Sudan Protesters Call for Civil Disobedience  Protest leaders in Sudan are urging people to participate in acts of civil disobedience to put pressure on the military after the deadly disruption of their recent sit-in.    The Sudanese Professionals Association (SPA), which led the demonstrations that spurred the army to topple President Omar al-Bashir, said Saturday that its resistance effort would begin Sunday and continue until the military council ceded power to civilians.    Scores die in violence The call came about a week after security forces moved to disperse the protest camp outside the military's headquarters in Khartoum. At least 113 people have been killed since Monday, doctors close to the protesters said. The Sudanese health ministry put the death toll at 61.    The SPA said it had accepted Ethiopia's Prime Minister Abiy Ahmed as a mediator to resume talks with the military council, although it demanded an independent investigation into the violence that has occurred since al-Bashir's removal.   Meanwhile, opposition sources said two Sudanese rebel leaders were arrested Saturday soon after meeting with Ahmed.    Ahmed urged "courage" as he met Friday with Sudan's ruling generals and opposition leaders in an attempt to ease the political crisis. Upon arriving in Khartoum, Ahmed conferred with the ruling Transitional Military Council (TMC), including TMC chief Gen. Abdel-Fattah Burhan. He later met separately with leaders of the Forces for Freedom and Change (FFC), a coalition of political groups whose protests helped drive Bashir from power in April.   Ahmed has won praise for reforms inside Ethiopia and for making peace with his country's neighbor and longtime foe, Eritrea.  No resumption of talks   There was no sign Friday, however, of a revival of talks between Sudan's military and opposition. Protest leaders Friday insisted that any new talks with Sudan's generals could only happen if certain conditions were met, including the removal of the military from the streets.     A military crackdown on the main protest site in Khartoum earlier this week killed dozens of people and wounded hundreds more.    Many observers blamed the violence on the paramilitary Rapid Support Forces, who have their origins in the notorious Janjaweed militias that Bashir used during the Darfur conflict in the early 2000s.

Syria Uses Familiar Tactic in Rebel Idlib: Bombing Civilians The father could hardly bear seeing his 18-month-old daughter's panic every time the Syrian government warplanes flew over their home. Every day for a month, she ran to him to hide in his arms, tearful and breathless. Abdurrahim had refused to flee his hometown throughout years of violence, and he was determined to hold out through the new, intensified government offensive launched in April against Idlib province, the last significant territory held by Syria's rebels. But now he had his first child, Ruwaida, to think about. "That look on my daughter's face ... is really what is going to kill me," said the 25-year-old Abdurrahim, who asked that his last name not be published for security reasons. His determination collapsed when an airstrike on May 30 pulverized the house next door, crushing to death three children, one of them a girl Ruwaida's age. He whisked his daughter and wife to a nearby village, hoping it would be safe. The Syrian government and its Russian backer have turned to a familiar tactic in their assault on Idlib — relentlessly and systematically striking residential areas, hospitals, markets and infrastructure to break the will of the population and pressure people to flee, according to observers, rights groups and residents. It's a tried-and-true method that worked for President Bashar Assad's forces in their previous, destructive campaigns that retook the city of Aleppo in 2016 and other strategic territories. Striking civilians with impunity has been so characteristic of the 8-year civil war that it rarely even raises much international outrage or attention. Monitors say the pattern of strikes clearly show that, far from being collateral damage, civilian homes, businesses and infrastructure are intentional targets of the government. "Even wars have rules," said Misty Buswell, the Middle East advocacy director for the International Rescue Committee, adding that two hospitals it supports were hit by airstrikes. In this war, she said, attacks on civilians "have happened with absolute impunity." The impact has been brutal in the rebel enclave centered on Idlib in northwest Syria on the border with Turkey. Some 3 million people are bottled up there, more than half of them displaced from other parts of the country recaptured by the military. The Syrian military launched its assault in April, backed by government and Russian