2)</ref> He forced her to drink alcohol before kidnapping her. Jean-Luc threatened Martine that he would place her in a [[brothel]], taking her to [[Dijon]] in [[Côte-d'Or]], where he raped her several times before taking her home, warning her that he would return if she told anybody. On September 4th, at around 4 PM, in [[Saint-Loup-Géanges]] in [[Saône-et-Loire]], Blanche entered the home of a 36-year-old real estate negotiator named Solange, whose husband had just gone to work. He threatened her with a knife, tying her hands behind her back and pulled her down the hall. The noise woke up Solange's two children, who asked the strange gentleman who is with her. She reassured them by telling that she was helping the man, whose car had broken down. The children went back to bed, while Jean-Luc forced her into his car. While driving, he told Solange of incredible stories about gambling debts allegedly incurred by her husband, then of gangs who took her husband's vehicle to commit a robbery, and were then ordered to kidnap her so they could ensure his silence. While driving down a forest path, he took the woman out the car, then he simulated a strangling gesture with some string. They then drove back to an old, isolated and uninhabited house in [[Drôme]], for which Blanche had stolen the keys. The man chained Solange's arms in front of the fireplace, forced her to drink strong alcohol, undressed her and passed the blade of a knife along her body. When she was dead drunk, Blanche released her, lay her on the bed and raped her, before acting tenderly towards her. On the next day, he offered Solange to shower and prepare breakfast. They left by car, towards her house. Blanche borrowed Solange's mobile phone to call her mother, so he could inform her that her daughter would be attending his birthday at his home in Reims. Jean-Luc then parked the car on a parking lot at the entrance of [[Chalon-sur-Saône]] so he could smoke a cigarette. At this time, Solange managed to break free and phoned her husband, explaining where she was and telling him to come pick her up as soon as possible. Blanche, helpless, ran away.

== Arrest ==
On September 7th, Jean-Luc Blanche was arrested at his mother's apartment building in Reims, where his concubine, Rachida, also lived.<ref name="dépmidi">Liquid error: wrong number of arguments (given 1, expected 2)</ref> In his car, authorities found the string with which he tied the hands of his victims, along with audio cassettes and a CD player with Céline's voice recorded on them.

During the interrogation, Blanche told the police that Solange (his last victim) was the "best shot of his life". He also stated that in June, Aurore claimed to be over 15 years old, and that both girls had consented. The rape of the 17-year-old was later not included at trial.

Jean-Luc Blanche described to the examinating psychaitrist the traumatic memories of his childhood concerning his father, who:

* broke a kerosene lamp on his mother's head, causing her burns
* attacked his mother
* had his mother eat dirt
* raped his little sisters
* locked him in the cellar for making an ink spot
* hanged him by the feet and whipped him with a thong

* attached a dog collar to him and made him eat excrements

== Trial ==

On each day of the trial, Jean-Luc entered the court after failed suicide attempt. ==English conquest of Waterford==

In 1311, Ragnall was noted by a legal [[enquiry]] headed by the [[Justiciar of Ireland]], [[John Wogan (Justiciar of Ireland)|John Wogan]]. The case revolved around the murder of Eóin, son of Ímar Mac Gilla Muire, and sought to determine whether Eóin was an [[Ostman]] or [[Irishman]]. Although the defendant, one Robert le Waleys, admitted to to killing Eóin, he pleaded that the act was not a felony because Eóin was an Irishman and not of free blood. The Crown, represented by John, son of John, son of Robert le Poer, argued that Eóin was instead an Ostman as a member of the Mac Gilla Muire family. As such, John argued that Eóin was entitled to protection under [[English law]] in Ireland on account of a charter issued by Henry—and later confirmed by [[Edward I, King of England]]—in which such protection was specifically granted to members of the family and other Ostmen.<ref>[[#P1|Purcell (2003–2004)]] p. 283; [[#C1|Carroll (1984)]] pp. 23–24; [[#H2|Hand (1967)]] p. 212; [[#B1|Bugge (1900)]] pp. 327–332; [[#P2|Phillipps (1857)]] pp. 495–498; [[#W2|Wood; Langman; Griffith (n.d.)]] pp. 185–188.</ref>

After the justiciary referred the case to a jury for more information, the jurors declared that Ragnall, a member of the said family, lived near the port of Waterford at "", and unsuccessfully attempted to prevent Henry from landing at Waterford by laying three chains across the harbour entrance (from Renaudescastel on one side, to the land of Dunbrody in the liberty of [[Wexford]] on the opposite side). Iran Keeps Internet Mostly Off for 7th Day as US Levies Sanctions

Iran has extended a major shutdown of internet access into a seventh day to suppress domestic opposition to the government, prompting the United States to sanction the Iranian official overseeing the outage.

