Councillor Pete Lowe is a [[British Labour party|British Labour Party]] politician. He was Leader at [[Dudley Metropolitan Borough Council]] between December 2014 and May 2017 and again in 2018<ref></ref>, before standing down to become Cabinet Member for Finance<ref></ref>, a position he previously held between 2012 and 2014.

He was Vice-Chair of the [[West Midlands Combined Authority]] when it was officially established in June 2017.<ref></ref>

== Early Life ==
Pete Lowe was born in 1968 and raised in Stourbridge where he has lived all his life. He attended Thorns Primary and Secondary Schools before attending [[Halesowen College of Further Education|Halesowen College]] where he studied Government and Politics. He also studied drama where, for a short time, he was tutored by the comedian [[Frank Skinner]]. He joined the [[Labour Party (UK)|Labour Party]] at the age of 15 in 1984 during the [[Miners' strike|Miners' Strike.]]

In his youth Pete campaigned for the [[Miners' strike|Miners' Strike]] organising collections of food and money. He also campaigned against [[Section 28|Clause 28]] and is a passionate supporter of [[LGBT|LGBT+]] rights.

He qualified as a nurse in 1992 and started work at [[Dudley Guest Hospital]].  He became a specialist stroke nurse in 1995 before becoming a Charge Nurse on the Medical Admissions Ward at [[Russells Hall Hospital|Russell's Hall Hospital]].  He also worked at [[Corbett Hospital|Corbett]] and [[Wordsley Hospital|Wordsley Hospitals]] in the West Midlands which formed part of the Dudley Group of Hospitals.

== Trade Unionism ==
Pete joined NUPE on his first day of nurse training in 1989 and quickly got involved in local campaigns including the Ambulance dispute and nurse shift changes. He helped organise the Dudley Campaign against the Poll Tax (Community Charge).  

In 1990 he became a work placed steward and, once qualified, in 1992 became the Branch Secretary of the NUPE Branch covering Dudley Hospitals. Upon the merger of [[NUPE]], [[Cohse|COHSE]] AND [[NALGO]] in 1995 to create [[Unison (trade union)|UNISON]] Pete became its first Branch Secretary.  He served [[Unison (trade union)|UNISON]] between 1995 and 1999 at regional level as Vice-Chair of its Health Committee and as a delegate to its national and regional conferences.

He started the campaign against [[Private finance initiative|PFI]] in Dudley, helping to organise the dispute which led to the longest dispute in NHS history in 2000.<ref> HEALTH Hospital strike leads to cancelled ops|website=news.bbc.co.uk|access-date=2019-05-25}}</ref>  This dispute led to the retention of the employment model agreement which gave workers additional protections when privatised. == Local Government ==
Pete Lowe was elected to [[Dudley Metropolitan Borough Council]] in 2003 and then from 2006 to present.  He represents [[Stourbridge (UK Parliament constituency)|Lye and Stourbridge North]].  He became Leader in December 2014 until May 2017 and again in 2018.   He stood down as Leader to concentrate on his wider [[West Midlands (region)|West Midlands]] priorities and became Cabinet Member for Finance, Council Sustainability and Transformation at [[Dudley Metropolitan Borough Council|Dudley Council]]. As Leader he ensured his Cabinet was gender balanced and represented the diverse communities the borough serves.  Under Pete's Leadership Dudley Council elected their first ever Muslim Mayor, Mohammed Hanif<ref></ref>.

Pete became Vice Chair of the newly established [[West Midlands Combined Authority]] (WMCA) in June 2017, a position he held until the first Mayoral elections in May 2017<ref></ref>. During this time he worked with West Midlands TUC to ensure Trade Union Representation on the WMCA Board (the first in the country)<ref></ref> as well as launching THRIVE, a initiative to promote employability for those with Mental Ill Health.<ref></ref> He also took responsibility for environment at the WMCA.

Pete was the [[Labour Party (UK)|Labour Party]] Candidate for [[Stourbridge (UK Parliament constituency)|Stourbridge]] at both the [[2015 United Kingdom general election|2015]] and [[2017 United Kingdom general election|2017]] General Elections.

== West Midlands Mayoral Elections ==
Pete is considering standing as the Labour candidate in the [[2020 West Midlands mayoral election|2020 West Midlands Mayoral elections]].

If he is selected as the candidate, as well as consulting with CLP's he is committed to holding a policy development conference for party members so that they will have a say in developing his election manifesto.