airstrikes. It has focused on the enclave's southern edges, taking a few villages and bombarding deeper into Idlib. Bombing "targets everything: bakeries, hospitals, markets. The aim is to stop all services to civilians. Everything," said Wasel Aljirk, a surgeon whose hospital was blasted by strikes. Five weeks of violence has driven nearly 300,000 people from their homes. Many are living under olive trees, in tents or unfinished buildings, cramming in overcrowded shared rooms. Aid groups fear that figure could spiral to 700,000 displaced. More than 300 civilians have been killed, according to opposition activists and war monitors. At least 61 children are among those killed since April, according to Save the Children, though Idlib health authorities put the figure at 75 children killed in May alone. Diana Samaan, a Syria researcher with Amnesty International, said homes are targeted as a "tactic to pressure civilians to succumb." Sara Kayyali, a Syria researcher with Human Rights Watch, said her group and others have "documented enough strikes on residential buildings to at least indicate an appearance of unlawful approach." Hospitals and clinics have been systematically bombarded, some of them hit more than once even though the U.N. identifies many to the Syrian government as health centers. At least 32 hospitals and health facilities around the enclave have been put out of service, either because they were struck or suspended their operations for fear of being hit, Mustafa al-Eido from the Idlib health authority said Thursday. The south Idlib region most directly under attack does not have a single health facility left, after all 16 there were hit by airstrikes or stopped working, al-Eido said. That has put an extra burden on those in other parts of Idlib and forced long journeys on patients, said Mohammed Katoub of the Syrian-American Medical Society, which supports services in the area. Bombings are so frequent that many hospitals are built buried into the sides of hills for protection, known as "cave hospitals." One such cave hospital, a major trauma facility in southern Idlib, called Pulse of Life, was hit by airstrikes three times in the past two years, each time moving to a new location. Every month, it served 5,000 patients and performed 500 operations. The fourth and final strike came May 5 when at least seven rockets pounded the hospital. Direct hits raised massive clouds of earth, gravel, stone and concrete dust into the sky, seen in video posted online. No one was hurt because the staff had evacuated after being tipped of an imminent strike, said Aljirk, the surgeon. But Pulse of Life was virtually destroyed and has not been able to reopen since. In general, the government has a blanket justification for indiscriminate bombing of rebel-held areas, describing the entire population as "terrorists and their families." It further backs its pretext by pointing to the fact that al-Qaida linked militants and other jihadi groups have come to dominate the Idlib enclave, which first fell under rebel control in 2015. Physicians for Human Rights has said the war in Syria has seen the most widespread and systematic assault on health care documented in the world to date. It has counted at least 566 attacks on health facilities since the start of the war, mostly by government forces or their allies. The strike on the house of Abdurrahim's neighbors, the Qasheet family, was part of a major barrage that rained down on residential areas on the town of Maarat Numan, destroying six houses in a single day. Dust was still in the air when the team of first responders known as the White Helmets arrived, said Obada Zakra, a leader of the team. They first focused on survivors in a nearby house while neighbors worked to dig out the Qasheets' two-story home. The father, mother and one son emerged alive though a gap in the debris. Another son was pulled out hours later, bloodied but alive. But the building was pancaked on top of 14-year old Abboudi Qasheet, his two sisters, and younger brother. Neighbors say Abboudi was a local celebrity because of his sweet voice, which he used to call for prayer. He was pinned face down, blood under his nose, with the weight of the house's wreckage on his back. His father wailed as the rescuers tried to free the body. Abdurrahim said when he saw the children under the rubble, "I imagined my daughter there." "We say we get used to the sound of the warplanes — to console ourselves," he said. "But no one gets used to death." He and his family fled, but within two days they came back in Maarat Numan, after the village where they took refuge was also struck by warplanes. "To be displaced and leave your home is not an easy matter," he said. "Those who remain here prefer to die than that humiliation."

