The project was initiated in early 2000s during [[Chen Shih-Bian]]'s presidency and was then suspended by [[Ma Ying-Jeou]]'s regime in late 2000s and was ultimately revived in [[Tsai Ing-Wen]]'s leadership in the effort to close the [[north-south divide in Taiwan]] over the disparity of education opportunity and resources.
