The idea of establishing a National Labour Institute dates back to the Third National Development Plan 1975 -1980 when the Federal Government of [[Nigeria]] took over the Patrice Lumumba Labour Institute and Trade Union Institute for Economic and Social Development Established by the banned Nigerian Trades Union Congress (NTUC) and United Labour Congress of Nigeria (ULCN) respectively.
The antecedents and rationale behind the establishment of the National Institute for Labour Studies were therefore enunciated in the 1975 National Labour Policy and Plan. The objective was pursued with vigour during the Second Republic when the foundation stone of the Institute was laid in Ilorin by the then Civilian President, Shehu Shagari on 4th May 1983. The Institute has its legal backing vide Act Cap 261 of the Laws of the Federation of Nigeria, 1990 (formerly known as Decree No. 5 of 1986).
NIILS was renamed Michael Imoudu Institute for Labour Studies, Ilorin by the then Military President of the Country, General Ibrahim Babangida, on 1st May 1992 in honour of Nigeria's stout defender of workers' rights, Michael Imoudu.