'Dr. John,' Funky New Orleans 'Nite-Tripper' Musician, Dies Dr. John, the New Orleans musician who blended black and white musical styles with a hoodoo-infused stage persona and gravelly bayou drawl, died Thursday, his family said. He was 77. In a statement released through his publicist, the family said Dr. John, who was born Mac Rebennack, died "toward the break of day" of a heart attack.  They did not say where he died or give other details.  He had not been seen in public much since late 2017, when he canceled several gigs. He had been resting at his New Orleans area home, publicist Karen Beninato said last year in an interview. Memorial arrangements were being planned. "The family thanks all whom have shared his unique musical journey, and requests privacy at this time," the statement said. His spooky 1968 debut "Gris-Gris" combined rhythm `n blues with psychedelic rock and startled listeners with its sinister implications of other-worldly magic. He later had a Top 10 hit with "Right Place, Wrong Time," collaborated with numerous top-tier rockers, won multiple Grammy awards and was inducted into the Rock & Roll Hall of Fame. A white man who found a home among black New Orleans musicians, he first entered the music scene when he accompanied his father, who ran a record shop and also fixed the P.A. systems at New Orleans bars. As a teenager in the 1950s, he played guitar and keyboards in a string of bands and made the legendary studio of Cosimo Matassa his second home, Rebennack said in his 1994 memoir, "Under a Hoodoo Moon."  He got into music full-time after dropping out of high school, became acquainted with drugs and petty crime and lived a fast-paced life. His gigs ranged from strip clubs to auditoriums, roadhouses and chicken shacks. The ring finger of Rebennack's left hand was blown off in a shooting incident in 1961 in Jacksonville, Florida. He blamed Jim Garrison, the JFK conspiracy theorist and a tough-on-crime New Orleans district attorney, for driving him out of his beloved city in the early 1960s. Garrison went after prostitutes, bars and all-night music venues. The underworld sweep put Rebennack in prison. At that time, he was a respected session musician who had played on classic recordings by R&B mainstays like Professor Longhair and Irma Thomas, but he was also a heroin addict. After his release from federal prison in Fort Worth, Texas, at age 24, Rebennack joined friend and mentor Harold Battiste who had left New Orleans to make music in Los Angeles. Rebennack, who'd long had a fascination with occult mysticism and voodoo, told Battiste about creating a musical personality out of Dr. John, a male version of Marie Laveau, the voodoo queen. In his memoir, Rebennack said, he drew inspiration from New Orleans folklore about a root doctor who flourished in the mid-1800s.  Battiste, in a 2005 interview, recalled, "It was really done sort of tongue-in-cheek." But Dr. John was born and Rebennack got his first personal recordings done in what became "Gris-Gris," a 1967 classic of underground American music. In the years that followed, he played with The Grateful Dead, appeared with The Band in director Martin Scorsese's "The Last Waltz" documentary, jammed on The Rolling Stones' "Exile on Main Street" album and collaborated with countless others — among them Earl King, Van Morrison and James Booker.