He intends to lead the fight for the full restoration of funding lost to Local Government since 2010, working with partners to support the most vulnerable communities and ensuring that everybody throughout the region benefits from increased devolved powers.

Other key policies will include:

* Creating a People's Bank that operates fairly for all communities and provides funding for SME's
* Developing the 'Preston Model' of Community Wealth building, where the Combined Authority would work with anchor institutions in the public and private sector to ensure they spend their money and resources within the West Midlands region
* Ensuring we give both younger and older working people from low income backgrounds the opportunity to access the right training and development to get decent, well paid work
* Engaging with disadvantaged groups across the region to ensure that transport is affordable and accessible for all

Pete has been active in equality issues all his life and has worked with groups such as Hope not Hate and Unite against Fascism.  He helped co-ordinate and support the campaign against groups such as EDL who targeted Dudley during 2010 to 2015<ref></ref>.

In 2014 Pete moved a motion at Dudley Council creating it as the first Fairtrade Town in the [[Black Country]]<ref></ref>.

Missouri Couple Drowns, Raising Storms' Toll to 9  The bodies of a man and a woman were discovered Friday in a submerged vehicle near the Mississippi River in Missouri, bringing the death toll to nine from storms that have ravaged the central U.S. this week and threaten major flooding through the holiday weekend. John Reinhardt, 20, and Caitlin Frangel, 19, both of Hazelwood, Missouri, were reported missing May 15. Their bodies were found around 4 a.m. on a flooded rural road that runs along the river at Portage Des Sioux, about 40 miles (64 kilometers) north of St. Louis. Missouri State Highway Patrol Trooper Dallas Thompson said an autopsy determined they both drowned. "We believe they went into it in the dark, not knowing the roadway was flooded, and they were unable to get out," Thompson said. ​Major flooding in several states Heavy rain in recent weeks has spurred major flooding in several states. Flooding along the Arkansas River will threaten communities from Tulsa into western Arkansas through at least the holiday weekend, officials said Friday, as water released from an Oklahoma dam combines with additional rain in the forecast. To control flooding in Tulsa, the U.S. Army Corps of Engineers on Friday began increasing the amount of water being released into the river from the Keystone Dam northwest of the city of about 400,000 people. "The dam is doing what it is supposed to do. It has maintained the flood to a manageable level," said Oklahoma U.S. Sen. James Lankford, following an aerial tour of the region. The river in Tulsa was just above 22 feet (6.71 meters) Friday, four feet (1.22 meters) above flood stage, and was expected to remain at that level through Tuesday. Riverside residents were urged to leave their homes and at least one oil refinery suspended operations. "The most disturbing thing that I've heard in the last 24 hours from our first responders are reports of parents letting their kids play in the river," said Tulsa Mayor G.T. Bynum. "If you're a parent that's letting your kid play in this river right now, you ought to be ashamed of yourself." State of emergency in Arkansas Arkansas officials braced for record flooding as the water moves downstream. Gov. Asa Hutchinson declared a state of emergency Friday to lift hurdles in what state agencies can do to assist flooded areas along the Arkansas River. The proclamation came after he ordered the state's National Guard to station high-water rescue teams in the western part of the state by Saturday and the Corps of Engineers warned residents to stay off the river throughout the Memorial Day holiday weekend. "We hope people are getting to safer areas now," said Aric Mitchell with the Fort Smith, Arkansas, police department. The Arkansas River is expected to reach 41 feet (12.5 meters) by Sunday near Fort Smith, which is the state's second-largest city with nearly 89,000 residents. That's nearly 20 feet (6 meters) above flood stage and 3 feet (0.9 meters) above the record of 38.1 feet (11.61 meters) set in 1945. "Nearby business, residences could be flooded ... it's going to be a mess," said National Weather Service meteorologist Pete Snyder. "We've not seen it get this high before. It's a different situation than we've ever seen." Days of severe storms The concerns in Oklahoma and Arkansas follow days of severe storms that exacerbated spring flooding throughout the Midwest and spawned dozens of tornadoes. More rain with possible tornadoes is likely through the weekend from western Texas through Illinois, according to weather service meteorologist Matt Mosier with the Storm Prediction Center in Norman, Oklahoma. On Friday evening, a tornado touched down just south of Iowa City, Iowa, the home of the University of Iowa, causing some damage but no injuries. A high school commencement was disrupted by the storm, prompting people attending to scurry to the bowels of a basketball arena in Iowa City while a tornado siren blared. Floodwaters from the Missouri River topped a levee at Jefferson City Friday and prompted some streets around the state Capitol to be shut down, as residents worked to clean up from one of the twisters, which cut a 3-mile-long path through the city earlier this week. Jefferson City's airport had been evacuated, but other residents and workers drove precariously through flooded roads to escape the rising waters. The Capitol building sits on a bluff on the south side of the river and is not in danger of flooding. The tornado had also damaged the Missouri headquarters for the Special Olympics, prompting the organization Friday to cancel its summer games.