In a tweet late Friday, London-based internet monitoring group NetBlocks said the shutdown had lasted a full six days and was "keeping friends and family out of touch and limiting the basic rights of Iranians." A livestream of Iran's internet connectivity rate on the group's YouTube channel  showed a slight improvement to 20%, after having risen to 15% from 5% on Thursday.

Some Iranian officials have said they expect internet access to be gradually restored in the coming days. But there was no government announcement of a date for an end to the shutdown, which began in the evening of November 16 as authorities tried to stop Iranians from sharing images of nationwide anti-government protests that had erupted the previous day.

A news agency of Iran's Islamic Azad University, a private national university network, said in a Thursday article  that seven other major universities in the country had their internet access restored. But it cited a public relations director for one of them, Sharif University, as saying the renewed access was "very slow."

Iranian officials sparked the protests when they raised the subsidized price of gasoline by 50% on Nov. 15. The hike further strains the finances of many Iranians facing hardship in an economy already weakened by U.S. sanctions and government corruption and mismanagement.

In its first punitive response to the internet shutdown, the Trump administration sanctioned Iranian Information and Communications Technology Minister Mohammad Javad Azari Jahromi on Friday.

The Treasury Department said Azari Jahromi's ministry has been responsible for restricting the Iranian people's access to the internet, including popular messaging apps used by tens of millions of Iranians to communicate with each other and the outside world. It added Azari Jahromi to its Specially Designated Nationals and Blocked Persons list, freezing his assets under U.S. jurisdiction and prohibiting Americans from any dealings involving those assets.

British rights group Amnesty International has said it documented the killings of 106 protesters in the crackdown by security forces during the period Nov. 15-19.

Tehran has rejected Amnesty's death toll as speculative but has declined to issue its own tally of protester fatalities. Authorities said several security personnel also were killed in violence by "thugs" who attacked stores and burned buildings in cities around the country.

Iranian leaders have said they succeeded in crushing the unrest after several days, while blaming the protests on incitement by foreign "enemies" and exiled opposition groups. The internet shutdown made it difficult to verify whether the demonstrations have ended.

"The United States stands with the people of Iran in their struggle against an oppressive regime that silences them while arresting and murdering protesters," said Secretary of State Mike Pompeo in a Friday statement. "No country or company should enable the regime's censorship or human rights abuses. The United States will expose these human rights abusers and record their shameful acts for history."

A day earlier, Pompeo took the unusual step of tweeting an appeal, in Farsi and English, for Iranians to send "videos, photos and information documenting the regime's crackdown on protesters." He said people could do so via the @RFJ_Farsi_Bot Telegram channel. It was not clear when the State Department would reveal any content that it has received.

Azari Jahromi, who has 168,000 followers on his verified Twitter account, tweeted late Friday for the first time since the protests began, issuing a defiant response to being sanctioned by Washington.

"I'm not the only member of [the] club of sanctioned persons (Based on Trump's fairytales). Before me, [there were] Iran ICT startups, Developers, Cancer patients and EB [skin disease] children," Jahromi wrote.

Iran has said U.S. sanctions targeting its oil, banks and other major industries represent a campaign of "economic terrorism" against the Iranian people. Washington has said humanitarian trade with Iran is exempt from its sanctions, whose aim is to deny resources to the Iranian government for malign activity.

"I'll continue advocating access to Internet & I won't let US to prohibit Iran development," Azari Jahromi added.

A U.S. Treasury statement identified the 38-year-old as a former Iranian intelligence officer involved in surveillance operations that enabled the government to arrest protesters involved in peaceful opposition demonstrations in 2009. The Treasury said Azari Jahromi has been accused of personally interrogating multiple activists during that period.

In a VOA Persian interview, analyst Behnam Ben Taleblu of the Washington-based Foundation for Defense of Democracies said Azari Jahromi has been a key figure in Iran's censorship apparatus.

"Targeting him is both symbolic and effective, but should not be the end of the stick. It should be a first step toward the U.S. going after Iran's entire telecommunications infrastructure, and that could include its satellites," Taleblu said.