Services Begin for 12 Victims of Virginia Beach Shooting Hundreds of mourners packed a Catholic church on Thursday to remember a married mother of three who was killed during last week's mass shooting in a Virginia Beach municipal building. The funeral mass for Katherine "Kate" Nixon in Virginia Beach was among the first memorial services for the 12 people who died, ushering in the next phase of grief for this city on the Atlantic Coast.  "We hope that now she's enjoying the Heavenly Father's blessing," Eric Vogt, pastor of St. Gregory the Great, said during the homily.   A program for the funeral mass showed a smiling Nixon, 42, with her husband and three children, ages 1, 6 and 13.  Nixon was a compliance manager in the city's public utilities division. She had earned a civil engineering degree and was a strong advocate for women pursuing careers in that field. Nixon was also a regular churchgoer, faithfully attending Tuesday Bible studies and Sunday Mass with her family. When she wished peace to parishioners around her in the pews, her sentiments were clearly genuine, Vogt said.   Matthew Lusich, a younger brother, said Nixon was the second oldest of eight siblings who became a natural leader in the family.  She met her future husband in Florida when she was still living in California. But she wrote him letters every day that were adorned with stickers of Disney characters.  Lusich said the entire family would later move Nixon to Florida, forming a wagon train of vehicles that traveled across Interstate 10.  "That's how important Kate was to us," he said.  Nixon and her husband eventually settled in Virginia Beach, where she put down deep roots. Lusich said he was inspired by his sister's willingness to move away from Bakersfield, California, to pursue what she wanted out of life.  "That fearlessness and strength ... showed leadership and inspiration to me," he said. "If Kate can be fearless, I'll be fearless like Kate."  Services for other victims are scheduled through Sunday. A service was held Wednesday for Christopher Rapp in Virginia's Stafford County. Another will be held for him Sunday in Virginia Beach. Brent Hobbs, 61, of Virginia Beach, had worked with Nixon and attended her funeral mass to show respect to her and her family.  "She was a great lady," he said. "Always had a smile on her face." Hobbs said he wants to attend every service for those killed. They include 11 city employees and a contractor. But he said he doesn't know if he'll have the emotional bandwidth to attend all of them.  Meanwhile, police are still trying to determine a motive for the shootings. Authorities say that city employee DeWayne Craddock opened fire in the building last Friday afternoon. He was later killed in a shootout with police.

Brooks' father, the Hon. Herbert William Brooks (1890-1974), was a younger son of the 2nd Baron Crawshaw. After Eton College, he attended the Royal Agricultural College, completing a National Diploma in Agriculture in 1951. That year, he married the Hon. Poll: Some Younger US Workers Not Happy With Graying Workforce A rising share of older Americans is forgoing the concept of a traditional retirement at the age of 65, a trend that some younger workers aren't particularly thrilled to see. A recent poll by The Associated Press-NORC Center for Public Affairs Research found that workers under the age of 50 were significantly more likely to view America's aging workforce as a negative development when compared with their older counterparts. About 4 in 10 respondents ages 18 to 49 and 44% of the youngest respondents ages 18 to 29 said they consider the trend to be a bad thing for American workers. Just 14% of those age 60 and over said the same. "I don't think in things like IT and medicine you're as effective a worker (at 65 years old) as you are at 50," says Katie Otting, a 29-year-old living in Southern California. "If some 65-year-old is in a position that he's not ready to quit because he wants a better pension and there's someone else ready to take that job, they're not going to replace him." An aging population, elevated health care costs and lingering financial uncertainty following the Great Recession all are believed to be contributing to America's steadily graying workforce. Nearly 20% of Americans over the age of 65 were employed or actively looking for work last year, up from less than 12% two decades prior, according to the Bureau of Labor Statistics. But the increased prevalence of older workers has led some to believe seniors are holding back the country's economic momentum by remaining in the workforce. Men were slightly more likely than women to cite the aging workforce as a problem for U.S. workers (32% to 27%). And about a third (34%) of more affluent respondents earning more than $100,000 annually said the same, slightly more than the 24% of those earning less than $30,000 who said so. By contrast, about 6 in 10 Americans age 60 and over say the trend has actually been a good thing for the economy, compared with 3 in 10 Americans under 30 who think that. About a third of Americans under 50 who have noticed the trend in their own workplace believe the aging workforce has negative implications for their own careers. "One of the myths that's out there causing younger and older people to butt heads is the idea that `Oh, it's