*12 May - Patrick McVeigh a 44 year old Cathlic civilian was shot dead by the British Armies undercover MRF unit, at Riverdale Park South, [[Andersonstown]], Belfast. Four other people were injured in the attack.
*12 May - Later the same night Patrick McVeigh was shot and killed, the MRF shot and injured a 18 year old man in the Slievegallion area of west Belfast.

*2 October - Attack on MRF - After extracting confessions from IRA Volunteers the IRA Belfast Brigade attacked the the Military Reaction Force. From the confessions of one of the IRA Volunteers, they found out the MRF had a number of front companies including the [[Four Square Laundry]] and the Gemini massage parlour on [[Antrim Road]]. The Belfast Brigades 2nd Battalion lead by [[Brendan Hughes]] first attacked the Four Square Laundry van in the [[Twinbrook, Belfast]] area. Four Volunteers attacked the van & killed the driver who was a undercover soldier in the [[Royal Engineers]], a MRF woman posing as Nationalist under attack from Loyalists escaped. The IRA claimed they machine-gunned & killed undercover operatives in the hidden roof part of the van, the 3rd Battalion of the brigade shot up the Massage Parlour. == Biography ==
At the age of nine, Waite won a newspaper cartoon competition.<ref name=":0">Liquid error: wrong number of arguments (1 for 2)</ref> His interest in art continued and he attended [[Elam School of Fine Arts]], as well as [[Auckland College of Education|Auckland Teacher Training College]].<ref name=":0" /> After teaching for a year, he returned to Elam while working as a free-lance cartoonist for the [[Taranaki Daily News]], the Auckland Weekly News and the [[The New Zealand Herald|New Zealand Herald]].<ref name=":1">Liquid error: wrong number of arguments (1 for 2)</ref> He took up a position at the ''[[Otago Daily Times]]'' as a staff cartoonist in 1949.<ref name=":1" />

In 1951, Waite moved to the United Kingdom contributing to a number of publications including the ''[[The Sunday Times|Sunday Times]]'', the ''Glasgow Daily Record'', The ''[[Scottish Daily News]]'', ''[[Punch (magazine)|Punch]]'' (1952-1964), and ''[[Men Only]]'' magazine.<ref name=":0" /> Between 1957 and 1964 he worked as the chief political cartoonist for the ''[[Daily Sketch]]'' in London, producing up to three cartoons a day.<ref name=":0" /><ref></ref> He continued to work for London-based publications, including the ''Sun'' (1964–69), the ''Daily Mirror'' (1969–85), the ''Sunday Mirror'' (1970–80) and the City Diary of [[The Times|''The Times'']] (1987-1997).<ref name=":0" /> He was made Cartoonist of the Year in 1963 by the Cartoonists' Club of Great Britain.<ref name=":0" />

