[[Malta]] has been a member state of the [[European Union]] since 1 May 2004, with the [[Treaty of Accession 2003]] signed on 16 April 2003 in [[Athens]] as the legal basis for Malta's accession to the EU. The actual process of integrating Malta into the EU began with Malta's application for membership in July 1990.

== Early relations between Malta and the EU ==

Diplomatic relations between [[Malta]] and the [[European Economic Community]] began upon signing an [[European Union Association Agreement|Association Agreement]] in [[Valletta]] in 5 December 1970, coming into force on 1 April 1971.<ref></ref>

Malta's formal application to join the European Community was submitted in July 1990, followed by a positive opinion from the [[European Commission]] in June 1993. However, the application had to be temporarily halted in 1996. 

== Nearing accession ==
In February 1998, the European Commission presented an action plan outlining a [[free-trade area]] and enhanced cooperation with Malta.

In September 1998, following [[1998 Maltese general election|recent elections]], the [[Government of Malta|Maltese government]] informed the Council of its wish to reactivate Malta's application for EU membership.<ref></ref>

== Accession ==
Formal accession negotiations started in 2000 and were completed by the end of 2002. A [[2003 Maltese European Union membership referendum|referendum]] was held in March 2003 asking the public whether they agree in joining for EU membership or not. The referendum resulted in 53.6% supported joining the EU, while 46.4% opposed.<ref>Liquid error: wrong number of arguments (1 for 2)</ref>

Malta joined the EU on 1 May 2004, after the signing of the [[Treaty of Accession 2003|Treaty of Accession]] in April 2003, together with [[Cyprus]], the [[Czech Republic]], [[Estonia]], [[Hungary]], [[Latvia]], [[Lithuania]], [[Poland]], [[Slovakia]] and [[Slovenia]].

== Post-accession ==


Malta has joined the [[Eurozone]] at midnight on 1 January 2008, becoming the smallest country in the EU which adopted the eurozone.<ref></ref>

Malta has been constantly one of the most pro-EU countries, making the Maltese reaching the second or third place positive about EU membership in almost every survey.

Between 2004 and 2014, of the eight EU member states with a Mediterranean coastline ([[Croatia]], [[Cyprus]], [[France]], [[Greece]], [[Italy]], Malta, [[Slovenia]] and [[Spain]]), Malta has had the greatest [[economic growth]] since the introduction of the [[Euro]] in 2008. It also had the lowest [[unemployment]] rate and [[youth unemployment]] rate, the smallest [[Deficit spending|budget deficit]], and the most favorable [[Debt-to-equity ratio|debt to equity ratio]].<ref>Liquid error: wrong number of arguments (1 for 2)</ref>

== Public opinion ==
The general public in Malta have been constantly one of the most in favor of the EU membership, reaching the second or third place about EU membership in almost every survey.

A survey conducted in September 2018 found that 69% of the [[Maltese people|Maltese]] people are positive about EU membership, second only to [[Ireland]] at 91%.<ref></ref>