because these older people are on the job preventing me from getting the job I want,"' says Steve Burghardt, a 74-year-old professor of social work at the City University of New York who thinks Americans are "looking for someone younger or someone older to blame" for inequality, job displacement and other economic problems. Research is mixed on the aging workforce's overall impact on the U.S. economy. Adam Ozimek, a senior economist at Moody's Analytics, says his prior research efforts have suggested a growing population of older workers can slow productivity and ultimately hamper wage growth for the rest of the labor market. But he says there's little evidence to suggest that the presence of older workers is "crowding younger workers out of promotions," noting that many of the workers who would naturally move up and replace positions currently held by baby boomers are not millennials but rather middle-aged members of Generation X. "In anxious times, we look for scapegoats. And old people are a ready scapegoat, especially if you are forced out of having a public presence or are forced (out of a job)," says Ashton Applewhite, a New York-based writer and ageism activist. The idea that older workers are keeping jobs away from younger Americans, preventing them from moving up the corporate ladder into higher-ranking, higher-paying positions, is not a new one. But economists say it doesn't have much basis in economic reality. "The more of those seniors continue to work, that means they're also spending. And that spending helps build a rich economy that gives you jobs and lots of opportunities," says Andrew Chamberlain, chief economist at employment hub Glassdoor. But Chamberlain and Ozimek say it might be easier to believe older workers are holding back their younger counterparts when looking at the economy on a smaller scale. One particular company, for example, may only employ one chief of marketing. Should that person choose to remain in the workforce until he or she is 80 years old, lower ranking employees may perceive a lack of upward mobility. A comparable job may be ripe for the taking elsewhere, Chamberlain says, but it may be at another company or in another city that would require a move that many employees may be unwilling to make. "They feel like their opportunities are only within that firm," Chamberlain says. "I think it's just simple confusion. I think people are mixing up (opportunities) just inside one company versus the overall job market." Meanwhile, many older workers are coming to terms with the fact that they'll need to remain in the workforce to keep their heads above water or maintain their current lifestyles. Mitch Rothschild, 61, lives and works in New York City and says he expects he is "probably going to have to work until I die." He says the aging workforce is less of an economic problem and more of a financial reality to which workers of all ages need to adapt. "Hey, look, I wished I'd been skiing in the Alps since I was 40," he says. "But you think I'm going to stop working a year from now and rely on Social Security for the next 20 years? No."

Fighting Germans & Jim Crow: Role of Black Troops on D-Day It was the most massive amphibious invasion the world has ever seen, with tens of thousands of Allied troops spread out across the air and sea aiming to get a toehold in Normandy for the final assault on Nazi Germany. And while portrayals of D-Day often depict an all-white host of invaders, in fact it also included many African Americans.   Roughly 2,000 African American troops are believed to have hit the shores of Normandy in various capacities on June 6, 1944. Serving in a U.S. military still-segregated by race, they encountered discrimination both in the service and when they came home.   But on Normandy, they faced the same danger as everyone else.   The only African American combat unit that day was the 320th Barrage Balloon Battalion, whose job was to set up explosive-rigged balloons to deter German planes. Waverly Woodson Jr. was a corporal and a medic with the battalion. Although Woodson did not live to see this week's 75th anniversary - he died in 2005 - he told The Associated Press in 1994 about how his landing craft hit a mine on the way to Omaha Beach.   "The tide brought us in, and that's when the 88s hit us," he said of the German 88mm guns. "They were murder. Of our 26 Navy personnel there was only one left. They raked the whole top of the ship and killed all the crew. Then they started with the mortar shells."   Woodson was wounded in the back and groin while on the landing craft but went on to spend 30 hours on the beach tending to other wounded men before eventually collapsing, according to a letter from then-Rep. Chris Van Hollen of Maryland. Van Hollen, now a U.S. senator, is heading an effort to have Woodson posthumously awarded the Medal of Honor for his actions on D-Day. But a lack of documentation - in part because of a 1973 fire that destroyed millions of military personnel files - has stymied the effort.   Another member of the unit, William Dabney described what they encountered on D-Day in a 2009 Associated Press interview during the invasion's 65th anniversary.   "The firing was furious on the beach. I was picking up dead bodies and I was looking at the mines blowing up soldiers. ... I didn't know if I was going to make it or not" said Dabney, then 84, who passed away last year.   