Bharat Kishore Dev Burman 1941)
[1] (literal phonetic rendering in
Bengali) is a minor Tripuri royal,
currently living in the city of
Kolkata , formerly Calcutta.
He is the husband of actress
Moon Moon Sen and the nephew
of Maharani Gayatri Devi , and as
the father of Bollywood actresses
Raima Sen and Riya Sen (who use
their mother's surname
professionally and socially).
The Dev Varma house,
formerly reigning in Tripura
The Dev Varma family [1] ruled the
Indian princely state of Tripura, a
small north-eastern state in India,
with a status of 13 gun salute,
meaning that the state and family
were of moderate significance
among the Princely States. In the
late 19th and early 20th century,
the head of the family became
significantly influenced by and
associated with Bengali literary
icon and Nobel laureate
Rabindranath Tagore. After
Independence, Tripura became a
State in the Republic of India; the
current head of the family and his
immediate relatives now live in
Tripura House in Kolkata (formerly
Calcutta).
The most well-known members of
this family in modern India are
however the father-son duo of
Sachin Dev Burman (song
composer) and Rahul Dev Burman
(India's revolutionary music
composer R.D. Burman), both
deceased.
Early life
Bharat Dev Varma was born the
younger son of Maharaja
Ramendra Kishore Dev Varma
(Prince of Tripura) (d. Calcutta
1975) and his first wife Ila Devi
(Princess of Cooch Behar) (1914–
1945), [1] the eldest daughter of
HH Maharaja Jitendra Narayan
Bhup Bahadur, Maharaja of Cooch
Behar and his wife Indira Raje ,
Princess of Baroda . The father
Ramendra Kishore Dev Varma was
himself a grandson of a ruler of
Tripura and thus nephew and
cousin (and later brother-in-law)
to successive rulers.
He had one older brother
Manabendra Kishore Dev Varma,
better known as Bhim Dev Varma
(now deceased) (1937–2002) who
was childless, and one sister
Devika Devi (1938–2009), who was
previously married in 1961
(divorced 19_) to her aunt Gayatri
Devi's stepson Prithviraj Singh,
Prince of Jaipur), with issue. His
mother Ila Devi died at a
relatively young age in 1945 at
Darjeeling, aged only 30 or 31. His
father remarried some time later,
this time choosing as wife his first
cousin Kamal Prabha, Princess of
Tripura. Bharat Dev Varma has one
half-brother Jishnu Kishore Dev
Varma (married, with one son) and
three half-sisters by his father's
second marriage. [1]
His nickname is apparently Prince
Habi. [1] It is unclear if this was a
childhood nickname, since it has
rarely been used in the Indian
press, whereas his older brother
was always known as Bhim Dev
Varma until his death (and later).
Bharat was probably raised by his
father and stepmother in Calcutta.
His father died in 1975. Details of
his education and career are
currently unknown.
Personal life
Bharat Dev Varma married Moon
Moon Sen in 1976 (better known
as the only child of Bengali
actress Suchitra Sen. His wife later
entered the Bengali film industry,
and achieved some successes, but
has since starred more in TV
serials.
In interviews, Moon Moon Sen has
praised her husband's character
and his support of her
professional life. Notably, she says
"I give him 100 per cent credit for
the success and stability of our
marriage. Going by film marriages,
ours is a pretty steady one. ...He
is protective of all of us. His sense
of humour, tolerance,
understanding and love is just
beyond words. He thoroughly
enjoys my being in my profession
because it opens up a whole new
world for him." [2] The couple have
two daughters, both Kolkata And
Bollywood actresses Raima Sen
and Riya Sen
The family leads a private life in
South Kolkata , but make
occasional appearances in the
Page 3 sections of Indian
newspapers, usually at polo events
or film-related events.
Bharat Dev Varma was probably
brought up his maternal
grandmother Maharani Indira Devi
of Cooch Behar (Princess Indira
Raje Gaekwad of Baroda), an
erudite and progressive woman of
her time, after his mother Ila
Devi's premature death followed
by his father's second marriage.
He spent his childhood partly in
Agartala and mostly in
'Woodlands' in Alipur Road, the
Calcutta residence of the Cooch
Behar royal family.

'Violent Tornado' Touches Down in Missouri Capital A "violent tornado" touched down in Jefferson City, Missouri, causing heavy damage Wednesday, according to the National Weather Service. The service reported that a "confirmed large and destructive tornado" was observed over Jefferson City at 11:43 p.m. Wednesday, moving northeast at 40 mph (64 kph). The capital city has a population of about 40,000 and is 130 miles (209 kilometers) west of St. Louis. No fatalities have been reported, but Jefferson City Police Lt. David Williams said they have received multiple calls of people being trapped in their homes. "It's a chaotic situation right now," Williams said. "We need people who are not affected to stay out of those areas." Williams spoke from the Cole County Sheriff's office, where debris such as insulation, roofing shingles and metal pieces lay on the ground outside the front doors. Power outages are being reported in parts of the city.   "More dangerous severe weather — tornadoes and flash flooding — expected overnight," according to a tweet from Missouri Public Safety. The National Weather Service said it had received 22 reports of tornadoes by late Wednesday evening, although some of those could be duplicate reporting of the same twister. One tornado skirted just a few miles north of Joplin, Missouri, on the eighth anniversary of a catastrophic tornado that killed 161 people in the city. The tornado caused some damage in the town of Carl Junction, about 4 miles (6.44 kilometers) north of the Joplin airport. Flooding and runaway barges Storms and torrential rains have ravaged the Midwest, from Texas through Oklahoma, Kansas, Nebraska, Iowa, Missouri and Illinois. Two barges broke loose and floated swiftly down the swollen Arkansas River in eastern Oklahoma on Wednesday, spreading alarm downstream as they threatened to hit a dam. Authorities urged residents of several small towns in Oklahoma and Kansas to leave their homes as rivers and streams rose. The Arkansas River town of Webbers Falls, Okla., was one such town. Town officials ordered a mandatory evacuation Wednesday afternoon because of the river's rising level. But Wednesday evening, a posting on the town's official Facebook page sounded the alarm about the runaway barges for its 600 residents: "Evacuate Webbers Falls immediately. The barges are loose and has the potential to hit the lock and dam 16. If the dam breaks, it will be catastrophic!! Leave now!!" There was no word by midnight Wednesday where the barges were on the river, but local television stations showing live video of the river and the lock and dam said they had not yet arrived. The Arkansas River was approaching historic highs, while the already high Missouri and Mississippi Rivers were again rising after a multi-day stretch of storms that produced dozens of tornadoes. Forecasters predicted parts of Oklahoma, Missouri and Kansas could see more severe weather on Thursday. Weather-related deaths Deaths from this week's storms include a 74-year-old woman found early Wednesday morning in Iowa. Officials there say she was killed by a possible tornado that damaged a farmstead in Adair County. Missouri authorities said heavy rain was a contributing factor in the deaths of two people in a traffic accident Tuesday near Springfield. A fourth weather-related death may have occurred in Oklahoma, where the Highway Patrol said a woman apparently drowned after driving around a barricade Tuesday near Perkins, about 45 miles (72 kilometers) northeast of Oklahoma City. The unidentified woman's body was sent to the state medical examiner's office to confirm the cause of death. Oklahoma Department of Emergency Management spokeswoman Keli Cain said she isn't yet listed as what would be the state's first storm-related death.

==Background==

Senicha Marie Lessman was born Senicha Zdravokova Tzoneva on February 24, 1991 in [[Isperih]], Bulgaria; her birth parents were originally from [[Turkey]]. She lived in two orphanages before coming to the United States at age 6 and being adopted by Margi Lessman at age 9. Senicha lettered in track and basketball at Arlington High School in St. Paul before moving to Eagan and graduating from [[Burnsville High School]] in 2010. After becoming pregnant, she planned to name her son Logan Andrew. Margi Lessman released a statement describing her daughter as a "loving, kind, smart and beautiful young woman who was very excited to be a mother." <ref name="legacy"></ref><ref name="associatedpress"></ref><ref name="athletics"></ref>

==Murder==

On January 24, 2017, shortly before 3 p.m., Margi Lessman drove to Senicha's home to take her to the doctor, and found her naked on the bedroom floor with her neck cut and a cloth stuffed in her mouth. After Margi called 911, Eagan police and paramedics unsuccessfully tried to revive Senicha. Two days later, prosecutors charged Senicha's boyfriend and the father of her unborn child, Vern Jason Mouelle of Brooklyn Park, with one count of second-degree murder with intent and one count of second-degree murder of an unborn child.<ref name="pioneerpress"/> Mouelle was 23 at the time. <ref name="mpr"></ref>

A neighbor had observed an SUV parked in Lessman's driveway around 1:30, and officers subsequently determined that Mouelle's mother owned a similar vehicle. Officers found the vehicle and Mouelle at his workplace in [[Mounds View, Minnesota|Mounds View]] and arrested him. The vehicle contained Lessman's cellphone, bloody women's clothing, a bloody trash can and a Walmart receipt for a pocket knife, which was subsequently found bloodied in Mouelle's dresser drawer at his parents' home. <ref name="pioneerpress"></ref> A search of Mouelle's phone revealed he had searched for "How long would it take to die if one of your external jugular vein(s) was slit" and "How much time does it take to knock someone out with a rear naked choke". <ref name="kare"/>

In December 2017, a jury found Mouelle guilty on two counts each of first-degree and second-degree murder. [[Dakota County, Minnesota|Dakota County]] judge Erica MacDonald sentenced Mouelle to two consecutive life sentences without possibility of parole.

His 1946 book, ''Fountain of Youth'', advocated a [[Fruitarianism|fruitarian]] raw food diet. DeVries eschewed medical treatment and believed that fasting could treat most illnesses.<ref name="George 2009"/>

DeVries believed that correct diet and exercise would improve one's beauty and health. He gave specific instructions for women to be fit mates for strong males.<ref name="Berry 2017"/> Klassen promoted this idea to "upgrade" the white race by improving the offspring.<ref name="Berry 2017"/>