Linda Hervieux detailed the exploits of the 320th in her book "Forgotten: The Untold Story of D-Day's Black Heroes, at Home and at War." She said the military resisted efforts to desegregate as it ramped up for World War II. Instead they kept separate units and separate facilities for black and white troops.   "This was a very expensive and inefficient way to run an army. The Army ... could have ordered its men to integrate and to treat black soldiers as fully equal partners in this war. The Army declined to do so," she said. The Army wanted to focus on the war and didn't want to become a social experiment, Hervieux said, but she notes that when African American soldiers were called on to fight side by side with whites, they did so without problems. By the end of World War II, more than a million African Americans were in uniform including the famed Tuskegee Airmen and the 761st Tank Battalion. The Double V campaign launched by the Pittsburgh Courier, a prominent African American newspaper, called for a victory in the war as well as a victory at home over segregation, including in the military.   During World War II, it was unheard of for African American officers to lead white soldiers and they faced discrimination even while in the service. Black troops were often put in support units responsible for transporting supplies. But during the Normandy invasion that didn't mean they were immune from danger.   Ninety-nine-year-old Johnnie Jones Sr., who joined the military in 1943 out of Southern University in Baton Rouge, was a warrant officer in a unit responsible for unloading equipment and supplies onto Normandy. He remembers wading ashore and coming under fire from a German sniper. He grabbed his weapon and returned fire along with the other soldiers. It's something that still haunts his memories.   "I still see him, I see him every night,'' he told the AP recently. In another incident, he remembers a soldier charging a pillbox, a selfless act that likely ended the soldier's life. "I know he didn't come back home. He didn't come back home but he saved me and he saved many others.'' After defending their country in Europe, many African American troops were met with discrimination yet again at home. Jones remembers coming back the U.S. after the war's end and having to move to the back of a bus as it crossed the Mason-Dixon line separating North from South. He recalls being harassed by police officers after returning to Louisiana.   "I couldn't I sit with the soldiers I had been on the battlefield with. I had to go to the back of the bus," said Jones, who went on to become a lawyer and civil rights activist in Baton Rouge. "Those are the things that come back and haunt you."

Coalition War Planes Holding Fire Against IS in Syria U.S. and coalition jets have been quiet in the skies over Syria, failing to launch any airstrikes against remnants of the Islamic State terror group for a second consecutive month.   The U.S.-led military coalition said Wednesday there were no airstrikes in Syria between May 5 and June 3, while reporting 11 strikes in Iraq during the same period.     According to the statement, the strikes in Iraq targeted 16 IS tactical units and destroyed 21 IS caves, along with two vehicles and one so-called "bed-down" location.     The last time coalition planes targeted IS fighters in Syria came in the two-week period following the final victory over the terror group's self-declared caliphate in the northeastern Syrian village of Baghuz on March 23. Between March 24 and April 6, coalition aircraft carried out 29 strikes against 28 IS units, destroying dozens of vehicles, fighting positions and supply routes. But since then, both coalition officials and officials with the U.S.-backed Syrian Democratic Forces have said the need for airstrikes has been minimal.   "The SDF are using tactics that are more surgical in nature as they root out Daesh sleeper cells, weapons caches and support bases," coalition spokesman Col. Scoot Rawlinson told VOA last month, using the Arabic acronym for IS.   "With the end of linear combat operations that we saw as the SDF were pursuing Daesh fighters in territory they once controlled, the demand for larger weapon strikes like those that come from aerial systems has diminished," Rawlinson added.   Still, there has been a steady stream of attacks targeting SDF forces, with IS sleeper cells using a variety of methods to target local commanders and others. Information compiled by a collection of Western and local journalists and media activists, indicates the pace of such attacks is rising.   The Rojava Information Center this week said there were 139 attacks by IS sleeper cells in northeastern Syria in May, an increase of 61% over the previous month.   It said the number of deaths also rose, 42% in May to 78, with increases even in previously secure areas.   During the height of the campaign to roll back the IS caliphate in Syria and Iraq, coalition airstrikes were seen as vital. SDF officials and others on the ground would describe how the mere presence of U.S. aircraft would cause IS fighters to think twice before launching attacks, while at the same time boosting the courage and confidence of the U.S.-backed forces on the ground.

US Report Urges Steps to Reduce Reliance on Foreign Critical Minerals The U.S. Commerce Department on Tuesday recommended urgent steps to boost domestic production of rare earths and other critical minerals, warning that a halt in Chinese or Russian exports could cause "significant shocks" in global supply chains. The report includes 61 specific recommendations — including low-interest loans and "Buy American" requirements for defense companies — to boost domestic production of minerals essential for the manufacture of mobile phones and a host of other consumer goods, as well as fighter jets. It also called for closer cooperation with allies such as Japan, Australia and the European Union, and directed reviews of government permitting processes to speed up domestic mining. U.S. reliance on foreign minerals has worried U.S. officials since 2010, when China embargoed exports of so-called rare earth minerals to Japan during a diplomatic row. The issue took on new urgency in recent weeks after Chinese officials suggested rare earths and other critical minerals could be used as leverage in the trade war between the world's largest economic powers. "The United States is heavily dependent on foreign sources of critical minerals and on foreign supply chains resulting in the potential for strategic vulnerabilities to both our economy and military," the Commerce Department said in a long-awaited report outlining a new federal strategy on critical minerals. "If China or Russia were to stop exports to the United States and its allies for a prolonged period — similar to China's rare earths embargo in 2010 — an extended supply disruption could cause significant shocks throughout U.S. and foreign critical mineral supply chains," the report said. Boosting trade with other countries could reduce U.S. reliance on sources of critical minerals that could be disrupted, and robust enforcement of U.S. trade laws and international agreements could also help address adverse impacts of market-distorting foreign trade measures, it said. The report was cheered by U.S. miners, including MP Materials, which owns California's Mountain Pass mine, the only current rare earths facility in the United States. For now, it must pay a 25 percent tariff to ship its rare earths to China for processing, collateral damage in the U.S.-China trade war. "We welcome this report and hope that the Commerce Department's 'Call to Action' results in some real action from Washington," said James Litinsky, co-chairman of MP Materials. Recommendations The report called for a combination of short-term measures, such as stockpiling, and longer-term moves to catalyze exploration, design and construction of new mines, as well as re-establishing domestic downstream manufacturing supply chains. It recommended several measures for the Interior Department and its subagencies, including the Bureau of Land Management and the Forest Service, to remove obstacles to critical mineral development and make it easier to get permits. It said the BLM and Forest Service should review all areas that are currently "withdrawn" — or protected — from development and assess whether those restrictions should be lifted or reduced to allow for critical mineral development. Commerce also proposed altering how the Interior Department and its agencies review mining projects under the bedrock National Environmental Policy Act, urging expedited environmental studies and identifying minerals which can be excluded from environmental reviews. The report drew immediate fire from Democrats who said the new strategy would harm the environment and amounted to fresh concessions to multinational corporations. "This administration has set shameful new records for industry giveaways, and this is one of the worst," said Raul Grijalva, Democratic chairman of the House of Representatives Natural Resources Committee. The industry applauded the report, however. "The steps outlined in this report will go a long way in unlocking the value of all our domestic mineral resources while continuing strict environmental protections," said Hal Quinn, president of the National Mining Association. The Buy American recommendation, which would require defense weapons and related products be built with domestically-sourced rare earths, could make it easier to secure financing if investors knew there would be a guaranteed revenue source for new projects, prospective U.S. rare earth miners said. "I would encourage the federal government to move as quickly as possible, and 'buy American' is one way to do that," said Anthony Marchese, chairman of Texas Mineral Resources Corp, which is seeking $300 million to develop the Round Top rare earth deposit in Texas.

Falls a 'Major Epidemic' for Older Americans From late-night tumbles on the way to the bathroom to accidents outdoors, more and more elderly Americans are dying after a fall, with the risk doubling since 2000, according to a study published Tuesday. The figures confirm a trend that has also been observed in Europe.  In the United States, the absolute number of deaths among people over 75 years old attributed to falling almost tripled from 2000 to 2016 (8,613 to 25,189). While the population has grown since that time, it still represents a doubling in the rate of such deaths for men as well as women, according to a study published in the Journal of the American Medical Association (JAMA). The research was led by Klaas Hartholt at the Reinier de Graaf Groep in the Netherlands. "Approximately one in three persons aged 65 years or older falls every year," Marco Pahor, director of the Institute on Aging at the University of Florida, wrote in an editorial on the subject for the journal.  "Falling is a potentially catastrophic and life threatening event for older persons." High cost But the risk of death from head trauma and internal bleeding isn't where it ends. Fractures to hips, knees or ankles can mark the start of a vicious cycle: hospitalization, reduced independence, physical rehabilitation and long-lasting effects on morale and mental health. One in five people who break their hips will never walk again, according to Atul Gawande, a doctor and the author of the book "Being Mortal." In the U.S., the costs linked to falls is among the most expensive categories for hospital care. "Falls represent a major emerging epidemic among older persons," Pahor told AFP. In the Netherlands, Spain, Australia and Canada where falls were also recently studied, the trend has been similar since 2000. In France, the problem is described as a "major public health issue." Links to medication The reasons for the spike have not been well studied, but geriatricians have some ideas. It's possible that the elderly of today are more active than those of the past. Rising obesity levels could also play a role since it is linked to a weakening of the muscles. Perhaps most of all, though modern medicine has done a good job of improving the treatment of chronic illnesses, it has neglected quality of life for people in their old age. "Unfortunately, some medications can increase fall risk," Elizabeth Burns, a health scientist at the Centers for Disease and Control who co-authored the JAMA study, told AFP. "Some medications, like psychoactives, can cause side effects such as vision impairment, confusion, and sleepiness," she said, adding that the use of such drugs including opioids has increased substantially in recent years.  George Taler, a geriatrician at the MedStar Washington Hospital Center who makes home visits in the U.S. capital, added that the method he most favors for lowering the risk of falling is simple: "de-prescribing" medication that is no longer necessary. Studies have shown that when the number of prescription drugs taken daily is four or more, dizziness and loss of balance rise significantly. "We're very good at writing prescriptions for medications. We're not so good about taking them away, even when they're no longer helpful or necessary," Taler told AFP. "I'll just give you a case today: this is an older woman who's had multiple falls, and she has swelling in her ankles. "Well, if I gave her a prescription for a diuretic to get rid of the swelling, and all the fluid disappears, she is likely to have a fall from dehydration. So we need to adjust the medicine to her reality." Physical exercise Another study published in JAMA led by Teresa Liu-Ambrose at the University of British Columbia found that physical exercise played a role in reducing falling. In a relatively small experiment carried out in the Greater Vancouver area with around 300 septuagenarians, researchers tested the effectiveness of the Otago Exercise Program, a home-based program supervised by a physical therapist. It involves numerous strength-building exercises for knees, hips and ankles as well as balance-training (including walking backwards, standing on a leg, etc), repeated three times a week with participants asked to also walk 30 minutes at least twice per week. The physical therapist visited at various intervals to keep things on track, with their fifth and final visit six months after the program began. The program "significantly reduced the rate of subsequent falls" compared to those in a control group, but the researchers cautioned that the results required replication in other clinical settings. One thing that has intrigued researchers has been the positives associated with physical exercise even when it did not increase muscle mass. "The very act of exercise just makes people more aware of their body, more aware of their space, feeling better about themselves," said Taler. "And even though we may not be able to measure that, it still has its measurable benefits in terms of falls."
